Rural Bengal has progressed tremendously under the Trinamool Congress Government over the past five years. Panchayats are the agents through which the government’s development programmes for the rural populace are implemented.

One  programme in which the State has performed very well and has received glowing commendations is Mission Nirmal Bangla.

Mission Nirmal Bangla has been a revolutionary scheme of the West Bengal Government, aimed at making the State open defecation free (ODF), and it has had a great success. In 2014-15 alone, the State’s Individual Household Latrines (IHHL) count was 8.47 lakh, the highest in the country.

Among the top four districts in the country, in terms of making them ODF (counted on the basis of the construction of individual toilets), Nadia is at number one position and is immediately followed by Hooghly and Bardhaman.

In record time, Nadia district has reached out to all the households and constructed more than 3.47 lakh toilets to ensure that everyone in the district has got access to sanitation.

The project has achieved for West Bengal milestones which are the pride not only of India but internationally too. The Trinamool Congress Government has made the State really proud.

 

‘নির্মল বাংলা’: ভারতবর্ষের এক অনন্য মডেল

গত পাঁচ বছরে তৃণমূল কংগ্রেসের আমলে গ্রামবাংলার মানুষ উন্নয়নের এক নতুন আস্বাদ পেয়েছে। পঞ্চায়েতের মাধ্যমে সরকার তাদের এই উন্নয়ন কর্মসূচী বাস্তবায়িত করেছে।

মিশন নির্মল বাংলা কর্মসূচীতে রাজ্য খুব ভালো কাজ করেছে এবং  আন্তর্জাতিক স্তরেও যথেষ্ট প্রশংসা পেয়েছে।

‘মিশন নির্মল বাংলা’ পশ্চিমবঙ্গ সরকারের একটি বৈপ্লবিক প্রকল্প যার লক্ষ্য রাজ্যকে ওপেন ডেফিকেশন ফ্রি করা এবং রাজ্য সরকার এক্ষেত্রে অভূতপূর্ব সাফল্য পেয়েছে।

২০১৪-১৫ আর্থিক বর্ষে ‘নির্মল বাংলা’ স্বাস্থ্যবিধান কর্মসূচীতে ভারত সরকারের কাছ থেকে ‘দেশ সেরার’ শিরোপা জিতেছে পশ্চিমবঙ্গ। এই কর্মসূচীতে প্রায় ৮.৪৭ লক্ষ শৌচালয় নির্মাণ হয়েছে পশ্চিমবঙ্গে, যা দেশের মধ্যে সর্বোচ্চ।

সারা দেশের পারিবারিক শৌচাগার নির্মাণের ক্ষেত্রে অগ্রগণ্য প্রথম চারটি জেলার মধ্যে তিনটি হল নদিয়া, উত্তর ২৪ পরগনা ও হুগলি ও বর্ধমান।

নদিয়া দেশের মধ্যে প্রথম উন্মুক্ত শৌচবিহীন জেলা হিসেবে পুরস্কার অর্জন করেছে। ৩.৪৭ লক্ষেরও বেশি শৌচালয় নির্মাণ হয়েছে এই জেলায়।

পশ্চিমবঙ্গ সরকারের এই প্রকল্প শুধুমাত্র ভারতে নয় আন্তর্জাতিক স্তরেও খ্যাতি অর্জন করেছে। তৃণমূল কংগ্রেস রাজ্যকে গর্বিত করেছে।

Trinamool Congress successfully raised the issue of long-pending Juvenile Justice Bill through a Notice for Suspension of Rules under Rule 267 in Rajya Sabha today.

Leader of the party in Rajya Sabha, Derek O’Brien said that it is incumbent upon the House to rise above politics and reflect on what is going on outside. “The House cannot remain insulated. The House must reflect the will of the people,” he said.

“Instead of debate and discussion, we are wasting time in agitation. The Govt has listed several other bills (Commercial Courts, Arbitration) – all corporate in nature. All Bills are important but this Bill is more important,” he added.

“We have only three days to go. The country is watching us. Juvenile Justice Bill must be put on the agenda,” Derek said.

Trinamool Congress wants that the Bill Bill should be discussed thread bare over next three days and passed with necessary amendments.

Sir, recently the country observed the third anniversary of the Nirbhaya rape case. But still, we are sorry to say, that lack of forensic infrastructure is causing inordinate delay in getting justice to all women who have been raped or physically abused.

Sir, newspaper reports suggest that it is so glaring that the Government is not even able to come up with proofs in the fast-track courts. As an illustration, the national capital itself, between 11 police districts in the city, there are only two forensic laboratories, out of which one is not functioning properly.

Even the Parliamentary Standing Committee on Home Affairs has expressed extreme displeasure for this sorry state of affairs. Sir, the need of the hour is to submit time-bound reports for cases as well as expanding the existing capacity of forensic laboratories in the country.

The matter needs the urgent attention of the Government because of the lives of so many victims, specially women associated with domestic violence.

The Government needs to show all the seriousness to take necessary action in this regard.

Sir,

After Nirbhaya, all of us in this House and in this Nation thought it cannot get any worse. We cannot be any more brutal than as those men were two years ago.

Unfortunately, day before yesterday, in Ranaghat in Bengal, we saw another shameless act of brutality. This is not an issue where anyone wants to do any politics with, that is why I thought it would be proper to give a Notice and bring this issue up here in the Rajya Sabha.

Sir, it is a very sad incident and frankly all that the State Government can do is to show some swift action and  get some action done. Within a few hours of this incident, a CID probe had been ordered and 7 people have been detained. I will not indulge in politics and compare one incident to the other; this is not the occasion to do it. I think the issue is bigger. For all you know, it may have been a dacoity in the straight sense. So, I do not want to come to any conclusion. But the issue is bigger Sir.

The issue is one of women’s rights. The issue is one of the safety of the people who run these minority institutions. The issue is one of respecting our mothers, our sisters and making India a safer place to live in.

Sir, at some point we have to understand that both the rapist and their victims are us, because sometime the way we act in these cases is itself shameless.
