IT infrastructure in Bangla growing at rapid pace

From May 2011, an amount of more than Rs 600 crore has been invested by the Trinamool Congress Government in the creation of physical infrastructure in the IT and electronics sector. This includes creation of IT parks and hardware parks, facilities for equipment manufacturing clusters (EMC), etc. The Information Technology & Electronics (IT&E) Department is overseeing all of these.

Hardware park and EMCs: Two electronics manufacturing clusters are coming up in Naihati and Falta. Construction is on in full swing. A hardware park in Sonarpur is complete. An IT park in Kalyani has been planned.

Start-up Warehouse: The State Government established a Start-up Warehouse in 2015 in collaboration with NASSCOM for the benefit of new ventures and start-ups in the IT/ITeS sector. Fifty-one companies have been promoted from the centre so far. Nineteen companies have received funding from private investors and nine companies have received their second round of funding.

Capacity building and self-employment: The IT&E Department, through the training wing of Webel, is imparting IT training in the districts and in tier-II/III-level towns in an organised way. Almost 1.5 lakh students were trained and 30,000 students got employment or achieved self-employment from 2011 to 17, compared to about 74,000 students trained and 11,000 students employed/self-employed during the period of 2004-11.

Cyber Security Centre of Excellence: The Cyber Security Centre of Excellence has been inaugurated by the department and is operational from November 2017. The portal for the same was launched in March 2018. The centre is working on five verticals: capacity building and awareness generation, cyber security assurance, Security Operation Centre, cyber forensics and investigation, and research and development (R&D) and Advisory.

Promotion of emerging technologies: The IT&E Department has been holistically promoting the emerging technologies – the technologies that are going to have a significant impact in the near future. The department has already started working on cyber security, blockchain, artificial intelligence, machine learning, animation, IoT (internt of things), Industry 4.0 (a standard), analytics, animation and e-sports. Summits are being held every month on different emerging technologies. Already summits on cyber security, blockchain and artificial intelligence have taken place.

Silicon Valley Asia: The Government is setting up a cutting-edge IT and hardware technology research and manufacturing hub at New Town called Silicon Valley Asia, on the lines of Silicon Valley in California, USA.

Capacity expansion by private companies: Several of the top IT companies in India have opened new campuses and expanded existing ones, or are in the process of doing those. More and more IT companies are showing interest in opening offices and campuses in Bengal.

Indian Institute of Information Technology (IIIT), Kalyani: The fi­rst IIIT of Bengal was started in 2014. The first batch of BTech came out in 2018.

Reaching destinations beyond Kolkata and Salt Lake: Twenty-five IT parks in tier-II and tier-III cities in different districts are either operational or at different stages of completion – 12 are fully operational, four are almost completed and nine have received sanction for construction.

Thus we see that the State Government is continuously developing infrastructure for different aspects of the information technology industry. The Government has big plans for making Bengal an IT powerhouse.

Bangla Govt embracing infotech: E-governance, fintech, AI, student competitions, cyber security

Under the initiative of Chief Minister Mamata Banerjee, the State Government has embraced the use of information technology wholeheartedly. Every Bangla Government office, be they in Kolkata or the districts, is either wholly computerised or in the process of being so. The Government is also encouraging students to work on software technologies to create apps and other useful technologies.

E-governance has been made the norm. As a result, work has become faster – both for the Government offices as well as for the public being served.

All information technology-based aspects of the State Government are handled by the Information Technology & Electronics Department. Thus the department is playing a leading role in the digitisation of governance.

A report published by the McKinsey Global Institute last January had stated that Kolkata is poised to emerge as one of the top Indian cities and one of the epicentres of global financial activities by 2030. According to the report, by virtue of its relative proximity to Singapore and Hong Kong, Kolkata stands a bright chance of becoming a big IT hub.

The department is investing in the latest aspects of information technology. It has formed a core group which will interact with various stakeholders and prepare a repository of case studies of projects involving artificial intelligence (AI). Such cases will be taken up which can be adapted by various departments of the State Government.

The IT&E Department is coming up with is a Centre of Innovation. In an effort to give fresh graduates rent-free space for churning out ideas and designing innovative models, the department is setting up a Centre of Innovation at the IT park being built in Bantala, Kolkata. The blueprint for the centre has already been prepared. It will be functional from this financial year, and will have top academicians, scientists and industry members as its mentors.

The department is also encouraging software-based solutions from students, technical professionals and common citizens, particularly for the day-to-day problems of common people. For the last two years (2017 and 2018), the department has been organising Bengalathon, a competition for the development of apps for day-to-day needs.

Another sector the IT&E Department is actively promoting is fintech (short for ’financial technology’). Fintech is an emerging industry that comprises companies which use digital technology to provide financial services. These companies are involved in digital payment, automatic digital banking, share market analytics, insurance predictions and asset management.

The State Government has taken a leading role in developing fintech. A fintech hub is coming up in New Town, with plug-and-play infrastructure. Several companies have already rented space. The department came up with a stellar show at the Singapore FinTech Festival, held last November.

The department has already started working on emerging technologies like cyber security, blockchain, artificial intelligence, machine learning, animation, IoT (internet of things), Industry 4.0 (a standard), analytics, animation and e-sports. Summits are being held every month on different emerging technologies.

An important avenue of growth and safety that the State Government has identified is cyber security. It has set up a Cyber Security Centre of Excellence in order to successfully confront cyber crimes.

The cyber security centre collects, analyses and disseminates information on cyber security incidents, executes emergency measures, coordinates response, and issues guidelines, advisories and vulnerability notes. It also acts as a monitoring authority for the State, which looks at every single incident and incorporates the information for research and development.

Harnessing technology in the best possible way tops the Bangla Government’s priorities, and the above measures provide ample proof of that.

Café Ekante to host special programmes to celebrate World Cup Football

Café Ekante, the popular restaurant at Eco Park in New Town, will organise a host of programmes to celebrate World Cup football in a befitting manner. The programmes will be inaugurated today, when the World Cup begins in Russia.

The restaurant, named by Chief Minister Mamata Banerjee, has been decorated with flags of the participating countries, lights and jerseys to create an apt ambience. There will be a mini goalpost and the guests who can score two goals will get discount on food.

The guests will have mouth-watering dishes that are specialties of the countries that are participating on that day. For example, on the day when England will face its opponent, there will be fish and chips. Similarly, there will be special dishes from Brazil, Argentina, France and Germany.

The guests will be given coupons where they can write the name of the team that they think will lift the World Cup. If their prediction comes true, they will get a 20 per cent discount on their bill, within one month from the day of the final.

A giant screen will be put up at Café Ekante during the semi-finals and final. Another giant screen will be put up at New Town Business Club during those days, to help the members enjoy football. The Business Club too, like the restaurant, will be decorated with jerseys, lights and photos of the heroes of the World Cup.

Café Ekante has become a very popular restaurant in a very short time for its quality and variety of food, and ambience. And Kolkata has always been the ‘Football Capital of India’. The passion for the game in the city is well-known, both in India and in many places outside. These two aspects combined is expected to make the festivities at Café Ekante a big hit.

Bengal Govt coming up with state-of-the-art library at Nazrul Tirtha

Nazrul Tirtha in New Town, planned and named by Chief Minister Mamata Banerjee, a major cultural centre of the Bengal Government will soon get a state-of-the-art library. It will be constructed by the Government agency, Housing Infrastructure Development Corporation (HIDCO).

The proposed library will come up on the third and fourth floors of Nazrul Tirtha. It will be a library with all modern facilities. Like all modern libraries, there will be cubicles for research scholars, which they can hire. There will be some rooms too. There will be both text and reference books of all the subjects. There will be a children’s section as well. Books will also be available online. Books on career counselling and foreign language will be kept at the library too.

A smart card will be given to the members. There will be a drop box where members can drop their books when the library remains closed or they are moving out of the city. Steps will be taken to stop damage of books and their theft.

At Nazrul Tirtha, an archive on Kazi Nazrul Islam has been set up. A library has also been set up at Swapno Bhor, also in New Town, which is the only senior citizen’s park in Bengal.

Bengal’s first AC battery-powered buses running in New Town

In yet another step towards turning New Town into a green city, the Bengal Government has recently introduced air-conditioned battery-powered buses in the area. This is a first for the State. Three buses are plying in Action Area I and Action Area II and have already completed 3,000 rides. The buses are following a circular route.

These buses are covering routes which have not been covered by other buses yet. The fare for the buses is Rs 10. Like in several other countries, the buses do not have conductors; the drivers collect the fares. For their new way of functioning, the drivers were given training before the buses were introduced.

Proper signage has been put up for passengers. Stations have been set up where batteries can be recharged. The average speed of the buses varies from 40 to 50 km per hour.

There are plans to also introduce electric vehicles in New Town. This will further bring down air pollution.

Bike taxis to ply on Kolkata’s streets

After its immense success in New Town and Rajarhat, bike taxis are soon going to hit the streets of Kolkata. A notification in this regard will be issued shortly by the State Transport Department.

It may be recalled that a memorandum of understanding (MoU) was signed between the Transport Department and the private company that will operate the bike taxis during the Bengal Global Business Summit (BGBS) in January. Considering the potential, the

Department is confident that once the service starts in the city, more aggregators will show interest in entering into the business of plying bike taxis.

Like in New Town and Rajarhat, all sorts of safety measures will be in place. One would be able to book a bike taxi using a cell phone app as it is now done for booking app-based cabs.

An official of the Transport Department said that gradually bike taxis can be introduced in several other urban areas. They will thus create a new dimension in the public transport sector of the State.

কলকাতার রাস্তায় এবার বাইক-ট্যাক্সি

নিউ টাউন ও রাজারহাটে ব্যাপক সাফল্যের পর এবার কলকাতার রাস্তায় নামতে চলেছে বাইক-ট্যাক্সি। শীঘ্রই এই সংক্রান্ত বিজ্ঞপ্তি জারি করবে পরিবহণ দপ্তর। ২০১৮ সালের জানুয়ারি মাসে অনুষ্ঠিত বিশ্ব বঙ্গ বাণিজ্য সম্মেলনে এই বিষয়ে মৌ স্বাক্ষরিত হয়েছে পরিবহণ দপ্তর এবং একটি বেসরকারি সংস্থার মধ্যে।

মোবাইল অ্যাপের মাধ্যমে যেমন ট্যাক্সি ডাকা যায়, ঠিক সেভাবেই বাইক ট্যাক্সিও বুকিং করা যাবে। নিউটাউন ও রাজারহাটের মত যাত্রী নিরাপত্তার সমস্ত ব্যবস্থা থাকবে এই বাইক ট্যাক্সিগুলোতে।

রাজারহাটে একটি বেসরকারি সংস্থা রাজ্য পরিবহন দপ্তরের সমস্ত নির্দেশিকা মেনে এই বাইক ট্যাক্সি পরিষেবা চালায়। সেই সংস্থাই সমস্ত বাইক কেনে এবং চালক নিযুক্ত করে।
তবে কলকাতায় এই সংস্থা কলকাতার বাইক মালিকদের সঙ্গে চুক্তি করে তাদের বাইক দিয়েই এই পরিষেবা চালাবে। ঠিক যেভাবে অ্যাপ নির্ভর ট্যাক্সি চলে।

Bengal Govt setting up new IT hub in New Town on the lines of Silicon Valley

The Bengal Government has decided to set up an information technology (IT) hub in New Town, near Kolkata on the lines of the famous Silicon Valley in USA. In fact, during a recent administrative meeting, Chief Minister Mamata Banerjee had termed the hub ‘Silicon Valley Asia’.

The hub will come up on 100 acres and will create many jobs and thus, bring a new wave of job opportunities to Bengal.

It may be mentioned that IT giant Infosys has already registered 50 acre of land in New Town and will start construction soon. Another IT firm – Wipro – has also taken 50 acres, according to the additional chief secretary, IT Department, at a recent administrative review meeting.

 

মুখ্যমন্ত্রীর উদ্যোগে রাজারহাটে এবার সিলিকন ভ্যালি

বাংলায় গড়ে উঠবে সিলিকন ভ্যালি। রাজারহাটে ১০০ একর জমির ওপর গড়ে উঠবে ‘সিলিকন ভ্যালি এশিয়া’।

বীরভূমে জেলা প্রশাসনিক বৈঠকে এ বিষয়ে মুখ্যমন্ত্রী হিডকোর চেয়ারম্যানের উদ্দেশ্যে বলেন, ‘রাজারহাটে আমরা সিলিকন ভ্যালির একটি রেপ্লিকা করব বলে ঠিক করেছিলাম৷ পৌর ও নগরোন্নয়ন ও পৌর বিষয়ক মন্ত্রীর সঙ্গে আমার কথা হয়েছে৷ ১০০ একর জমি আছে৷ এটা তৈরী হলে, লক্ষ লক্ষ কর্মসংস্থান তৈরি হবে৷ তথ্যপ্রযুক্তিতে স্বর্ণযুগ আসবে৷ এই আইডিয়াটা নতুন, তাই সকলেই উৎসাহী হবেন৷ অর্থমন্ত্রীর সঙ্গে কথা বলে ওটা তাড়াতাড়ি ক্লিয়ার করে দিন৷ আপনি, পৌর ও নগরোন্নয়ন ও পৌর বিষয়ক মন্ত্রী এবং মুখ্যসচিব বসুন৷ খুব ভালো একটা ডিজাইন করতে হবে৷’

এর পরে পৌর ও নগরোন্নয়ন ও পৌর বিষয়ক মন্ত্রীকে বলেন, ‘এটা খুব তাড়াতাড়ি করতে হবে৷ সময় নষ্ট করা যাবে না৷’

Organic ‘aabir’ to make this Dol even more colourful

Organic colours (aabir) made from natural materials, like flowers, have been known to be health-friendly compared to artificial colours, which can cause a lot of issues like rashes, itches and other harmful diseases of the skin and eyes.
In view of this, the Bengal Government’s Food Processing Industries and Horticulture Department has tied up with a self-help group (SHG) to sell this type of aabir from its Mayukh Bhawan headquarters. Outlets would soon be opened at the City Centre 1 and 2 malls, and mobile outlets (that is, vans) would travel the streets of Rajarhat, New Town and Salt Lake.
The 15 women of the SHG have been trained by Jadavpur University, which has done pioneering work in this field. The aabir has been branded ‘Krishnendu Bheshaj Aabir’ (‘Krishnendu Organic Colours’).
The colours are being made by processing the petals of primarily rose, flame of the forest (palash), butterfly pea (aparajita) and marigold (genda). Rose water is being used to provide the fragrance.
Since the SHG is buying the flowers directly from flower cultivators, both the cultivators as well as the women of the SHG are earning through the selling of the colours.

 

ভেষজ আবির বিক্রীতে সরকারি উদ্যোগ

 

বাজারে চলতি রাসায়নিক মিশ্রিত আবিরে চোখ ও চামড়ার নানা সমস্যা দেখা দেয়, তাই ভেষজ আবিরের চাহিদা গত কয়েক বছর ধরেই বেড়েছে। এবার একটি স্বনির্ভর গোষ্ঠীর মহিলাদের সঙ্গে যৌথ প্রচেষ্টায় আসন্ন দোলে সেই আবির ক্রেতাদের হাতে তুলে দেওয়ার পরিকল্পনা করছে রাজ্যের খাদ্য প্রক্রিয়াকরণ দপ্তর এবং উদ্যানপালন উন্নয়ন নিগম।
ময়ুখ ভবনে খাদ্য প্রক্রিয়াকরণ দপ্তর থেকে এই আবির বিক্রি করা হবে। ওই স্বনির্ভর গোষ্ঠীর প্রায় ১৫ জন মহিলা যাদবপুর বিশ্ববিদ্যালয় থেকে প্রশিক্ষণ নিয়ে বৈদ্যবাটিতে তাদের কারখানায় তৈরী করছেন এই আবির। নাম দেওয়া হয়েছে, ‘কৃষ্ণেন্দু ভেষজ আবির’।
মূলত গোলাপ, পলাশ, অপরাজিতা ও গাঁদা এই চারটি ফুলের পাপড়ি থেকে তৈরী হচ্ছে এই আবির। রাসায়নিক নয়, আবিরে গন্ধ আনার জন্য ব্যবহার করা হচ্ছে আসল গোলাপ জল। কয়েক দিনের মধ্যেই দপ্তরের অফিস সহ সিটি সেন্টার ১ ও ২, রাজারহাট, নিউ টাউন ও সল্টলেকে মোবাইল ভ্যানে ভেষজ আবির বিক্রির পরিকল্পনা করা হয়েছে।
দপ্তরের তরফ থেকে দামের দিকটাও নজর রাখা হবে। চাষির ঘর থেকে সরাসরি ফুল কিনে স্বনির্ভর গোষ্ঠীর মহিলারা এই আবির তৈরী করছেন, লাভবান হচ্ছে দু পক্ষই।

Mobile app-based hired bicycle service to start in New Town

New Town is getting a new pollution-free public transport service – mobile app-based hired bicycles. The service will be launched on Christmas Day (December 25) by Housing Infrastructure Development Corporation (HIDCO) in collaboration with a private organisation.

This is the first time in Bengal that a State Government organisation will be running such a service. Environmentalists have welcomes this decision to introduce a green transport service.

Bicycle stands will be set up at 10 important spots in New Town, like Rabindra Tirtha, Akansha More, Narkelbagan More, Eco Park and others. Each bicycle will have a number. On the app, the hirer has to key in the starting point and the destination. The charge also has to be paid through the app, which is Rs 10 per kilometre.

As soon as a bicycle is booked, a message will come on the person’s mobile phone containing the number of the bicycle. After the vehicle is parked at the destination stand, it will automatically lock. The bicycles have to be drives on the specified bicycle lanes in New Town. Helmets have to be worn for safety, which would be provided to the riders.

Initially, 150 bicycles will be launched. The number will be increased in stages, depending on the demand. Two routes would be available initially – from gate number 1 to gate number 4 of Eco Park and from Technopolis Building to Nazrul Tirtha.

 

অ্যাপ -নির্ভর সাইকেল চালু হচ্ছে নিউ টাউনে

 

দূষণমুক্ত রেখে পরিবহণ ব্যবস্থাকে আরও একধাপ এগিয়ে নিয়ে যেতে এ বার হিডকো একটি বেসরকারি সংস্থার সহযোগিতায় অ্যাপ নির্ভর সাইকেল চালু হতে চলেছে নিউ টাউনে৷ আগামী ২৫ ডিসেম্বর থেকে উপনগরীতে এই ব্যবস্থা চালু হয়ে যাবে। রাজ্যে নিউ টাউনেই সরকারি সংস্থার উদ্যোগে প্রথম এই ধরনের সাইকেল পরিষেবা চালু হচ্ছে বলে দাবি এক অধিকর্তার৷ এই উদ্যোগের প্রশংসা করেছেন পরিবেশবিদরাও।

ঠিক হয়েছে রবীন্দ্রতীর্থ, আকাঙ্ক্ষা মোড় , নারকেলবাগান মোড় , ইকো পার্ক-সহ ১০টি গুরুত্বপূর্ণ জায়গায় সাইকেল স্ট্যান্ড গড়ে তোলা হবে৷ সেখানে থাকবে সাইকেল৷ মোবাইলে অ্যাপ ডাউনলোড করতে হবে৷ অ্যাপের মাধ্যমে সাইকেল বুক করা যাবে৷ দিতে হবে বুকিংয়ের জায়গা ও গন্তব্যের নাম৷ টাকাও মেটানো যাবে অনলাইনে৷ বুক হয়ে গেলেই সংশ্লিষ্ট সাইকেলের নম্বর যাত্রীর কাছে মেসেজ মারফত পৌঁছে যাবে৷ খুলে যাবে সাইকেলের লক৷ এর পরে সেই সাইকেলে যাত্রী গন্তব্যে পৌঁছলে নিজে থেকে সাইকেলটি লক হয়ে যাবে৷ প্রতি কিলোমিটারের জন্য ১০ টাকা ভাড়া বরাদ্দ করা হয়েছে৷

হিডকো জানাচ্ছে , প্রথম ধাপে ১৫০টি সাইকেল নামানো হলেও , ধাপে ধাপে এই সাইকেল সমগ্র নিউ টাউনেই চালানোর পরিকল্পনা রয়েছে৷ ইতিমধ্যেই নয়া উপনগরীতে সাইকেল চালানোর জন্য পৃথক লেন তৈরি করেছে হিডকো৷ ওই লেন দিয়েই চালাতে হবে সাইকেল৷ নিরাপত্তার স্বার্থে মাথায় পরতে হবে হেলমেট৷ তা দেওয়া হবে সংস্থার পক্ষ থেকেই৷ আপাতত ইকো পার্কের ১ থেকে ৪ নম্বর গেট এবং টেকনোপলিস থেকে নজরুল তীর্থ এই পরিষেবা মিলবে৷

State Govt coming up with centre of excellence on cyber security

The Bengal Government will set up a centre of excellence on cyber security in order to successfully confront cyber crimes. The centre will be located either at Sector V in Salt Lake or in New Town.

The Information Technology Department will conduct a week-long workshop where talks will be held with Kolkata Police and some knowledge partners to imbibe the best practices of cyber security in the proposed centre of excellence. The nodal partner for the venture will be Indian Institute of Information Technology, Kalyani.

The cyber security centre will collect, analyse and disseminate information on cyber security incidents, execute emergency measures, co-ordinate response and issue guidelines, advisories and vulnerability notes.

It will act as a monitoring authority for the state, which would look at every single incident and incorporate the information for research and development.

সাইবার সিকিউরিটির উৎকর্ষ কেন্দ্র গড়বে রাজ্য সরকার

আজকের যুগে এখন হাতের মুঠোয় পৃথিবী। মোবাইল ফোন ও সহজলভ্য ডেটা কানেকশনের ফলে ইন্টারনেট পরিষেবা এখন মানুষের নাগালের মধ্যে। এর সুফল যেমন আছে তেমনই বেড়ে চলেছে সাইবার ক্রাইম। এই অপরাধ দমনের জন্য নিউটাউনে কিংবা সল্টলেক সেক্টর ৫য়ে একটি উৎকর্ষ কেন্দ্র গড়বে রাজ্য সরকার।

তথ্যপ্রযুক্তি দপ্তর একটি সপ্তাহ ব্যাপী কর্মশালা করযে যেখানে কলকাতা পুলিশ সহ সাইবার ক্রাইম দুনিয়ার বিশেষজ্ঞরা একত্রে এই উৎকর্ষ কেন্দ্রের ‘বেস্ট প্রাক্টিসেস’ সম্বন্ধে চিন্তাভাবনা করতে পারে। এই কেন্দ্রের নোডাল পার্টনার হিসেবে বাছা হয়েছে কল্যাণীর ইন্ডিয়ান ইনস্টিটিউট অফ ইনফরমেশন টেকনোলজিকে।

এই কেন্দ্রে সাইবার ক্রাইম সম্বন্ধিত ঘটনার তথ্যাদি সংগ্রহ ও বিশ্লেষণ করা হবে। কোনো কোনো ক্ষেত্রে জরুরি ব্যবস্থা নিতে হলে সেটিও এখান থেকে করা হবে। সাইবার ক্রাইম সম্বন্ধে গাইডলাইনও তৈরী করবে এই কেন্দ্র। সাইবার ক্রাইম সম্বন্ধে গবেষণার কাজও হবে এখানে।
