After the unprecedented success of the first stage of the Institutional Strengthening of Gram Panchayats (ISGP) programme, covering nine districts, the Bengal Government is expanding the programme to 19 districts. In terms of the number of gram panchayats being included, from 1,000, the number would rise to 3,342, covering all of Bengal.
Under the inspiring leadership of Chief Minister Mamata Banerjee, whose vision has transformed rural Bengal, this programme has had an exemplary performance, receiving very satisfactory ratings from World Bank, which provides the financial aid.
Excellence in rural development
In the first stage, the project managed to spend the highest percentage of the funds allotted among all the projects run by World Bank in the Asia Pacific region. During this stage, for civic projects in the 1,000 gram panchayats, Rs 1,038 crore was spent by the Bengal Government.
For excellence in project implementation and in innovative usage of information technology, the project received the Skoch Award for being the best in the country for three consecutive financial years – 2013-14, 2014-15 and 2015-16.
Also, the Fourth State Finance Commission report recommended the ISGP project of the State Government to be taken as a model for gram panchayat-centric developmental work.
Hope for the future
Keeping the all-round success of the first phase in mind, it is hoped that the second phase of ISGP too would be an unqualified success, bringing massive development to villages across the length and breadth of Bengal.
বাংলার সব জেলায় আই.এস.জি.পি কর্মসূচি চালু হচ্ছে
গ্রাম পঞ্চায়েতের প্রাতিষ্ঠানিক সশক্তিকরণ (আই.এস.জি.পি) কর্মসূচির প্রথম পর্যায়ের অভূতপূর্ব সাফল্যের পর দ্বিতীয় পর্যায়ের কাজ সারা পশ্চিমবঙ্গের ১৯টি জেলায় কাজ শুরু হচ্ছে। ১০০০ থেকে ৩৩৪২টি গ্রাম পঞ্চায়ে কে এর অন্তর্ভুক্ত করা হয়েছে।
মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের অনুপ্রেরণায় গ্রাম বাংলার চেহারা এখন পুরোপুরি বদলে গেছে। এই কর্মসূচি অনেক সাফল্য অর্জন করেছে।
এই কর্মসূচির আওতায় উল্লেখযোগ্য কাজ
এই কর্মসূচির প্রথম পর্যায়ে নির্বাচিত ১০০০০ টি গ্রাম পঞ্চায়েতকে কাজের অগ্রগতির বার্ষিক মূল্যায়নের ভিত্তিতে মোট ১০৩৮ কোটি টাকা দেওয়া হয়েছে যা এলাকার নাগরিক পরিষেবার মনোন্নয়নের উদ্দেশ্যে পরিকাঠামো নির্মাণের কাজে ব্যবহৃত হয়েছে।
এই কর্মসূচী সুশাসন এবং তথ্যপ্রযুক্তি ক্ষেত্রে উদ্ভাবনী কাজের জন্য ২০১৩-১৪, ২০১৪-১৫ এবং ২০১৫-১৬ সালে দেশের অন্যতম সেরা উদ্যোগ হিসেবে ‘স্কচ অ্যাওয়ার্ড’ পেয়েছে।
এছাড়াও, চতুর্থ রাজ্য অর্থ কমিশন রিপোর্টে এই কর্মসূচির বিভিন্ন উদ্যোগকে গ্রাম পঞ্চায়েত কেন্দ্রীক উন্নয়নের একটি মডেল হিসাবে রাজ্য সরকারের কাছে সুপারিশ করা হয়েছে।
আগামী সংকল্প
এই কর্মসূচির প্রথম পর্যায়ের সাফল্যের কথা মাথায় রেখে এটা আশা করা যায় যে, দ্বিতীয় পর্যায়ে যথেষ্ট সফল হবে এবং সব গ্রামসহ সারা বাংলার জুড়ে ব্যাপক উন্নয়ন হবে।
