Dr Santanu Sen asks a Question on increased spending from GDP on health services

FULL TRANSCRIPT

Chairman Sir, first of all, as yesterday was Doctors’ Day I would like to wish happy belated Doctors’ Day to our Hon’ble Health Minister, who is also a doctor.

Sir, it is very unfortunate to remind you all, though India is the sixth largest economy of the world and we have seen the budgetary allocation for health in our country was hardly 1.5 per cent or even less. We have also noticed that our Hon’ble Minister hardly found 1.5 minutes to spend on budgetary allocation speech.

Sir, my question is… in our State of West Bengal we have seen that our present Chief Minister Madam Mamata Banerjee has increased the budgetary allocation for health from Rs 682 crore to nearly 1400 times in the last seven years. So, can we see our State as a role model for the rest of the country?

New health policy on the anvil for Bengal

Chandrima Bhattacharya, chairperson of the West Bengal Medical Service Corporation (WBMSC) said on Friday that the Bengal government is mulling formulation of a new health policy.

The state government could possibly invite physicians from outside the state. The state is ready to welcome investment in health sector.

She also said the state Health department’s special focus is on the poor, mother, children and elderly, and those living in under-served areas. The department is emphasising on development and maintenance of standards of service in hospitals and health care facilities.

There are 12 medical colleges and hospitals, four homeopathic medical colleges and hospitals, three Ayurvedic colleges and hospitals and three dental colleges and hospitals in the state. Many such institutions are soon to come up.

Chandrima Bhattacharya added that as Mamata Banerjee is looking after the state Health department, people from all walks of life now feel safe in the state.

Free health facilities in state medical colleges soon: WB CM

West Bengal Chief Minister Mamata Banerjee on Monday said free medicine and other health facilities will be available for people in all medical colleges under the state government within one month.

“In the recent past months, we have come up with a new scheme — shortly the Department of Health and Family Welfare in all West Bengal government-owned medical colleges and hospitals will offer free medical services to all people,” the chief minister said at an event felicitating meritorious students from the minority communities here.

She said that in the villages (primary to Zilla hospitals), the state government provides free medicine to patients besides not charging any fees for availing the hospital bed and related facilities.

“It implies that the free medicine and free bed-charges scheme – which we had in the zilla and district hospitals – will be extended to medical colleges. It will be implemented in the coming one month which will benefit lakhs of people,” she said.

“Patients won’t have to bear any charges on medicine, medical tests, bed and boarding fees. It will also include costly medicine for cancer, heart-related ailments, chemotherapy and others,” she said.

The state government had earlier announced providing free treatment of all types of cancer, cardiac problems and blood disorders completely free in state government-run hospitals and medical colleges.
