A few months back, we had written about the State Government planning to start water taxi services on the Hooghly.

Two water taxis have been bought for the purpose, which Chief Minister Mamata Banerjee has named after two of the prominent schemes she has devised – Sishu Sathi and Save Life. The services will be inaugurated soon.

Both of these schemes have been highly successful. While Sishu Sathi arranges for free heart operations for children, Save Life Safe Drive attempts to inculcate proper driving habits and teach people to follow road rules.

The Transport Department will run the vessels. Previously, the Chief Minister had named other projects of the Transport Department too, including Gatidhara, Jaladhara and the Pathasathi app.

The water taxis will be operating on two routes. One will be operating from Millennium Park Ghat to Dakshineswar via Belur Math while the other will be operating from Millennium Park Ghat to Belur Math via Dakshineswar.

There are eight seats in each of the water taxis. Six passengers will be carried on each trip, with the two remaining seats to be occupied by the operator and a safety officer. The operator and the safety officer will both be trained personnel, and will oversee the safety and security of passengers.

There are many places of interest along the banks of the Hooghly, both on the northern and southern sides of Millennium Park. If everything go as planned, more water taxis will be introduced, for trips from Millennium Park to Princep Ghat and Kidderpore.

After coming to power in 2011, Chief Minister Mamata Banerjee and her Trinamool Congress Government have created a whole host of developmental schemes for the people of Bengal. As a result, the state has seen progress like never before.

As Maa, Mati, Manush Government completes seven years, let us take a look at 20 schemes that have transformed Bengal in the last seven years:

1. Kanyashree

One of the landmark programmes of the Trinamool Congress Government, the Kanyashree Prakalpa, launched in 2013, is a scheme for empowering the girl child through enabling their education and thus, preventing their marriage at an early age. It has three components, names K1, K2 and K3, for those in school, after school and in post-graduation, respectively.

The scheme has brought more than 48 lakh adolescent girls under its fold covering over 16,600 institutions across every corner of Bengal.

2. Sabuj Sathi

Sabuj Sathi is a scheme, launched in 2015, for gifting bicycles to students of classes IX, X, XI and XII, both boys and girls, to make it easier for even those living in far-off places, to come to school and go back home conveniently. The green-coloured bicycles have noticeably improved attendance and have proved to be a tool of student empowerment, just like Kanyashree.

There have been 70 lakh beneficiaries (that is, 70 lakh bicycles have been distributed) till date.

3. Khadya Sathi

Through the Khadya Sathi Scheme, launched in 2016, the State Government is ensuring food security for the people of the state, the hallmark of the scheme being giving 5 kilogram (kg) of rice or wheat per family member per month at Rs 2 per kg. There are special arrangements under this scheme for those below the poverty line, affected by the Cyclone Aila, working in tea gardens, living in the Jangalmahal region, those in Singur whose farmlands were snatched away for setting up industries by the Left Front Government, and a few other categories.

8.66 crore people, comprising about 90.6 per cent of the state’s population, have been covered under this scheme.

4. Sabujshree

Sabujshree is an innovative scheme which connects two noble causes – protecting the environment and promoting girl children. Under the scheme, launched in 2016, the mother of a new-born girl child is handed over saplings for free to plant in some place where it can be taken care of – so the tree grows up under her care just like her girl child. 15 lakh seedlings have been distributed so far.

5. Shikshashree

Shikshashree is a scholarship scheme, begun in 2014, for scheduled caste (SC) category students from classes V to VIII. The scholarship is being paid directly into the bank accounts of the students. During financial years 2014-17, almost 38 lakh students were covered under this scheme.

6. Gatidhara

Through the Gatidhara Scheme, launched in 2014, the government provides loans of upto Rs 10 lakh on easy instalment basis to enable people to buy cars, small trucks, etc. for commercial use, with a subsidy of 30 per cent or up to Rs 1 lakh over the sanctioned loan while repaying the loan. Families with a monthly income of Rs 25,000 or less qualify for financial support under this scheme.

As of March 2017, the total number of beneficiaries covered is 13,393 and the amount of subsidy disbursed is Rs 125 crore.

7. Gitanjali

Gitanjali is a housing scheme, introduced in 2011, meant for providing shelter to people belonging to economically weaker sections (EWS). A grant of Rs 70,000 is provided to a beneficiary in the plains whereas Rs 75,000 is provided to a beneficiary from the Hills region, the Sundarbans and Jangalmahal.

Till March 2017, benefits have been extended to 2 lakh 98 thousand 745 families.

8. Lok Prasar Prakalpa

The scheme, Lok Prasar Prakalpa was started in 2014 to rejuvenate the folk arts of Bengal coupled with the aim of disseminating social messages and information on the various developmental schemes run by the State Government. Folk artistes between 18 and 60 years of age receive a retainership fee of Rs 1,000, and in addition an opportunity for four performances per month, with Rs 1,000 paid for each. Senior artistes, that is, those above 60, receive a similar sum as monthly pension.

As of March 2017, benefits have been extended to nearly 1.94 lakh folk artistes.

9. Fair Price Medicine Shops

The purpose of Fair Price Medicine Shops (FPMS) or (in Bengali) ‘Najyamuller Aushadher Dokan’, first established in 2012, is to ensure round-the-clock availability of quality medicines, consumables, surgical items, implants, etc. at pre-approved discounted rates over the maximum retail price (MRP), to enable people from all economic backgrounds to buy them. These types of medicine shops are located at State Government-run hospitals and medical college-cum-hospitals.

Till March 2017, 112 Fair Price Medicine Shops have been set up, selling goods at discounts of 48 to 78 per cent on the MRP. As of December 2016, the total sales have been Rs 1,331 crore and patients availed discounts worth Rs 829 crore, with 2.93 crore prescriptions being served from these facilities.

10. Shishu Sathi

Shishu Sathi Prakalpa is a programme which was launched (in 2013) for providing free-of-cost operations for children up to the age of 18 years, covering the treatment of congenital cardiac diseases, cleft lip/palate and club foot. It is available at all State Government hospitals having paediatric facilities and at three private hospitals, namely, RN Tagore International Institute of Cardiac Sciences, BM Birla Heart Research Centre (both in Kolkata) and Durgapur Mission hospital.

About 12,000 children have received treatment through this scheme, so far.

11. Shishu Aloy

Shishu Aloys, launched in 2012, are a type of advanced Anganwadi Centres, aimed at making children ready for school at the age of 6 years. Here, children are prepared for schools in every possible way as well as provided with nutritious food; they also get medical assistance.

As of March 2017, 2,000 Shishu Aloys were developed across all districts and two more at the Dum Dum and Alipore Correctional Homes to facilitate children of inmates. On November 25, 2017, which is celebrated by the State Government as Shishu Aloy Dibas, 10,000 more Shishu Aloys were inaugurated across Bengal.

12. Pathasathi

The project consists of developing wayside facilities for travellers on national and state highways and other important roads, named ‘Pathasathi’, run by self-help groups, societies, West Bengal Tourism Development Corporation (WBTDC) or certain designated agencies. Each of these has a bathroom, a passenger’s waiting room, family rooms and a restaurant. A total of 67 such facilities are being constructed.

13. Swasthya Sathi

Swasthya Sathi, announced in 2016, is a cashless group health insurance scheme (that is, including families) for all those employed by the State Government’s departments, both permanently and part-time. It is meant for various categories of employees like panchayat functionaries, para-workers like ASHAs, anganwadi workers and civic police volunteers, contractual, part-time and daily wage earners under various departments, teachers and non-teaching staff of primary schools, secondary schools and government-aided madrasahs, and others.

As of March 2017, there were more than 35 lakh beneficiaries and their families enrolled. Later, in September, the benefits were extended to include a total of 55.5 lakh more government employees and volunteers and their families.

14. Sabala

Sabla is a scheme, begun in 2011, for adolescent girls, which aims to improve the nutritional and health status of girls between 11 to 18 years of age and equip them with life skills training and knowledge on family welfare, health and hygiene, and information and guidance on existing public services. It is being implemented on a pilot basis in seven districts namely, Cooch Behar, Jalpaiguri, Alipurduar, Malda, Nadia, Kolkata and Purulia through 29,444 Anganwadi Centres from 141 ICDS projects.

The benefits of the Sabla Scheme have reached 12.72 lakh girls between the ages of 11 and 18 years.

15. Anandadhara

The Anandadhara Scheme, initiated in 2012, is an anti-poverty programme for the rural poor, implemented through the organising of women into self-help groups (SHG). The number of blocks involved in the programme has increased from 32 during financial year 2012-13 to 158 during 2016-17, and consequently, the number of SHGs has increased from 3.18 lakh to 4.58 lakh, respectively. During 2016-17, the credit accessed from banks was Rs 3,329.81 lakh, against a target of Rs 3,274.9 lakh (101.68%)

16. Yuvashree

Yuvashree was launched in 2013 to extend financial assistance of Rs 1,500 per month to 1 lakh of the job seekers registered in the employment bank portal, launched earlier by the government, selected on the basis of criteria like education (those who have passed at least eighth standard) and age group (beneficiaries must be in the age group of 18 to 45 years). The recipients of the allowance are required to use it for training, vocational or otherwise, which will make them fit for employment.

17. Samabyathi and Baitarani

Samabyathi is a scheme, notified in 2016, for providing money to the next of kin of poor people in rural regions for organising their funerals. Rs 2,000 is paid disbursed per funeral. Since the introduction of the programme, 25,478 households have been benefited by this initiative and a sum of Rs 5.1 crore has so far been disbursed.

18. Swabalamban

Swabalamban is a scheme implemented through NGOs and companies for imparting vocational training to socially marginalised and distressed women, victims of trafficking, sex workers, the transgender community and women in moral danger, in the age
group of 18 to 35 years; if necessary, the upper age limit for such category of women is relaxed up to 45 years.

Beneficiaries successfully placed at renowned outlets like Wow Momo, Pantaloons, Kothari, Au Bon Pain and others. Thirty Kanyashree beneficiaries have been trained under the Swabalamban Scheme by Brainware as unarmed security guards, out of whom 16 have been successfully placed in different organisations.

19. Khelashree

The Khelashree Scheme, inaugurated in 2017, is a developmental initiative to encourage sporting activities. As per the scheme, Madhyamik and Higher Secondary schools, High Madrasahs, colleges, universities, all clubs from the first to the fifth divisions of the Kolkata League and all clubs and sports institutions which have been getting annual financial aids from the State Government, would be given five footballs each.

20. Safe Drive Save Life

The Safe Drive Save Life programme was started in 2016 to bring down road accidents in the State. It has been appreciated by the Supreme Court recently.

As a result of the programme, the number of road accidents in the state has reduced by 19.52 per cent. Naturally, the number of deaths and cases of injury have also come down by 11.5 per cent and 14 per cent, respectively.

Special Mention – Mission Nirmal Bangla

Bengal has constructed the most number of toilets as well as used up the highest amount of funds for constructing toilets. In 2013, Nadia became the first ODF district in India. The state reported 21,324 villages as ‘Declared ODF’, covering 1,929 GPs, till May 17, 2017, which is the highest in the country.

This initiative of the State Government achieved international recognition when it was selected as the first place winner for the 2015 United Nations Public Service Award in the category of ‘Improving the Delivery of Public Services’.

মুর্শিদাবাদ জেলার উন্নয়ন- এক নজরে

 

রাজ্য ও অন্যান্য জেলার সাথে তাল মিলিয়ে অভূতপূর্ব উন্নয়ন ঘটেছে মুর্শিদাবাদ জেলায়।

স্বাস্থ্য ও পরিবার কল্যাণ-

  • এই জেলার সাগরদিঘী, ডোমকল এবং জাঙ্গীপুরে গড়ে উঠেছে ৩টি মাল্টি-সুপার স্পেশালিটি হাসপাতাল।
  • মুর্শিদাবাদ, লালবাগ, জাঙ্গীপুর, কান্দি এনং ডোমকল হাসপাতালে ৫টি ন্যায্য মুল্যের ঔষধের দোকান চালু হয়ে গেছে। জেলার এই সকল দোকান থেকে ঔষধ কেনার ফলে ৮ লক্ষ ৪৭ হাজারেরও বেশি মানুষ, ২৪ কোটি ৭৪ লক্ষ টাকারও বেশি ছাড় পেয়েছেন।
  • মুর্শিদাবাদ হাসপাতালে ৩টি ন্যায্য মুল্যের ডায়াগ্নস্টিক পরিষেবা চালু হয়ে গেছে।
  • এই জেলায় ২৫টি SNSU চালু হয়ে গেছে (লালবাগ, ডোমকল, ইসলামপুর, সাদিখান দেয়ার, বেলডাঙ্গা গ্রামীণ, বড়ঞা, জিয়াগঞ্জ, সাগরদিঘী, অনুপমনগর, বেলডাঙ্গা ব্লক, গোকর্ণ, কনকপুর, কর্ণসুবর্ণ, মহিসাল, সালার, শক্তিপুর, গোধনপারা, খরগ্রাম, হরিহরপাড়া,নশিপুর, নবগ্রাম, পেন্টাগ্রাম, আমতলা, ভরতপুর এবং পঞ্চগ্রাম হাসপাতাল)।
  • মুর্শিদাবাদ, মাতৃসদন, কান্দি, জাঙ্গীপুর, লালবাগ ও ডোমকল হাসপাতালে ৬টি SNCU চালু হয়ে গেছে।
  • মুর্শিদাবাদ, কান্দি, জাঙ্গীপুর হাসপাতালে ৩টি CCU/HDU চালু হয়ে গেছে।
  • এই জেলায় প্রায় ৩ লক্ষ ৪৩ হাজারেরও বেশি মানুষ নথিভুক্ত হয়েছেন ‘স্বাস্থ্যসাথী’ প্রকল্পে ।
  • ‘শিশুসাথী’ প্রকল্পে, এই জেলার ১,১৫৭টিরও বেশি বাচ্চার সফল অস্ত্রোপচার করা হয়েছে।

 

শিক্ষা-

  • এই জেলা গড় তোলা হবে একটি নতুন বিশ্ববিদ্যালয়।
  • রানিনগর-১, ফারাক্কা, সামসেরগঞ্জ, রঘুনাথগঞ্জ-২, সাগরদিঘী, ভরতপুর-২, কান্দি, হরিহরপাড়া, ভরতপুর-১, বেলডাঙ্গা-১-এ ১০টি নতুন আই.টি.আই কলেজ নির্মাণ করা হচ্ছে।
  • জাঙ্গীপুরে ১টি পলিটেকনিক কলেজ গড়ে তোলা হয়েছে।
  • ‘উৎকর্ষ বাংলা’ কর্মসুচিতে, জেলার ২৪ হাজার ৮০০-এরও বেশি যুবক-যুবতীকে প্রশিক্ষণ দেওয়া হয়েছে।
  • এই জেলায়, ৩ লক্ষ ৯১ হাজার ছাত্র-ছাত্রীকে ‘সবুজসাথী’ প্রকল্পে সাইকেল প্রদান করা হয়েছে।
  • কান্দি, খড়গ্রাম, সামসেরগঞ্জ, রঘুনাথগঞ্জ-১, রঘুনাথগঞ্জ-২,ভরতপুর-১, ভরতপুর-২, সুতি-১, সুতি-২ এ ৯টি নতুন মডেল স্কুল নির্মাণ করা হয়েছে।
  • গত সাড়ে ৬ বছরে এই জেলায়, প্রায় ৯৫টি মাধ্যমিক বিদ্যালয়কে উচ্চ মাধ্যমিক বিদ্যালয় স্তরে উন্নীত করা হয়েছে।
  • সব স্কুলে মিড-ডে মিল চলছে, যার ফলে পুষ্টি এবং উপস্থিতির হার বেড়েছে এবং স্কুল-ছুট ছাত্র-ছাত্রীর সংখ্যা কমেছে।
  • প্রায় সব বিদ্যালয়ে ছেলে ও মেয়েদের জন্য পৃথক শৌচাগার নির্মিত হয়েছে।

 

ভূমি সংস্কার, কৃষি ও পশুপালন-

  • জেলার প্রায় ৯ হাজার ৪০০-রও যোগ্য ভূমিহীন পরিবারের হাতে ‘নিজ গৃহ নিজ ভূমি’ প্রকল্পে পাট্টা তুলে দেওয়া হয়েছে। এছাড়া, ১৬৭৭-রও বেশি কৃষি ও বনাধিকার পাট্টা প্রদান করা হয়েছে।
  • এই জেলার, প্রায় ৯৮০% কৃষক পরিবারকে কিষাণ ক্রেডিট কার্ডের আওতাভুক্ত করা হয়েছে। বাকীদেরও খুব দ্রুত কিষাণ ক্রেডিট কার্ড প্রদান করা হচ্ছে।
  • এই জেলার বহরমপুর, হরিহরপাড়া, সাগরদিঘী, নওদা, খড়গ্রাম,রঘুনাথগঞ্জ-১, রঘুনাথগঞ্জ-২,ভরতপুর-১, ভরতপুর-২,সুতি-১,মুর্শিদাবাদ, জিয়াগঞ্জ, রানিনগর-১ এ
    ২১ টি ‘কিষাণ মান্ডি’ গড়ে তোলা হয়েছে।
  • জেলায় প্রাণী সম্পদ উন্নয়ন দপ্তর, ২১ লক্ষ ২৯ হাজারেরও বেশি হাঁস ও মুরগীর বাচ্চা বিতরণ করেছে।

 

পঞ্চায়েত ও গ্রামোন্নয়ন-

  • এই জেলায় ১০০-দিনের কাজে, ১৬৮৫ কোটি টাকারও বেশি ব্যয় করে প্রায় ৭ কোটি ৮২ লক্ষ শ্রম দিবস সৃষ্টি হয়েছে।
  • জেলার প্রায় ১ লক্ষ ৯৩ হাজার মানুষ গ্রামীণ আবাসন যোজনায় উপকৃত হয়েছেন।
  • এই জেলার আরও প্রায় ৪৫ হাজার ৩০১ জন উপভোক্তাকে বাড়ি তৈরির সহায়তা দেওয়া হয়েছে।
  • জেলায় গ্রামীণ সড়ক যোজনায় ১০০০ কি.মি. রাস্তা নির্মিত হয়েছে।
  • এই জেলায় আরও প্রায় ৬১০ কি.মি. রাস্তা নির্মাণ/সংস্কারের সূচনা করা হয়েছে।
  • ‘সমব্যাথী’ প্রকল্পে জেলার প্রায় ২৫ হাজার ৮০৯ জন উপকৃত হয়েছেন।
  • জেলায় ‘মিশন নির্মল বাংলা’ প্রকল্পে প্রায় ৭ লক্ষ ২২ হাজার শৌচালয় নির্মাণ করা হয়েছে- যা লক্ষ্যমাত্রার ১০০%।

 

সংখ্যালঘু উন্নয়ন-

  • বিগত সাড়ে ৬ বছরে, এই জেলায় প্রায় ২৫ লক্ষ ২৩ হাজার সংখ্যালঘু ছাত্র-ছাত্রীকে প্রায় ৩৫২ কোটি টাকার স্কলারশিপ দেওয়া হয়েছে।
  • এছাড়া, স্বনির্ভরতার জন্য সংখ্যালঘু যুবক-যুবতীদের, প্রায় ১৬০ কোটি টাকা ঋণ দেওয়া হয়েছে।
  • MSDP-তে, প্রায় ৪৪৫ কোটি টাকা ব্যয় করে সংখ্যালঘু সম্প্রদায়ের উন্নয়নে বিভিন্ন প্রকল্প রূপায়িত করা হয়েছে।
  • এই দুটি প্রকল্পে, জেলায় ২৩ হাজার হেল্‌থ সাব-সেন্টার, অতিরিক্ত শ্রেণী কক্ষ, অঙ্গনওয়ারী কেন্দ্র, বাসগৃহ ইত্যাদি গড়ে তোলা হয়েছে।
  • এই জেলায় ৫০টি ‘কর্মতীর্থ’ গড়ে তোলা হয়েছে।

 

অনগ্রসর কল্যাণ ও আদিবাসী উন্নয়ন-

  • বিগত সাড়ে ৬ বছরে, এই জেলায় ১ লক্ষ ৬১ হাজারেরও বেশি ছাত্র-ছাত্রী ‘শিক্ষাশ্রী’ প্রকল্পে সহায়তা পেয়েছে।
  • জেলায় বিগত সাড়ে ৬ বছরে, ৫ লক্ষ ৭৭ হাজারেরও বেশি SC/ST/OBC Certificate প্রদান করা হয়েছে।

 

নারী ও শিশু এবং সমাজকল্যাণ-

  • এই জেলায়, ৩ লক্ষ ৯৬ হাজারেরও বেশি ছাত্রী ‘কন্যাশ্রী’র আওতায় এসেছে।

 

খাদ্য সুরক্ষা কর্মসুচী- খাদ্য সাথী প্রকল্প-

  • এই জেলার ১০০% যোগ্য মানুষকে (প্রায় ৪৭ লক্ষ ৭৯ হাজারেরও বেশি মানুষকে), ২ টাকা কেজি দরে (অথবা বাজার দরের অর্দেক দামে) খাদ্যশস্য দেওয়া হচ্ছে- যা জেলার মোট জনসংখ্যার প্রায় ১০০%।

 

 

পূর্ত ও পরিবহন-

  • বিগত সাড়ে ৬ বছরে, এই জেলায় পূর্ত দপ্তর ৩২৬ টিরও বেশি রাস্তাঘাট, ব্রীজ ইত্যাদি প্রকল্প রূপায়ণের কাজ হাতে নিয়েছে, যার মধ্যে ২৩৪ টিরও বেশি প্রকল্পের কাজ প্রায় ১১৫৯ কোটি টাকা ব্যয়ে ইতিমধ্যেই সমাপ্ত হয়েছে। এর ফলে, প্রচুর মানুষ উপকৃত হবেন। বাকি প্রকল্পের কাজ খুব শীঘ্রই সমাপ্ত হবে।
  • জেলার সড়ক ব্যবস্থা উন্নয়নে বিশেষ গুরুত্ব দেওয়া হচ্ছে।জেলায় বিগত সাড়ে ৬ বছরে, প্রায় ১০৫০ কিমি রাস্তা নির্মাণ/পুর্ননির্মাণ/সম্প্রসারণ ও উন্নতিকরণের কাজ সম্পন্ন হয়েছে। এর মধ্যে উল্লেখযোগ্য হল-
  • ‘বৈতরনী’ প্রকল্পে, ৩ টি শ্মশান ঘাটের উন্নয়ন সহ ১টি বিদ্যুতের চুল্লি বসানোর কাজ চলছে।
  • এই জেলার প্রায় ৬০০ জন যুবক-যুবতী গাড়ি কেনার ঋণ পেয়ে আত্মনির্ভর হয়েছেন।
  • হাতে নেওয়া হয়েছে Safe Drive Save Life এবং Slow Drive Save Life কর্মসূচি। ফলে, উল্লেখযোগ্য ভাবে কমেছে দুর্ঘটনা এবং হতাহতের সংখ্যা।

 

বিদ্যুৎ ও অচিরাচরিত শক্তি-

  • সমগ্র জেলায় ‘সবার ঘরে আলো’ প্রকল্পে ১০০% গ্রামীণ বৈদ্যুতিকরণের কাজ সম্পন্ন হয়েছে।
  • সাগরদিঘী তাপবিদ্যুৎ প্রকল্পে ৫০০ মেগাওয়াট সম্পন্ন ৪নং ইউনিট চালু করা হয়েছে। হাতে নেওয়া হয়েছে প্রায় ৬৬০ মেগাওয়াট সম্পন্ন ৫নং ইউনিটের কাজ।

 

সেচ-

  • জেলার প্রায় ২৯০ কিমি দৈর্ঘের বাঁধ সংরক্ষণের কাজ সম্পন্ন হয়েছে।
  • হাতে নেওওা হয়েছে প্রায় ৪৪০ কোটি টাকার ‘কান্দি মাস্টার প্ল্যান’ এটি সম্পুর্ণ হলে কান্দি এলাকা সহ জেলার প্রায় ৫ লক্ষ মানুষ উপকৃত হবেন।

 

জনস্বাস্থ্য কারিগরী-

  • বিগত সাড়ে ৬ বছরে, ১৩৩টি জলপ্রকল্পের কাজ শুরু হয়েছে, এর মধ্যে প্রায় ৭৫১ কোটি টাকা ব্যয়ে ১৩০টির কাজ সমাপ্ত হয়েছে। এর ফলে, জেলার প্রচুর মানুষ উপকৃত হচ্ছেন।বাকী জলপ্রকল্পগুলির কাজ শীঘ্রই সমাপ্ত হবে।

 

বন ও পর্যটন-

  • ‘সবুজশ্রী’ প্রকল্পে, ১ লক্ষ ৩৬ হাজারেরও বেশি সদ্যোজাত শিশুকে মুল্যবান গাছের চারা দেওয়া হয়েছে। ১৮ বছর উত্তীর্ণ হলে, গাছ বিক্রির টাকায় শিশুটির পড়াশুনা, বিয়ে ইত্যাদির খরচ মেটানো যাবে।
  • মোতিঝিলকে কেন্দ্র করে গড়ে তোলা হয়েছে –‘প্রকৃতি তীর্থ’ পর্যটন কেন্দ্র। বহরমপুর-কর্ণসুবর্ণ-কান্দি ট্যুরিজ্‌ম সার্কিটের কাজ সম্পূর্ণ হয়েছে।
  • হাতে নেওয়া হয়েছে মুর্শিদাবাদ-মালদা-নদীয়া ট্যুরিজ্‌ম সার্কিটের কাজ।

 

শ্রম-

  • এই জেলায় ‘সামাজিক সুরক্ষা যোজনা’য়, প্রায় ৬ লক্ষ ৯০ হাজার অসংঘটিত ক্ষেত্রের শ্রমিকরা নথিভুক্ত হয়েছেন। এখনো পর্যন্ত, প্রায় ২ লক্ষ ১১ হাজার জন উপভোক্তা, ৮৫ কোটি টাকারও বেশি সহায়তা পেয়েছেন।
  • ‘যুবশ্রী’ প্রকল্পে, এই জেলায় প্রায় ১৪ হাজার যুবক-যুবতী উৎসাহ ভাতা পাচ্ছেন।

 

স্বনির্ভর দল ও স্বনিযুক্তি কর্মসূচী-

  • ‘আনন্দধারা’ প্রকল্পে, প্রায় ৪৬ হাজার স্বনির্ভর দল গঠিত হয়েছে।
  • বিগত সাড়ে ৬ বছরে, ‘স্বামী বিবেকানন্দ স্বনির্ভর কর্মসূচী’ প্রকল্পে, প্রায় ১৩ হাজার ৫৯১ উদ্যোগকে অনুমোদন দেওয়া হয়েছে এবং প্রায় ৭২ কোটি টাকা অনুদান প্রদান করা হয়েছে।

 

তথ্য ও সংস্কৃতি—

  • এই জেলায় ১৩ হাজার ৮০০-রও বেশি লোকশিল্পী, ‘লোকপ্রসার প্রকল্পে’ বহাল ভাতা এবং পেনশন পাচ্ছেন।
  • বহরমপুর রবীন্দ্রভবনকে নবরূপে সাজিয়ে তোলা হয়েছে।

 

আবাসন-

  • জেলায় আর্থিক ভাবে দুর্বল মানুষদের জন্যে গীতাঞ্জলী ও অন্যান্য প্রকল্পে প্রায় ২১ হাজার মানুষ উপকৃত হয়েছেন।
  • ভ্রমনার্থীদের সুবিধা এবং স্থানীয় মানুষদের কর্মসংস্থানের জন্য কান্দি ও জলঙ্গীতে ৭টি ‘পথসাথী’ মোটেল গড়ে তোলা হয়েছে।

 

ক্রীড়া ও যুব কল্যাণ-

  • ক্রীড়ার মান উন্নয়নে জেলায় ৪৪৮টিরও বেশি ক্লাবকে ১৮ কোটি টাকারও বেশি
    অর্থ সাহাজ্য করা হয়েছে।
  • জেলায় প্রায় ৩১টি মাল্টিজিম ও ৪টি মিনি ইন্ডোর স্টেডিয়াম গড়ে তোলা হয়েছে প্রায় ১ কোটি ৬৭ লক্ষ টাকা ব্যয়ে।

 

আইন- শৃঙ্খলা-

  • গঠন করা হয়েছে নতুন মালদা বিভাগ।
  • এই জেলায় স্থাপন করা হয়েছে নতুন শক্তিপুর থানা এবং বহরমপুর মহিলা থানা।

Over the last six-and-a-half years, the Trinamool Congress Government has undertaken large-scale developmental activities in Birbhum.

Health and Family Welfare

Health district: Rampurhat Health District created

Medical college: Medical college being set up in Rampurhat

Multi/Super-speciality hospitals: 3 set up in Suri, Bolpur and Rampurhat

Fair-price medicine shops: 4 set up – at Suri District Hospital, Rampurhat Subdivisional Hospital, Bolpur Subdivisional Hospital and Sainthia Rural Hospital; buying from these fair-price shops has resulted in more than 9.65 lakh people getting discounts of more than Rs 18.82 crore

Fair-price diagnostic centres: 6 set up at Suri District Hospital, Rampurhat Subdivisional Hospital and Bolpur Subdivisional Hospital

SNSU: 14 sick newborn stabilisation units set up at in Mallarpur, Dubrajpur, Labhpur, Murarai, Sainthia, Paikar, Bolpur, Mohammed Bazar, Rajnagar, Nalhati, Ilambazar, Nanoor, Sultanpur and Lohapur

SNCU: 3 sick newborn care units set up at Suri District Hospital, Rampurhat Subdivisional Hospital and Bolpur Subdivisional Hospital

Swasthya Sathi: About 3.04 lakh people enrolled

University: Biswa Bangla University coming up in Bolpur; State Government has enabled the setting up of Seacom Skills University

College: 1 government colleges set up – Asansol Hindi Medium BB College

ITI: 7 set up in Khoyrasole, Ilambazar, Rampurhat, Mayureswar-1, Labhpur, Nanoor and Dubrajpur blocks

Polytechnic colleges: 3 set up in Rampurhat, Nalhati and Murarai

Utkarsh Bangla: More than 31,000 youths being given skills training

Sabooj Sathi: More than 2.47 lakh school children given bicycles

Model schools: 5 set up in Murarai-1, Murarai-2, Rajnagar, Dubrajpur and Mohammed Bazar blocks

Upgrading of schools: About 85 Madhyamik schools upgraded to Higher Secondary

Mid-Day Meals: Mid-day meals being given in all schools, which has markedly improved attendance

Toilets: Separate toilets for boys and girls built in all schools

 

Land Reforms, Agriculture and Animal Resources Development

Nijo Griha Nijo Bhumi: About 15,000 landless families handed over patta, and more than 2,660 agricultural and forest land patta handed over

Kisan Credit Cards: About 100% of eligible farmer families given KCCs

Kisan Mandi: 13 set up in Suri, and in Dubrajpur, Mayureswar-1, Rampurhat-1, Rampurhat-2, Nanoor, Bolpur, Mohammed Bazar, Murarai-2, Labhpur, Sainthia, Ilambazar and Nalhati blocks
Hatchlings distributed: More than 29.1 lakh chicken and duck hatchlings distributed for rearing

 

Panchayats and Rural Development

MGNREGS (100 Days’ Work Scheme): About 11.8 crore person-days created at an expenditure of more than Rs 2,340 crore

Rural housing: About 1.46 lakh people benefitted; on January 29, 2018, it was announced that about 70,000 people would be distributed houses under various schemes

Rural roads: About 1,050 km roads built under Grameen Sadak Yojana; on February 13, 2018, it was announced that 790 km is being built/renovated

Samabyathi: About 10,500 people benefitted from this scheme
ODF: Birbhum has been declared a ‘Nirmal Zila’, that is, open defecation-free (ODF); about 4.8 lakh toilets built, which is about 100% of the target

 

Minorities’ Development

Scholarships: About 10.5 lakh students from minority communities given scholarships worth about Rs 315 crore

Swami Vivekananda Swanirbhar Karmasuchi Prakalpa: Youths given loans worth about Rs 150 crore

IMDP & MSDP: About Rs 230 crore spent for various schemes under Integrated Minority Development Programme and Multi-sectoral Development Programme – more than 6,800 health sub-centres, additional classrooms, anganwadi centres, houses, etc.
Cyber Gram: Under this scheme, madrasah students (both boys and girls) being given computer training

Karmatirtha: 18 Karmatirthas built to increase employment of local people – in Murarai-1, Murarai-2, Nalhati-1, Nalhati-2, Rampurhat-1, Rampurhat-2, Suri-1, Suri-2, Labhpur, Nanoor (two), Dubrajpur, Ilambazar (two), Mohammed Bazar (two), Khoyrasole and Sainthia blocks

 

Backward Classes Welfare Department

Shikshashree: More than 2.16 lakh students have received scholarships under the scheme

SC/ST/OBC certificates: About 3 lakh people handed over SC/ST/OBC certificates

 

Women and Child Development and Social Welfare

Kanyashree: More than 1.85 lakh girls brought under the ambit of the Kanyashree Scheme

Combating severe malnutrition: At the anganwadi centres, children suffering from severe malnutrition are fed a low-cost nutritious food called Nutrimix, and Nutrimix and diet laddu are given to their mothers to be fed at home

Continuous Monitoring System: To improve the diet of children suffering from malnutrition, the Birbhum district administration runs a special Continuous Monitoring System to keep a constant watch on the nutritional status of such children

 

Food security

Khadya Sathi: As part of the scheme, 100% of the eligible population of Birbhum (about 34.79 lakh) being given foodgrains at Rs 2 per kg (or at half the market price)

 

PWD and Transport

Projects completed: PWD Department has completed more than 120 projects like roads, bridges, etc. by investing about Rs 1,500 crore

Roads: About 1,100 km of roads built/renovated/widened, the important ones being Joydeb-Kenduli road, Panagarh-Moregram road, Nalhati-Moregram road and Mallarpur-Majhipara-Bolpur road

Bridges: 2 being built over Ajay river – to connect Muchipara-Shibpur road (Paschim Bardhaman) to Jaydev-Kenduli-Khagra road (Birbhum), and to connect Panagarh on NH2 (Paschim Bardhaman) to Dubrajpur (Birbhum) on NH60 via Ilambazar (Birbhum)

Bus terminals: SBSTC bus depot in Suri modernised at a cost of Rs 73 crore; Bolpur Bus Terminus being built at a cost of Rs 1 crore

Baitarani: As part of Baitarani Scheme, 33 burning ghats being renovated, 1 electric crematorium being built

Gatidhara: Through Gatidhara Scheme, about 300 youths managed to buy vehicles for commercial use

Traffic awareness programmes: Safe Drive Save Life and Slow Drive Save Life traffic awareness programmes have reduced accidents by a significant number

 

Power – Non-renewable and Renewable Energy

Sabar Ghare Alo: Through implementation of Sabar Ghare Alo Scheme, 100% rural electrification achieved

 

Irrigation

Dams repaired: About 80 km of dams repaired

Kandi Master Plan: Portion of Kandi Master Plan in Birbhum district being completed at entirely State Govt’s cost of about Rs 22 crore

 

Public Health Engineering

Projects completed: Public Health Engineering Department has completed 20 projects at a cost of about Rs 100 crore

 

Forest and Tourism

Sabujshree: Saplings given to more than 90,000 newborns (as per the scheme, after crossing 18 years of age, the tree will be sold and the student’s education funded out of that money)

Tourism: Ranga Bitan tourist resort set up, including building of 10 cottages; Bakreswar Tourist Resort set up; renovation of Tarapth Temple, Kankalitala Temple and its surroundings, mazhar of Data Baba of Patharchapuri (Saheb); Baul Bitan tourist resort at Khowai in Bolpur at a cost of Rs 14 crore

 

Labour

Samajik Suraksha Yojana: 3.33 lakh workers from the unorganised sector documented – of these, about 83,000 beneficiaries have received benefits to the tune of more than Rs 35 crore

Yuvashree: About 9,000 youths given allowances under this scheme

 

Self-Help Group and Self-Employment

Anandadhara: About 31,000 self-help groups set up

Swami Vivekananda Swanirbhar Karmasuchi Prakalpa: About 14,000 ventures approved, for which a total grant of about Rs 80 crore given

 

Information and Culture

Lokprasar Prakalpa: More than 12,000 folk artistes getting retainer fee and pension

Baul Academy: Joydeb-Kenduli Baul Academy built
Rabindra Bhavan renovation: Rabindra Bhavan in Suri renovated

 

Housing

For the economically disadvantaged: About 19,000 people benefitted as part of Gitanjali and other schemes

Pathasathi: 4 Pathasathi motels set up for travellers (also resulting in employment for local people) in Ilambazar-1 block, and in Nalhati, Suri and Bolpur

 

Youth Affairs and Sports

Funds for clubs: More than 485 clubs given more than Rs 15 crore for promoting sports

Sporting infrastructure: 150 multi-gyms and 65 mini-indoor stadiums built at a cost of Rs 8 lakh approximately

 

Paschimanchal Unnayan

Developmental schemes: Paschimanchal Unnayan Department undertaking lot of developmental schemes related to water conservation, irrigation, agriculture, education, health, road construction, drinking water, etc.

Check dams: Numerous check dams to conserve water in Jangalmahal region

Lac farmers: By helping in increase of lac production, the department has increased employment opportunities for local people

 

Law and order

Police stations: Police stations in Santiniketan, Tarapith, Chandrapur and Lokpur, and Suri women’s police station set up

 

বীরভূম জেলার উন্নয়ন – এক নজরে

 

রাজ্য ও অন্যান্য জেলার সঙ্গে তাল মিলিয়ে অভূতপূর্ব উন্নয়ন ঘটেছে বীরভূম জেলায়।

 

স্বাস্থ্য ও পরিবার কল্যাণঃ

  • রামপুরহাটকে পৃথক স্বাস্থ্য জেলা ঘোষণা করা হয়েছে।
  • রামপুরহাটে গড়ে তোলা হচ্ছে নতুন মেডিকেল কলেজ।
  • এই জেলার সিউড়ি, বোলপুর ও রামপুরহাটে গড়ে উঠেছে ৩টি মাল্টি সুপার স্পেশালিটি হাসপাতাল।
  • বীরভূম জেলা হাসপাতাল, রামপুরহাট ও বোলপুর জেলা হাসপাতাল এবং সাঁইথিয়া গ্রামীণ হাসপাতালে ৪টি ন্যায্য মূল্যের ওষুধের দোকান চালু হয়ে গেছে। জেলার এই সকল ন্যায্য মূল্যের ওষুধের দোকান থেকে ওষুধ কেনার ফলে ৯ লক্ষ ৬৫ হাজারেরও বেশি মানুষ ১৮ কোটি ৮২ লক্ষ টাকারও বেশি ছাড় পেয়েছে।
  • সিউড়ি, বোলপুর ও রামপুরহাট হাসপাতালে ৬টি ন্যায্য মূল্যের ডায়াগনস্টিক পরিষেবা চালু হয়ে গেছে।
  • এই জেলায় ১৪টি SNSU চালু হয়ে গেছে। সিউড়ি, বোলপুর ও রামপুরহাট হাসপাতালে ৩টি SNCU চালু হয়ে গেছে।
  • সিউড়ি, বোলপুর ও রামপুরহাট হাসপাতালে ৩টি CCU/HDU চালু হয়ে গেছে।
  • ‘স্বাস্থ্যসাথী’ প্রকল্পে এই জেলায় প্রায় ৩ লক্ষ ৪ হাজারেরও বেশি মানুষ নথিভুক্ত হয়েছেন।
  • ‘শিশুসাথী’ প্রকল্পে, এই জেলার ১ হাজারেরও বেশি বাচ্চার সফল অস্ত্রোপচার করা হয়েছে।

 

শিক্ষাঃ

  • এই জেলায় বিশ্বকবি রবীন্দ্রনাথের বিশ্বভারতীর আদলে বোলপুরে গড়ে তোলা হচ্ছে নতুন বিশ্ব বাংলা বিশ্ববিদ্যালয়।
  • বেসরকারি উদ্যোগে গড়ে উঠেছে নতুন সিকম স্কিল ইউনিভার্সিটি।
  • ৭টি নতুন আই টি আই কলেজ নির্মাণ করা হয়েছে।
  • ৩টি নতুন পলিটেকনিক কলেজ গড়ে তোলা হয়েছে।
  • ‘উৎকর্ষ বাংলা’ কর্মসূচিতে জেলার ৩১ হাজারেরও বেশি যুবক-যুবতীকে  প্রশিক্ষণ দেওয়া হয়েছে।
  • এই জেলায়, ২ লক্ষ ৪৭ হাজারেরও বেশি ছাত্র ছাত্রীকে ‘সবুজসাথী’ প্রকল্পে সাইকেল প্রদান করা হয়েছে।
  • ৫টি নতুন মডেল স্কুল নির্মাণ করা হয়েছে।
  • জেলায়, গত সাড়ে ৬ বছরে, প্রায় ৮৫টি মাধ্যমিক বিদ্যালয়কে উচ্চ মাধ্যমিক বিদ্যালয় স্তরে উন্নীত করা হয়েছে।
  • সব স্কুল মিড-ডে-মিল চলছে, যার ফলে পুষ্টি এবং উপস্থিতির হার বেড়েছে এবং স্কুল-ছুট ছাত্র-ছাত্রীর সংখ্যা কমেছে।
  • প্রতিটি বিদ্যালয়ে ছেলে ও মেয়েদের জন্য পৃথক শৌচাগার নির্মিত হয়েছে।

 

ভূমি সংস্কার, কৃষি ও পশুপালনঃ

  • জেলার ১৫ হাজার যোগ্য ভূমিহীন পরিবারের হাতে ‘নিজ গৃহ নিজ ভূমি’ প্রকল্পে পাট্টা তুলে দেওয়া হয়েছে। এছাড়া ২ হাজার ৬৬০ এর বেশি কৃষি ও বনাধিকার পাট্টা প্রদান করা হয়েছে।
  • এই জেলার, প্রায় ৯৫% কৃষক পরিবারকে কিষাণ ক্রেডিট কার্ডের আওতাভুক্ত করা হয়েছে। বাকিদেরও খুব দ্রুত কিষাণ ক্রেডিট কার্ড প্রদান করা হচ্ছে।
  • ১৩টি ‘কিষাণ মান্ডি’ গড়ে তোলা হয়েছে।
  • জেলায় প্রাণী সম্পদ উন্নয়ন দপ্তর, ২৯ লক্ষ ১০ হাজারেরও বেশি হাঁস ও মুরগীড় বাচ্চা বিতরণ করেছে।

 

পঞ্চায়েত ও গ্রামোন্নয়নঃ

  • এই জেলায় ১০০-দিনের কাজে, ২৩৪০ কোটি টাকারও বেশি ব্যয় করে প্রায় ১১ কোটি ৮০ লক্ষ শ্রম দিবস সৃষ্টি হয়েছে।
  • জেলার প্রায় ১ লক্ষ ৪৬ হাজার মানুষ গ্রামীণ আবাস যোজনায় উপকৃত হয়েছেন।
  • এই জেলার আরও প্রায় ৭০ হাজার উপভোক্তাকে বাড়ি তৈরির সহায়তা দেওয়া হয়েছে।
  • জেলায় গ্রামীণ সড়ক যোজনায় প্রায় ১০৫০ কিমি রাস্তা নির্মিত হয়েছে।
  • এই জেলায় আরও প্রায় ৭৯০ কিমি রাস্তা নির্মাণ/সংস্কারের সূচনা করা হয়েছে।
  • ‘সমব্যাথী’ প্রকল্পে জেলার প্রায় ১০ হাজার ৫০০ জন উপকৃত হয়েছেন।
  • পূর্ব মেদিনীপুর ‘নির্মল জেলা’। জেলায় ‘মিশন নির্মল বাংলা’ প্রকল্পে প্রায় ৪ লক্ষ ৮০ হাজার শৌচালয় নির্মাণ করা হয়েছে – যা লক্ষ্যমাত্রার ১০০%।

 

সংখ্যালঘু উন্নয়নঃ

  • বিগত সাড়ে ৬ বছরে, এই জেলার প্রায় ১০ লক্ষ ৫০ হাজার সংখ্যালঘু ছাত্রছাত্রীকে প্রায় ৩১৫ কোটি টাকা স্কলারশিপ দেওয়া হয়েছে।
  • এছাড়া, স্বনির্ভরতার জন্য সংখ্যালঘু যুবক-যুবতীদের, প্রায় ১৫০ কোটি টাকা ঋণ দেওয়া হয়েছে।
  • MSDP ও IMDP তে প্রায় ২৩০ কোটি টাকা ব্যয় করে সংখ্যালঘু সম্প্রদায়ের উন্নয়নে বিভিন্ন প্রকল্প রূপায়িত করা হয়েছে।
  • এই ২ টি প্রকল্পে, জেলায় ৬ হাজার ৮০০টিরও বেশি হেলথ সাব সেন্টার, অতিরিক্ত শ্রেণী কক্ষ।অঙ্গনওয়াড়ী কেন্দ্র, বাসগৃহ ইত্যাদি গড়ে তোলা হয়েছে।
  • সাইবার গ্রাম কর্মসূচীতে মাদ্রাসা ছাত্রছাত্রীদের কম্পিউটার প্রশিক্ষণ দেওয়া হচ্ছে।
  • ১৮টি ‘কর্মতীর্থ’ গড়ে তোলা হয়েছে।

 

অনগ্রসর কল্যাণ ও আদিবাসী উন্নয়নঃ

  • বিগত সাড়ে ৬ বছরে, ২ লক্ষ ১৬ হাজারেরও বেশি ছাত্র-ছাত্রী ‘শিক্ষাশ্রী’ প্রকল্পে সহায়তা পেয়েছে।
  • জেলায় বিগত সাড়ে ৬ বছরে, ৩ লক্ষ SC/ST/OBC Certificate প্রদান করা হয়েছে।

 

নারী ও শিশু উন্নয়ন এবং সমাজকল্যাণঃ

  • এই জেলায়, ১ লক্ষ ৮৫ হাজারেরও বেশি ছাত্রী ‘কন্যাশ্রী’র আওতায় এসেছে।
  • জেলার সমস্ত অতি-পুষ্ট শিশুদের সকালে নিউট্রিমিক্স নামের একটি পুষ্টিকর শিশু আহার ও বাড়িতে খাওয়ানোর জন্য নিউট্রিমিক্স ও পৌষ্টিক লাড্ডু সরবরাহ করা সরবরাহ করা হচ্ছে।

 

খাদ্য সুরক্ষা কর্মসূচী – ‘খাদ্য সাথী’ প্রকল্পঃ

এই জেলার ১০০% যোগ্য মানুষকে (প্রায় ৩৪ লক্ষ ৭৯ হাজারেরও বেশি মানুষকে), ২/- টাকা কেজি দরে (অথবা বাজার দরের অর্ধেক দামে) খাদ্যশস্য দেওয়া হচ্ছে – যা জেলার মোট জনসংখ্যা প্রায় ৯৯%।

 

পূর্ত ও পরিবহনঃ

  • বিগত সাড়ে ৬ বছরে, এই জেলায় পূর্ত দপ্তর ১৭০টিরও বেশি রাস্তাঘাট, ব্রিজ ইত্যাদি রুপায়নের কাজ হাতে নিয়েছে, যার মধ্যে ১২০টিরও বেশি প্রকল্পের কাজ ১৫০০ কোটি টাকা ব্যয় ইতিমধ্যেই সমাপ্ত হয়েছে/ এর ফলে প্রচুর মানুষ উপকৃত হচ্ছেন। বাকি প্রকল্পের কাজ খুব শীঘ্রই সমাপ্ত হবে।
  • জেলার সড়ক ব্যবস্থা উন্নয়নে বিশেষ গুরুত্ব দেওয়া হয়েছে। বিগত সাড়ে ৬ বছরে প্রায় ১১০০ কিমি রাস্তা নির্মাণের কাজ সম্পন্ন হয়েছে।
  • ৭৩ কোটি টাকা ব্যয়ে সিউড়ি SBSTC বাস ডিপোর উন্নয়ন করা হয়েছে। ১ কোটি টাকার বেশি ব্যয়ে বোলপুরে বাস টার্মিনাস তৈরির কাজ চলছ ।
  • এই জেলার প্রায় ৩০০ জন যুবক-যুবতী গাড়ি কেনার ঋণ পেয়ে আত্মনির্ভর হয়েছেন।
  • হাতে নেওয়া হয়েছে Safe Drive Save Life এবং Slow Drive Save Life কর্মসূচী। ফলে, উল্লেখযোগ্য ভাবে কমেছে দুর্ঘটনা এবং হতাহতের সংখ্যা।

 

বিদ্যুৎ ও অচিরাচরিত শক্তিঃ

সমগ্র জেলায় ‘সবার ঘরে আলো’ প্রকল্পে, ১০০% গ্রামীণ বৈদ্যুতিকরনের কাজ সম্পন্ন হয়েছে।

 

সেচঃ

  • জেলায় প্রায় ৮০ কিমি দৈর্ঘ্যের বাঁধ সংরক্ষণের কাজ সম্পন্ন হয়েছে।
  • প্রায় ২২ কোটি টাকার বীরভূম জেলার কান্দি মাস্টার প্ল্যানের কাজ হাতে নেওয়া হয়েছে।

 

জনস্বাস্থ্য কারিগরীঃ

বিগত সাড়ে ৬ বছরে, ৩২টি জল প্রকল্পের কাজ শুরু হয়েছে, এর মধ্যে প্রায় ১০০ কোটি টাকা ব্যয়ে ২০টির কাজ সমাপ্ত হয়েছে। এর ফলে জেলার প্রচুর মানুষ উপকৃত হচ্ছেন। বাকি জল প্রকল্পগুলির কাজ খুব শীঘ্রই সমাপ্ত হবে।

 

বন ও পর্যটনঃ

  • ‘সবুজশ্রী’ প্রকল্পে, ৯০ হাজারেরও বেশি সদ্যোজাত শিশুকে মূল্যবান গাছের চারা দেওয়া হয়েছে। ১৮ বছর উত্তীর্ণ হলে, গাছ বিক্রির টাকায় শিশুটির পড়াশোনা, বিয়ে ইত্যাদির খরচ মেটানো যাবে।
  • বোলপুরের রাঙা বিতান পর্যটন কেন্দ্র সমস্ত সুবিধা সহ ১০টি কটেজ নির্মাণ করা হয়েছে। গড়ে তোলা হয়েছে বক্রেশ্বরে ট্যুরিস্ট রিসর্ট।
  • প্রায় ১৪ কোটি টাকা ব্যয়ে গড়ে তোলা হয়েছে ‘বাউল বিতান’।

 

শ্রমঃ

  • এই জেলায় সামাজিক সুরক্ষা যোজনায় প্রায় ৩ লক্ষ ৩৩ হাজার অসংগঠিত ক্ষেত্রের শ্রমিক নথিভুক্ত হয়েছেন। এখনো পর্যন্ত প্রায় ৮৩ হাজার উপভোক্তা, ৩৫ কোটি টাকার ও বেশি সহায়তা পেয়েছেন।
  • যুবশ্রী প্রকল্পে, এই জেলায় প্রায় ৯ হাজার যুবক-যুবতী উতসাহ ভাতা পাচ্ছেন।

 

স্ব-নির্ভর দল ও স্বনিযুক্তি কর্মসূচীঃ

  • ‘আনন্দধারা’ প্রকল্পে প্রায় ৩১ হাজার স্ব-নির্ভর দল গঠিত হয়েছে।
  • বিগত সাড়ে ৬ বছরে, ‘স্বামী বিবেকানন্দ স্ব-নির্ভর কর্মসূচী’ প্রকল্পে প্রায় সাড়ে ১৪ হাজার উদ্যোগকে অনুমোদন দেওয়া হয়েছে এবং প্রায় ৮০ কোটি টাকা অনুদান প্রদান করা হয়েছে।

 

পুর ও নগরোন্নয়নঃ

  • গঠন করা হয়েছে তারাপীঠ-রামপুরহাট, বক্রেশ্বর এবং পাথরচাপুরী উন্নয়ন কর্তৃপক্ষ।
  • প্রায় ৭ কোটি টাকা ব্যয়ে, তারাপীঠ পানীয় জলপ্রকল্প উন্নয়নের কাজ হাতে নেওয়া হয়েছে। ২টি welcome gate গড়ে তোলা হয়েছে।
  • জেলায় ৬টি মিউনিসিপ্যালিটি, ১৭৫ কোটি টাকারও বেশি পরিকল্পনা খাতে ব্যয় করেছে।
  • শহরাঞ্চলে গরীবদের জন্য বাসস্থান প্রকল্পে, প্রায় ৫ হাজার ৫০  জন মানুষ উপকৃত হয়েছেন।

 

তথ্য ও সংস্কৃতিঃ

  • এই জেলায় ১২ হাজারেরও বেশি লোকশিল্পী, ‘লোকপ্রসার প্রকল্পে’ রিটেনার ফি ও পেনশন পাচ্ছেন।
  • জয়দেব-কেন্দুলি বাউল আকাদেমি গঠন করা হয়েছে। সিউড়ি রবীন্দ্রভবনকে নবরূপে সাজিয়ে তোলা হচ্ছে।

 

আবাসনঃ

  • জেলায় আর্থিকভাবে দুর্বল মানুষদের জন্যে গীতাঞ্জলী ও অন্যান্য প্রকল্পে প্রায় ১৯ হাজার মানুষ উপকৃত হয়েছেন।
  • ভ্রমনার্থীদের সুবিধা এবং স্থানীয় মানুষের কর্মসংস্থানের জন্য নন্দকুমার ও মেছেদায় ৪টি ‘পথসাথী’ মোটেল গড়ে তোলা হয়েছে।

 

ক্রীড়া ও যুবকল্যাণঃ

  • ক্রীড়ার মান উন্নয়নে জেলায় ৪৮৫টিরও বেশি ক্লাবকে ১৫ কোটি টাকারও বেশি অর্থ সাহায্য করা হয়েছে।
  • জেলায়  প্রায় ১৫০টি মাল্টি জিম ও ৬৫টি মিনি ইনডোর স্টেডিয়াম, প্রায় ৮ কোটি টাকা ব্যয়ে গড়ে তোলা হয়েছে।

 

পশ্চিমাঞ্চল উন্নয়নঃ

  • পশ্চিমাঞ্চল উন্নয়ন বিষয়ক দপ্তর জল সংরক্ষণ, সেচ, কৃষি, শিক্ষা, স্বাস্থ্য, সড়ক নির্মাণ, পানীয় জলের ব্যবস্থা প্রভৃতি প্রকল্পগুলি অগ্রাধিকার ভিত্তিতে রূপায়ন করছে।
  • জল সংরক্ষণের জন্য পশ্চিমাঞ্চল উন্নয়ন বিষয়ক দপ্তর, জঙ্গলমহল এলাকায় একাধিক চেক ড্যাম নির্মাণের কাজ সম্পন্ন হয়েছে। পাশাপাশি, লাক্ষা চাষের উৎপাদন বাড়িয়ে এই অঞ্চলের মানুষের কর্মসংস্থানের সুযোগ বৃদ্ধি করা হয়েছে।

 

 আইন-শৃঙ্খলাঃ

এই জেলায় স্থাপন করা হয়েছে নতুন শান্তিনিকেতন, তারাপীঠ, চন্দ্রপুর ও লোকপুর থানা ও সিউড়ি মহিলা থানা।

Multi/Super-speciality hospitals: 3 set up in Nandigram, Panskura and Egra

Fair-price medicine shops: 5 set up at Purba Medinipur District Hospital, Tamluk, Digha Subdivisional Hospital, and at hospitals in Contai, Egra and Haldia; buying from these fair-price shops has resulted in more than 9.31 lakh people getting discounts of more than Rs 20.9 crore

Fair-price diagnostic centres: 2 set up at Tamluk District Hospital
SNSU: 20 sick newborn stabilisation units set up in Digha, Haldia, Mugberia, Gonora, Janubasan, Nandigram, Moyna, Bararankua, Riyapara, Anantapur, Basulia, Sillaberia, Uttar Mechogram, Basantia, Bhagwanpur, Kamarda, Gangadharpur, Khejurberia, Erashal and Paikpari

SNCU: 2 sick newborn care units set up at Tamluk and Egra hospitals

Hospital beds: Number beds at Contai Subdivisional Hospital increased from 200 to 300

Swasthya Sathi: More than 1.93 lakh people enrolled

College: 3 government colleges set up – Shahid Matangini Hazra Women’s College, Tamluk and Swarnamayee Jogendranath College – and a college in Shyamsundarpur

Utkarsh Bangla: More than 82,000 youths being given skills training

Sabooj Sathi: More than 3.28 lakh school children given bicycles

Upgrading of schools: 170 Madhyamik schools upgraded to Higher Secondary

Mid-Day Meals: Mid-day meals being given in all schools, which has markedly improved attendance

Toilets: Separate toilets for boys and girls built in all schools

 

Land Reforms, Agriculture and Animal Resources Development

Nijo Griha Nijo Bhumi: About 9,000 landless families handed over patta, and about 4,000 agricultural and forest land patta handed over

Kisan Credit Cards: Almost 95% of eligible farmer families given KCCs

Kisan Mandi: 6 set up in Panskura-1, Bhagwanpur-1, Patashpur-1, Deshapran (formerly Contai-2) and Egra-1 blocks and in Nandigram
Hatchlings distributed: More than 24.58 lakh chicken and duck hatchlings distributed for rearing

 

Panchayats and Rural Development

MGNREGS (100 Days’ Work Scheme): About 9.04 crore person-days created at an expenditure of more than Rs 2,220 crore
Rural housing: About 1.41 lakh people benefitted; on January 29, 2018, it was announced that about 26.764 people would be distributed houses under various schemes

Rural roads: About 700 km roads built under Grameen Sadak Yojana; another 395 km being built/renovated

Samabyathi: 4,267 people benefitted from this scheme

ODF: Purba Medinipur has been declared a ‘Nirmal Zila’, that is, open defecation-free (ODF); 2.16 lakh toilets built, which is 100% of the target

 

Minorities’ Development

Scholarships: About 4.12 lakh students from minority communities given scholarships worth about Rs 110 crore

Swami Vivekananda Swanirbhar Karmasuchi Prakalpa: Youths given loans worth about Rs 32 crore

MSDP: About Rs 6 crore spent for various schemes under Multi-sectoral Development Programme (MSDP) – more than 30 health sub-centres, additional classrooms, anganwadi cnetres, houses, etc.

Karmatirtha: 14 Karmatirthas built to increase employment of local people – in Egra-2, Panskura-1, Panskura-2, Patashpur-2 (two), Sutahata-1, Ramnagar-1 (two), Contai-3, Nandigram-1, Khejuri-2, Shahid Matangini, Tamluk and Moyna blocks

 

Backward Classes Welfare Department

Shikshashree: More than 1.4 lakh students have received scholarships under the scheme

SC/ST/OBC certificates: More than 2.16 lakh people handed over SC/ST/OBC certificates

 

Women and Child Development and Social Welfare

Kanyashree: More than 2.84 lakh girls brought under the ambit of the Kanyashree Scheme

 

Food security

Khadya Sathi: As part of the scheme, almost 95% of the eligible population of Howrah (about 51.71 lakh) being given foodgrains at Rs 2 per kg (or at half the market price)

 

Industry

Industrial Growth: Industrial Growth Centre set up in Haldia

MSME: 27 MSME clusters established in the micro, small and medium enterprises sector – among which the important ones are a cashew nut cluster in Contai, 8 steel utensils clusters in Tamluk, Haldia, Mecheda, Panskura, Contai, Moyna, Egra and Daisai, and readymade garments cluster in Basulia; convention centre to help in development of industry and tourism in Digha; IT hub and industrial estate in Haldia; bank loans worth more than Rs 6,975 crore given

 

PWD and Transport

Projects completed: PWD Department has completed more than 85 projects like roads, bridges, etc. by investing about Rs 570 crore

Roads: About 650 km of roads built/re-built/widened, among which 2 important ones are Panskura-Durgachowk Road and Dakshin Shitla Dadanpatrabar-Mandarmani Road

Baitarani: As part of Baitarani Scheme, 33 burning ghats being renovated and 1 electric furnace being constructed

Gatidhara: Through Gatidhara Scheme, about 270 youths managed to buy vehicles for commercial use

Traffic awareness programmes: Safe Drive Save Life and Slow Drive Save Life traffic awareness programmes have reduced accidents by a significant number

 

Power – Non-renewable and Renewable Energy

Sabar Ghare Alo: Through implementation of Sabar Ghare Alo Scheme, 100% rural electrification achieved

Power stations: India Power Corporation (Haldia) Limited has set up thermal power plant in Haldia, consisting of three 150 MW units

 

Irrigation

Dam repair: About 330 km of dams strengthened

Canal repair: Renovation of Keleghai-Kapaleswari-Bagai Canal going on at a cost of Rs 650 crore, to benefit about 4 lakh people in 14 blocks in Purba and Paschim Medinipur and Jhargram districts

Ghatal Master Plan: Flood control plan set up at a cost of Rs 2,000 crore to control floods in Panskura-1 and Panskura-2 blocks and Ghatal region in Paschim Medinipur, to benefit about 17 lakh people

Bridges: 2 bridges built over Chandika river in Ejmalich and Sridharpur in Moyna block; Dakshin Narikelda Bridge built over Pratapkhali Canal in Nandakumar block

Jetties: 2 jetties built over Rasulpur river in Rasulpur and Boga

 

Public Health Engineering

Projects completed: Public Health Engineering Department has completed 55 projects at a cost of about Rs 240 crore.

 

Forest and Tourism

Sabujshree: Saplings given to more than 38,000 newborns (as per the scheme, after crossing 18 years of age, the tree will be sold and the student’s education funded out of that money)

Tourism: Digha Gate built in a record 18 months at Rs 6.5 crore; Marine Drive in Digha; 9 more projects including watch towers in Digha, Sankarpur, Tajpur and MadarmaniBiswa Bangla Park in Digha, youth hostel in Digha renovated; seaside road till Nayakali, and Digha Mohana Road; lighting set up in Tajpur town and sea coast; Digha-Kolkata helicopter service started

 

Labour

Samajik Suraksha Yojana: About 9.86 lakh workers from the unorganised sector documented – of these, about 1.25 lakh beneficiaries have received benefits to the tune of more than Rs 57 crore

Yuvashree: About 5,000 youths given allowances under this scheme

 

Self-Help Group and Self-Employment

Anandadhara: About 38,000 self-help groups set up

Swami Vivekananda Swanirbhar Karmasuchi Prakalpa: About 11,000 ventures approved, for which a total grant of about Rs 85 crore given

 

Urban Development and Town and Country Planning

Municipality development: 3 municipalities in Purba Medinipur district spent more than Rs 130 crore for developmental schemes

Urban housing for the poor: About 5,600 people benefitted

 

Information and Culture

Lokprasar Prakalpa: More than 23,000 folk artistes getting retainer fee and pension

 

Housing

For the economically disadvantaged: About 19,000 people benefitted as part of Gitanjali and other schemes

Pathasathi: 2 Pathasathi motels set up for travellers (also resulting in employment for local people) in Nandakumar and Mecheda

 

Youth Affairs and Sports

Funds for clubs: More than 955 cubs given more than Rs 32 crore for promoting sports

Sporting infrastructure: About 300 multi-gyms and 60 mini indoor stadiums set up at a cost of about Rs 18.53 crore

Law and order

Police stations: 3 coastal police stations set up in Mandarmani, Junput and Nayachar; 2 women’s police stations set up Contai and Haldia

স্বাস্থ্য ও পরিবার কল্যাণঃ

  • এই জেলার নন্দীগ্রাম, পাশকুঁড়া ও এগরায় গড়ে উঠেছে ৩টি মাল্টি সুপার স্পেশালিটি হাসপাতাল।
  • পূর্ব মেদিনীপুর জেলা হাসপাতাল, কাঁথী, হলদিয়া ও দীঘা মহকুমা হাসপাতালে ৫টি ন্যায্য মূল্যের ওষুধের দোকান চালু হয়ে গেছে। জেলার এই সকল ন্যায্য মূল্যের ওষুধের দোকান থেকে ওষুধ কেনার ফলে ৯ লক্ষ ৩১ হাজারেরও বেশি মানুষ ২০ কোটি ৯০ লক্ষ টাকারও বেশি ছাড় পেয়েছে। তমলুক জেলা হাসপাতালে ২টি ন্যায্য মূল্যের ডায়াগনস্টিক পরিষেবা চালু হয়ে গেছে।
  • এই জেলায় ২০টি SNSU চালু হয়ে গেছে (দীঘা, হলদিয়া, মুগবেড়িয়া, গোনেরা, জানুবাসান, নন্দীগ্রাম, ময়না, বারারানকুয়া, রিয়াপাড়া, অনন্তপুর, বাসুলীয়া, সীন্নাবেড়িয়া, উত্তর মেছোগ্রাম, বাসন্তিয়া, ভগবানপুর, কামারদা, গঙ্গাধরপুর, খেজুরবেড়িয়া, এরাশাল ও পাইকপারি)।
  • তমলুক ও এগরা হাসপাতালে ২টি SNCU চালু হয়ে গেছে।
  • তমলুক, কাঁথী, হলদিয়া, নন্দীগ্রাম, এগরা ও দীঘা হাসপাতালে ৬টি CCU/HDU চালু হয়ে গেছে।
  • কাঁথী মহকুমা হাসপাতালকে ২০০ থেকে ৩০০ শয্যায় সম্প্রসারিত করা হচ্ছে।
  • ‘স্বাস্থ্যসাথী’ প্রকল্পে এই জেলায় প্রায় ১ লক্ষ ৯৩ হাজারেরও বেশি মানুষ নথিভুক্ত হয়েছেন।
  • ‘শিশুসাথী’ প্রকল্পে, এই জেলার ৫২৩টিরও/ হাজারেরও বেশি বাচ্চার সফল অস্ত্রোপচার করা হয়েছে।

 

শিক্ষাঃ

  • এই জেলার, তমলুক শহীদ মাতঙ্গিনী হাজরা মহিলা কলেজ, স্বর্ণময়ী জোগেন্দ্রনাথ কলেজ এবং শ্যামসুন্দরপুরে ৩টি নতুন সরকারী কলেজ গড়ে তোলা হচ্ছে।
  • দেশপ্রাণ (কাঁথী-২), নন্দীগ্রাম ও এগরায় ৩টি নতুন আই টি আই কলেজ নির্মাণ করা হয়েছে।
  • কোলাঘাটে একটি নতুন পলিটেকনিক কলেজ গড়ে তোলা হয়েছে।
  • ‘উৎকর্ষ বাংলা’ কর্মসূচিতে জেলার ৮২ হাজারেরও বেশি যুবক-যুবতীকে প্রশিক্ষণ দেওয়া হয়েছে।
  • এই জেলায়, ৩ লক্ষ ২৮ হাজারেরও বেশি ছাত্র ছাত্রীকে ‘সবুজসাথী’ প্রকল্পে সাইকেল প্রদান করা হয়েছে।
  • জেলায়, গত সাড়ে ৬ বছরে, প্রায় ১৭০টি মাধ্যমিক বিদ্যালয়কে উচ্চ মাধ্যমিক বিদ্যালয় স্তরে উন্নীত করা হয়েছে।
  • সব স্কুল মিড-ডে-মিল চলছে, যার ফলে পুষ্টি এবং উপস্থিতির হার বেড়েছে এবং স্কুল-ছুট ছাত্র-ছাত্রীর সংখ্যা কমেছে।
  • প্রতিটি বিদ্যালয়ে ছেলে ও মেয়েদের জন্য পৃথক শৌচাগার নির্মিত হয়েছে।

 

ভূমি সংস্কার, কৃষি ও পশুপালনঃ

  • জেলার ৯ হাজারেরও বেশি যোগ্য ভূমিহীন পরিবারের হাতে ‘নিজ গৃহ নিজ ভূমি’ প্রকল্পে পাট্টা তুলে দেওয়া হয়েছে। এছাড়া ৪ হাজারেরও বেশি কৃষি ও বনাধিকার পাট্টা প্রদান করা হয়েছে।
  • এই জেলার, প্রায় ৯৫% কৃষক পরিবারকে কিষাণ ক্রেডিট কার্ডের আওতাভুক্ত করা হয়েছে। বাকিদেরও খুব দ্রুত কিষাণ ক্রেডিট কার্ড প্রদান করা হচ্ছে।
  • এই জেলার পাঁশকুড়া-১, ভগবানপুর-২, পটাশপুর-১, দেশপ্রাণ (কাঁথী-২), এগরা-১ ও নন্দীগ্রামে ৬টি ‘কিষাণ মান্ডি’ গড়ে তোলা হয়েছে।
  • জেলায় প্রাণী সম্পদ উন্নয়ন দপ্তর, ২৪ লক্ষ ৫৮ হাজারেরও বেশি হাঁস ও মুরগীড় বাচ্চা বিতরণ করেছে।

 

পঞ্চায়েত ও গ্রামোন্নয়নঃ

  • এই জেলায় ১০০-দিনের কাজে, ২২২০ কোটি টাকারও বেশি ব্যয় করে প্রায় ৯ কোটি ৪ লক্ষ শ্রম দিবস সৃষ্টি হয়েছে।
  • জেলার প্রায় ১ লক্ষ ৪১ হাজার মানুষ গ্রামীণ আবাস যোজনায় উপকৃত হয়েছেন।
  • এই জেলার আরও প্রায় ২৬ হাজার ৭৬৫ জন উপভোক্তাকে বাড়ি তৈরির সহায়তা দেওয়া হয়েছে।
  • জেলায় গ্রামীণ সড়ক যোজনায় প্রায় ৭০০ কিমি রাস্তা নির্মিত হয়েছে।
  • এই জেলায় আরও প্রায় ৩৯৫ কিমি রাস্তা নির্মাণ/সংস্কারের সূচনা করা হয়েছে।
  • ‘সমব্যাথী’ প্রকল্পে জেলার প্রায় ৪ হাজার ২৬৭ জন উপকৃত হয়েছেন।
  • পূর্ব মেদিনীপুর ‘নির্মল জেলা’। জেলায় ‘মিশন নির্মল বাংলা’ প্রকল্পে প্রায় ২ লক্ষ ১৬ হাজার শৌচালয় নির্মাণ করা হয়েছে – যা লক্ষ্যমাত্রার ১০০%।

 

সংখ্যালঘু উন্নয়নঃ

  • বিগত সাড়ে ৬ বছরে, এই জেলার প্রায় ৪ লক্ষ ১২ হাজার সংখ্যালঘু ছাত্রছাত্রীকে প্রায় ১০০ কোটি টাকা স্কলারশিপ দেওয়া হয়েছে।
  • এছাড়া, স্বনির্ভরতার জন্য সংখ্যালঘু যুবক-যুবতীদের, প্রায় ৩২ কোটি টাকা ঋণ দেওয়া হয়েছে।
  • MSDP তে প্রায় ৬ কোটি টাকা ব্যয় করে সংখ্যালঘু সম্প্রদায়ের উন্নয়নে বিভিন্ন প্রকল্প রূপায়িত করা হয়েছে।
  • এই প্রকল্পে, জেলায় ৩০টির ও বেশি হেলথ সাব সেন্টার, অতিরিক্ত শ্রেণী কক্ষ।অঙ্গনওয়াড়ী কেন্দ্র, বাসগৃহ ইত্যাদি গড়ে তোলা হয়েছে
  • এই জেলার এগরা-২, পাঁশকুড়া-১, পাঁশকুড়া-২, পটাশপুর-২(২টি), সুতাহাটা-১, রামনগর-১ (২টি), কাঁথী-৩, নন্দীগ্রাম-১, খেজুরী-২, শহীদ মাতঙ্গিনী, তমলুক ও ময়নায় ১৪টি ‘কর্মতীর্থ’ গড়ে তোলা হয়েছে।

 

অনগ্রসর কল্যাণ ও আদিবাসী উন্নয়নঃ

  • বিগত সাড়ে ৬ বছরে, ১ লক্ষ ৪০ হাজারেরও বেশি ছাত্র-ছাত্রী ‘শিক্ষাশ্রী’ প্রকল্পে সহায়তা পেয়েছে।
  • জেলায় বিগত সাড়ে ৬ বছরে, ২ লক্ষ ১৬ হাজারেরও বেশি SC/ST/OBC Certificate প্রদান করা হয়েছে।

 

নারী ও শিশু উন্নয়ন এবং সমাজকল্যাণঃ

  • এই জেলায়, ২ লক্ষ ৮৪ হাজারেরও বেশি ছাত্রী ‘কন্যাশ্রী’র আওতায় এসেছে।

 

খাদ্য সুরক্ষা কর্মসূচী – ‘খাদ্য সাথী’ প্রকল্পঃ

  • এই জেলার ১০০% যোগ্য মানুষকে (প্রায় ৫১ লক্ষ ৭১ হাজারেরও বেশি মানুষকে), ২/- টাকা কেজি দরে (অথবা বাজার দরের অর্ধেক দামে) খাদ্যশস্য দেওয়া হচ্ছে – যা জেলার মোট জনসংখ্যা প্রায় ১০০%।

 

শিল্পঃ

  • হলদিয়ায় ১টি ইন্ডাস্ট্রিয়াল পার্ক তৈরি করা হয়েছে।
  • জেলায় ক্ষুদ্র, ছোট ও মাঝারি উদ্যোগের ২৭টি ক্লাস্টার গড়ে উঠেছে।
  • কাঁথীতে একটি কাজু বাদামের ক্লাস্টার, তমলুক, হলদিয়া, মেছেদা, পাঁশকুড়া, কাঁথী, ময়না, এগরায় ও দাইসাইয়ে ৮টি স্টিলের আসবাব তৈরির ক্লাস্টার, বাঁসুলীয়ায় একটি জামাকাপড় তৈরির ক্লাস্টার প্রভৃতি।
  • শিল্প ও পর্যটনের বিকাশে গড়ে তোলা হচ্ছে দীঘায় একটি কনভেনশন সেন্টার।
  • হলদিয়ায় গড়ে তোলা হয়েছে আইটি হাব ও ইন্ডাস্ট্রিয়াল এস্টেট।
  • ক্ষুদ্র শিল্পের ক্ষেত্রে এই জেলায় ৬৯৭ কোটি টাকারও বেশি ব্যাঙ্ক ঋণ প্রদান করা হয়েছে।

 

পূর্ত ও পরিবহনঃ

  • বিগত সাড়ে ৬ বছরে, এই জেলায় পূর্ত দপ্তর ১১০টিরও বেশি রাস্তাঘাট, ব্রিজ ইত্যাদি রুপায়নের কাজ হাতে নিয়েছে, যার মধ্যে ৮৫টিরও বেশি প্রকল্পের কাজ ৫৭০ কোটি টাকা ব্যয় ইতিমধ্যেই সমাপ্ত হয়েছে/ এর ফলে প্রচুর মানুষ উপকৃত হচ্ছেন। বাকি প্রকল্পের কাজ খুব শীঘ্রই সমাপ্ত হবে।
  • জেলার সড়ক ব্যবস্থা উন্নয়নে বিশেষ গুরুত্ব দেওয়া হয়েছে। জেলায় বিগত সাড়ে ৬ বছরে প্রায় ৬৫০ কিমি রাস্তা নির্মাণ/পুনর্নির্মাণ/সম্প্রসারণ ও উন্নীতকরণের কাজ সম্পন্ন হয়েছে। এর মধ্যে উল্লেখযোগ্য হলঃ পাঁশকুড়া-দুর্গাচক রাস্তা,দক্ষিণ শিতলা দাদনপাত্রবার-মান্দারমনি রাস্তা প্রভৃতি।
  • ‘বৈতরিনী’ প্রকল্পে ৩৩টি শ্মশান ঘাটের উন্নয়ন সহ ১টি বিদ্যুতের চুরি বসানোর কাজ চলছে।
  • এই জেলার প্রায় ২৭০ জন যুবক-যুবতী গাড়ি কেনার ঋণ পেয়ে আত্মনির্ভর হয়েছেন।
    হাতে নেওয়া হয়েছে Safe Drive Save Life এবং Slow Drive Save Life কর্মসূচী। ফলে, উল্লেখযোগ্য ভাবে কমেছে দুর্ঘটনা এবং হতাহতের সংখ্যা।

 

বিদ্যুৎ ও অচিরাচরিত শক্তিঃ

  • সমগ্র জেলায় ‘সবার ঘরে আলো’ প্রকল্পে, ১০০% গ্রামীণ বৈদ্যুতিকরনের কাজ সম্পন্ন হয়েছে।
  • হলদিয়ায় Indian Power Corporation (Haldia) LIMITED-এর একটি নতুন ৩ ১৫০ মেগা ওয়াট তাপবিদ্যুৎ কেন্দ্র গড়ে তোলা হয়েছে।

 

সেচঃ

  • জেলায় প্রায় ৩৩০ কিমি দৈর্ঘ্যের বাঁধ সংরক্ষণের কাজ সম্পন্ন হয়েছে।
  • প্রায় ৬৫০ কোটি টাকা ব্যয়ে কেলেঘাই-কপালেশ্বরী-বাগাই খাল সংস্কারের কাজ চলছে।
  • এই প্রকল্পে, পূর্ব মেদিনীপুর, পশ্চিম মেদিনীপুর ও ঝাড়গ্রাম জেলার ১৪টি ব্লকের প্রায় ৪ লক্ষ মানুষ উপকৃত হবেন।
  • পাঁশকুড়া-১ ও পাঁশকুড়া-২ ব্লক সহ পশ্চিম মেদিনীপুর জেলার ঘাটাল এলাকার বন্যা নিয়ন্ত্রণের জন্য প্রায় ২ হাজার কোটি টাকার ‘ঘাটাল মাস্টার প্ল্যান’ তৈরি হয়েছে। এটি রূপায়িত হলে এই বিস্তীর্ণ অঞ্চলের প্রায় ১৭ লক্ষ মানুষ প্রতি বছর বন্যার সমস্যা থেকে মুক্তি পাবেন।
  • ময়না ব্লকের চণ্ডিকা নদীর উপরে এজমালিচক ও শ্রীরামপুরে ২টি সেতু নির্মাণ করা হয়েছে।
  • রসুলপুর ও বোগায় রসুলপুর নদীর ওপর ২টি নতুন জেটি গড়ে তোলা হয়েছে।

 

জনস্বাস্থ্য কারিগরীঃ

  • বিগত সাড়ে ৬ বছরে, ৭০টি জল প্রকল্পের কাজ শুরু হয়েছে, এর মধ্যে প্রায় ২৪০ কোটি টাকা ব্যয়ে ৫৫টির কাজ সমাপ্ত হয়েছে। এর ফলে জেলার প্রচুর মানুষ উপকৃত হচ্ছেন।বাকি জল প্রকল্পগুলির কাজ খুব শীঘ্রই সমাপ্ত হবে।

 

বন ও পর্যটনঃ

  • ‘সবুজশ্রী’ প্রকল্পে, ৩৮ হাজারেরও বেশি সদ্যোজাত শিশুকে মূল্যবান গাছের চারা দেওয়া হয়েছে। ১৮ বছর উত্তীর্ণ হলে, গাছ বিক্রির টাকায় শিশুটির পড়াশোনা, বিয়ে ইত্যাদির খরচ মেটানো যাবে।
  • মাত্র ১৮ মাসের রেকর্ড সময়ে ‘দীঘা গেট’ নির্মাণ করা হয়েছে সাড়ে ৬ কোটি টাকা ব্যয়ে।
  • দীঘায় মেরিন ড্রাইভ গড়ে তোলা হয়েছে।
  • এছাড়া দিঘা, শঙ্করপুর, তাজপুর, মন্দারমনিতে ওয়াচ টাওয়ার, দীঘায় বিশ্ব বাংলা উদ্যান , দীঘা যুব আবাসের সংস্কার, নয়াকালীন মন্দির পর্যন্ত সমুদ্র তীরবর্তী রাস্তা, দীঘা-মোহনা রাস্তা সহ মোট ৯টি প্রকল্পের কাজ সম্পূর্ণ হয়েছে।
  • দীঘায় বিশ্ব বাংলা উদ্যান সম্পূর্ণ করা হয়েছে।
  • তাজপুর শহর ও সৈকতের আলোকায়ন করা হয়েছে।
  • দীঘা-কলকাতা হেলিকপ্টার পরিষেবা সূচনা হয়েছে।

 

শ্রমঃ

  • এই জেলায় সামাজিক সুরক্ষা যোজনায় প্রায় ৯ লক্ষ ৮৬ হাজার অসংগঠিত ক্ষেত্রের শ্রমিক নথিভুক্ত হয়েছেন। এখনো পর্যন্ত প্রায় ১ লক্ষ ২৫ হাজার উপভোক্তা, ৫৭ কোটি টাকার ও বেশি সহায়তা পেয়েছেন।
  • যুবশ্রী প্রকল্পে, এই জেলায় প্রায় ৫ হাজার যুবক-যুবতী উতসাহ ভাতা পাচ্ছেন।

 

স্ব-নির্ভর দল ও স্বনিযুক্তি কর্মসূচীঃ

  • ‘আনন্দধারা’ প্রকল্পে প্রায় ৩৮ হাজার স্ব-নির্ভর দল গঠিত হয়েছে।
  • বিগত সাড়ে ৬ বছরে, ‘স্বামী বিবেকানন্দ স্ব-নির্ভর কর্মসূচী’ প্রকল্পে প্রায় সাড়ে ১১ হাজার উদ্যোগকে অনুমোদন দেওয়া হয়েছে এবং প্রায় ৮৫ কোটি টাকা অনুদান প্রদান করা হয়েছে।

 

পুর ও নগরোন্নয়নঃ

  • জেলায় ৩টি মিউনিসিপ্যালিটি, ১৩০ কোটি টাকারও বেশি পরিকল্পনা খাতে ব্যয় করেছে।
  • শহরাঞ্চলে গরীবদের জন্য বাসস্থান প্রকল্পে, প্রায় ৫ হাজার ৬০০ জন মানুষ উপকৃত হয়েছেন।

 

তথ্য ও সংস্কৃতিঃ

  • এই জেলায় ২৩ হাজারেরও বেশি লোকশিল্পী, ‘লোকপ্রসার প্রকল্পে’ রিটেনার ফি ও পেনশন পাচ্ছেন।

 

আবাসনঃ

  • জেলায় আর্থিকভাবে দুর্বল মানুষদের জন্যে গীতাঞ্জলী ও অন্যান্য প্রকল্পে প্রায় ১৯ হাজার মানুষ উপকৃত হয়েছেন।
  • ভ্রমনার্থীদের সুবিধা এবং স্থানীয় মানুষের কর্মসংস্থানের জন্য নন্দকুমার ও মেছেদায় ২টি ‘পথসাথী’ মোটেল গড়ে তোলা হয়েছে।

 

ক্রীড়া ও যুবকল্যাণঃ

  • ক্রীড়ার মান উন্নয়নে জেলায় ৯৫৫টিরও বেশি ক্লাবকে ৩২ কোটি টাকারও বেশি অর্থ সাহায্য করা হয়েছে।
  • জেলায় প্রায় ৩০০টি মাল্টি জিম ও ৬০টি মিনি ইনডোর স্টেডিয়াম, প্রায় ১৮ কোটি ৫৩ লক্ষ টাকা ব্যয়ে গড়ে তোলা হয়েছে।
  • নন্দকুমারে একটি যুব আবাস গড়ে তোলা হচ্ছে।

 

আইন-শৃঙ্খলাঃ

  • এই জেলায় স্থাপন করা হয়েছে নতুন মন্দারমণি, জুনপুট ও নয়াচর উপকূলীয় থানা এবং কাঁথী ও হলদিয়া মহিলা থানা।

The State Transport Department has set a record by achieving 100 per cent (and more) implementation of the Gatidhara Scheme in the financial year (FY) 2017-18. Gatidhara is a dream project of Chief Minister Mamata Banerjee, to help unemployed youths get a means of livelihood.

The department had set a target of bringing in 10,000 unemployed youths under the Gatidhara Scheme, and with timely steps taken it, has managed to extend the benefits of the scheme to 10,553 unemployed youths.

It may be mentioned that in the previous two fiscals too, the State Government had achieved 100 per cent implementation of the scheme, and the number of beneficiaries has been steadily increasing. It was 5,200 unemployed youths during FY 2015-16 and 8,500 during 2016-17.

This scheme has come up as a source of income for the youths and it has also created a new dimension for the state’s transport sector.

 

গতিধারা প্রকল্পের লক্ষ্যমাত্রা ছাড়িয়ে গেল পরিবহণ দপ্তর

 

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের মস্তিষ্কপ্রসুত গতিধারা প্রকল্পের মুকুটে নয়া পালক। ২০১৭-১৮ অর্থবর্ষে যে লক্ষ্যমাত্রা ধার্য করা হয়েছিল, তা ছাড়িয়ে গেছে পরিবহণ দপ্তর।

পরিবহণ দপ্তর সিদ্ধান্ত নিয়েছিল ২০১৮ সালের মার্চ মাসের মধ্যে ১০,০০০ যুবকে এই প্রকল্পের আওতায় নিয়ে আসা হবে। হিসেবে মত, এই অর্থবর্ষে গতিধারা প্রকল্পের আওয়তায় এসেছেন ১০,৫৫৩ জন।

প্রসঙ্গত, গত দুই অর্থবর্ষেও দপ্তর এই প্রকল্পের লক্ষ্যমাত্রা পূরণ করেছিল দপ্তর। উত্তরোত্তর বৃদ্ধি পেয়েছে উপকৃতের সংখ্যাও। ২০১৫-১৬ সালে এই প্রকল্পে উপকৃতের সংখ্যা ছিল ৫২০০। ২০১৬-১৭ তে তা বেড়ে হয় ৮৫০০।

এই প্রকল্পের ফলে বেকার যুবদের যেমন আয়ের এক পথ খুলে গেছে, তেমনই রাজ্যের পরিবহণ ব্যবস্থা পেয়েছে এক নতুন মাত্রা।

Chief Minister Mamata Banerjee today inaugurated a bouquet of developmental schemes and programmes during a public function at Kankardanga in Patrasayar block in Bankura district. She also laid the foundation stones of several projects.

The projects inaugurated were a fair-price medicine shop, a grain warehouse, roads, a mini indoor games complex, renovation of canals, etc. Foundation stones were laid for an eco park, a Labour Department office, etc.

She also distributed benefits of schemes like Kanyashree, Sikshashree, Sabujshree, Sabooj Sathi, Anandadhara and Gatidhara, folk instruments like dhamsa and madol, farming implements, mini kits for vegetable farming, etc.

Highlights of her speech:

I had visited Bankura district in December, 2017. Earlier, the ‘vote-babus’ used to visit districts only during elections. I keep visiting the districts to monitor the progress of developmental schemes.

We have set up a new university in Bankura.

We have increased pipelined water supply from 15% to 65%. We have started a drinking water project which will benefit 18 lakh people.

Three new multi super speciality hospitals have been set up in Bankura.

Over 1.7 lakh minority students have received scholarships. 57 lakh SC/ST students have also got scholarships.

45 lakh girls have received financial assistance under Kanyashree scheme. We have distributed 70 lakh cycles to students.

Kanyashree girls are our pride. The scheme has played a role in bringing down the rate of child marriage.
The stipend of Kanyashree scheme has been increased. We have extended the scheme to university students also.

SC/ST students will get soft loans for pursuing higher education (10 lakh for domestic studies and 20 lakh for foreign studies).

We have allowed Santhali students to take WBCS exam in Ol Chiki script.

We distribute saplings under Sabuj Shree scheme to parents of newborn babies. By selling the tree, they can secure the future of their child financially.

We provide rice at Rs 2/kg. Healthcare is free in government hospitals in Bengal.
We have started fair price medicine shops and diagnostic centres.

We have started Swasthya Sathi scheme and included ICDS, ASHA, contractual workers, civic volunteers, homeguards, panchayat and municipal workers etc under the insurance scheme.

Retirement age of contractual and casual workers has been fixed at 60 years.

ASHA workers used to receive Rs 800 from Centre earlier. Centre stoppe the funds for the project. We kept the project alive with State funds.

Centre allocated Rs 100 crore for Beti Bachao, Beti Padhao scheme for the entire country. We spent Rs 5000 crore for Kanyashree scheme only for Bengal.

It is not the job of the party in power to attack political opponents or vandalise statues of icons. We believe in all-encompassing politics. They must fight politically, not through violence.

I have fought CPI(M). We struggled for 34 years. Our slogan was ‘bodla noy, bodol chai’. We did not unleash any violence against the Communists. This is not our culture.

Marx or Lenin are not our icons. But they are revered in Russia. I have ideological fight with CPI(M). We fought against them in Singur, Nandigram, Netai. I do not support the BJP either.

Democracy does not mean use of violence. Democracy is all about winning people’s trust. Let there be a competition on development. Catch me if you can.

Smear campaign against me is on 365 days a year. This is not the democracy we believe in. I am not afraid of fear-mongering tactics.

We have started a new scheme called ‘Ruposhree’. We will provide financial aid to families with income less than Rs 1.5 lakh to assist them in their daughter’s wedding.

We have waived khajna tax on agricultural land. We have also done away with mutations fees on agricultural land. Why has the Centre not waived loans of farmers? Instead, they are allowing rich people to flee with crores of rupees from banks.

Farmers are not getting loans, students are not getting loans. Some people are running away with hard-earned money of people. Banks have become cashless, Centre has become faceless.

Your savings are not safe in banks. People are in dire straits. They are cheating people. Whenever people are in trouble, Trinamool is there to speak out for them.

Unity is harmony. We believe in the ideals of Rabindranath, Nazrul.

Centre has been neglecting Bengal. We are not getting due funds. Bengal does not care about power. Bengal wants welfare of people.

If your target is Bengal, our target is Lal Quila.

Some people, with ulterior motives, are trying to foment trouble between Hindus and Muslims. People must be vigilant. Inform the authorities, you will be rewarded.

We are launching a project worth Rs 2,000 crore which will benefit lakhs of people in lower-Damodar valley region. It will solve the water woes in the region.

We have started pension scheme for auto-drivers, car drivers, construction workers, domestic helps and others.

We are paying Rs 48,000 crore as instalments for the debt incurred by the Left. Still, the amount of work done by us, despite the financial constraints, is unmatched.

March 8 is International Women’s Day. We respect our women. Without them, the society is incomplete.
The students and youths of Bengal will show the way to the world one day.

 

গনতন্ত্র মানে জবরদখল নয়, ভোটদখল নয়: মুখ্যমন্ত্রী

আজ বাঁকুড়া জেলার কাঁকড়ডাঙা, পাত্রসায়েরে পরিষেবা প্রদান অনুষ্ঠানের মঞ্চ থেকে একগুচ্ছ প্রকল্পের উদ্বোধন করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি বিভিন্ন প্রকল্পের শিলান্যাসও করেন।

মুখ্যমন্ত্রী যে সকল প্রকল্পের উদ্বোধন করেন, তার কয়েকটি হল, ফেয়ার প্রাইস মেডিসিন শপ, ধানের গুদাম, নতুন রাস্তা, মিনি ইনডোর গেমস কমপ্লেক্স, খালের সংস্কার ইত্যাদি।

তিনি যে সকল প্রকল্পের শিলান্যাস করেন, তার কয়েকটি হল, ইকো পার্ক, শ্রম ভবন  ইত্যাদি।

এছাড়াও তিনি কন্যাশ্রী, সবুজশ্রী, শিক্ষাশ্রী, সবুজসাথী, আনন্দধারা, গতিধারা, ধামসা মাদল, কৃষি যন্ত্রপাতি, সবজি চাষের মিনিকিট ইত্যাদি পরিষেবা প্রদান করেন।

তাঁর বক্তব্যের কিছু অংশঃ-

আমি গত ডিসেম্বর মাসে বাঁকুড়া এসেছিলাম। আগে জেলাগুলোতে ভোট করতে ভোট বাবুরা আসতেন, তারপরে আর আসতেন না। আমি ভোটের সময় কম আসি, সারা বছর কোনও না কোনও জেলায় যাই।

আমাদের মা মাটি মানুষের সরকার বাঁকুড়ায় বিশ্ববিদ্যালয় তৈরী করে দিয়েছে।

আগে বাঁকুড়ায় ১৫% পাইপড জল ছিল, ছয় বছরে আমরা সেটা বাড়িয়ে ৬৫% করেছি। আরও ১২০০ কোটি টাকার প্রকল্প দেওয়া হয়েছে, এটা সম্পূর্ণ  হলে আরও ১৮ লক্ষ মানুষ পানীয় জল  পাবে।

বাঁকুড়া জেলায় তিনটি নতুন সুপার স্পেশ্যালিটি হসপিটাল তৈরী করে দেওয়া হয়েছে।

১.৭১ কোটি সংখ্যালঘু ছাত্রছাত্রীকে আমরা স্কলারশিপ দিয়েছি, ৫৭ লক্ষ তপসিলি ও আদিবাসী ছাত্রছাত্রীকে আমরা স্কলারশিপ দিয়েছি।

৪৫ লক্ষ কন্যাশ্রীর কাছে আমরা স্কলারশিপ পৌঁছে দিয়েছি। ৭০ লক্ষ ছাত্রছাত্রীকে সবুজ সাথীর সাইকেল দেওয়া হয়েছে।
কন্যাশ্রীর মেয়েরা আমাদের গর্ব। বাল্য বিবাহ রোধেও তারা একটা গুরুত্বপূর্ণ ভূমিকা পালন করছে।

কন্যাশ্রীর স্কলারশিপের টাকা ৭৫০ টাকা থেকে বাড়িয়ে ১০০০ টাকা করা হয়েছে। বিশ্ববিদ্যালয়ে পড়াশোনা করলেও স্কলারশিপ পাবে।

এসসি এসটি ভাইবোনেরা হায়ার এডুকেশন দেশে করলে ১০ লক্ষ টাকা পর্যন্ত ও বিদেশে পড়লে ২০ লক্ষ টাকা পর্যন্ত সফট লোন পাবে।

সাঁওতালি ভাইবোনেরা ডব্লিউবিসিএস পরীক্ষা অলচিকি হরফেও লিখতে পারবে। তাদের জন্য ২৪টা কোচিং সেন্টার করা হয়েছে।

বাচ্চা জন্মালেই তাকে ছোট্ট একটা গাছের চারা দেওয়া হচ্ছে, সবুজশ্রী প্রকল্প। গাছটি বড় হলে, গাছটি বিক্রী করলে বাচ্চাটির ভবিষ্যৎ হয়ে যাবে।

আট কোটি মানুষকে ২টাকা কিলো চাল, গম দিই। বিনা পয়াসায় চিকিৎসা দিই সরকারি হাসপাতালে।ন্যায্য মূল্যের ওষুধের দোকান ও ডায়াগোনিস্টিক সেন্টার তৈরী করা হয়েছে।

স্বাস্থ্য সাথী প্রকল্পে আশা, আইসিডিএস মেয়েদের, সিভিক ভলেন্টিয়ারদের, হোমগার্ডদের, পঞ্চায়েত কর্মীদের, মিউনিসিপাল কর্মীদের, কন্ট্রাকচুয়াল কর্মীদের সবাইকে নিয়ে আসা হয়েছে।

কন্ট্রাকচুয়াল ও ক্যাসুয়াল ওয়ার্কারদের চাকরির মেয়াদ ৬০ বছর করে দেওয়া হয়েছে।

আগে আশার মেয়েরা ৮০০ টাকা পেত দিল্লী থেকে। দিল্লী এই প্রোজেক্ট বন্ধ করে দিল। রাজ্য সরকার থেকে ওদের টাকা দেওয়া হয়।

কেন্দ্রের বেটি বাঁচাও বেটি পড়াও প্রোগ্রামে সারা দেশের মেয়েদের জন্য ১০০ কোটি টাকা। আমরা আমাদের কন্যাশ্রী প্রোজেক্টে ইতিমধ্যে ৫০০০ কোটি টাকা খরচ করেছি।

আপনারা (বিজেপি) যদি মনে করেন ক্ষমতায় এসেছেন বলে মণিষীদের মূর্তি ভাঙবেন, সেটা আমরা মেনে নেব না।

আমার সাথে সিপিআইএম-এর লড়াই হয়েছে। আমরাও ৩৪ বছর পরে ক্ষমতায় এসেছি। মনে রাখবেন আমাদের স্লোগান ছিল ‘বদলা নয়, বদল চাই’।তাই সিপিআইএম এত অত্যাচার করার পরও আমরা কিন্তু পিঁপড়ের ডিমের মত অত্যাচার ওদের ওপর করিনি। তার কারণ ওটা আমাদের সংস্কৃতি নয়।

আমি সিপিআইএম-এর পক্ষে নই, বিরুদ্ধে।আমরা ওদের অত্যাচারের বিরুদ্ধে সিঙ্গুর, নেতাই, নন্দীগ্রামে লড়াই করেছি।কার্ল মার্ক্স আমার নেতা নন, মহামতি লেনিনও আমার নেতা নন। কিন্তু রাশিয়ায় ওরা নেতা।মনে রাখবেন যে যেই পার্টির সমর্থকই হোক না কেন গনতন্ত্রে হিংসার কোন স্থান নেই।

গনতন্ত্র মানে জবরদখল নয়, ভোটদখল নয়। গণতন্ত্র মানে তুমি ক্ষমতায় আছো, উন্নয়নের কাজ করবে।আমরাও উন্নয়নের কাজ করছি। যদি লড়তে হয়, উন্নয়নের কাজে লড়। প্রতিযোগিতা করতে হলে উন্নয়নের প্রতিযোগিতায় নাম লেখাও।গড়তে পারলে গড়। আর না পারলে মানে মানে সরে পড়।

আমাদের বদনাম করার চেষ্টা করা হয় রোজ, বারবার, ৩৬৫ দিন। তাও বলি এইসব হুমকির কাছে আমরা ভয় পাই না।যতদিন বাঁচব, মাথে উঁচু করে বাঁচব।

আপনাদের জন্যে আর একটা প্রকল্প তৈরি করা হয়ছে, তার নাম হচ্ছে ‘রূপশ্রী’। দেড় লক্ষ টাকা ইনকাম যাদের বছরে, তাদের ১৮ বছরের বেশী বয়সি মেয়েদের জন্য, তাদের বিয়ের জন্য সরকারকে আবেদন করলে, সরকার আপনাদের মেয়ের বিয়ের জন্য ২৫ হাজার টাকা করে দিয়ে দেবে।

কৃষকদের জন্যে পুরো খাজনা মকুব করে দিয়েছি আমরা। কৃষিজমির মিউটেশন করতে হলে এক পয়সাও লাগবে না। কিন্তু কেন্দ্রীয় সরকার আজ পর্যন্ত কৃষি ঋনটা কি মকুব করেছে? অথচ কয়েকটা বড় বড় রুই কাতলা ব্যাঙ্কের সব টাকা লুঠ করে নিয়ে চলে যাচ্ছে আর কেন্দ্রীয় সরকার তাদের সাহায্য করছে।

গরীব মানুষদের ঋণ মকুব করে না, কৃষকদের ঋণ মকুব করে না, আর কয়েকটা রুই-কাতলা, আপনার টাকা মেরে দিয়ে চলে গেছে। আর আজকে ব্যাঙ্ক হয়ে গেছে ক্যাশলেস, আর বিজেপি সরকার হয়েছে ফেসলেস’।

এখন ওরা আপনার জমানো টাকা অন্য লোককে দিয়ে দেবে। মানুষ আজকে কঠিন সমস্যায় পড়েছে। এর বিরুদ্ধে যদি তৃণমূল না বলে তাহলে কে বলবে? মানুষ যদি বিপদে পরে, মনে রাখবেন, তৃনমূল কংগ্রেস ছিল, আছে, আর থাকবে।

একতাই সম্প্রীতি, এই কথা রবীন্দ্রনাথ ঠাকুর, কাজী নজরুলরা শিখিয়ে গেছেন।

বাংলাকে বঞ্চনা করছে দিল্লী। কিছু দেয় না আমাদের। দিল্লী আমাদের সব কেড়ে নেয়। তা সত্ত্বেও বলি বাংলা বঞ্চনা সহ্য করে না, বাংলা প্রতারণা সহ্য করে না, বাংলা সারা দেশের মানুষের পাশে থেকে লড়াই করে, প্রতিশ্রুতি দেয়।

তোমাদের টার্গেট যদি হয় বাংলা, আমাদের টার্গেট, লাল কেল্লা।

কিছু লোক দাঙ্গা লাগানোর চেষ্টা করছে। নজর রাখুন, পুলিশকে খবর দিন, পুলিশ আপনাকে পুরস্কৃত করবে।

আমরা প্রায় ২০০০ কোটি টাকার একটা প্রকল্প শুরু করছি, নিম্ন-দামোদর অববাহিকা নিয়ে। এতে কয়েক লক্ষ মানুষ উপকৃত হবেন।

অটো ড্রাইভার, ট্যাক্সি ড্রাইভার,ক্ষেত মজদুর ও কেন্দু পাতা সংগ্রহকারীরা ৬০ বছর বয়সে পেনসন পাবে, তার ব্যবস্থা করা হয়েছে।

সিপিএমের করে যাওয়া দেনার জন্য আমাদের বছরে ৪৮,০০০ কোটি টাকা শোধ করতে হয়।

আগামি ৮ তারিখ আন্তর্জাতিক নারী দিবস।আমি চাই আমার মা বোনেরা সম্মানের সাথে বাঁচুক, তাদের ছাড়া সমাজ অসম্পুর্ণ।

আমার বাংলার ছেলে-মেয়েরা একদিন সারা বিশ্বকে পথ দেখাবে।

The Bengal Transport Department has decided to start re-issuing licenses for luxury taxis outside the Gatidhara Scheme.

According to Transport Department officials, this would have multiple benefits – providing employment to youths, increasing the number of luxury taxis, and, through the latter, indirectly, ensure that the app-based taxis do not indulge in unnecessary surge pricing, something which causes a lot of problems for commuters.

The applications have to be made online, for which purpose the department’s website is being updated with the necessary inputs.

 

গতিধারা প্রকল্পের বাইরেও ফের লাক্সারি ট্যাক্সির পারমিট দেওয়া শুরু করছে রাজ্য

বেকারদের সার্বিক কর্মসংস্থানের লক্ষ্যে ফের সরাসরি লাক্সারি ট্যাক্সির পারমিট দেওয়ার রাস্তা খুলে দিতে চলেছে পরিবহণ দপ্তর।

দপ্তরের এই সিদ্ধান্তে এক ঢিলে দুই পাখি মারা যাবে বলে মনে করছেন কর্তারা। প্রথমত, গতিধারা প্রকল্পের বাইরেও বহু যুবক যুবতী এই গাড়ি নামিয়ে স্বনির্ভর হতে পারবেন। দ্বিতীয়ত, এতে লাক্সারি ট্যাক্সির যোগান বাড়বে আরও। তাতে পরোক্ষভাবে অ্যাপ নির্ভর লাক্সারি ট্যাক্সির সংস্থাগুলিকে ‘সার্জ প্রাইস’ নিয়ন্ত্রণে চাপ বাড়ানো সম্ভব হবে।

নয়া সিদ্ধান্ত অনুসারে গতিধারা প্রকল্পের বাইরে লাক্সারি ট্যাক্সির পারমিটের জন্য আবেদন করতে হবে দপ্তরের ওয়েবসাইটে। তার জন্য দপ্তরের ওয়েবসাইটে প্রয়োজনীয় পরিকাঠামো তৈরির কাজ ইতিমধ্যেই শুরু করা হয়েছে। অনলাইন হওয়ার ফলে এই প্রক্রিয়ায় স্বচ্ছতা বাড়বে।

The Bengal Government has decided to empower 8,000 more youths by December 31, 2017 through its Gatidhara Scheme. Thus many more among the unemployed would find a sustainable source of living.

Through the scheme, the government provides loans on easy instalment basis to enable people to buy cars, small trucks, etc. for commercial use. The State Transport Department, which runs the scheme, has set the deadline of December 31.

Gatidhara Scheme is one of the dream projects of Chief Minister Mamata Banerjee. So far, 15,700 people have benefitted out of it. This includes the 2,000 who received their sanction letters on September 13.

A target has been set to benefit 10,000 unemployed youth through the Gatidhara Scheme during the financial year 2017-18, for which Rs 94 lakh has been sanctioned. This would be the first time since the scheme was launched during the 2015-16 fiscal that 10,000 people would be benefitted.

It may be recalled that during the 2015-16 fiscal, 5,200 people were benefitted, which rose to 8,500 during the 2016-17.

Under the scheme, the State Government gives a financial assistance of Rs 1 lakh to a beneficiary to buy a vehicle. The process of the sanctioning of Rs 1 lakh starts once the road permit is given after an interview at the STA. The beneficiary usually deposits the amount as the initial payment to a bank that provides the rest of the amount as loan for the vehicle that has to be used for commercial purposes.

Moreover, the Transport Department, under the Gatidhara Scheme, has also made it possible to go for online applications to get luxury car permits from the State Transport Authority (STA), making the process of application simpler.

 

গতিধারা প্রকল্পে আরও গাড়ি নামানোর সুযোগ দিচ্ছে রাজ্য

গতিধারা প্রকল্পে বেকার যুবক-যুবতীদের গাড়ি নামানোর আরও বেশী করে সুযোগ করে দিচ্ছে রাজ্য সরকার। আরও ২০০০ বেকার যুবক-যুবতী এই স্কিমে গাড়ি নামানোর অনুমোদনপত্র পেলেন।

পরিবহণমন্ত্রী বলেন, “চেষ্টা চালানো হচ্ছে ডিসেম্বর মাসের মধ্যে ১০ হাজার বেকার যুবক যুবতীকে এই স্কিমের আওতায় স্বনির্ভর করার। আগে আবেদনকারীদের হাতে চেক দেওয়া হত। কিন্তু, এখন সরাসরি ডিলারদের কাছে আবেদনকারীর নামে টাকা চলে যাচ্ছে। এর ফলে বেকার যুবক-যুবতীরা যেমন স্বনির্ভর হচ্ছেন, তেমনই রাস্তায় গাড়ির সংখ্যাও বাড়ছে।”

সম্প্রতি একটি অ্যাপের মাধ্যমে হলুদ ও নীল-সাদা ট্যাক্সি পরিষেবার উদ্বোধন করেন পরিবহণমন্ত্রী। এই অ্যাপের মাধ্যমে বুক করা যাবে সাধারন ট্যাক্সি। পাশাপাশি টাইগার অ্যাপেও হলুদ ট্যাক্সি বুক করার সুবিধা বৃদ্ধি করা হল। এই অ্যাপ চালু হওয়ার সাধারণ যাত্রীদের হলুদ ট্যাক্সি পেতে অনেক সুবিধা হবে।

Around 10,000 people will be getting financial assistance to buy their own vehicles under Gatidhara Scheme during the 2017-18 fiscal. The State Transport Department will start the process of taking new applications by the middle of May.

This is the first time when so many people would be getting the benefits of Gatidhara scheme. During the last two financial years, a total of 13,700 people have received the benefits. The budget allocation for Gatidhara this fiscal is around Rs 94 crore.

Gatidhara is one of the dream projects of Chief Minister Mamata Banerjee and the step was taken to create opportunities for self-employment in the State.

Under the scheme, a person gets a financial assistance of Rs 1 lakh to buy a vehicle from the State Government. Most people face difficulty in gathering the minimum amount of money that one has to pay to buy a car against bank loans. This initiative of the State Government helps them to pay the minimum amount to buy the car against a bank loan.

The state Transport department has set up 1,300 centres across the State to help unemployed youth avail the Gatidhara scheme. Officials have been posted at these centres to provide all necessary information, and provide and accept application forms as well. One can also apply for the scheme at the Regional Transport Offices (RTOs).

The applicants also receive assistance in getting road permits and registration numbers for their vehicles without any hassle.

 

 

আরও ১০ হাজার মানুষকে স্বনির্ভরতার পথ দেখাবে গতিধারা

 

২০১৭-১৮ অর্থবর্ষে প্রায় ১০ হাজার মানুষকে আর্থিক সহায়তা দেওয়া হবে গতিধারা প্রকল্পের অধীনে। মে
মাসের মাঝামাঝি থেকে এই প্রক্রিয়া শুরু করবে রাজ্য পরিবহণ দপ্তর।

এই প্রথম এতজন মানুষ একসাথে গতিধারার সুবিধা পাচ্ছে। গত দুই আর্থিক বছরে মোট ১৩,৭০০ জন
গতিধারা প্রকল্পের সুবিধা পেয়েছেন। এই অর্থবর্ষে গতিধারা প্রকল্পের জন্য বরাদ্দ প্রায় ৯৪ কোটি টাকা।

গতিধারা মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের স্বপ্নের প্রকল্পগুলির মধ্যে একটি, যেটি রাজ্যে স্বনির্ভরতার একটি
নজির সৃষ্টি করেছে।

এই প্রকল্পের অধীনে, একজন ব্যক্তি গাড়ি কেনার জন্য সরকারের কাছ থেকে ১ লক্ষ টাকা আর্থিক সাহায্য
পাবে। অনেক মানুষকে গাড়ির লোন পাওয়ার জন্য যে ন্যুনতম অর্থ জমা দিতে হয় তা সংগ্রহ করতেও প্রচুর কাঠখড় পোড়াতে হয়। এই গতিধারা প্রকল্প সেয় ন্যুনতম অর্থ জগাড় করতে সহায়তা করে।

পরিবহন বিভাগ রাজ্য জুড়ে প্রায় ১,৩০০ সহায়তা কেন্দ্র স্থাপন করেছে যেখান থেকে গতিধারা প্রকল্প সম্পর্কে সব রকম তথ্য সহ গাড়ির জন্য অ্যাপ্লিকেশন দেওয়া ও জমা নেওয়া হয়। প্রত্যেকটি কেন্দ্রে উপযুক্ত আধিকারিক নিয়োজিত আছে।

এছাড়া রোড পারমিট ও রেজিস্ট্রেশন নম্বর পেতে যাতে কোনরকম সমস্যা না হয় সেই সংক্রান্ত সবরকম সহায়তাও করে এই কেন্দ্রগুলি।
