Over the last six-and-a-half years, the Trinamool Congress Government has undertaken large-scale developmental activities in Murshidabad.

Health and Family Welfare

Multi/Super-speciality hospitals: 3 set up in Sagardighi, Domkal and Jangipur

Fair-price medicine shops: 5 set up – in Murshidabad, Lalbagh, Jangipur, Kandi and Domkal; buying from these fair-price shops has resulted in more than 8.47 lakh people getting discounts of more than Rs 24.74

Fair-price diagnostic centres: 3 set up at Murshidabad Medical College and Hospital, Berhampore

SNSU: 25 sick newborn stabilisation units set up in Lalbagh, Domkal, Islampur, Sadi Khan Diar, Beldanga (rural hospital), Burwan, Jiaganj, Sagardighi, Anupnagar, Beldanga (BPHC), Gokarna, Kanakpur, Karnasuvarna, Mahishal, Salar, Shaktiupur, Godhanpara, Khargram, Hariharpara, Nashipur, Nabagram, Pentagram, Amtala, Bharatpur and Panchagram

SNCU: 3 sick newborn care units set up in Murshidabad, Berhampore (Matri Sadan), Kandi, Jangipur, Lalbagh and Domkal

CCU/HDU: 2 critical care units and high-dependency units set up in Murshidabad, Kandi and Jangipur

MCH: Mother and Child Hub being set up in Murshidabad Medical College and Hospital, Berhampore

Utkarsh Bangla: More than 24,800 youths being given skills training

Sabooj Sathi: About 3.91 lakh school children given bicycles

Model schools: 9 set up in Kandi, Khargram, Samsherganj, Raghunathganj-1, Raghunathganj-2, Bharatpur-1, Bharatpur-2, Suti-1 and Suti-2 blocks

Upgrading of schools: About 95 Madhyamik schools upgraded to Higher Secondary

Mid-Day Meals: Mid-day meals being given in all schools, which has markedly improved attendance

Nijo Griha Nijo Bhumi: More than 9,400 landless families handed over patta, and more than 1,677 agricultural and forest land patta handed over

Kisan Credit Cards: About 98% of eligible farmer families given KCCs

Panchayats and Rural Development

MGNREGS (100 Days’ Work Scheme): About 7.82 crore person-days created at an expenditure of more than Rs 1,685 crore
Rural housing: About 1.93 lakh people benefitted; on January 29, 2018, it was announced that 45,301 more people would be distributed houses under various schemes

Rural roads: About 1,000 km roads built under Grameen Sadak Yojana; on February 13, 2018, it was announced that 610 km more is being built/renovated

Samabyathi: About 25,809 people benefitted from this scheme

ODF: Murshidabad has been declared a ‘Nirmal Zila’, that is, open defecation-free (ODF); about 7.22 lakh toilets built, which is about 100% of the target

 

Minorities’ Development

Scholarships: About 25.23 lakh students from minority communities given scholarships worth about Rs 352 crore

Swami Vivekananda Swanirbhar Karmasuchi Prakalpa: Youths given loans worth about Rs 160 crore

MSDP: About Rs 445 crore spent for various schemes under Multi-sectoral Development Programme – more than 23,000 health sub-centres, additional classrooms, anganwadi centres, houses, etc.

Karmatirtha: 50 Karmatirthas built to increase employment of local people

 

Backward Classes Welfare Department

Shikshashree: More than 1.61 lakh students have received scholarships under the scheme

SC/ST/OBC certificates: About 5.77 lakh people handed over SC/ST/OBC certificates

 

Women and Child Development and Social Welfare

Kanyashree: More than 3.96 lakh girls brought under the ambit of the Kanyashree Scheme

 

Food security

Khadya Sathi: As part of the scheme, 100% of the eligible population of Murshidabad (about 72.59 lakh) being given foodgrains at Rs 2 per kg (or at half the market price)

 

PWD and Transport

Projects completed: PWD Department has completed more than 234 projects like roads, bridges, etc. by investing about Rs 1,159 crore

Roads: About 1,050 km of roads built/renovated/widened

Baitarani: As part of Baitarani Scheme, 3 burning ghats being renovated, 1 electric crematorium being built

Gatidhara: Through Gatidhara Scheme, about 600 youths managed to buy vehicles for commercial use

Traffic awareness programmes: Safe Drive Save Life and Slow Drive Save Life traffic awareness programmes have reduced accidents by a significant number

 

Power – Non-renewable and Renewable Energy

Sabar Ghare Alo: Through implementation of Sabar Ghare Alo Scheme, 100% rural electrification achieved

Power plant: Unit no. 4 of 500 MW capacity at Sagardighi Thermal Power Plant started operating; work for unit no. 5 of 660 MW capacity going on

 

Irrigation

Dams repaired: About 290 km of dams repaired

Kandi Master Plan: Work for Kandi Master Plan, costing Rs 440 crore, taken up, on whose completion, 5 lakh people in the whole district, including the region of Kandi would be benefitted

 

Public Health Engineering

Projects completed: Public Health Engineering Department has completed 130 projects at a cost of about Rs 751 crore

 

Forest and Tourism

Sabujshree: Saplings given to more than 1.36 newborns (as per the scheme, after crossing 18 years of age, the tree will be sold and the student’s education funded out of that money)

Tourism: Prakriti Tirtha tourist resort, based around Motijheel Lake, set up; work for Nerhampore-Karnasuvarna-Kandi Tourism Circuit completed; work for Murshidabad-Malda-Nadia Tourism Circuit going on

 

Labour

Samajik Suraksha Yojana: 6.9 lakh workers from the unorganised sector documented – of these, about 2.11 lakh beneficiaries have received benefits to the tune of more than Rs 85 crore

Yuvashree: About 14,000 youths given allowances under this scheme

 

Self-Help Group and Self-Employment

Anandadhara: About 46,000 self-help groups set up

Swami Vivekananda Swanirbhar Karmasuchi Prakalpa: About 13,591 ventures approved, for which a total grant of about Rs 72 crore given

Lokprasar Prakalpa: More than 13,800 folk artistes getting retainer fee and pension

মুর্শিদাবাদ জেলার উন্নয়ন- এক নজরে

 

রাজ্য ও অন্যান্য জেলার সাথে তাল মিলিয়ে অভূতপূর্ব উন্নয়ন ঘটেছে মুর্শিদাবাদ জেলায়।

স্বাস্থ্য ও পরিবার কল্যাণ-

  • এই জেলার সাগরদিঘী, ডোমকল এবং জাঙ্গীপুরে গড়ে উঠেছে ৩টি মাল্টি-সুপার স্পেশালিটি হাসপাতাল।
  • মুর্শিদাবাদ, লালবাগ, জাঙ্গীপুর, কান্দি এনং ডোমকল হাসপাতালে ৫টি ন্যায্য মুল্যের ঔষধের দোকান চালু হয়ে গেছে। জেলার এই সকল দোকান থেকে ঔষধ কেনার ফলে ৮ লক্ষ ৪৭ হাজারেরও বেশি মানুষ, ২৪ কোটি ৭৪ লক্ষ টাকারও বেশি ছাড় পেয়েছেন।
  • মুর্শিদাবাদ হাসপাতালে ৩টি ন্যায্য মুল্যের ডায়াগ্নস্টিক পরিষেবা চালু হয়ে গেছে।
  • এই জেলায় ২৫টি SNSU চালু হয়ে গেছে (লালবাগ, ডোমকল, ইসলামপুর, সাদিখান দেয়ার, বেলডাঙ্গা গ্রামীণ, বড়ঞা, জিয়াগঞ্জ, সাগরদিঘী, অনুপমনগর, বেলডাঙ্গা ব্লক, গোকর্ণ, কনকপুর, কর্ণসুবর্ণ, মহিসাল, সালার, শক্তিপুর, গোধনপারা, খরগ্রাম, হরিহরপাড়া,নশিপুর, নবগ্রাম, পেন্টাগ্রাম, আমতলা, ভরতপুর এবং পঞ্চগ্রাম হাসপাতাল)।
  • মুর্শিদাবাদ, মাতৃসদন, কান্দি, জাঙ্গীপুর, লালবাগ ও ডোমকল হাসপাতালে ৬টি SNCU চালু হয়ে গেছে।
  • মুর্শিদাবাদ, কান্দি, জাঙ্গীপুর হাসপাতালে ৩টি CCU/HDU চালু হয়ে গেছে।
  • এই জেলায় প্রায় ৩ লক্ষ ৪৩ হাজারেরও বেশি মানুষ নথিভুক্ত হয়েছেন ‘স্বাস্থ্যসাথী’ প্রকল্পে ।
  • ‘শিশুসাথী’ প্রকল্পে, এই জেলার ১,১৫৭টিরও বেশি বাচ্চার সফল অস্ত্রোপচার করা হয়েছে।

 

শিক্ষা-

  • এই জেলা গড় তোলা হবে একটি নতুন বিশ্ববিদ্যালয়।
  • রানিনগর-১, ফারাক্কা, সামসেরগঞ্জ, রঘুনাথগঞ্জ-২, সাগরদিঘী, ভরতপুর-২, কান্দি, হরিহরপাড়া, ভরতপুর-১, বেলডাঙ্গা-১-এ ১০টি নতুন আই.টি.আই কলেজ নির্মাণ করা হচ্ছে।
  • জাঙ্গীপুরে ১টি পলিটেকনিক কলেজ গড়ে তোলা হয়েছে।
  • ‘উৎকর্ষ বাংলা’ কর্মসুচিতে, জেলার ২৪ হাজার ৮০০-এরও বেশি যুবক-যুবতীকে প্রশিক্ষণ দেওয়া হয়েছে।
  • এই জেলায়, ৩ লক্ষ ৯১ হাজার ছাত্র-ছাত্রীকে ‘সবুজসাথী’ প্রকল্পে সাইকেল প্রদান করা হয়েছে।
  • কান্দি, খড়গ্রাম, সামসেরগঞ্জ, রঘুনাথগঞ্জ-১, রঘুনাথগঞ্জ-২,ভরতপুর-১, ভরতপুর-২, সুতি-১, সুতি-২ এ ৯টি নতুন মডেল স্কুল নির্মাণ করা হয়েছে।
  • গত সাড়ে ৬ বছরে এই জেলায়, প্রায় ৯৫টি মাধ্যমিক বিদ্যালয়কে উচ্চ মাধ্যমিক বিদ্যালয় স্তরে উন্নীত করা হয়েছে।
  • সব স্কুলে মিড-ডে মিল চলছে, যার ফলে পুষ্টি এবং উপস্থিতির হার বেড়েছে এবং স্কুল-ছুট ছাত্র-ছাত্রীর সংখ্যা কমেছে।
  • প্রায় সব বিদ্যালয়ে ছেলে ও মেয়েদের জন্য পৃথক শৌচাগার নির্মিত হয়েছে।

 

ভূমি সংস্কার, কৃষি ও পশুপালন-

  • জেলার প্রায় ৯ হাজার ৪০০-রও যোগ্য ভূমিহীন পরিবারের হাতে ‘নিজ গৃহ নিজ ভূমি’ প্রকল্পে পাট্টা তুলে দেওয়া হয়েছে। এছাড়া, ১৬৭৭-রও বেশি কৃষি ও বনাধিকার পাট্টা প্রদান করা হয়েছে।
  • এই জেলার, প্রায় ৯৮০% কৃষক পরিবারকে কিষাণ ক্রেডিট কার্ডের আওতাভুক্ত করা হয়েছে। বাকীদেরও খুব দ্রুত কিষাণ ক্রেডিট কার্ড প্রদান করা হচ্ছে।
  • এই জেলার বহরমপুর, হরিহরপাড়া, সাগরদিঘী, নওদা, খড়গ্রাম,রঘুনাথগঞ্জ-১, রঘুনাথগঞ্জ-২,ভরতপুর-১, ভরতপুর-২,সুতি-১,মুর্শিদাবাদ, জিয়াগঞ্জ, রানিনগর-১ এ
    ২১ টি ‘কিষাণ মান্ডি’ গড়ে তোলা হয়েছে।
  • জেলায় প্রাণী সম্পদ উন্নয়ন দপ্তর, ২১ লক্ষ ২৯ হাজারেরও বেশি হাঁস ও মুরগীর বাচ্চা বিতরণ করেছে।

 

পঞ্চায়েত ও গ্রামোন্নয়ন-

  • এই জেলায় ১০০-দিনের কাজে, ১৬৮৫ কোটি টাকারও বেশি ব্যয় করে প্রায় ৭ কোটি ৮২ লক্ষ শ্রম দিবস সৃষ্টি হয়েছে।
  • জেলার প্রায় ১ লক্ষ ৯৩ হাজার মানুষ গ্রামীণ আবাসন যোজনায় উপকৃত হয়েছেন।
  • এই জেলার আরও প্রায় ৪৫ হাজার ৩০১ জন উপভোক্তাকে বাড়ি তৈরির সহায়তা দেওয়া হয়েছে।
  • জেলায় গ্রামীণ সড়ক যোজনায় ১০০০ কি.মি. রাস্তা নির্মিত হয়েছে।
  • এই জেলায় আরও প্রায় ৬১০ কি.মি. রাস্তা নির্মাণ/সংস্কারের সূচনা করা হয়েছে।
  • ‘সমব্যাথী’ প্রকল্পে জেলার প্রায় ২৫ হাজার ৮০৯ জন উপকৃত হয়েছেন।
  • জেলায় ‘মিশন নির্মল বাংলা’ প্রকল্পে প্রায় ৭ লক্ষ ২২ হাজার শৌচালয় নির্মাণ করা হয়েছে- যা লক্ষ্যমাত্রার ১০০%।

 

সংখ্যালঘু উন্নয়ন-

  • বিগত সাড়ে ৬ বছরে, এই জেলায় প্রায় ২৫ লক্ষ ২৩ হাজার সংখ্যালঘু ছাত্র-ছাত্রীকে প্রায় ৩৫২ কোটি টাকার স্কলারশিপ দেওয়া হয়েছে।
  • এছাড়া, স্বনির্ভরতার জন্য সংখ্যালঘু যুবক-যুবতীদের, প্রায় ১৬০ কোটি টাকা ঋণ দেওয়া হয়েছে।
  • MSDP-তে, প্রায় ৪৪৫ কোটি টাকা ব্যয় করে সংখ্যালঘু সম্প্রদায়ের উন্নয়নে বিভিন্ন প্রকল্প রূপায়িত করা হয়েছে।
  • এই দুটি প্রকল্পে, জেলায় ২৩ হাজার হেল্‌থ সাব-সেন্টার, অতিরিক্ত শ্রেণী কক্ষ, অঙ্গনওয়ারী কেন্দ্র, বাসগৃহ ইত্যাদি গড়ে তোলা হয়েছে।
  • এই জেলায় ৫০টি ‘কর্মতীর্থ’ গড়ে তোলা হয়েছে।

 

অনগ্রসর কল্যাণ ও আদিবাসী উন্নয়ন-

  • বিগত সাড়ে ৬ বছরে, এই জেলায় ১ লক্ষ ৬১ হাজারেরও বেশি ছাত্র-ছাত্রী ‘শিক্ষাশ্রী’ প্রকল্পে সহায়তা পেয়েছে।
  • জেলায় বিগত সাড়ে ৬ বছরে, ৫ লক্ষ ৭৭ হাজারেরও বেশি SC/ST/OBC Certificate প্রদান করা হয়েছে।

 

নারী ও শিশু এবং সমাজকল্যাণ-

  • এই জেলায়, ৩ লক্ষ ৯৬ হাজারেরও বেশি ছাত্রী ‘কন্যাশ্রী’র আওতায় এসেছে।

 

খাদ্য সুরক্ষা কর্মসুচী- খাদ্য সাথী প্রকল্প-

  • এই জেলার ১০০% যোগ্য মানুষকে (প্রায় ৪৭ লক্ষ ৭৯ হাজারেরও বেশি মানুষকে), ২ টাকা কেজি দরে (অথবা বাজার দরের অর্দেক দামে) খাদ্যশস্য দেওয়া হচ্ছে- যা জেলার মোট জনসংখ্যার প্রায় ১০০%।

 

 

পূর্ত ও পরিবহন-

  • বিগত সাড়ে ৬ বছরে, এই জেলায় পূর্ত দপ্তর ৩২৬ টিরও বেশি রাস্তাঘাট, ব্রীজ ইত্যাদি প্রকল্প রূপায়ণের কাজ হাতে নিয়েছে, যার মধ্যে ২৩৪ টিরও বেশি প্রকল্পের কাজ প্রায় ১১৫৯ কোটি টাকা ব্যয়ে ইতিমধ্যেই সমাপ্ত হয়েছে। এর ফলে, প্রচুর মানুষ উপকৃত হবেন। বাকি প্রকল্পের কাজ খুব শীঘ্রই সমাপ্ত হবে।
  • জেলার সড়ক ব্যবস্থা উন্নয়নে বিশেষ গুরুত্ব দেওয়া হচ্ছে।জেলায় বিগত সাড়ে ৬ বছরে, প্রায় ১০৫০ কিমি রাস্তা নির্মাণ/পুর্ননির্মাণ/সম্প্রসারণ ও উন্নতিকরণের কাজ সম্পন্ন হয়েছে। এর মধ্যে উল্লেখযোগ্য হল-
  • ‘বৈতরনী’ প্রকল্পে, ৩ টি শ্মশান ঘাটের উন্নয়ন সহ ১টি বিদ্যুতের চুল্লি বসানোর কাজ চলছে।
  • এই জেলার প্রায় ৬০০ জন যুবক-যুবতী গাড়ি কেনার ঋণ পেয়ে আত্মনির্ভর হয়েছেন।
  • হাতে নেওয়া হয়েছে Safe Drive Save Life এবং Slow Drive Save Life কর্মসূচি। ফলে, উল্লেখযোগ্য ভাবে কমেছে দুর্ঘটনা এবং হতাহতের সংখ্যা।

 

বিদ্যুৎ ও অচিরাচরিত শক্তি-

  • সমগ্র জেলায় ‘সবার ঘরে আলো’ প্রকল্পে ১০০% গ্রামীণ বৈদ্যুতিকরণের কাজ সম্পন্ন হয়েছে।
  • সাগরদিঘী তাপবিদ্যুৎ প্রকল্পে ৫০০ মেগাওয়াট সম্পন্ন ৪নং ইউনিট চালু করা হয়েছে। হাতে নেওয়া হয়েছে প্রায় ৬৬০ মেগাওয়াট সম্পন্ন ৫নং ইউনিটের কাজ।

 

সেচ-

  • জেলার প্রায় ২৯০ কিমি দৈর্ঘের বাঁধ সংরক্ষণের কাজ সম্পন্ন হয়েছে।
  • হাতে নেওওা হয়েছে প্রায় ৪৪০ কোটি টাকার ‘কান্দি মাস্টার প্ল্যান’ এটি সম্পুর্ণ হলে কান্দি এলাকা সহ জেলার প্রায় ৫ লক্ষ মানুষ উপকৃত হবেন।

 

জনস্বাস্থ্য কারিগরী-

  • বিগত সাড়ে ৬ বছরে, ১৩৩টি জলপ্রকল্পের কাজ শুরু হয়েছে, এর মধ্যে প্রায় ৭৫১ কোটি টাকা ব্যয়ে ১৩০টির কাজ সমাপ্ত হয়েছে। এর ফলে, জেলার প্রচুর মানুষ উপকৃত হচ্ছেন।বাকী জলপ্রকল্পগুলির কাজ শীঘ্রই সমাপ্ত হবে।

 

বন ও পর্যটন-

  • ‘সবুজশ্রী’ প্রকল্পে, ১ লক্ষ ৩৬ হাজারেরও বেশি সদ্যোজাত শিশুকে মুল্যবান গাছের চারা দেওয়া হয়েছে। ১৮ বছর উত্তীর্ণ হলে, গাছ বিক্রির টাকায় শিশুটির পড়াশুনা, বিয়ে ইত্যাদির খরচ মেটানো যাবে।
  • মোতিঝিলকে কেন্দ্র করে গড়ে তোলা হয়েছে –‘প্রকৃতি তীর্থ’ পর্যটন কেন্দ্র। বহরমপুর-কর্ণসুবর্ণ-কান্দি ট্যুরিজ্‌ম সার্কিটের কাজ সম্পূর্ণ হয়েছে।
  • হাতে নেওয়া হয়েছে মুর্শিদাবাদ-মালদা-নদীয়া ট্যুরিজ্‌ম সার্কিটের কাজ।

 

শ্রম-

  • এই জেলায় ‘সামাজিক সুরক্ষা যোজনা’য়, প্রায় ৬ লক্ষ ৯০ হাজার অসংঘটিত ক্ষেত্রের শ্রমিকরা নথিভুক্ত হয়েছেন। এখনো পর্যন্ত, প্রায় ২ লক্ষ ১১ হাজার জন উপভোক্তা, ৮৫ কোটি টাকারও বেশি সহায়তা পেয়েছেন।
  • ‘যুবশ্রী’ প্রকল্পে, এই জেলায় প্রায় ১৪ হাজার যুবক-যুবতী উৎসাহ ভাতা পাচ্ছেন।

 

স্বনির্ভর দল ও স্বনিযুক্তি কর্মসূচী-

  • ‘আনন্দধারা’ প্রকল্পে, প্রায় ৪৬ হাজার স্বনির্ভর দল গঠিত হয়েছে।
  • বিগত সাড়ে ৬ বছরে, ‘স্বামী বিবেকানন্দ স্বনির্ভর কর্মসূচী’ প্রকল্পে, প্রায় ১৩ হাজার ৫৯১ উদ্যোগকে অনুমোদন দেওয়া হয়েছে এবং প্রায় ৭২ কোটি টাকা অনুদান প্রদান করা হয়েছে।

 

তথ্য ও সংস্কৃতি—

  • এই জেলায় ১৩ হাজার ৮০০-রও বেশি লোকশিল্পী, ‘লোকপ্রসার প্রকল্পে’ বহাল ভাতা এবং পেনশন পাচ্ছেন।
  • বহরমপুর রবীন্দ্রভবনকে নবরূপে সাজিয়ে তোলা হয়েছে।

 

আবাসন-

  • জেলায় আর্থিক ভাবে দুর্বল মানুষদের জন্যে গীতাঞ্জলী ও অন্যান্য প্রকল্পে প্রায় ২১ হাজার মানুষ উপকৃত হয়েছেন।
  • ভ্রমনার্থীদের সুবিধা এবং স্থানীয় মানুষদের কর্মসংস্থানের জন্য কান্দি ও জলঙ্গীতে ৭টি ‘পথসাথী’ মোটেল গড়ে তোলা হয়েছে।

 

ক্রীড়া ও যুব কল্যাণ-

  • ক্রীড়ার মান উন্নয়নে জেলায় ৪৪৮টিরও বেশি ক্লাবকে ১৮ কোটি টাকারও বেশি

Bengal Chief Minister Mamata Banerjee today inaugurated and laid the foundation stones for several projects for Murshidabad district, at a function in Baharampur Stadium.

Some of the projects inaugurated include Shishu Siksha centres, Madhyamik Siksha centres, schools, classrooms for Madrassahs, Karma Tirtha, roads, Anganwadi centres, renovation work for Baharampur stadium, among others.

She laid the foundation stones for flood shelters, new roads, renovation work for ghats, watch towers for disaster management, among other projects.

She also distributed benefits for several schemes, such as, Kanyashree, Sabuj Sathi, Samaj Sathi, Gatidhara; the CM distributed tractors, Kisan Credit Cards and other benefits too.

Highlights of her speech:

My best wishes to all the students who are appearing for Madhyamik and Higher Secondary exams. Students are the future of the society. They will build the nation in future.

Murshidabad has a glorious history. We have undertaken a slew of developmental projects for the district. The tide of development will continue.

Power project worth Rs 7000 crore is coming up in Sagardighi.

We have set up Krishak Bazar, polytechnics, ITIs, multi super speciality hospitals, colleges. We are setting up Karma Tirthas as well.

I have chaired more than 395 administrative review meetings in districts. The amount of work we have done in Bengal in the last six years, is unmatched.

We must all feel proud about Bengal. Today we have distributed direct government benefits to nearly 1 lakh people.

Students are getting Sikshashree scholarship. 8 crore people are receiving rice at Rs 2 per kilo. Healthcare is free in Bengal.

Girls are getting Kanyashree scholarship for pursuing education. We are giving cycles for free to students of classes IX-XII. To ensure a bright future of kids, we are distributing saplings under ‘Sabuj Shree’.

Scholarship under Kanyashree has been increased to Rs 1000. We have started a new scheme ‘Ruposhree’. Families with annual income less than Rs 15 lakh will receive Rs 25,000 for the wedding of their daughters.

From birth (Sabuj Shree) till death (Samabyathi), we have a scheme for all. We are always with the people. No other government has done the work done by our government.

Self-help groups are getting 30% subsidy in loans. Interest rates have been reduced from 4% to 2%.

We are paying off the debt incurred by CPI(M). The BJP government in the Centre takes away Rs 48,000 crore from our revenues. Yet we are doing developmental works, without burdening the people.

Contractual workers, ASHA, ICDS workers, civic volunteers have been brought under Swasthya Sathi scheme. A separate insurance scheme has been started for SHGs.

We have started a pension scheme or bidi workers. Masons, drivers and other workers have been brought under social security schemes.

1.7 minority students are receiving scholarships. We are giving school uniforms, bags, books, shoes to children of primary schools. We send ambulances to ferry pregnant women to hospitals.

I respect priests as well as Imams. Bengal’s perspective of the world is wide. Our actions speak louder than words.

A lot of politics has happened over the development of Murshidabad district. People have been deprived for long.

Centre’s ‘Beti Bachao’ scheme is actually ‘Beti Hatao’. Their budget is only Rs 100 crore. We have spent nearly Rs 5000 crore for Kanyashree in the last five years (Rs 1200 crore per year).

Without any financial allocation, Centre has announced health insurance scheme. Now they want states to pay 40% of the cost. They should first learn to do their job properly.

Healthcare is free in Bengal. They should make Bengal the model for healthcare.

If you keep money in banks, you will lose it. If you invest in cricket or land, you will lose it. They are a government of

Several villages in Bengal do not have banks. We have started co-operative banks in those villages.

Centre is bringing FRDI Bill. People’s savings are not safe in banks anymore. People’s money is given away to others.

Not just Punjab National Bank, many other banks are involved in this scam. A thorough probe must be carried out to ascertain who is behind this scam.

Planning for this scam started a year before demonetisation. Senior officials in some banks were changed. There is proof. Facts never lie.

I never trust those who talk big and never deliver. They only deliver bhashan on TV and fail when it comes to working.

Farmers in Bengal are receiving farming equipment. We have waived off all tax on agricultural land. Even mutation fees on agri land have been waived off.

We have schemes for the welfare of all – SC/ST, Adivasi, OBC as well as general caste. We have to work for all.

We have constructed 25 lakh houses under Banglar Abaar Yojana. 5 lakh more houses will be constructed

We have constructed 23,000 km rural roads. Work for 13,000 km more has started.

We have to ensure road safety. Do not cross roads while talking on the phone. Drive cars carefully. Safe drive, save life.

It is our responsibility to ensure your well-being. Stay happy. Live in harmony. My best wishes to you all. Even when others indulge in riots, Murshidabad maintains peace.

We do not indulge in politics of division. We do not support riots. We do not make false promises. We do not deceive people by putting up false statements on TV.

It is India’s misfortune that BJP is in power. They are taking away the rights of the people.

They are asking people to link Aadhaar to their bank accounts. While some others are running away with crores of rupees. People live in misery, while they build grand offices.

Political parties must always work for the people. Parties should be proud of people power, not money power.

Democracy and the voice of the people can never be purchased with money power.

The more you work for the people, the happier you will be.

We have created 81 lakh employment opportunities. This year we will generate 10 lakh jobs. We will keep serving you in the future too.

Bengal is No. 1 in MGNREGA scheme. We are No. 1 in rural job creation.

আজ মুর্শিদাবাদ জেলার বহরমপুরের স্টেডিয়াম মাঠে পরিষেবা প্রদান অনুষ্ঠানের মঞ্চ থেকে একগুচ্ছ প্রকল্পের উদ্বোধন করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি বিভিন্ন প্রকল্পের শিলান্যাসও করেন।

মুখ্যমন্ত্রী যে সকল প্রকল্পের উদ্বোধন করেন, তার কয়েকটি হল, বিভিন্ন ব্লকের শিশু শিক্ষা কেন্দ্র, মাধ্যমিক শিক্ষা কেন্দ্র, বিদ্যালয়, মাদ্রাসার অতিরিক্ত শ্রেণীকক্ষ, অঙ্গনওয়াড়ি কেন্দ্রকে শিশু আলয়ে উন্নীতকরণ, কর্মতীর্থ, নতুন রাস্তা, বহরমপুর স্টেডিয়ামের সংস্কার, ভাগীরথী-দ্বারকা-ভৈরব নদীর পাড়ের উন্নতিসাধন ইত্যাদি।

তিনি যে সকল প্রকল্পের শিলান্যাস করেন, তার কয়েকটি হল, অঙ্গনওয়াড়ি কেন্দ্র, নতুন রাস্তা, বিভিন্ন মৌজায় মোট ১৪টি ফ্লাড শেল্টার, বিপর্যয় মোকাবিলার জন্য ওয়াচ টাওয়ার, জঙ্গীপুর পুরসভা-মুর্শিদাবাদ-জিয়াগঞ্জ ব্লকের তিনটি স্থানে ভাগিরথী নদীর পাড় সংরক্ষণ ইত্যাদি।

এছাড়াও তিনি কন্যাশ্রী, সবুজসাথী, সমাজসাথী, গতিধারা, ট্র্যাক্টর, কিষাণ ক্রেডিট কার্ড ইত্যাদি পরিষেবা প্রদান করেন।উপস্থিত ছিলেন আরও অনেক মন্ত্রী ও স্থানীয় জনপ্রতিনিধিরা।

তাঁর বক্তব্যের কিছু অংশঃ-

মাধ্যমিক ও উচ্চ মাধ্যমিক সহ অন্যান্য পরীক্ষার্থীদের অনেক শুভেচ্ছা। ছাত্রছাত্রীরাই দেশ ও জাতির ভবিষ্যৎ। তারাই সমাজ গড়ে, তারাই সমাজের প্লাবন।

মুর্শিদাবাদের একটা ইতিহাস আছে। এই জেলায় অনেক উন্নয়ন হচ্ছে, উন্নয়নের কাজ এখনও চলছে।

সাগরদীঘিতে ৭ হাজার কোটি টাকা বিনিয়োগ করে বিদ্যুৎ প্রকল্প তৈরি হচ্ছে।

কৃষক বাজার, পলিটেকনিক, আই টি আই, মাল্টি সুপার হাসপাতাল, কলেজ তৈরি করা হয়েছে। কর্মতীর্থ তৈরির পরিকল্পনাও রয়েছে।

আজ পর্যন্ত আমি জেলায় জেলায় গিয়ে ৩৯৫টিরও বেশি প্রশাসনিক বৈঠক করেছি, বাংলায় আমরা ৬ বছর ধরে যা কাজ করছি তা আর কোথাও হয় না।

বাংলা নিয়ে গর্ব করা উচিত। আজ প্রায় ১ লক্ষ মানুষের কাছে সরকারী পরিষেবা পৌঁছে দেওয়া হল।

ছাত্রছাত্রীদের ‘শিক্ষাশ্রী’ স্কলারশিপ দেওয়া হচ্ছে। ‘খাদ্য সাথী’ প্রকল্পের আওতায় ৮ কোটির বেশি মানুষকে ২ টাকা কেজি দরে চাল, গম দেওয়া হচ্ছে। বিনামূল্যে চিকিৎসা পাওয়া যায়।

মেয়েদের উচ্চ শিক্ষার জন্য ‘কন্যাশ্রী’ স্কলারশিপ দেওয়া হচ্ছে। বিনামূল্যে সবুজ সাথীর সাইকেল দেওয়া হচ্ছে নবম থেকে দ্বাদশ শ্রেণীর ছাত্রছাত্রীদের। ‘সবুজশ্রী’ প্রকল্পের আওতায় শিশুর জন্মের পর একটি করে গাছের চারা দেওয়া হয় তাদের ভবিষ্যৎ সুরক্ষিত করার জন্য।

কন্যাশ্রীর স্কলারশিপের টাকা ৭৫০ টাকা থেকে বারিয়ে ১০০০ টাকা করা হয়েছে। এবার বাজেটে নতুন ‘রূপশ্রী’ প্রকল্প চালু করা হয়েছে। এর মাধ্যমে যে সব পরিবারের বার্ষিক ইনকাম ১.৫ লক্ষ টাকা পর্যন্ত তাদের মেয়েদের বিবাহের জন্য ২৫০০০ টাকা আর্থিক সহায়তা দেওয়া হবে।

আমাদের সরকার জন্ম (সবুজশ্রী) থেকে মৃত্যু (সমব্যাথী) অবধি মানুষের সঙ্গে আছে, পাশে আছে। আমাদের সরকার যা করে তা কোনদিন কোন সরকার করতে পারবে না।

আমরা স্বনির্ভর গোষ্ঠীকে ঋণের ক্ষেত্রে ৩০% সাবসিডি দিই। সুদের হার ৪% থেকে কমিয়ে ২% করে দেওয়া হয়েছে।

সিপিএমের দেনা শোধ করছি, বিজেপি ৪৮০০০ কোটি টাকা কেটে নিয়ে যাচ্ছে। তারপরেও এত কর্মসূচি দেওয়া হচ্ছে সাধারণ মানুষের ওপর কোনরকম বোঝা না বাড়িয়ে।

চুক্তিভিত্তিক কর্মী, আশা-আই সি ডি এস এর কর্মী, সিভিক ভলেন্টিয়ারদের ‘স্বাস্থ্য সাথী’ প্রকল্পের আওতায় আনা হয়েছে। স্বনির্ভর গোষ্ঠীদের জন্য আলাদা বীমা চালু করা হয়েছে।

বিড়ি শ্রমিকদের জন্য পেনশন প্রকল্প চালু হয়েছে, এছাড়া যারা বাড়ি তৈরি করেন, যারা গাড়ি চালায় তাদের জন্যও প্রকল্প চালু করা হয়েছে।

১.৭১ লক্ষ সংখ্যালঘু ছেলেমেয়েরা স্কলারশিপ পাচ্ছে। প্রাইমারি স্কুলের বাচ্চাদের ড্রেস, ব্যাগ, বই-খাতা, জুতো, মিড-ডে মিল দেওয়া হয়। গর্ভবতী মায়েদের জন্য অ্যাম্বুলেন্স পাঠানো হয়।

আমি পুরোহিতদের যেমন সম্মান করি, ইমামদেরও তেমন সম্মান করি। বাংলার দৃষ্টিভঙ্গি অনেক বড়। আমারা কথায় নয় কাজে করে দেখাই।

মুর্শিদাবাদ জেলার উন্নয়ন নিয়ে অনেক রাজনীতি হয়েছে। এতদিন শুধু মানুষের থেকে নেওয়া হয়েছে, মানুষকে কিছু দেওয়া হয়নি।

কেন্দ্রীয় সরকারের বেটি বাঁচাও বেটি পড়াও প্রকল্পে (ওটা বেটি হাটাও প্রকল্প) বরাদ্দ ১০০ কোটি টাকা। আর আমরা কন্যাশ্রী প্রকল্পের জন্য খরছ করেছি ৫০০০ কোটি টাকা। বছরে ১২০০ কোটি টাকা বরাদ্দ করেছি এর জন্য।

কেন্দ্রীয় সরকার টাকা ছাড়াই স্বাস্থ্য সুরক্ষার পরিকল্পনা করছে।আবার বলছে রাজ্যকে ৪০% দিতে হবে। আগে কাজ শিখুন তারপর বড় বড় কথা বলুন।

বাংলায় বিনামূল্যে চিকিৎসা দেওয়া হয়।ওদের উচিত বাংলাকে মডেল করে সারা ভারতে বিনাপয়সায় চিকিৎসা দেওয়া।

ওরা ব্যাঙ্কে, ক্রিকেটে, ল্যান্ডে টাকা রাখলে নিয়ে নেবে।

বাংলায় অনেক গ্রামে এখন ও ব্যাঙ্ক নেই, আমরা সেখানে কো-অপারেটিভ ব্যাঙ্ক চালু করেছি।

কেন্দ্রীয় সরকার এফ আর ডি আই বিল আনছে; এর মাধ্যমে মানুষের টাকা আত্মস্যাৎ করবে।মানুষের টাকা আজ ব্যাঙ্কে সুরক্ষিত নয়। জনগণের টাকা অন্যদের দিয়ে দেওয়া হচ্ছে।

শুধু পাঞ্জাব ন্যাশনাল ব্যাঙ্ক নয়, আরও অনেক ব্যাঙ্ক আছে, এদের মাথায় কোন কোন ছাতা আছে সেটা তদন্ত করার দরকার আছে।কারা সুরক্ষা দিয়েছে?

আমি মনে করি নোটবন্দির এক বছর আগে থেকে এই সব পরিকল্পনা করা হয়েছে। কিছু কিছু ব্যাঙ্কে ইচ্ছেমতো লোক নেওয়া হয়েছিল এর সব তথ্য আছে। তথ্য কখনো মিথ্যে কথা বলে না।

যারা শুধু মুখে বড় বড় কথা বলে তাদের আমি বিশ্বাস করি না। টিভি তে বড় বড় ভাষণ দেয় আর কাজের বেলায় লবডঙ্কা।

কৃষকদের কৃষি জমির যন্ত্রপাতি দেওয়া হচ্ছে। বাংলার কৃষকদের সব ঋণ মুকুব করে দিয়েছে সরকার। কৃষি জমির মিউটেশন ফি লাগবে না।

তপসিলি জাতি-উপজাতি, আদিবাসী, ওবিসি সকলের জন্য আমরা প্রকল্প চালু করেছি। সবুজ সাথী সাইকেল স্বামী বিবেকানন্দ স্কলারশিপ দেওয়া হয় জেনারেল কাস্টদের। সবাইকে নিয়ে চলতে হবে।

প্রায় ২৫ লক্ষ মানুষকে বাংলার আবাস যোজনায় বাড়ি দিয়েছি। আরও ৫ লক্ষ দেওয়া হচ্ছে।

প্রায় ২৩০০০ কিঃমিঃ নতুন গ্রামীণ রাস্তা আমরা করেছি। আরও ১৩০০০ কিঃমিঃ স্টার্ট করা হয়েছে।

এক্সিডেন্ট কমাতে হবে। মোবাইলে কথা বলতে বলতে রাস্তা পার হবেন না। জোর করে গাড়ি চালাবেন না, সেফ ড্রাইভ সেভ লাইফ।

মানুষ ভালো থাকলে তবেই আমরা ভালো থাকবো। সবাই মিলেমিশে চলবেন। যখন চারদিকে দাঙ্গা হয়, এই জেলা দাঙ্গা করে না, আপনাদের অভিনন্দন জানাই।

আমরা মানুষে মানুষে ভেদাভেদ করি না, দাঙ্গা লাগাই না। মিথ্যে কথা বলে ভোট নিই না। টিভির সামনে চাটুকারি করে বক্তৃতা দিয়ে মানুষকে প্রতারনা করি না।

ভারতবাসীর দুর্ভাগ্য, বিজেপির মতো দল ক্ষমতায় আছে। তারা মানুষের সব অধিকার কেড়ে নিচ্ছে।

মানুষকে বলছে আধার কার্ড নাও, সেই কার্ডে টাকা রেখে সব টাকা লোপাট হয়ে গেল। মানুষকে অন্ধকারে রেখে, নিজেরা নিজেদের সব থেকে ধনীদের পার্টি অফিস তৈরী করেছে।

রাজনৈতিক দল, মানুষের পাশে থাকবে, আমার কত টাকা আছে এ নিয়ে কখনও গর্ব করে না, গর্ব করে মানুষ নিয়ে।

গণতন্ত্র, মানুষ কখনও টাকার কাছে বিক্রি হয় না।

যত মানুষের জন্য খাটবেন, তত ভালো থাকবেন।

৮১ লক্ষ বেকার ছেলেমেয়েদের কর্মসংস্থান হয়েছে, এ বছরেও ১০ লক্ষ হবে। আগামী দিন আরও বেশী করে আমরা চেষ্টা করব।

১০০ দিনের কাজে বাংলা ১ নম্বরে, গ্রামীণ কর্মসংস্থান বৃদ্ধিতে আমরা নাম্বার ওয়ান।

আমরা লড়ব, করব, গড়ব, আমরা জিতব।
