Derek O’Brien made a Point of Order, quoting Rule 258(1), that any Member may submit a Point of Order at any time for the consideration of the Chairman

Sir, I have a point of order.The Rule number is 258. I have been trying to bring your attention from the morning. This is a new Rule 258. In the morning also, I tried to bring another rule to your attention.Rule 258 says that when I want to raise a point of order, It is my right to raise a point of order. Please read the rule with me. Sir. It states, “Any member may at any time submit a point of order for the decision of the Chairman, but in doing so, shall confine himself to stating the point.” And, after that, the Chairman shall decide. My limited point on this Rule 258(1) is: you have every right to pass judgement on my point of order, but I have a right, as a Member, to raise a point of order at any time. : Sir, please come to Rule 259.Let me read the Rule. Then you pass your judgement.It says, “The Chairman shall preserve order in the House. Sir, it is your prerogative. You are in the Chair. You will preserve order in the House. It is not my business to preserve. The Chairman shall preserve order; वगैरह, वगैरह It says, “The Chairman shall preserve order and have all powers necessary for the purpose of enforcing his decisions.”
