This is all right and well-taken. Sir, you are also new to the House. Please listen to me. You may pick up a little bit of information from me. We are not in the stage of passing the Bill. We are in the stage of consideration of the Bill. Please read this. Please see Rule 93 (1) which says: “When a motion that a Bill be taken into consideration has been carried and no amendment of the Bill is made, the member in charge may at once move that the Bill be passed.”So, what is going on right now? We are discussing a motion for consideration of the Bill. While we are discussing a motion for consideration of the Bill, it gives us a wide leeway and a wide passage. We can discuss the Bill along with all the other connected aspects of the Bill. The problem is that clever lawyers always cite a wrong law to establish their point. That is what Mr. Nishikant Dubey is trying to do. He is trying to be clever by not quoting Rule 93 (1). By just reading Rule 94, he is misleading the House. Sir, I want to raise a very important issue. In our neighbouring country Bangladesh, the minorities and the Hindus are being tortured and killed. Bangladesh is our neighbouring country bordering with our State of West Bengal also. We are making appeal that let the Government of India appeal to the United Nations for sending Peacekeeping Forces to Bangladesh immediately. The Government of India is totally silent now, for the reason best known to them. Our appeal is that let the Minister of External Affairs come to the Parliament and intimate us of the latest position of Bangladesh and what is happening over there. Our Chief Minister yesterday adopted a Resolution in West Bengal Assembly that whatever decision Government of India will take, The West Bengal Government will stand by the decision. Thank you, Sir. In the last paragraph of the answer it has been said that : “There is no pending liability for the wage component under MGNREGS for the Financial Year 2023-2024”. So far as 2022-2023 and 2023-2024 are concerned, nothing has come from the Central Government as far as West Bengal is concerned. Please have patience. … Since the past one year we have been hearing that some illegality or irregularity is there. We are saying that if there is any illegality or irregularity, then you detect and arrest. You do not do it. How can you discriminate the people of the State of West Bengal? Does it not violate Article 14 of the Constitution? Further, in the answer it is mentioned that : “An Empowered Committee under the Chairpersonship of the Secretary decides the projected Labour Budget in consultation with the State Government …”. Why has the West Bengal Government been left out? Why is there no consultation with it? If you do not like Bengali, does it mean that you will not give money to West Bengal? What is this? Thank you Mr. Deputy Chairman, Sir, and thanks to my party, All India Trinamool Congress, for giving me a chance to speak on this Bill. I hope I and all other hon. Members will be allowed to speak, and carry out our duty in scrutinizing this Bill. In the 17th Lok Sabha, a total of 221 Bills were passed, of which one-third were passed with less than a 60-minute discussion! In the 15th Lok Sabha, seven out of 10 Bills were sent to Committees for scrutiny! In the 17th Lok Sabha, only two out of 10 Bills were sent for scrutiny! The 18th Lok Sabha is an opportunity for the Union Government to start afresh. Let us not allow it to be a repeat of the 17th Lok Sabha. We have to be democratic. Sir, the Government’s intent to update this Act as per today’s market is good. Many of the speakers today will talk in depth about the Bill. I want to highlight some macro issues. India continues to import more than 85 per cent of its crude oil needs and 50 per cent of its natural gas needs. This dependency is projected to only rise as domestic production continues to fall. Our crude oil imports from Russia in June, 2024 surpassed that of June, 2023. In August, 2024, net imports for oil and gas escalated to 11.4 billion dollars from 9 billion dollars. This is no surprise considering PSUs like ONGC and OIL reported lower outputs. Domestic production of indigenous crude oil failed by 3 per cent while imports increased by 6.4 per cent. The refining sector also showed a 1.9 per cent decrease in total crude oil processed in August, 2024. Our petroleum reserves can provide cover for only 9.5 days of the national demand. If a crisis were to strike tomorrow, we would have no resources, but only long pending bills. So unfortunate! Another thing that I want to mention to protest is that the profitable public sector undertakings like Indian Oil,Bharat Petroleum are in the list of disinvestment of the Union Government’s Viksit Bharat Scheme. Earlier this year, the Government saved 25 billion dollars by importing Russian crude oil at discounted prices. This was welcomed as a great move that would finally give us some relief from rising prices domestically. Sir, not a single penny of this was used to benefit the people. Domestic prices continue to remain high day after day. Instead, the oil was sold to private refineries in Europe translating to profit margins for a select few private entities. We do not understand as to who the Union Government is working for. In November, 2024, the price of international crude oil was 73 dollars per barrel, at the same time, the price of petrol in the domestic market was Rs.95 per litre. Sir, comparing this to 2014, the price of international crude oil was 78 dollars per barrel and that of petrol was Rs.64 per litre. If the Government could regulate prices then, why would not they now? We are observing that the international crude prices are down and down 2014 onwards, but we do not know why the Union Government of India is making the citizens pay higher prices for petrol domestically and, increasing it day by day is astonishing. In the last five years, only five per cent of subsidies and investments have been in green energy. India is in no position to achieve its net zero emissions target by 2030. As per projections, achieving this target could be delayed by at least a decade. Experts believe that India’s relationship with markets beyond the Middle East have weakened leading to volume shrinkage. There is no diversification of supply. If geopolitics demands were to change again in the future, India would be very vulnerable to rapid fluctuations. Why is the Government putting us in this position? One more important policy matter that I want to mention is this. The region where oil fields are being detected, the densely populated areas’ common people must get rehabilitation accordingly along with demurrage and benefits for being evicted as per law. In the tribal areas, the Forest Right Act must be maintained. We want to see human face on behalf of the Union Government in this respect and the Union Government must follow the law of the land as per the Constitution in this regard. Sir, the Government needs to do better. Today, the retail inflation reached a 14 month high at 6.2 per cent in October. Four out of ten youths are unemployed. … The average cost of making meals has increased by 52 per cent in the last one year while the salaries have grown around 10 per cent only in the last one year. The salaries have grown around 10 per cent only. I urge upon the Union Government to work for the people and with the people. The Union Government should be of the people, for the people, by the people, and as per Constitution, for we, the people of India.

Mr. Deputy Chairman, Sir, I would like to tell the hon. Minister, there have been reports that there exists a nexus between middlemen and hospitals run by the Central Government such as AIIMS, Delhi and Safdarjung Hospital when it comes to hospital beds and patients are being charged Rs. 25,000 to Rs. 50,000 to book beds. Are these reports true and what steps are being taken by the Government to eradicate these hospital middlemen and brokers? Will the hon. Minister kindly tell us what percentage of funding of the PM Ayushman Bharat scheme has been earmarked to boost Government hospital infrastructure in the financial year 2024-25 and how much funding has been provided to improve the infrastructure in the past five years? No, I am asking about the funding provided under PM Ayushman Bharat scheme for development of infrastructure of Government hospitals?

Sir, I just have a question because it pertains to the PM-PRANAM Scheme. Through you, I would like to ask the hon. Minister: Is it true that the Union Government has no separate Budget allocation for PM-PRANAM and the funds that are going to be given are from the money that the States themselves save on fertilizer subsidies? Number two, It is a part of this question, Sir. The hon. Minister talked about DAP fertilizers. There is a massive shortage today of DAP fertilizers in India. So, the question is: Is the PM-PRANAM Scheme affecting the availability of DAP fertilizers?

প্রতিবারের মতো এবারও দুর্গা পুজোর কার্নিভাল উপলক্ষে সেজে উঠেছিল রেড রোড। যে গানটি দিয়ে এদিন অনুুষ্ঠানের সূচনা হয়, সেটি লিখেছেন স্বয়ং মমতা বন্দ্যোপাধ্যায়। মমতা বন্দ্যোপাধ্যায়ের লেখা গানটিকে কার্নিভালের সেরা গান হিসেবে এদিনের মঞ্চে ঘোষণাও করা হয়।২০১৬ সাল থেকে কলকাতায় দুর্গাপুজো কার্নিভালের সূচনা হয়। ইতিমধ্যে ইউনেস্কোর স্বীকৃতিও পেয়েছে কলকাতার দুর্গা পুজো। লাখো মানুষের সেই ভিড়ের ছবি তিনি নিজের ফেসবুক পেজে পোস্ট করেন। রাতে সোশ্যাল মাধ্যমে পোস্ট করে তিনি জানান ” আমি ধন্যবাদ জানাই সেই লক্ষাধিক দর্শকদের যারা আজ সন্ধ্যায় কলকাতায় দুর্গা পূজা কার্নিভালে যোগ দিয়েছেন। কলকাতার রেড রোডে, প্রায় একশটি প্রতিমার পূর্ণ জাঁকজমকের সাথে মিছিল করে বিসর্জন এর দৃশ্য অতুলনীয়। এখন এই উৎসব আন্তর্জাতিক। শত শত বিদেশী পর্যটক এ বছরও কার্নিভাল পরিদর্শন করেছেন।বাংলার জনগণ, সেইসাথে সমস্ত পূজা আয়োজক, অতিথি এবং দর্শকদের ধন্যবাদ।”

আজ বীরভূমে বন্যা বিধ্বস্ত এলাকা পরিদর্শনে আসেন মমতা বন্দ্য়োপাধ্যায়। বানভাসি এলাকার পরিস্থিতি খতিয়ে দেখেন। তারপরে মমতা বন্দ্যোপাধ্যায় সাংবাদিক সম্মেলনে ওনার বক্তব্য পেশ করেন। ওনার বক্তব্যের কিছু অংশ :

পরিস্থিতি ঠিক হলে যাঁদের জমি নষ্ট হয়েছে, তাঁদের জমি মেপে শস্যবিমার টাকা যাতে দ্রুত পান, সেই ব্যবস্থা করার জন্য বলব। আমি চাষি ভাই-বোনেদের চিন্তা করতে বারণ করব। প্রশাসনিক আধিকারিকেরা সবাই রাত জেগে পাহাড়া দেবে। দুর্গত এলাকার মানুষজনকে রিলিফ সেন্টারে আনা হবে। আমরা বেশ কয়েকটি ফ্লাড সেন্টার করেছি নতুন করে। সেখানেও প্লাবিত এলাকার মানুষজনকে রাখা হবে।

বাংলার দুর্ভাগ্য়, এখানে এবং অসমে যত বন্যা হয়, অন্য কোথাও তত হয় না। বাংলার অবস্থা নৌকার মতো। ঝাড়খণ্ডে বৃষ্টি হলেই আমাদের চিন্তা বাড়ে। কারণ, নিজেদের বাঁচাতে জল ছেড়ে দেয়। বিহারও বাঁধ কেটে বাংলায় জল ঢুকিয়ে দেয়। ডিভিসি কেন্দ্রীয় সরকারের অধীনে। কিন্তু আজ পর্যন্ত কোনও কাজ না করার ফলে লক্ষ লক্ষ মানুষের ঘর ডুবে যাচ্ছে। ভোটের জন্য যে টাকা খরচ করা হয়, তার একাংশ দিলেও বন্যা আটকাতে পারতাম।

জেলা প্রশাসনকে বাড়ির তালিকা তৈরি করতে বলা হয়েছে। আপাতত যাদের বাড়ি নেই তাদের তিনটি করে ত্রিপল দিতে বলা হয়েছে। বাংলা আবাস যোজনায় পঞ্চাশ লক্ষ বাড়ি তৈরি বাকি আছে। ডিসেম্বরে বাড়ি তৈরির প্রথম কিস্তি দেওয়া হবে।

আমরা এখন ২৪ ঘণ্টা বন্যা পরিস্থিতির উপর নজর রাখি। সকলের ছুটি বাতিল করা হয়েছে। আমরা অনেকগুলো বন্যা সেন্টার তৈরি করেছি। কিন্তু তাতেও বাধ মানছে না। বাঁধ ভাঙছে। দরকার হলে স্কুলগুলোকে যাতে কাজে লাগাতে পারি, তা দেখতে হবে। পূর্ত দফতরকে বলা হয়েছে যে সব রাস্তা ভেঙেছে, তা সমীক্ষা করে দেখতে। ডিসেম্বরে ১১ লক্ষ পাকা বাড়ি করার জন্য সরকার টাকা দেবে। পঞ্চায়েত দফতরকেও বলা হয়েছে জল কমলেই যেন সমীক্ষার কাজ শেষ করে।

ত্রাণ শিবির গুলিতে যাতে পানীয় জলের খামতি না থাকে তার জন্য প্রশাসনিক আধিকারিকরা সবরকম ব্যবস্থা নেবে।

সরকার যেমন পেরেছে, করছে। পুলিশও অনেক জায়গায় কমিউনিটি কিচেন করেছে। আমাদের দলের পক্ষ থেকেও ব্যবস্থা নেওয়া হয়েছে। যেখানে যেখানে বন্যা হয়েছে, আমরা সেখানে সেখানে সাধ্যমতো শুকনো খাবারের প্যাকেট দিচ্ছি। কেউ যেন বঞ্চিত না হয়, তা আমাদের দেখতে হবে। আমি বিধায়কদের বলেছি, তাঁদের কোটার যে টাকা আছে, তা দিয়ে গ্রামীণ রাস্তাগুলো যতটা পারবেন উন্নতি করুন। আমাদের দলের সাংসদদের কাছেও একই অনুরোধ করব।

সকলকে বলব কেউ যাতে কুৎসা রটাতে না পারে তা নজর রাখতে। পাঁচটা কাজ করলে একটায় ভুলভ্রান্তি হতেই পারে। তা দিয়ে ন্যারেটিভ না বানিয়ে, আসুন আমরা বন্যাকবলিত মানুষদের পাশে দাঁড়াই।

আমি বিধায়কদের বলেছি, তাঁদের তহবিলের টাকা দিয়ে গ্রামীণ রাস্তাগুলোর যতটা সম্ভব উন্নতি করার জন্য। সাংসদের নির্দেশ দিয়েছি ভাঙা স্কুল মেরামতের জন্য এক কোটি টাকা খরচ করতে। আর গ্রামীণ রাস্তার জন্য চার কোটি টাকা খরচ করার কথাও বলেছি।

বন্যায় ২৮ জন মারা গিয়েছেন। তাঁদের পরিবারকে ২ লক্ষ টাকা করে ক্ষতিপূরণ দেওয়া হবে।
