Sir, despite the RBI’s inflation target of four per cent, the food inflation has remained consistently high, which is disproportionately impacting the lower income households who constitute more than 70 per cent of our population. Beyond the short-term interventions like duty cuts, what structural measures is the Government contemplating to ensure food price stability? Through you, Sir, I would also like the hon. Finance Minister to give us update on fully revoking the GST from medical insurance, LIC and other insurance.

Madam, the Budget regarding Manipur should have been discussed about 20 months ago. We went to Manipur one year six months back and we came back to the House. We had said at that point of time that the condition of Manipur was such that Article 356 should have been imposed. … But at that time, Article 356 was not imposed. Now, Article 356 has been imposed. … As a result thereof, how many persons have died in Manipur? It is also reported that over 5,000 persons are injured and 32 persons are missing. Madam, 4,786 houses have been burnt and 386 religious structures have been vandalised, including temples and churches. … The violence in Manipur has divided the communities into two, with Meiteis inhabiting the Imphal valley and the Kukis living in the surrounding hill areas. Out of 243 violent incidents reported in the North-East States in 2023, 187 violent incidents were reported in Manipur. Manipur has suffered more than any State due to the recent inflation and economic woes in the country, and there was no action from the Centre for the restoration of peace and for a dialogue to help the displaced returntotheir homes. They are talking about the development of the North-East. But has the hon. Prime Minister gone to Manipur? This Manipur situation should not have been arisen. We have repeatedly said that the hon. Prime Minister should go to Manipur and visualise the position, but unfortunately, five minutes’ time has not been allocated by the hon. About Rs. 15 crore have been provided for temporary shelter; Rs. 35 crore have been provided towards housing and displaced people; Rs. 100 crore have been provided for relief operations; and Rs. 7 crore have been provided for compensation. It is such a little amount. How can it help the people of Manipur to develop? How will Manipur be developed with this little amount itself? … Madam, as regards the population of Manipur, who are mostly affected in Manipur? The percentage of Scheduled Tribe population in Manipur is 40.9. The percentage of Scheduled Caste population in Manipur is 3.41. The Meitei population constitutes 41.39 per cent of the total population in Manipur. The Muslims constitute 41.29 per cent of the population in Manipur. Kuki-Chin-Mizo population in Manipur is 8.40 per cent. And other religions constitute 8.19 per cent. Why violence happened there? Who has suffered? The Scheduled Tribe people have suffered. The Scheduled Caste people have suffered. Poor people have suffered. … Thousands and thousands of women have been raped in Manipur. Manipur has not got any justice from the hon. Prime Minister. Manipur needs justice. Justice has to be given to Manipur. Article 356 should not have been imposed in Manipur. And elections should be held immediately in Manipur. …

After 22 months of demanding, protesting, criticising and shouting, this Government is finally compelled to discuss Manipur. But under what circumstance? It is when the democracy is officially dead in this State of this largest democratic country. It was the widespread reporting of the shameful incident of public humiliation of two tribal women that led to the judicial intervention of the Supreme Court demanding accountability from the State Government. Unfortunately, the United Nations too raised alarms about the blatant abuse of human rights in Manipur citing reports of extrajudicial killing and sexual violence.… What is the point of discussing Manipur, Madam?… What is the point of discussing the budget of Manipur? Manipur has experienced higher inflation rates every month since violence broke out in the State. Around 70 per cent of Manipur lives in the villages with a monthly inflation rate of 10 per cent to 12 per cent, the highest inflation among all States in the country. Youth employment in Manipur is at 23 per cent. … बािेंनहीं रखी गई ह। : यह गिि बाि है। Madam, the budget for healthcare was slashed by 23 per cent and 11.5 per cent, and the budget for education was slashed by 17 per cent and 5.6 per cent in the past two years. Also, the budget for nutrition has been cut by 25 per cent. Social security spending for tribal communities has seen a massive cut of 47 per cent. The price rise is bleeding every family dry, no matter what their ethnicity be. What has the Manipur Budget Demands for Grant proposed for reducing inflation and ease supply chain for the network of the State? Approximately 6,164 children between six months to six years, 2,638 adolescent girls, 232 pregnant women, 753 lactating mothers are currently living across 325 camps in Manipur. सभापकत जी, मैंअपनी नेत्री ममता जी को बहुत धन्यवाद देता ह ं कक उनकी वजह सेमझुेआज सदन मेंअपनी बात रखनेका मौका कमला है। अभी कवमेन एम्पावरमेंट की बात हो रही थी, लेककन उनकी तरफ ककतनी एम्पावरमेंट हुई है, मझुेपता नहीं है। हालांकक मझु सेज्यादा भारतीय जनता पाटीवालों को और कोई नहीं जानता है। कजतनेयहांबैठेहुए हैं, संभवत: उन सभी मेंसेसबसेपरुाना मैंही होऊंगा। मैंउन्हेंभली-भांकत पहचानता ह ं।वेबात भले ही मकहला की करगेंे, लेककन मकहला के कलए कुछ नहीं करगेंे। यह हमारी लीडर ही हैं, कजन्होंने40 प्रकतशत मकहला सांसद इस लोक सभा मेंभेजेहैं। सभापकत जी, हमनेसनुा था कक वर्स2022 मेंभारत पांच कट्कलयन की इकोनॉमी बनेगा।वर्स 2014 मेंजब सरकार आई थी, तब मैंभी उसी तरफ था। मैंनेसनुा था, जब यह कहा गया था कक न खाऊंगा, न खानेदूगं ा, तब मैंनेचार सौ करोड़ रुपयेका भ्रष्टाचार उजागर ककया था। कजस खेल नेमझुेआन-बान-शान दी, मैंकजस खेल मेंदेश के कलए खेला था, वहांपर चार सौ करोड़ रुपयेका घोटाला हुआ था। मैंइनकेपास लेकर गया था। लेककन उस घोटालेके ऊपर कोई चचास नहीं हुई। कजस प्रकार सेकवभीर्ण को लंका सेकनकाल कदया गया था, मझुेभी उसी कवभीर्ण की तरह उस लंका सेबाहर कनकाल कदयागया था। मैंएक-एक चीज़ और राज़ इनके जानताहू ं। मैंउस कवर्य पर अकधक नहीं जाऊंगा। मकहलाओंकेबारेमेंइनकी क्या राय है, वह भी मैंजानताहू ं।वर्स2014 सेमंगुेरी लाल केहसीन सपनेहम सामनेदेखतेरहेहैं। उन हसीन सपनों को कबपूराहोता हुआ देखेंगे, यह मालूम नहींहै। क्योंकक लक्ष्य यह था कक वर्स2022 में, जब अमतृ काल होगा, हमारी आज़ादी के75 वर्सपूरेहोंगेतब सबके सरपर छत होगी। सबके घरों मेंनल होगा। नल मेंजल होगा। गैस होगी, कबजली होगी। लेककन यह लक्ष्य वर्स2047 पर चला गया है। जो वर्स2022 मेंहोना था, वह वर्स2047 पर चला गया है। इस सदन मेंककतनेकज़दा होंगे, नहीं होंगे, मालूम नहीं, वेलक्ष्य देख पाएगं ेया नहीं देख पाएगं े, पता नहीं। यह रूप है, स्वरूप हैकक इतना आगेबढ़ा दो कक इंसान पूछनेवाला न रहे। पांच कट्कलयन इकोनॉमी बनानेकी बात है। बात यह भी थी कक दो करोड़ नौकररयांहर साल लगेंगी। यानी मैं11वां साल न लेकर केवल दस साल ही लेलूं तो आज 20 करोड़ नौकररयां होती और एक पररवार मेंपांच व्यकि लेलूं तो सौ करोड़ लोग इज़्जतदार कज़ंदगी जी सकतेथे। 20 करोड़ लोग नौकरी करतेऔर उनके साथ पांच-पांच लोग पररवार मेंरहतेतो सौ करोड़ लोगों का आराम से जीवन-पोर्ण हो सकता था। लेककन बार-बार सनुनेको यही कमलता हैकक मोदी जी 80 करोड़ लोगों को पांच ककलो राशन देरहेहैं। 25 करोड़ लोगों को अभी गरीबी रखे ा सेकनकाला गया है, यानी कक 105 करोड़ लोग गरीबी रखे ा के नीचेथे। मैंयह कहना चाहता हू ं कक पैसा ककसका है? जो राशन आ रहाहै, वहपैसा ककसकाहै? वहपैसा140 करोड़ लोगों मेंसेउन दो प्रकतशत लोगों काहै, जोइनकम टैक्स देतेहैं। कम सेकम उन टैक्स देनेवालों को धन्यवाद कर दीकजए कक आपसेजो कर कलया जा रहा है, उसके माध्यम से80 करोड़ लोगों को अनाज कमल रहा है। लेककन वह नहीं करगेंे, बात करगेंे मोदी जी की। देश मेंजो लोग हैं, उनको कभी भी धन्यवाद ककया जाए, सो नहीं होगा। पांच कट्कलयन इकोनॉमी की बात होती है। पूंजीपकतयों के14 लाख करोड़ रुपयेके कजसेज को माफ कर कदया जाता है। उन पर 20 प्रकतशत टैक्स लगता है। हम पर 30 प्रकतशत टैक्स लगता है। अगर कोई 36 लाख रुपयेमहीनेमेंकमाता हो, अगर उस पर30 प्रकतशत टैक्स आप पूरेसाल का लगा लेंतो दस लाख रुपयेउसके चलेगए, यानी सवा तीन महीनेका टैक्स गया। उसकेऊपर जीएसटी लगा ली, तो डेढ़ महीनेकी सैलरी, जीएसटी भी18 पसेंट खाने-पीनेआकद सबपर लगीहुईहै, वह चलीगईहै। मतलब पांच महीनेकी उसकी जो आमदनी है, वह टैक्स मेंचली जाती है। पूंकजपकतयों का 14 लाख करोड़ रुपयेमाफ कर कदया जाता है, लेककन वेककसान जो यहां आकर सीमाओंपर 700 लोग मारेगए, कजनकी शहदत हुई, वह जब अपनी मागाँ करनेके कलए आतेहैं, तो उनसेपूछा नहीं जाता। यकद वह लोन पर ट्ैक्टर लेता है, और अगर एक ईएमआई नहीं भरता हैतो बैंक वालेआ कर आ कर उसके यहां सेउसका ट्ैक्टर छीन कर लेजातेहैंऔर वह बेचारा ककसान असहाय रह जाता हैऔर अपने लोन कीपूकतसनहीं करपाता है। जो गरीब आदमी लोन पर मोटरसाइकल खरीदता है, और हमारेघर मेंआ कर, लोगों के यहांखाना बांटता है, आप लोग भी स्वीगी, ज़ोमैटो, कदलंककट सेमंगातेहोंगे।वह बेचारा अगर ईएमआई नहीं देपाता तो आप उसकी मोटरसाइककल ज़दत कर लेतेहैं। उसकेरोज़गार का ज़ररया खत्म, उसका पररवार कफर भूखों मरता है। यह गरीब लोगों के साथ इन लोगों की इस प्रकार की प्रथा है। 30 प्रकतशत टैक्स, दो प्रकतशत यानी140 करोड़ लोगों में2.8 करोड़ लोगइनकम टैक्स देते हैं। 2.8 करोड़ यानी समकझए कक साढ़ेतीन या चार करोड़ लोग टैक्स देतेहैं। उनको 30 प्रकतशत में आप 12 लाख रुपयेकी छूट देतेहैं। लेककन, एक गरीब आदमी, कजन 80 करोड़ लोगों को आपपांच ककलो अनाज देतेहैं, उसको न तो तेल कमलता है, न मसाला कमलता है, न उसकेपास गैस खरीदने की क्षमता है।वह बेचारा क्या करगे ा? ऐसेमेंजीएसटी पर, चाहेतेल हो, साबनु हो, घी हो, पनीर हो, दूध हो, आटाहो, चावल हो, इन सबपर आपनेजीएसटी लगायाहुआ है।वह जीएसटी, चाहेपूंजीपकत हो, चाहेमध्यम वगसका आदमी हो, चाहेगरीब आदमी हो, सब बराबर देतेहैं। डारयेक्ट टैक्स मेंफायदा केवल उन दो प्रकतशत लोगों को हुआ, जो इनकम टैक्स देरहेहैं। अगर इनडायरक्े ट टैक्स में, यानी जीएसटी मेंकमी की जाए तो सभी 140 करोड़ लोगों को फायदा हो सकता है। उनकेखरीदनेकी क्षमता बढ़ सकती है, लेककन वेऐसा नहीं सोचेंगे। मैंनेएक बार पूछा था। अभी यहांराज्य मंत्री जी बैठेहुए हैं। इनसेमैंनेकहा था कक आप क्या करतेहैं, जीएसटी मेंकमी क्यों नहीं लेकर आतेहैं, तोइन्होंनेखड़ेहोकर मझुेजवाबकदया कक पकिम बंगाल का भी नाम जीएसटी मेंहै।… सर, मंत्री जी यहांबैठेहुएहैं, इसकलए मैंनेउनको कदखाया।हुजूर, आपके कबना मैंकहीं जाही नहीं सकता ह ं। आपके कबना हम कहां जाएगं ? Respected Chairperson, Sir, I, on behalf of the Santhal people of West Bengal, wish to state that a Santhali programme is being presently broadcast from the All India Radio, Kolkata at 6.05 p.m. daily from Gitanjali broadcasting slot of Bengal Channel for 30 minutes of duration. The Santhali programme in Akashvani, Kolkata is a very popular programme for the Santhal people since its inception on 15th August, 1975. The duration of broadcast of the Santhali programme is much lesser in comparison to the popularity of the programme. Another thing to be noted here is that no Programme Officer has been appointed as well as there is no permanent staff in the Santhali Section of Akashvani, Kolkata. The Santhali Section is run by a few contractual staff only. The Santhal people living across West Bengal have been demanding a dedicated Santhali broadcasting channel in All India Radio, Kolkata, since long. I found that the demand of the Santhal people is very legitimate, and I assure that the Santhal people have all aspects of contents to run a dedicated broadcasting channel in All India Radio, Kolkata, for Santhali. In view of the demands of a large number of radio listeners, through you, Sir, I would request the hon. Minister concerned to start a dedicated channel for broadcasting of Santhali programmes in All India Radio, Kolkata. I would also request you to appoint a Programme Officer who is well-versed with Santhali language and other permanent staff for smooth running of the programme. Thank you.

Sir, I have something very important to say. Under Rule 72(1) of the Rules of Procedure, I beg to oppose the Immigration and Foreigners Bill, 2025. Now, I point out to you a peculiar matter which has been caused by the truancy of the Home Minister because earlier the Bill was listed to be introduced on 12th February, 2025. It was printed. I gave opposition to its introduction. The Minister did not come. The Bill was not introduced. Today, again, the Bill is listed to be introduced. Today, the Home Minister is not there. What is it? Let me read my objections. Sir, I beg to oppose the introduction of the Immigration and Foreigners Bill. There are already four Acts regarding entry and exit of foreigners in the country. They have served their purpose so far and a new law appears superfluous in their place. I object to the new laws, especially with regard to obligation of universities as well as hospital, nursing home or any other medical institutes admitting any foreigner. This will restrict inflow of talent and knowhow in the country in the fields of academic and medical science. Sir, I also like to mention that the intention of the Bill is to abolish the laws. It proposes stringent fines on illegal entry, over staying, document fraud etc. While the Government speaks on decriminalising the law in general, the proposed‍ि legislation‍ि will‍ि make‍ि more‍ि stringent‍ि in‍ि case‍ि of‍ि foreigners‍ि …‍ मेरीबात तो सनु लीवजए। …‍िBureaucratic interference will make any foreigner’s stay in India difficult. There are fraudulent cases to the tune of 25 lakh. We are repeatedly asking the Ministry to take immediate steps in this matter. We do not have any objection. You initiate criminal proceedings and arrest those who are found guilty.… We do not have any problem. …But in the name of 25 lakh false cards, you cannot stop the benefits to the 10 crore people of West Bengal. …So, I would like to ask the hon. Minister whether he will implement the scheme or not. If there is corruption, why are you not taking necessary steps to take those, who are found guilty, into custody? You cannot say that the benefits would not be extended to the rest of the people. … Giriraj Singh ji, this is not acceptable. Lok Sabha MP Saugata Roy’s speech on The Bills of Lading Bill, 2024

Hon. Chairperson, Sir, I rise to speak on the Bills of Lading Bill 2024. I don’t know why it has not been corrected to 2025. I have a basic objection to the Bill. The Minister will remember that when it was introduced in the House, I had objected to the introduction of Bill. I said it was superfluous; it was not necessary. It is stated in the Statement of Objects and Reasons that though the substantive aspects of the said Act continue to remain relevant, being a pre-independence statute, it is imperative that the provisions of the said Act are revisited without changing the substance or spirit of the Act so as to bring it in line with modern legislation. The Minister has said that it is the same as the previous legislation. This is superfluous. I think the Ministry has no work, so they bring legislations unnecessarily. Before I speak on the Bill, I have a small request to the hon. Minister. He is from Dibrugarh which is on the banks of the Brahmaputra mighty river. He is also from the land of `lahe lahe’, which is in slow pace. Now my request is that you please give your Minister of State, Shri Shantanu Thakur, some chance to speak in Parliament. He is sitting every day, taking notes, but he is not getting a chance to speak. He is from West Bengal and he deserves a chance in your Ministry. Why do you not give him a chance to speak in Parliament? Sir,now we have to consider the shipping Bill. We have to consider the shipping industry. The shipping industry has undergone terrific changes in the last 50 years. Now, there are no more small ships. Ships are all container ships, and they are 2 lakh or 3 lakh tonnes. The bigger ships are oil tankers which bring petroleum from one country to the others. Unfortunately, though we have a big coastline, 34,000 miles of coastline which is more than China,but our coast is not indented, that is, there is not enough inlands. As a result of which, we do not have big container ships coming to our coast. Sir, you are from Chennai. You know that in Madras port, you have to have breakwater for maintaining the port. We need deep water ports. Kochi is a deep water port, so is Vizag. Earlier, the Government built new ports. In Mumbai, they built the Jawaharlal Nehru Port Trust. Paradip was built by the Government. Now all the new ports are going to one group of businessmen called Adani. New port in Vizhinjam in Kerala belongs to Adani. The new port in Dhamra in Odisha belongs to Adani, and the biggest port in the private sector is Mundra Port. The Mundra Port has the repute of maximum drug seizures. That also belongs to Adani. So, we have a change in the total perspective of the shipping industry, which I want to point out. Now why is the Minister bothering about these small changes in the Bill? I spoke during the introduction. I said it is not necessary. One bad point is that they are making legislation and taking all the power in the Government’s hand. They have said, the Government has repealed the Indian Bills of Lading Act, 1856 without introducing any significant improvements in maritime trade, except for centralizing power under the Ministry of Port and Shipping. The Bill says that the Central Government may give such directions, as it may deem necessary, for carrying out all or any of the provisions of this Act. That means the Central Government has overriding power. It is not democratic. The States should have been given some power in the matter of ports. The shipping industry could have some power. There could have been a National Shipping Council. That has not been done. We must see how to develop our ports. We must build deep-water sea ports. We must have big container ships; otherwise, we cannot compete with China. People here speak of competing with China. We are not even five trillion dollars in terms of GDP. China is 19 trillion dollars, and USA is 32 trillion dollars in terms of their GDP. Where are we? How do we catch up with China? China has a smaller coastline than us, but their Port of Shanghai has a huge capacity. We must remember that we must hasten to catch up with these countries. The Government having more power over the ports is not important. We must encourage the shipping industry. We must encourage the ship building industry. We must encourage the ship breaking industry. Unfortunately, we are falling behind in all these things. The Minister is a good man, but he needs dynamism and a 10-year roadmap and a 50-year road perspective as to how to develop the shipping industry which has fallen behind small countries. See the Dutch; they have the Rotterdam Port. It is equivalent to 4-5 ports of ours. The small countries have big ports. We have not built big ports. I will request the Minister to take up the matter of big ports. I have nothing to say against the Bill. But I will tell you that let the Minister come to the Parliament with a more positive legislation, not this minor tinkering legislation. This tinkering legislation can be done in the Atal Tinkering Laboratory. Thank you, Sir.

Lok Sabha MP Pratima Mondal’s speech on The Bills of Lading Bill, 2024

Sir, on behalf of All India Trinamool Congress, I rise to speak on the Bills of Lading Bill 2024. Sir, the Bill being brought by the Ministry of Ports, Shipping and Waterways contains several problematic provisions that could seriously harm the interest of shippers, traders, and stakeholders. Instead of improving maritime trade, the Bill increases Government control, reduces transparency, and creates scope for commercial fraud, all in the name of legislative modernization. One of the most alarming provisions of the Bill is found in Section 5 which gives the Central Government ultimate power to issue any direction it feels necessary to implement the Act. This means the entire authority over maritime shipping will now be controlled by the Central Government, leaving no space for State Governments, traders or industry stakeholders to influence policy-making in coastal regions. This provision clearly reflects an attempt of centralizing power in the hands of the Central Government. It also allows the Ministry of Ports, Shipping and Waterways to intervene in any shipping transaction without any valid justification, violating the principle of cooperative federalism, and reducing the autonomy of shipping business Another extremely dangerous provision is found in Section 4(1) which legalizes commercial fraud. According to this provision, even if the goods have not actually been shipped, a fake bill of lading can still be considered valid proof of shipment. Such a provision would also open doors for smuggling, black market trading and international money laundering. Small traders, especially exporters, would be highly vulnerable as they could easily be defrauded without any legal remedy. This provision also significantly damages India’s trade credibility as international companies may refuse to conduct business with India due to the increased risk of fraudulent transactions. Sir, the Government has repealed the Indian Bills of Lading Act 1856 without introducing any significant improvement to maritime trade, except for centralizing power under the Ministry of Ports, Shipping and Waterways. This is merely a ploy to introduce unchecked Government power over maritime commerce. Another extremely unfair provision appears in Section 2 of the Bill, which states that all legal and financial liability for any dispute or contract breach will automatically fall on the consignee, a person receiving the goods. Sir, this means that even if the shipping company or the seller is at fault, the consignee will still be held legally responsible This is extremely unjust, especially for small businesses, SMEs, and exporters, who may end up paying heavy penalties for mistakes they did not commit. This provision discourages smaller companies from engaging in maritime trade. It also completely ignores consumer protection as the Bill offers no legal remedies for consignees who receive faulty, incomplete, or fraudulent shipments. Sir, another major flaw of the Bill is that it does not regulate freight charges. The shipping lines, freight companies, and consignment agents often increase freight charges arbitrarily, especially for small businesses. The Bill does not set any regulations or price caps which can massively affect small and medium-scale enterprises as they will struggle to afford shipping costs. Instead of supporting small businesses, the Bill appears to protect large shipping corporations, allowing them to charge any price they want without Government regulation. This would further push small businesses out of maritime trade, weakening India’s domestic market. The Bill exhibits a clear pro-corporate bias, offering no protection to small traders or exporters. The Bill gives the Central Government complete power to control shipping lines, manage shipping documents, transfer ownership of goods, and interfere in private maritime contracts. It could also use this power to manipulate trade for its own political or economic interests or target specific businesses by obstructing their trade. This will significantly harm India’s Ease of Doing Business rankings, as businesses will have to operate under constant Government interference. Additionally, this paves the way for political favouritism, where only a few selected companies may receive special treatment from the Government, while others may face obstacles in their shipping operations. The Bill provides no role for State Governments in regulating maritime trade, despite the fact that they have a direct stake in port infrastructure, employment, and trade revenue. Excluding States and undermining local governance will severely impact local economies and port revenue generation. The vague and open-ended language of the Bill also increases the risk of corruption in maritime trade. The Bill creates three major loopholes. Firstly, Section 4 allows fake bills of lading to be legally accepted, even when no goods have been shipped, making commercial fraud easy. Secondly, Section 5 gives the Government unchecked power to interfere in shipping contracts without any valid reason. Thirdly, Section 2 shifts all legal and financial liability onto the consignee, even if the fault lies with the shipping company or the seller. These loopholes will encourage massive corruption, large-scale smuggling, and fraudulent trade practices. It will destroy accountability in maritime trade and make it easier for illegal activities like smuggling and money laundering to thrive. Sir, the Bill also creates confusion and uncertainty in international trade. Foreign investors and shipping companies may feel hesitant to do business with Indian traders because the Government now has the power to make sudden policy changes or interfere in trade contracts. This could damage India’s reputation in global trade and may even lead to trade restrictions, penalties, or sanctions against India for not following international shipping standards. The Bill also fails to modernize maritime trade by completely ignoring digitalization, making it harder for India to keep up with modern global shipping practices. Modern maritime trade also requires arbitration frameworks or mediation systems to resolve conflicts efficiently which are clearly absent here. The Bills of Lading Bill, 2024 is not a progressive legislation aimed at modernizing trade. Instead, it is a blatant power grab by the Central Government to centralize maritime power. Sir, I would like to mention here that the Haldia Dock Complex is connected to National Waterway-1. The port is connected with the riverine ports of Bangladesh and Indian State of Assam by National Waterway-97, Sundarbans Islands Waterways and Indo-Bangladesh Protocol Waterways. I would like to draw the attention of the hon. Minister for Ports, Shipping and Waterways. Every day more than 100 large cargo ships come from our neighbouring country Bangladesh to India for trading purpose by using the waterways of Sundarbans. These cargoes cross several rivers around the Sundarbans delta like Muriganga, Matla, Thakuraen, Vidyadhari, Piyali, etc. leading to soil erosion and thereby causing severe damage to the river embankments of entire Sundarbans area. Agricultural lands and ponds are getting polluted and becoming infertile, and mud houses of the residents of Sundarbans are being damaged by saline water which passes through the broken embankments. The most alarming thing is that many islands like Kumirmari, Satjelia, Chhotomollakhali, Amtoli, Mousuni, Ghoramora, etc. are becoming vulnerable, struggling to exist due to heavy waves that hit and submerge the islands during the movement of large cargoes. Moreover, the rising sea levels caused by climate change are also worsening the situation. To protect our Sundarbans and residents of the area, our hon. Chief Minister Mamata Bandopadhyay has sanctioned an amount of Rs.27 crore for construction and repair for the embankment of Sundarbans area. I would also like to request the Central Government and the hon. Minister, who is present here, that either the trade should be conducted by road transportation or the Ports, Shipping and Waterways Ministry should provide financial assistance for maintenance and construction of river embankments of the entire Sundarbans area. Madam, the faulty voter list is a serious concern in the country itself. Our Chief Minister first flagged the issue of numerous instances of duplicate voter cards. The explanation given by the Election Commission is clearly a breach of Rule 20 of the Election Conduct Rules itself. These things have been happening for the last few years. Earlier, it was not there. That is why there is an increase in votes. In West Bengal, the voters are coming from Gujarat and Haryana. This is not tolerable. The Election Commission all the time says that they are conducting elections in a transparent and fair manner. It is clear that there had been no transparent elections in the last few years. There had been no fair elections in the last few years, not at all. The Election Commission has not acted properly, and appropriate proceedings should be brought against the for that reason.
