Saket Gokhale’s Point of Order on the House’s need to confine itself, during the Motion of Thanks on the President’s Address, to discussing only those issues mentioned in the Address
Sir, I have a point of order. Sir, I refer to Rule no. 15; ‘Scope of discussion’ on the President’s Address and Messages to Council. It says, “On such day or days or part of any day, the Council shall be at liberty to discuss the matters referred to in such Address on a Motion of Thanks moved by a Member and seconded by another Member.” Sir, this is campaigning for Delhi Elections…The President has not … Whatever is being referred to, has not been spoken in the President’s Address.
