Kalyan Banerjee’s Zero Hour mention on the need to look into Home Ministry’s BPR&D appointing private orgs to undertake law and order surveys in Bengal, which violates the federal structure of India
Madam, under the Ministry of Home Affairs, there is an organisation which is called BPR&D. The BPR&D has appointed two private organisations, namely, NACER and SARD. They are doing survey in West Bengal regarding law and order, perception of public safety, and public opinion ignoring the State of West Bengal. All the time, the Ministry of Home Affairs takes the information from the State Government. But an organisation has been appointed by the MHA. They are appointing and they are engaging private organisations. It really betrays the federal structure of the country. I will request the Minister of Home Affairs to look into the matter and give us an answer to that.
