This is with reference to Rule 29. Please see page 236 of the Revised List of Business, on the Factories (Amendment) Bill. This happened when the Enemy Property Bill came up too, Sir.

This is a Friday afternoon, it is an earnest request not to put this in the List of Business because we discussed something in good spirit to not to list a Bill on a Friday afternoon even if the business of the House collapses. Give us the assurance that this Bill will not be taken up today.

Sukhendu Sekhar Roy makes a Point of Order on the Finance Minister’s reply on Finance Bill

First of all, the “reasons to believe” cannot be unreasonable. If the Court has the power to hear an aggrieved person on this point, why should the Appellate Tribunals not hear?

Therefore, it appears from the statement of the Hon. Finance Minister that the Government will not consider the demand made the Opposition parties. So, we are staging a walkout.

 

Saugata Roy makes a Point of Order on the GST Bill

Madam, I’m not speaking on the merits of the Bill. It has been passed in the Inter-State Council and the Cabinet has taken a decision. I am objecting to these midnight manoeuvres. The Minister on Friday passed the motion on Government business for the coming week. If it was uploaded on the midnight of Friday, then why did lit not come on the List of Business for today?

Why has it been introduced today? Because the Minister knows that there is a Business Advisory Committee meeting chaired by you, and called by you, which will take place at 1 o’clock today. Then we’ll come in a hurry. So we’ll have the Bill tomorrow and then we will discuss immediately.

Madam, there is a time for such an important business. Madam, please do not upset the balance in parliamentary procedure; members should be given sufficient time to deliberate, discuss, think, to put objections, whatever. Madam, you should give a ruling on this. The House should not be suddenly jolted into action by midnight manoeuvres.

 

Sukhendu Sekhar Roy’s Point of Order on BJP leader from Bengal being caught with money and arms | FULL TRANSCRIPT

Sir, through you I would like to make a humble suggestion to the Union Finance Minister. A BJP leader was arrested in Bengal yesterday with Rs 35 lakh, of which Rs 25 lakh were in new Rs 2000 notes. He was also carrying arms.

People are unable to find cash, but how are BJP leaders in possession of so much cash in new currency? Common people are in distress because of lack of cash but a BJP leader in Bengal seems to have sufficient supply of new currency.

What is the Finance Ministry going to do in this case? What steps are they taking to investigate more such cases?

Trinamool’s Derek O’Brien makes a Point of Order on the GST Bill

Sir, I have a serious Point of Order. Sir, the GST Bill which is circulating today is not the Bill which was passed by the Lok Sabha.

The amendments which the Hon’ble Finance Minister has moved are based on that as passed in Lok Sabha. My limited point is, the Bill which we now have with us is actually the Bill which is the one as recommended by the Select Committee.

In Clause 19, Sir, everybody has had an informal agreement that the State will be compensated for five years. But the amendments which are being circulated by the Finance Minister does not contain that amendment. So it may be an oversight. If it is so, let it be known.

Sir, the GST Bill is the property of this House. For the last 20 minutes, every television channel is showing what amendments have been made to the Bill. As members of this House, it is our privilege to see the Bill first. None of us know, we have not got the Bill. There are some meetings happening. All the television channels are talking about some amendments. Protect us, Sir. It is a serious issue. We are waiting.
