The Kanyashrees of the state should get the bank loans to start their own entrepreneurship as they deserve this much support from the banking sector to achieve their dreams in future, feels state Finance Minister Dr Amit Mitra.

Dr Mitra who was addressing the dignitaries in a banking conclave on Wednesday has put this proposal before State Bank of India Chairperson Arundhati Bhattacharya, who was also the speaker of the conclave.

“I have said to the SBI chairperson that the Kanyashree Prakalpa is completely funded by the state budget. But the girls, who have received Kanyashree before passing out from their colleges, may need the bank’s help to start entrepreneurship or may get attached to the Self Help Groups,” Dr Mitra said.

The State Finance Minister opines that the girls, who are getting Kanyashree, could start their own viable occupation but only after completion of their education. “These girls can set up boutiques, beauty salon by their own credit, or they can learn accounting software and set up their own institute,” he said.

“As a Kanyashree recipient, they have gained legitimacy. They have received Rs 25,000, after attaining the age of 18 from the state government. Now, if they could prepare a bankable project and approach any bank, will the bank support them? I think banks would certainly think over it,” Dr Mitra added.

He assured to raise this issue in the next State Level Banking Committee (SLBC) meeting. “We can make a list of aspiring candidates who have received Kanyashree and opt for getting bank loans to start their own business. We will approach every bank,” the Minister said.

Kanyashree Prakalpa, a pioneering model across India, followed by central government and many other states for similar projects, has been much acclaimed in the international and national arena. It is mentored by Chief Minister Mamata Banerjee and the project seeks to improve the status of girls, especially those belonging to the underprivileged family background.

This project gives financial support to those girls to continue their studies, complete secondary education, and even technical educations. The Kanyashree has decreased the early marriages in our state, at least till 18 years which is the legal age for marriage. It has reduced the risks of early pregnancies and maternal and child mortality, malnutrition and other harmful health conditions.

West Bengal Finance Minister Dr Amit Mitra Monday held a meeting with the Ambassadors of 22 countries in preparation to the Bengal Global Business Summit to be held in January, 2017.

Ambassadors of nations including Germany, France, Britain, Belgium, Singapore and Bangladesh were present at the meeting with the Bengal Finance Minister where the State Government showcased a presentation.

Dr Mitra informed the Ambassadors about the scopes and opportunities in the State for doing business in areas like ports, solar energy and many other areas.

This is the first time the State Finance Minister held a meeting with the Ambassadors of different countries.

 

বেঙ্গল গ্লোবাল বিজনেস সামিটের প্রস্তুতি শুরু করলেন অর্থমন্ত্রী

পশ্চিমবঙ্গের অর্থমন্ত্রী ডঃ অমিত মিত্র সোমবার বিশ্বের ২২টি দেশের রাষ্ট্রদূতের সঙ্গে দিল্লিতে বৈঠক করলেন। ২০১৭ সালের বেঙ্গল গ্লোবাল বিজনেস সামিটের প্রাথমিক প্রস্তুতির জন্যই এই বৈঠক।

দিল্লির ফিকির দফতরে আয়োজিত এই বৈঠকে জার্মানি, ফ্রান্স, ব্রিটেন, উত্তর কোরিয়া,বেলজিয়াম, সিঙ্গাপুর এবং বাংলাদেশসহ ২২ টি দেশের রাষ্ট্রদূত অংশগ্রহণ করেন। রাজ্য সরকারের তরফ থেকে অর্থমন্ত্রী একটি উপস্থাপনা পেশ করেন।

ডঃ মিত্র পোর্ট, সৌর শক্তি এবং অনেক অন্যান্য স্থানসহ রাজ্যের বিভিন্ন এলাকায় ব্যবসার সুযোগ-সুবিধার কথা জানান রাষ্ট্রদূতদের।

এই প্রথমবার রাজ্যের অর্থমন্ত্রী বিভিন্ন দেশের রাষ্ট্রদূতদের সঙ্গে বৈঠক করলেন।

Keeping in mind the sustainable growth in the economy of the state in the past five years, Korean Trade-Investment Promotion Agency (KOTRA) has decided to set up its office in Kolkata.

This is the first office of KOTRA, which is an organisation of South Korean government to look into the promotion of trade, in eastern India and it will open a door for more investment in the state.

Amit Mitra, the state Finance Minister, said at Nabanna on Friday that Dong Seok Choi, Chief Director General of KOTRA on Friday held a meeting with senior officials of the West Bengal Industrial Development Corporation (WBIDC). “He has shown interest in setting up their office in Kolkata. It is a matter of pride for the state as the organisation has chosen the city to set up their office which is the first and only one in eastern India,” he said.

The state government has assured all support to KOTRA in setting up of their office in Kolkata.

কলকাতায় অফিস খুলতে চলেছে কোরিয়ার বাণিজ্যসংস্থা

গত পাঁচ বছরে রাজ্যের অর্থনীতির সাফল্য ও বৃদ্ধির কথা মাথায় রেখে, কোরিয়ান ট্রেড-ইনভেস্টমেন্ট প্রোমোশন এজেন্সি (KOTRA) কলকাতায় তাদের কার্যালয় স্থাপন করার সিদ্ধান্ত নিয়েছে।

পূর্ব ভারতে দক্ষিণ কোরিয়ার এই বাণিজ্যসংস্থার এটি প্রথম কার্যালয় যা রাজ্যের সামনে বিপুল বিনিয়োগের দরজা খুলে দেবে।

শুক্রবার নবান্নে রাজ্যের অর্থমন্ত্রী অমিত মিত্র KOTRA-র চিফ ডিরেক্টর জেনারেল এবং পশ্চিমবঙ্গ শিল্প উন্নয়ন কর্পোরেশন (WBIDC) ঊর্ধ্বতন কর্মকর্তাদের সঙ্গে একটি বৈঠক করেন। বৈঠকের পর অর্থমন্ত্রী জানান, KOTRA কলকাতায় তাদের কার্যালয়ে স্থাপনের আগ্রহ প্রকাশ করেছে,  এটা রাজ্যের  জন্য একটা গর্বের ব্যাপার যে এই সংস্থা তাদের অফিস স্থাপনের জন্য আমাদের শহরকে বেছে নিয়েছে”।

কলকাতায় তাদের কার্যালয় স্থাপনের জন্য KOTRA-কে সবরকম সহযোগিতার আশ্বাস দিয়েছে রাজ্য সরকার।

To attract investment in the State, West Bengal Chief Minister Mamata Banerjee will go on a four-day visit to Italy and Germany in September.

Two apex chambers of commerce and industry from Germany have invited WB CM to go with a business delegation, while the Mayor of Rome has invited her for a special reception, state finance minister Amit Mitra said.

The Chief Minister is already scheduled to attend the canonisation ceremony of Mother Teresa in Vatican City where the late Nobel laureate will be declared a saint on September 4.

Rome’s first woman Mayor, Virginia Raggi, has invited Mamata Banerjee for a special reception during her visit to Vatican City where many top businessmen will be present, Dr Mitra said, adding, “It is a matter of pride for us.”

BVMW, the German Association for Small and Medium sized Businesses, has written to WB CM praising her government.

It said under her leadership the state has made tremendous strides on the lines of global benchmarks to catalyse growth, Dr Mitra said.

Another organisation IHK, Association of German Chambers of Commerce and Industry, have also invited the Chief Minister to visit them, he said.

“Both of them have expressed interest and asked us to go with a delegation. We will go with a business and official delegation. Munich is a hub of auto ancillary products and our Chief Minister always wanted to go to a place where there is a big manufacturing centre,” Dr Mitra said.

In September, Mamata Banerjee and her delegation will spend two days in Rome and another two days in Germany.

“There are 500 companies from the state which export to Germany while there are 200 companies from Germany are present in the state,” the finance minister said.

 

জার্মান বণিকসংস্থার আমন্ত্রণ মুখ্যমন্ত্রীকে

রাজ্যে বিনিয়োগ আনতে সেপ্টেম্বরে চার দিনের সফরে ইতালি ও জার্মানি যাচ্ছেন মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। রোমের পরই আগামী ৬ ও ৭ সেপ্টেম্বর মিউনিখ ও ডুসেলডর্ফে যাবেন তিনি৷

শিল্পমন্ত্রীও জানিয়েছেন, জার্মানির বণিকসভাগুলির সেরা দুই সংগঠন বিভিএমডব্লু ও এআইএইচকে মুখ্যমন্ত্রীকে সেখানে আমন্ত্রণ জানিয়েছেন৷ রোমের মেয়রও আমন্ত্রণ জানিয়েছেন৷

আগামী ৪ সেপ্টেম্বর মাদার টেরিজার ‘ক্যানোনাইজেশন সেরিমনি’তে অংশ নিতে মুখ্যমন্ত্রী রোমের ভ্যাটিক্যান সিটি যাবেন৷

রোমের প্রথম নারী মেয়র মমতা বন্দ্যোপাধ্যায়কে অভ্যর্থনা জানাবেন, সেখানে অনেক বিশিষ্ট ব্যবসায়ীরাও উপস্থিত থাকবেন।

অমিত মিত্র এদিন বলেন, “রাজ্যের ক্ষেত্রে তো বটেই, দেশের ক্ষেত্রেও বিষয়টি গর্বের৷

সেপ্টেম্বরে মমতা বন্দ্যোপাধ্যায় ও তার প্রতিনিধি দল ২ দিন রোমে এবং ২ দিন জার্মানিতে থাকবেন।

অর্থমন্ত্রী বলেন, “রাজ্যের ৫০০ টি কোম্পানিকে এক্সপোর্ট করা হয়েছে জার্মানিকে, ইতিমধ্যেই জার্মানির ২০০টি কোম্পানি রাজ্যে রয়েছে”।

West Bengal Finance and Industries Minister Dr Amit Mitra on Friday highlighted the investment figures and projects-in-pipeline to depict a changing industrial climate in the state.

He instead gave thrust on Purulia’s Raghunathpur figuring in the national dedicated freight corridor grid, HPCL’s turnaround story, and Birbhum’s Deocha Pachami coal block.

“The Global Business Summit in 2015 drew investment proposals of Rs 2,43,100 crore of which Rs 94,380 crore are at an operational state. The 2016 summit saw a commitment of Rs 2,50,254 crore. Inspite of the polls – and model code of conduct – Rs 24,924 crore of it are at an operational state,” Mitra said while replying to a budgetary debate in the assembly.

He claimed the state has got proposals for 234 medium and large scale units, which together amounts for a whopping Rs 72,516 crore.

Referring to July 2015 central data, he claimed that industrial growth in Bengal was higher than many states, including Punjab, Tamil Nadu and Maharashtra.

He said that the state has been scaling up infrastructure requirements like connectivity, water, transportation and power back-up at the Industrial Parks to make them viable destinations for investment. Mitra cited the HPCL’s 97 per cent productivity levels and its increased profits.

“Haldia, Asansol and Kharagpur were pulled out from red zone, else it could have been detrimental,” he said. The red zone refers to Central Pollution Control Board’s identified zones where industrial activities were banned due to environmental concerns.

He also said 2,600 acres identified in Purulia’s Raghunathpur as an industrial park would be the site for an integrated manufacturing and production hub figuring in the Amritsar-Kolkata dedicated hi-speed freight corridor.

A Singapore-based company has decided to invest Rs 70 crore after entering into a partnership with EFRAC (Edward Food Research and Analysis Centre) laboratory at Barasat in North 24 Parganas.

The discussion with the Singapore based company Mandala Capital Limited that focuses on long term investment in the food and agri sector in the Indian sub-continent had initiated during the Chief Minister’s Singapore visit. Moreover, there was also a discussion on the matter during the Bengal Global Business Summit.

Dr Amit Mitra, the state finance minister, said that at present, 68 scientists work in the laboratory. With the investment, the number will go up to 150 and in the next three to four years there will around 300 to 400 scientists working in the laboratory.

The money will be utilised in bringing further development in infrastructure and capabilities of the laboratory. The group also has a plan to further invest the equal amount of money after it’s initially success.

The Bengal Chamber of Commerce and Industry on Friday congratulated state Finance Minister Dr Amit Mitra for presenting a forward looking Budget for 2016-17, with an almost five-fold increase in planned expenditure that focuses on education, employment, agriculture and the MSME sector.

The Chamber said it was encouraging that the state has also been able to achieve a robust growth of seven times in agriculture and four times in infrastructure development in the past five years, while at the same time pushing down fiscal and revenue deficits within manageable limits even against the backdrop of a huge inherited debt burden of over Rs. 2.5 lakh crore.

Rakesh Shah, president of Bharat Chamber of Commerce, Kolkata said: “Amit Mitra deserves rich accolades for the most remarkable accomplishments in terms of the reduction in fiscal deficit and revenue deficit. This is despite large scale implementation of several ambitious schemes and projects for growth in the social development sector, which are being emulated in other States of the country.”

Anil Vaswani, Chairman, CII West Bengal State Council said that the Budget is a developmental one “with a focus on small-scale industries, health, infrastructure and education. The Finance Minister has made proposals to expedite speedy dispute resolution of VAT appeal cases. This will certainly go a long a long way in improving business environment in the state.”

Schools, colleges and universities to get virtual classrooms

The state government has decided to introduce “virtual classrooms” in universities, colleges and schools. State Finance Minister Dr Amit Mitra said in the Assembly that the initiative has been taken to let students, even from the remotest part of the state, access information related to education and developments taking place in this sector across the globe.

They will be provided high speed internet connectivity capable of handling live streaming of videos. There will also be facility for projection and audio system for better viewing of the facts. The project will come up at a cost of Rs 100 crore. “This is one of the dream projects of the Chief Minister Mamata Banerjee,” said Dr Mitra.

Explaining the usefulness of the project, Dr Mitra said that a student in a village does not get the opportunity to interact with an expert in a particular subject from the city. However, with the introduction of the e-classrooms, he or she can even interact with educationists and experts from educational institutions abroad.

Partha Chatterjee, the state education minister, said that e-classrooms will be set up in 732 state-aided universities and government colleges and 2000 secondary schools in the first phase. There will be two e-classes in every institution.

The State Finance Minister, Dr Amit Mitra placed the Interim Budget for 2016-17 today in the West Bengal Assembly. Dr Mitra had placed a vote-on-account earlier this year because of the election.

While presenting the vote-on-account in the Assembly earlier, Dr Mitra had introduced no new taxes and proposed a 17% hike in Plan outlay, amounting to Rs 57,905 crore, for financial year 2017.

Finance Minister Dr Mitra had listed the Government’s “unprecedented” allocation in the social sector, while pointing out that the debt-ridden State has received no help from the Centre in terms of debt moratorium. He added that the State, on the basis of Gross Value Added, has expanded at 12% against the national growth of 7.3%.

Dr Mitra claimed that the State had set a record in terms of expenditure in the social sector — increasing rural development budget four times, health budget three times, minority development budget five times and agricultural budget three times, and creating planned expenditure for women and child welfare.

২০১৬–১৭ আর্থিক বছরের বাজেটের অংশবিশেষ 

আজ বিধানসভায় ২০১৬-১৭ আর্থিক বছরের বাজেট পেশ করলেন অর্থমন্ত্রী অমিত মিত্র। নির্বাচনের কারণে তিনি এ বছরের ফেব্রুয়ারি মাসে ভোট অন অ্যাকাউণ্ট পেশ করেছিলেন।

ভোট অন অ্যাকাউণ্ট পেশ করার সময় অর্থমন্ত্রী নতুন কোন কর ঘোষণা করেননি। বরং তিনি ২০১৭ আর্থিক বর্ষে পরিকল্পনা খাতে ব্যয় ১৭ শতাংশ অর্থাৎ ৫৭.৯০৫কোটি টাকা বৃদ্ধির প্রস্তাব দিয়েছেন।

রাজ্যের ওপর বিপুল ঋণের বোঝা ও কেন্দ্র থেকে কোনরকম সাহায্য না পাওয়া সত্ত্বেও সামাজিক ক্ষেত্রে “নজিরবিহীন” বরাদ্দ তালিকাভুক্ত করেন অর্থমন্ত্রী। তিনি আরও বলেন, রাজ্য তার GVA growth (Gross Value Added growth) ১২% বৃদ্ধি করেছে, যখন দেশের ক্ষেত্রে এই বৃদ্ধির হার ৭.৩%।

ডাঃ মিত্র দাবি করেন, রাজ্য সামাজিক খাতে ব্যয়ের দিক থেকে রেকর্ড তৈরি করেছে – গ্রামোন্নয়ন বাজেট বৃদ্ধি চার বার, স্বাস্থ্য বাজেট তিনবার, সংখ্যালঘু উন্নয়ন বাজেটের পাঁচবার এবং কৃষি বাজেট ও নারী ও শিশু কল্যাণে পরিকল্পনা ব্যয় বৃদ্ধি পেয়েছে তিনবার।

Scrapping the Left Front government’s proposal of setting up a minor port at Rosulpur in East Midnapore due to lack of transparency, the Trinamool Congress government has plan to put up a similar one at Shankarpur-Tajpur. The project will be cost friendly as no land acquisition is required.

The Trinamool Congress government had engaged a firm to carry a survey and to prepare a feasibility report. Dr Amit Mitra, the state finance minister, on Friday said that as per the feasibility report, the port is proposed to come up in between the 3 km long sea shore off Tajpur and Shankarpur.

Cost-friendly

As per the new plan, there is a requirement of dredging work of only 18.8 km compared to that of 93 km in the previous plan. The silt that would be dredged out will be used again to form a reclaim land of a dimension of 2 km in length and 2.5 km in breadth on which the major portion of the port will come up.

Thus, there is no need of any land acquisition. The excess silt will be dumped in a low vested land, which again will improve the quality of the plot. Now the project cost has come down to Rs 4,231 crores compared to that of Rs 8,000 crores only for the first phase of the previous plan.

Vessels with a parcel size of 60,000 tonnes will able to avail the port with 12 metre draft. It may be mentioned that at present, vessels only with a capacity of 10,000 to 20,000 tonnes can avail the Haldia Port. Moreover, there will be general cargo storage besides two coal berths and separate yards for iron ore, lime stone and containers.

No harm to tourism

Dr Mitra said the new plan will also not cause any harm to the tourism sector in the region as there is a guard wall in the coast between Shankarpur and Tajpur. The new plan is not only cost friendly, but also at the same time safety and security of the port will also be maintained.
