Sukhendu Sekhar Roy makes a Point of Order on disorder in the House

Sir, Rule 257: Power of Chairman to adjourn Council or suspend sitting – In the case of grave disorder arising in the Council, the Chairman may, if he thinks it necessary to do so, adjourn the Council or suspend any sitting for a time to be named by him.
Now, the Chair cannot compel a Member to speak in the din. There is great disorder in the House. In this situation, no Member can be compelled to speak.
