Manas Bhunia asks Supplementary Questions on the reasons behind recruiting inexperienced personnel via lateral entry in the Government of India

I am grateful that I got the opportunity to place my Supplementary through you, Sir.

With the Honourable Minister and the Honourable Prime Minister present in the House, I would like to question as to what prompted the Government, with the advice of the NITI Aayog, as per a report published in 2017, to avoid the expertise of the personnel already present in the service panel, and thus deprive them, and bring expertise from outside, people who have no knowledge of public administration? What are the reasons?

Now I am asking my second Supplementary to the Honourable Minister, through you, Sir. I understand that the Minister mentioned Dr Manmohan Singh, Dr Montek Singh Ahluwalia, etc. The country knows that they are people of a certain stature.

Sir, will the Honourable Minister please state, given the fact that officers for 40 positions at the levels of deputy secretary and director are going to be recruited from outside the service cadre, won’t the career enhancement opportunities of officers in the cadre be compromised?
