Sudip Bandyopadhyay raises a Point of Order on the Minister’s reply on Union Budget 2019

Sir, in the Budget speech, we are habituated of learning the Surplus Budget or the Deficit Budget but this has been prescribed as Zero Budget. It has not been explained properly what Zero Budget means.
The petrol-diesel price rise is a genuine problem for the poor farmers, which caused the increase in the prices of every commodity. Saugata Roy wanted to mention it through a Point of Order. It was neither allowed nor were the questions replied to.
Since the questions have not been replied to properly, as a mark of protest, we too walk out.
