Madam, I rise to speak on The Banning of Unregulated Deposit Schemes Bill. It is obvious the BJP does not want me to speak on the Bill. Already one member from the Congress, who is a mafia don, has spoken against Mamata Banerjee. Another person from the CPI(M), who won by 1,100 votes, has also spoken against her.

The chit funds were not started during Mamata Banerjee’s regime. All the chit funds were started in 1980 when the Left Front was in power. When the Saradha Scam broke, Mamata Banerjee took the trouble of arresting the main person from Kashmir. She set up a commission to return the money to investors.

After the CBI took up the investigation, not even one rupee has been returned. Now all these people from the CPI(M) and the Congress who spoke are linked to the chit fund issue; they are linked to Rose Valley. I am asking this Government, what have they been doing for five years?

On the last day, they are bringing the Bill. Our Finance Standing Committee had a meeting on January 2 and we had produced a report. But the Government has not agreed to a single recommendation we had suggested in the report. We had suggested that the words ‘any other report’ must be added after Central Bureau of Investigation. They have not agreed to that. We suggested that the Bill should be changed accordingly. We suggested that the Bill should be redrafted but the Government has not redrafted the Bill. These people who are speaking are all agents, including the mafia don. That’s why, we have no objection to the Bill, provided it is amended as suggested by the Standing Committee on Finance. We want all the chit funds to fail.

There are chit funds in Punjab and Odisha. There are other chit funds too. That’s why I suggested the Bill be brought.
