Sir, yeh mauka humein zyada nahin milta ki Sarkaar ka laaya hua koi Bill  samarthan karta hoon, lekin aaj ye Bill ke khilaf main nahi hoon aur main Prakash Javdekar ko badhai dena chahta hoon ki kam se kam unka approach non-confrontationist hai. Shiksha aisi cheez nahi hai, jismein hum aapas mein jhagra karein. Shiksha mein sahmath hoke aage badhna hai, iske pehle yahi mantrak mein thoda yeh jhagra ka vatavaran bana tha. Prakash ji usko bahut shanth kiya isliye unko badhai.

Yeh Bill, naam jo hai, Right of Children to Free and Compulsory Education Second Amendment Bill 2017, yeh amend karta hai RTE ko, khaas karke Clause 16 jahan par bola tha ki koi detention nahi hoga Class One se Class Eight tak. Yeh Bill batata hai ki Class Five ke baad ek pariksha hoga aur Class Eight ke baad ek pariksha hoga aur woh bhi pariksha mein fail hoye jaye bacche toh usko detain nahi kiya jayega, usko phir pariksha dene ka mauka diya jayega. Doosri bar pariksha dene ke baad bhi woh asafal rahen to uske barien mein appropriate Government siddhanth lega ki kya karna hai woh wahin rahega. Lekin Right to Education ka ek baat hai ki koi baccha school se expel nahi hoga, yeh yahaan par bataya gaya hai. Woh pass karta hai ya fail karta hai, woh school mein rahein kyunki yeh humara lakshya yeh hai ki sab bacche 14 saal tak padhein, itna elementary education unko ho.

Toh Mantriji jo Bill layen hain yeh accha hai ki woh pehele Bill nahin laye, woh Bill 2017 mein aaya tha, phir yeh Human Resource Development Standing Committee mein gaya. Teen committee, Central Advisory Board of Education 2014 mein report diya, National Achievement Survey 2012 mein report diya, aur Economic Survey 2016-17 mein report diya, usme they observed declining learning levels in implementation even after RTE Act was passed. Kya halat tha?

2016 mein athhavan (78) pratishad bacche jo Class 3 mein the wo Class 1 ka ek text nahi paar sakte the. 2017 se Comptroller and Auditor General wo bhi report diya humare elementary education mein, wahan bhi yeh declining standard ke bare main bola gaya. Iska karan kya hai, karan 3 bola gaye, ek toh, shikshak. Shishako ka jo role pura nahi raha, sab log bola hai ki, low teacher accountability and appraisal, more quality of the content of teacher education and changes in curriculum of B.Ed and B.Ed courses. Doosra kya tha, school accountability, school kisi ke pass pratibad nahi tha ke school usko jawab de…toh CAB bola tha ke performance management team system hona tha, for all teachers, school leaders and departmental officials performance usko assess karna chahiye. Nature of assessment woh bhi ek regulation mechanism karna chahiye under RTE Act continuous and comprehensive evaluation karna chahiye aur age appropriate training karna chahiye.

Yeh chaar kami humara shiksha vyabastha mein hai dekhai diya. Mantri ke samne yeh challenge hai, toh unke upar RSS ka bahut dabou hai, yeh saab alag baat hai toh main nahi janna chahata hoon, lekhen kyunki yeh swayam sevak raha hai thora RSS ka dabou ko pacha ke chal parte hain, toh unko vishwas hai RSS par. Aur wo Maharashtrian Brahmin bhi hai toh RSS ka dabou par nahi chalna chahiye.

Par do cheez meh isme puchna chahata hu, meh toh Bill ka samarthan kar chuka hu aur mein bola ki iss ka zarurat hai, ek hai flexiblity for States to determine examination and retention. Yeh kanoon aap pura desh meh kar rahe hai education ek concurrent list  meh hai toh yeh pariksha ke bare meh prantoh ko pradesho ko suth diya jae. Pariksha 5 aur 8 mein hi hoga, lekin kya hoga aur kaise hoga States ko decide karna chaiye, yeh  freedom States ko dena chahiye. Dusri baat hai there is a lack of clarity on who administers the examination. Aap jathiya sthar mein kanoon la rahe hain lekin iska matlab nahi hai ki NEET chalu kar daen. Saara Hindustan mein medical ke liye ek hi imtehaan hai. Yahan bhi NEET chalu karenge kya saara desh meh ek pariksha, kabhi nahi hoga. Itna bada desh, itne saare bacche hain toh yeh clearly mantri ko saaf  batana chaiye ki evaluation/examination kaun lega.

Hum yeh kahenge ki kya mantri ko pata hai ki  National Achievement Survey seh pata chala hai that students in 34 States in Class 5 were able to correctly answer 45% of reading comprehension items. For reading comprehensions, scores of 19 States are significantly below the score sheet of 2012. Matlab maan ghatta ja raha hai.  For mathematics, in 2015 scores of 20 States are significantly below the scores in 2012. Yeh mantri ko jawab dena padega ki kyun aisa ho raha hai. Iss liye aaj jo kanoon lae hai jo mantra ji, mein bola ki iss ke sath humara jhagra nahi hai aur mein mantri ji se anurodh karunga shiksha ke bare meh app subko leke aage bade. Sab States ko saath mila lein. CAB of Education jo hai usko saath leke chale kyuki hame prathamikta dena chahiye prathamik shiksha ko.
