Saugata Roy seeks clarification on The Code on Wages Bill, 2019

Sir, hamara chhota hi sawal hain. Mantri ji dekhiye, jo definitions hain, us mein 2-6 mein bolta hain ki ’employee’ means ‘any person (other than an apprentice engaged under the Apprentices Act, 1961), employed on wages by an establishment to do any skilled, semi-skilled or unskilled, manual, operational, supervisory, managerial, administrative, technical or clerical work for hire or reward, whether the terms of employment be express or implied’. Yeh employee ka definition huwa.
Ek hi Bill mein ek hi kaam ke liye do shabd aap istemal kiya hain. Ek to employee, ek to worker. Aur isi ko le ke is similarities ko le ke malik log hum par bojh dalenge. Jahan aise hi hum mazdur ke pratinidhi handicapped hain, aap kyun do shabd istemal kiye? Do tho ko ek saath kar dijiye, koi problem nahin rahega. Yehi mujhe puchna hain.
I’ve given Amendment numbers 13 to 17 and 49 to 58, so altogether a large number of Amendments. Our normal process is to take up clause by clause. Khand ko uthaya jaaye aur uske baad sansodhan ko uthaya jaaye. Yeh mera baat nahin hain. Har clause mein jo amendment hain usko uthana chahiye. Agar aap isko shorten karne chahte hain toh mere khayal mein hamara sansadiya reeti bhang hoga. Main nahin chahta hoon ki Mahamahim inn sansadiye reeti ko bhang karein.
