Saugata Roy opposes a discussion on The National Investigation Agency (Amendment) Bill,2019

Sir, the Rule 220 says, Notwithstanding that a day has been allotted for financial business under rules 207, 208, 218 or 219, a motion or motions for leave to introduce a Bill or Bills may be made and a Bill or Bills may be introduced on such day before the House enters on the business for which the day has been allotted.

Secondly, Rule 221 says, In addition to the powers exercisable under these rules, the Speaker may exercise all such powers as are necessary for the purpose of the timely completion of all financial business.

Now in the history of Parliament, not once during the discussion on financial business, a Bill is allowed to be discussed. Only once, 193 was discussed when financial business was going on.

Sir, the Government is surreptitiously bring in a Bill in the midst of financial business. Today, Road Transport and Highways Bill was included in the business. Why suddenly? Sir, the minister has to reply, why suddenly this National Investigation Bill  is being brought. This is totally irregular, illegal and is a violation of parliamentary procedures and rules. Please don’t allow, even if the Home Minister is present. Please don’t allow for the discussion of this Bill.
