CBI has become Congress Bureau of Investigation: Trinamool Chairperson at Howrah
Trinamool Chairperson addressed two rallies in Howrah district today in support of the party candidate Prasun Banerjee. He was elected to the Lok Sabha in a by-election after the tragic demise of Ambica Banerjee. Trinamool Chairperson today slammed the Opposition for their malicious campaigns against the Government and said that people will give a fitting reply to them through ballots. She also highlighted the developmental work done by her Government for Howrah. Trinamool Chairperson mentioned that it was Trinamool led West Bengal Government that decided to shift the Secretariat from Writers` Building to Nabanna in Howrah.
Excerpts from the Chairperson`s speech:
My dear brothers and sisters of Howrah, thank you for waiting so patiently in this heat. I wish you all Shubho Noboborsho. For the last one and half years, we have been campaigning in every district, despite the heat wave. Our only aim is to connect to people. The weather is becoming worse by the day. The temperature is rising. So, we have brought summer vacations forward. Elections are not in our hands. We have to fight elections in the scorching heat.
After Ambika Da`s tragic death, you elected Prasun as MP. We are thankful to you. Howrah is the second biggest city in Bengal after Kolkata. It was neglected for decades. We have put in our best efforts to solve the drinking water problems. We have taken the historic decision to shift the Secretariat to Nabanna in Howrah. We prepared the infrastructure in Nabanna in record 3 months. We have beautified the eastern gateway to Kolkata around the airport. I have instructed the newly elected Mayor of Howrah to expedite developmental work.
The previous Government got 34 years to work for the people. They failed to deliver. We allotted Rs 100 crore for the development of Howrah. We have to build the infrastructure for the development of Howrah. Underground drainage system and supply of drinking water are the biggest areas to work on in this district.
Howrah is a cosmopolitan city. People of all caste, creed, religion live here peacefully. We do not believe in divisive politics. We do not discriminate based on language or religion. Bengal`s culture is pluralistic. Bengal led the nation`s struggle for freedom. Some parties indulge in divisive politics just before elections. Just before elections, the BJP starts profiling people as Bengalis and Non-Bengalis. They target people from Bihar and UP. We love Hindus as well as Muslims. We love Bengalis and non Bengalis.
A leader who does not respect his own wife, cannot respect the nation. I am dedicated towards working for the downtrodden. I work for the poor. True progress means upliftment of the backward sections of the society. Despite the financial crunch, we are providing rice at Rs 2/kilo to 3.2 crore people. Despite the fund crunch we have spent Rs 5500 crore for 100-Days work scheme. Gujarat spent only Rs 500 crore. In two and half years, we have built toilets in 92% schools in the State. We started Nirmal village project.
A certain leader is only beating his own trumpet about development, with the help of few media houses. A hot air balloon of development has been created by a leader. It will burst soon. We have started Kanyashree scheme for the empowerment of girls. Infant mortality rate in Bengal is 31 out of 1000 children. In Gujarat it is 42. There were only 6 SNSUs in Bengal. We set up 36 more. We opened more than 200 new SNCUs.
People of Bengal are poor. Most of them belong to unorganized sector. In Delhi you get fish curry and rice for Rs 200. But in Bengal it costs only Rs 20. Small roadside shops of Bengal are much better than the luxurious malls elsewhere. People who have never lived in Bengal, who do not know the State`s history are now lecturing us.
The leader of the nation should be inclusive, someone who loves and respects everyone. A leader must be like Gandhiji or Netaji. They united everyone. People who have the stain of riots on their hands can never become the leader of the nation. Congress is responsible for the pitiable condition India is in. When we were in Congress, we were always sidelined because we protested. Finally we formed Trinamool.
CPI(M)-Congress-BJP are playing a got-up match. Congress and BJP came together to create Telangana. They didn`t allow our demand of Division of votes in Parliament.
Some people start talking about chit funds as soon as elections approach. Chit funds first surfaced in Bengal in 1980. Who was in power then? Who had the Government at the Centre when these chit funds were created? Either Congress or BJP. State Govt has no power to act against chit funds. The Centre has been sitting on our Bill against chit funds. We don`t need money from chit funds to run our party. If someone from my party has links with chit funds, I will take action.
The Centre is taking away a major share of our revenue income. How will we carry on with the developmental work? The higher the growth in our revenue collection, the greater amount of money the Centre took away. We have allotted Rs 1000 crore for Kanyashree and Yuvashree schemes. How will we pay salaries? How will we build schools, college, roads, and hospitals? We have been harassed by the Centre for 3 years. But they cannot intimidate me. Despite all the hardship, we have been able to take Bengal forward.
The BJP wanted to divide Bengal. They wanted to separate Darjeeling. We will never allow that. Everyone in Bengal lives in harmony. We celebrate Durga Puja, Kali Puja, Eid as well as Chhat Puja. CPI(M) is banking on Congress and BJP to cut votes so that they can win. CPI(M) turned Bengal into a graveyard during its 34 years of rule.
CPI(M) raises fingers at us over chit funds. Their own mouthpiece published ads from Saradha. Some people want CBI investigation. Earlier I respected CBI. Not anymore. CBI is Congress Bureau of Investigation. Rabindranath`s Nobel prize was stolen from Santiniketan. CBI has failed to retrieve it. CBI has failed to complete investigation in Nandigram case, Netai carnage, Gyaneshwari accident. CBI has failed to provide justice in Tapasi Malik rape and murder case.
We got Sudipta Sen arrested from Kashmir. We formed a Judicial Commission to return money to investors. We framed a law to take action against chit funds. They sent it back with a few changes. We made changes and sent the Bill back to Union Govt. They are sitting over it. Centre should answer why prices of all essential commodities are increasing. People will answer the malicious campaign of the Opposition through ballots. We will not Centre to interfere in the affairs of the State.
We have not forgotten how Left chopped off the wrists of a person for voting for Congress at Amta. The Left does not want Bengal to progress. They do not want peace. The Left filled its coffers at the cost of the people of Bengal. The Opposition has no other work except attending panel discussions on TV studios. Certain sections of the media have become His Master`s Voice. They parrot what parties want them to say. This is political vendetta. Nothing else. As long as I live, I will work for the people. Their pressure tactics will not work on me.
Jangalmahal is smiling now. Maoist violence has completely stopped. It is a national model now. Fair price medicine shops are now a national model. We have implemented all recommendations of the Sachar Committee.
In the last 66 years there were only 38 colleges in Bengal. Now we have started 31 colleges. In 34 years, the Left set up only 1 university. We have set up 8 new universities in two and half years. We are setting up multi super specialty hospitals and 50 fair price diagnostic centres. People can now afford costly treatments at a low price. Health services are provided at a low cost. We hold a meeting of the task force to control prices of vegetables every week. Bengal is fairing better than Gujarat and other states in several sectors. But our good work is ignored.
As Railway Minister I initiated so many projects. After we left UPA, all the projects have been stopped. BJP wants to divide Bengal. CPI(M) has destroyed Bengal. Congress has neglected Bengal. Congress-BJP-CPI(M). They are all the same. Shame shame.
Bless us with your votes. We will usher in a surge of development. We will establish Trinamool as a National Party. If Congress and BJP come together, they will sell off Bengal like they did for Andhra. Some people are saying, BJP is spending Rs 5000 crore on advertisement alone. Where are they getting the money? I was in NDA because I respected Atal ji. I do not respect the current leaders of the party.
Our party is of the people, for the people and by the people. We work for Ma, Mati, Manush. My struggle is for building a better future for the youth of Bengal. This is the fight to safeguard Bengal`s honour at Centre.
We have to claim our right. We are not alone. We are fighting these elections with the people of Bengal as our allies.

‘If Modi ji is confident about winning, why is he contesting from two seats’ – The Mamata Banerjee Interview
In a TV interview, Trinamool Congress Chairperson Ms. Mamata Banerjee today spoke at length about the ongoing Lok Sabha Elections and how she is campaigning for the party. She talked mainly about the development initiatives by the West Bengal Government. She also spoke about the future role Trinamool will play at the Centre. She also explained why the Bengal model was better than the Gujarat model. The malicious campaigns of the Left atrocities also featured in her speech.
Question: There will be a four-cornered fight this time in the Lok Sabha elections. You have been in power for three years. What will be your main plank for campaign?
Didi: We will complete 3 years in power on May 20. Out of these three years, about six months we could not work because of the model code of conduct due to various elections. I have never seen such a lengthy Lok Sabha election, over two months. Some big states like Tamil Nadu or Gujarat have polls in one day whereas in our State some districts have two-phase poll. We want free and fair polls and we will cooperate with Election Commission for that.
A lot of malicious campaign is going on. Some sections of the media are circulating `super paid news`. A lot of money power is being used. For fulfilling their political agenda, some parties are spreading false news. But truth will prevail over the unholy nexus of CPI(M)-Congress-BJP. People are our assets. They will give a fitting reply to all such malicious campaigns.
People will vote for us for the development work we have done in the last two and a half years. We have been deprived of Rs 87,285 crore. We are paying for the debts incurred by the Left regime. If we had the money, we could have spent it on drinking water, roads, bridges and many other initiatives. The Centre has deprived us of the compensation for CST (worth Rs 3783 crore). They have not released the State share on account of the devolution of taxes worth Rs 2500 crore. They have not released funds for JNNURM and Rs 1400 crore for 100-Days work is still pending.
Despite the financial crisis, our economic performance is great. Bengal is a model, not Gujarat. Despite the debt and funds crunch, our GSDP growth is 7.79% while the national average is 4.49%. People of Bengal, as well as India, do not support riots. After the 2001 earthquake, Centre gave funds to Gujarat. Bengal has been neglected. Gujarat has 19 ports. We have only 2. Even dredging is not allowed in our ports.
Let me give another example. Growth in revenue collection in Gujarat is 15.77%. In Bengal it is double � 31.5%. When we came to power the revenue collection was Rs 21000 crore. Now it is Rs 40000 crore. We have initiated economic reforms and e-governance initiatives. We have not burdened people with taxes. We have also started Administrative Calendar and Right to Serives Act.
Infant mortality rate in Gujarat is 42 per 100 children. The national average is 46 while in Bengal the figure is 31. Maternal mortality rate in Bengal is 145 and that of Gujarat is 148. We have started Kanyashree for girls. We provide drinking water to 92% households while in Gujarat the coverage is only 90%.
Some people only beat their trumpets, but our actions speak for us. Congress and CPM only engage in malicious campaigns. We take swift actions. We have started 80 fast-track courts , 19 human rights courts. We have set up 5 new commissionarates. We have recruited 1.3 lakh civic police volunteers and 40000 new constables.
Question. Why do you think you are being criticised so much despite all the developmental work?
Didi: There is a saying “hum agar charcha bhi karte hai toh ho jate hain badnaam, woh agar katal bhi kar de toh charcha nahi hota”. I always welcome positive criticism. I was not born with a golden spoon. People target me because of my humble background. We raised the slogan bodla noy, bodol chai. 55000 people lost their lives due to violence during the Left rule. Political killings have stopped now. During the Left rule, there was no freedom of speech. Now the Opposition can criticise us so much because we have ensured they enjoy their freedom of speech.
We left the Congress-led UPA because of FDI in retail and insurance, privatisation of pension funds and several other issues. Unorganised sector would be hit most by these decisions. Every industry has many ancillaries; we cannot hurt them. We gave the Centre time to rethink, they did not. Our manifesto is sacred for us. We cannot go back on our promises. They unilaterally hiked the prices of cooking gas from Rs 450 to Rs 900 at one go. Government`s work is to ensure social security. They removed subsidies on fertilisers. Prices of everything are rising.
Many times our dissent was not taken seriously by the Centre because I was only minister from our party in the Union Cabinet. We were not even given any room in Parliament. We have worked for Bengal with full dedication despite all insults and never cared for our needs.
The Centre should not interfere in the business of the States. The Centre gets its revenue from what the States collect and then they refuse to give us funds as if they are giving alms. We do not want funds from Centre. If they stop taking away our revenue, we can do a lot of work with the money.
We have worked hard against all odds in the last three years. We have distributed land pattas to 2 lakh people. We have also distributed 28 lakh Kisan credit cards to farmers. 9 lakh girls have already received the benefits of Kanyashree. We have started the Yuvashree scheme for one lakh unemployed youth.
There were only 38 government colleges in 66 years. We have set up 31 government colleges and 14 private colleges in two and a half years. The Left set up only one university in 34 years. We have started 8 new universities in two and a half years.
Nazrul Islam, who is the National Poet in Bangladesh, was neglected by the Left. We have named a university and an airport after him. We also started the Nazrul Academy. We have also started the Panchanan Barma university in Coochbehar, a women`s university at Diamond Harbour and a university at Bankura for the talented students of that district. We have brought Bills to allow private universities.
Earlier there were only 1300 medical seats in Bengal. We have raised that to 2700 seats in two and half years. Four new medical colleges are coming up. There were only 6 SNSUs during Left regime. We have started 36 new ones. There were no SNCUs, we have set up more than 200. We are building multi super speciality hospitals across the State. We have built 7 medical districts. Every sub-division hospital will have a trauma care unit.
We have started more than 50 fair price medicine shops that offer medicines at 60% discount. Fair price diagnostic centres have also started at few places. We are giving free medicines to the rural poor. We have also started the facility of transport for pregnant women and children.
We have distributed 57 lakh scholarships to minority students. We have started reservation for minorities under OBC quota. We have not touched the General category seats for this. Instead, we have increased infrastructure by 45% for a cost of Rs 1000 crore.
We fulfil our promises. We have carried out work according to our manifesto. 3.2 crore people in the State get rice at Rs 2 per kilo. Others are promising food security now. We have implemented it. My aim of life is to serve people.
Opposition has no scope of criticising our work. Hence they are using muscle and money power. But they cannot intimidate us.
Question: Do you think Gujarat Model can be implemented across the country?
Didi: There is nothing called Gujarat model. Some people are born in rich families while some are born in poverty. Everyone has their own capacity. It varies from State to State. What Tamil Nadui or Maharashtra can afford, we cannot afford that. Bengal is the cultural capital of the world. People are envious of our rich culture. Even a few people in Bengal are jealous of our work. The same media houses which created Brand Buddha are creating Modi wave now.
Question: The UPA has set a new record in corruption…
CPI(M) stands for destruction. They have engaged in money laundering. They are vindictive. For the Congress, politics is all about blackmail and they believe in dynastic politics. They have so many scams to their credit – 2G scam, coal scam, so many… I feel ashamed I was once a Congress member.
BJP`s face is the face of riots. I abhor politics of religion. Where are they during Gangasagar mela, Durga Puja, Kali Puja or Holi? They can only be seen during elections; they talk of religious politics. People do not support politics of riots.
There is nothing like PM candidate. After elections, the MPs decide the Prime Minister. If Modi ji is so confident about winning why is he fighting from two states? If I were contesting for Lok Sabha, I would have fought from Bengal. Similarly, Gujarat is his State and he should have fought from there only. Why did he choose another place? Politicians need transparency, credibility and accountability.
Some channels are highlighting small issues to defame us. They talk about political dadagiri. Our hoardings and flags are being removed. But in other states like Rajasthan, Odisha and Tripura all political banners are being allowed! Action is being taken only against poor parties like us. How will we campaign then?
People love me. People won`t tolerate insults to the party. Channels are doing dadagiri. They show one-sided news. We do not own any media houses. They are damaging our reputation to build the image of other parties. They tried the same trick in Panchayat election.
Ma, Mati, Manush is my present, past and future. I will work for the people till my last breath. I have no personal motives.
State-funding of elections is my next agenda. Poor parties like us have no money to fund elections. Several countries like US, Australia, Denmark have state-funded elections. Why not India? So many cases are pending in courts. But a few PILs are being highlighted. We need judicial reforms. We respect everyone and hope to get the same respect in return.
Just because we do not have money power, some media houses are creating news to influence people against us. Some channels are carrying out panel discussions on a sub-judice case. This is influencing the judiciary. This is like derailing of law. Lies cannot become the law.
Question: Some people say there will be a new record set this time in terms of the number of FIRs and complaints to EC
Didi: The Opposition has no other work. They have set up a team to spread lies. I have only two people managing my Facebook page while some people are spending crores to carry on their campaign. This is a sponsored campaign against us. The parties who have won elections till date by rigging are now feeling nervous.
The Marxists have now become manipulators. They are not even campaigning on the ground. All they do is complain against us. But people are intelligent. They can see through their lies. The cultural world is blooming. People are tired of the political debates on TV.
The Opposition can keep making accusations but we will carry on with the development. Let me give you an example. For the Jal Dharo Jal Bharo project, we set the target of creating 50000 ponds in 5 years. In two and half years we have created more than one lakh ponds.
We are honouring the best in Bengal with awards like Banga Bibhushan, Sangeet Samman, Jatra Samman, Khel Ratna, Tele Samman awards and many more. I feel blessed for being able to honour such talents.
I have encountered paid news during Singur movement. In one of his books, Swami Vivekananda wrote that in his own country he was criticized the most while he was honoured abroad. The same is true for me.
Question: Several Opinion Polls conducted across channels have predicted that Trinamool will emerge as the 3rd largest party. What will be your role at the Centre?
Didi: Whether we will emerge as the third largest party, is up to people to decide. I am sure we will get people`s support. Whenever we have supported a Government at Centre we have talked about the interests of the people. Our agenda is to get Bengal`s honour back. The neglect by Centre will not be tolerated. Not just Bengal, we will talk about the right of all other States. We must empower the States.
Whether or not a State should be divided, must be decided by the State Assmebly. Centre cannot unilaterally make such decisions. BJP has come here to carry out another partition of Bengal. Darjeeling is an integral part of Bengal. We cannot allow the Hills to be separated. We have set up the GTA. We cannot allow another partition. Some people are trying to incite violence in Hills. We want peace and progress. We will continue the development.
Look at our performance. In MSME sector, we registered a growth of 105% in terms of investments. A new coal mine is coming up in Birbhum. SAIL is investing Rs 20000 crore in the State; even DVC is investing Rs 10000 crore in Bengal. A lot of industries are coming up. As Railway Minister I have started a dedicated freight corridor for the State. We cleared the land problem for NTPC unit coming up at Katwa. We are setting up 500 marketing hubs. At least 5 lakh people will get jobs. Even the number of mandays lost in Bengal has come down to zero. Bengal is the model of good governance.
Our slogan for the Lok Sabha elections is Banglar disha Bharater poth, Banglai desher bhobisyot.
There is no cure for the jealousy and arrogance of the Opposition. People have the cure for them. They will teach them a lesson through ballots.
Q: In the end, would you like to give any message to the people?
When the policies of the Congress-led UPA went against the people, we left UPA. We are always with people. We will never betray their trust. I hope they will shower us with their blessings.

Trinamool Chairperson bats for peace and prosperity at Sonarpur
Trinamool Chairperson addressed a rally at Sonarpur today, in support of the party’s candidate in Jadavpur constituency, Dr Sugata Bose. She talked at length about the development initiatives taken by the Government and slammed the Opposition for their malicious campaigns.
Excerpts from the Chairperson`s speech:
The first time I contested for the Lok Sabha elections in 1984, it was from this Jadavpur constituency. Sonarpur was a part of it. This place is like my mother. I can forget everything but this place. I have special attachment to this place. Sonarpur was always neglected and under-developed. As an MP I have worked hard for the people here and developed this place. Sonarpur is situated in the suburbs of Kolkata. How can this region be under-developed?
The person who was elected from Jadavpur in 2009 did not work for the people after polls. Krishna Bose has been an MP from Jadavpur for a long time. We thought Sugata Bose would be ideal for this seat.
This time we have given tickets to a lot of young people. They will build a new generation of politicians. About 8-10 Trinamool candidates are aged less than 40 years. We have created a generation of politicians who will serve for the next 20 years. Politics does not mean serving yourself. Politics means dedicating yourself to the people.
We have struggled against the reign of terror under Left regime. The CPI(M) has once again started the politics of violence. Two Trinamool workers have been killed in the last two days at Manikchawk and Bardhaman. Ensure that these Lok Sabha elections put an end to political violence. We had stopped political clash completely but now some people are instigating violence again.
The CPI(M) is devoid of ideology. They have forgotten all their principles. They destroyed the economy of Bengal. They left power after incurring a debt of Rs 2 lakh crore. Congress and BJP led governments at the Centre allowed the CPI(M) to incur debts. Now CPI(M)-Congress-BJP have formed an understanding to cut votes.
We raised the slogan bodla noy, bodol chai even after the Left killed 55000 people in 34 years. Our polling agents were killed in the past. Our workers were beaten to death for wall-painting. Now they give us gyan on fair polls. How many schools and colleges did the Left build? What work have they done in 34 years? They have lost the trust of people. So, now they appear only on AC TV studios, spreading malicious lies.
We kept increasing our revenue collection. And the Centre took away major share of our revenue. Centre says they cannot give us any funds. As if they are giving us alms. Where will funds for development come from? How will I pay the salaries of Government employees and teachers?
We are No. 1 in 100-Days Work Scheme. In 34 years the Left set up only 2 universities. We have set up 8 in two and half years. In 34 years the Left built only 6 colleges. We have set up 31 government colleges and 14 private colleges. We increased our capital expenditure by 48%. This is huge development.
Some media houses only talk about Gujarat model. They refuse to see the development happening in Bengal. The Centre is using various agencies against Bengal. The media houses are also acting at Delhi`s behest. Chit funds started in Bengal in 1980. Who ruled Bengal till 2011? Why have they woken up to chit funds now.
Prevention of chit funds is not under the power of States. The Union Govt is responsible. Why did the Centre/RBI/ED not act against chit funds earlier? Why are they proactive just before elections? Sections of the media only report what is said against us. They never report our side of the story. We have always maintained chit funds must be banned. Why has the Centre not acted?
We have been in power only for two and half years. Saradha was founded in 2006. What was the previous Govt doing? We got Sudipta Sen arrested. We formed a Commission to return the money to duped investors. Some people are demanding CBI enquiry for Saradha scam. What is CBI`s track record of pending cases? What has the CBI done in Nandigram case? What have they done in Netai case, Tapasi Malik`s rape and murder? Has the CBI been able to retrieve Rabindranath`s stolen Nobel? It was the biggest blot on Bengal. CBI failed to solve the case.
Media houses published ads of chit fund companies in their papers. When they got money, it became holy? The former CM of West Bengal attended extensive photo sessions with chit fund owners. Now he is preaching us.
Bengal`s fair price medicine shops are national models now. Jangalmahal is a model in combating Maoist violence. We are building multi super speciality hospitals, ITIs, polytechnic colleges all over the state. We have started Kanyashree scheme for girls. 9 lakh girls have already got the benefits. We are setting up a medical college and hospital at Bhangar. We are starting fair price diagnostic shops now. Poor people now get medicines for free at rural hospitals.
Sixty six years after independence, Bengal had only 1400 medical seats. We increased it to 2700. We have set up 88 fast-track courts, 26 women`s police stations. We have distributed 2 lakh land pattas in two and half years. Left distributed only 12000 land pattas. We are going to set up marketing hubs across the State. Many people will get employment.
We have worked for all irrespective of caste, creed, religion, gender. We have taken up Nija Griha Nija Bhoomi scheme. Everyone will have a home in the next few years. We had set a target of creating 50000 ponds in five years for Jal Dharo Jal Bharo scheme. We already created one lakh ponds. I visited Darjeeling over 40 times in the past. Peace is prevailing there. But some parties want to divide the State. Congress-CPI(M)-BJP are playing a got-up match.
We will provide the alternative in national politics in the future. We will emerge as the third largest party. I urge you all to vote in large numbers for Trinamool in Jadavpur and across Bengal.

Look who`s shedding crocodile tears over corruption
Like the police in Hindi films, who arrive after the operative part of the script is over, the Congress has suddenly woken up to the Saradha scandal, a chit fund swindle in which leading lights of the CPI(M) and Congress itself are involved. Abhishek Singhvi, the Congress spokesperson addressed a press conference today and demanded a CBI inquiry into the chit fund and its affairs.
This is rich, coming from a party that is shedding crocodile tears over corruption on the eve of voting. Frankly, we don`t trust the CBI. For close to 70 years, it has been the Congress Bureau of Investigation. In the past 10 years, it has been manipulated by the ruling party to protect itself and its cronies in the 2G scandal, the coal scandal and a host of other corruption cases – ranging from civil aviation and Air-India to S-band spectrum and Devas.
We wonder what the CBI managed to do in the killings in Netai and Nandigram, in the state-sponsored violence in Singur and the Gyaneshwari Express sabotage. Does the Congress even remember these episodes? Does Mr Singhvi know how to spell those nouns? In our experience, the CBI delays and obfuscates; its political masters seldom allow it to bring an investigation to fruition. We are determined not to let this happen to the victims of Saradha.
As of 2011, the number of pending cases with the CBI is 2300, with 458 pending cases in Bengal alone. The numbers must have gone up in the last three years. So many pending cases only implies that the credibility of CBI is at stake. Why are so many cases pending?
It is imperative, Mamata Banerjee believes, that the guilty must be punished and investors must get back their money.The Trinamool Congress government has taken stern action in the Saradha affair. We moved quickly to arrest the kingpin from hiding in faraway Jammu and Kashmir. We appointed a Judicial Commission that has already compensated 4 lakh investors, with a promise of more to come. In living memory, this kind of compensation has happened nowhere in India.
The West Bengal government moved legislation on the chit fund issue and sent it to the President for consent. The Union government got back with suggestions. We addressed these and sent the Bill back for approval. That is where it is pending. We have sent two reminders to Home Minister Sushil Shinde but he hasn`t bothered to reply. Can Mr Singhvi enlighten us on this? Why is this happening?
There is the issue of regulation of chit funds. A substantial role in this is played by the Reserve Bank of India and the Securities and Exchange Board of India. The West Bengal state government has little influence on these institutions. The Union government and the Finance Ministry do have leverage, however. Have they acted in any worthwhile manner? Instead of distorting facts and resorting to mealy-mouthed diversions, Mr Singhvi and his party should answer those questions.

1000 days at a glance: Restoring law and order in the State
West Bengal has been infamous for political clashes and Maoist violence in that past. The State also faced several separatist movements in various parts, specially North Bengal.
The All India Trinamool Congress led Government, under the guidance of Ms. Mamata Banerjee, has been successful in bringing down the political violence in the State.
West Bengal is now the model state for countering Maoist violence. Peace prevails in Darjeeling. New commissionarates, courts and police stations have been formed to boost the infrastructure.

The Union Government and the National Security Council have suggested that Jangalmahal in Bengal should be used as a model for other states to counter Left-wing extremism.
Gorkhaland Territorial Agreement has been enforced after a tripartite agreement
Commissionarates: 5 commissionarates have been formed in Asansol, Durgapur, Howrah, Bidhannagar, Barrackpore and Siliguri.
Courts: In order to ensure speedy trials and to bring the cases of oppression of women to justice, 88 new fast-track courts, 45 courts for women, 19 Human Rights courts and 3 CBI courts have either been set up or notified.
New Police stations:
20 police stations for women have been set up
During the tenure of the present government, 26 police stations have already been formed in both Kolkata and West Bengal.
Very recently, five new police stations have been formed in Kolkata Police area. These are Sarsuna, Panchasayar, Netajinagar, Anandapur and Dakshin Behala Police Stations.
In the West Bengal Police Area, Purbasthali Police Station has recently been bifurcated.
The Shibpur Police Station in Howrah divided into two more jurisdictions, namely – Chatterjeehat Police Station and Botanical Gardens Police Station.
Police personnel: Almost 400 Sub-Inspectors, 40,000 Constables, (Including Junior Constables / Women Constables / Home Guards / NVFs) and 1,30,000 Civic Police Volunteers (to assist the regular police force) have been recruited. A large number of women constables have also been recruited.

Trinamool Chairperson spreads the message of development at Uluberia
Trinamool Chairperson today addressed a campaign rally at Uluberia where she highlighted the development initiatives taken by the West Bengal Government. She urged people to vote for Trinamool to continue the surge of development. The Chairperson added that few political parties are trying to instigate riots in the State for political benefits. She gave out a strong message of communal harmony.
Excerpts from the Chairperson`s speech:
I thank you all patiently waiting to listen to me despite the scorching heat. Before coming here, I was at Tarakeshwar and Jagatballavpur. Elections are always held in summer. It is very painful for both the workers and voters. I hope you all stay safe and healthy during summer. Drink lots of water. Avoid junk food.
I am thankful to the people of Howrah believing in us in 2009 and 2011 when Poriborton began. Our MP from Uluberia, Sultan Ahmed, was also a minister. But he resigned when Centre allowed FDI in retail. From the price of fertilizers to the price of cooking gas, petrol and diesel, Centre increased the price of everything. None of the political parties protested; we were the only one to stand up and raise our voice against the injustice done to the common people. We will continue to voice our protest in the future too. Trinamool congress will never lower its head towards anybody.
The Left has forgotten their ideology. They have forgotten Marx, Lenin and Stalin. Trinamool has only one ideology – benefit of the Ma, Mati, Manush. We are of the people, by the people, for the people. Some parties visit Bengal only during elections, just like seasonal migratory birds. The Opposition only engages in malicious campaign. They have done no positive work. The CPI(M)-BJP-Congress are all the same.
In the last two and half years, we have recruited 40,000 police constables, set up 19 women`s courts, 26 women`s police stations. We have set up 5 police commissionerates to improve law and order. 45 courts for women are being set up. 1.3 lakh civic police has been recruited.
We could have done much more but a major part of our revenue is taken away by Centre. We have increased our revenue collection in the last 3 years. But the Centre took away most of our money. Where will the money for building schools, roads and other infrastructure come from? How will we pay salaries of Government employees? We don`t want any package from Centre. We just want them to stop taking away our revenue. Had the Centre not taken away our money, we could have generated 20 lakh more employment opportunities.
Both the Congress and BJP led Govt at Centre allowed the Left to incur debts. Now we are paying for their sins. The Left were famous for their reign of terror. We all remember their violent methods of ruling. Earlier women were not even free to lodge an FIR at police stations. Even family issues were resolved at CPI(M)`s party office.
We have given 50% reservation to women in Panchayats. We have started Kanyashree scheme for girls. Even UNICEF has endorsed our Kanyashree scheme. We are No. 1 in generation of employment under 100-Days Work scheme. Our capital expenditure has increased by 48% and plan expenditure by 35%. This is a sign of development. We spent Rs 5500 crore for employment generation in 100-Days scheme. Gujarat spent only Rs 500 crore. Some media houses are acting at the behest of the BJP. They are not highlighting our development initiatives.
We are against riots. In 1993 I was on the streets on Kolkata, helping riot victims. Where was the CM then? People who instigate riots are neither Hindus nor Muslims. They are opportunistic goons. We celebrate Durga Puja, Kali Puja, Chhat Puja, Eid, and Christmas. We believe in communal harmony. Some people wear lungis. Some wear dhoti. While some wear suits. We love all. We do not discriminate. Some political leaders want to instigate riots and divide people so that they can gain votes. Bengal is the land of communal harmony. We respect all religions, languages and cultures.
Bengal used to lag behind in every field. We have turned Bengal around. Out of 100 works done by us, the media ignores 99 good works and hypes one or two minor mistakes.
Jangalmahal is smiling. Darjeeling is smiling. We have set up fair price medicine shop. The Left set up only 3 colleges in its tenure. We set up 31 new colleges. Some political leaders have no other work except criticizing us on TV studios. I do not mind that. I work on the ground with people. Every mother in every household across Bengal is like my mother. People are my strength. I have faith in the youth of Bengal. They will transform Bengal into Biswa Bangla.
We want a non-Congress and non-BJP alternative. Not a Third Front. Do not vote for Congress, CPI(M) or BJP. Vote for progress. Vote for joraphool.

Trinamool Chairperson sends out a message of communal harmony at Tarakeshwar
Braving the scorching summer heat, Trinamool Chairperson addressed three rallies today. AT the first rally held at Tarakeshwar the Chairperson gave a strong message of communal harmony. She also spoke at length about the development initiatives by the State. Ms. Banerjee also slammed the Left for their double standards on chit fund scam. Didi reiterated that her party maintains transparency and works for the people.
Excerpts from the Chairperson`s speech:
Tarakeswar is a holy place where the temple of Lord Shiva is located. People from across the country come here to seek blessings of Baba Bholenath. Tarakeshwar is located at the junction of Arambagh, Singur and Haripal. On one side is the Hooghly parliamentary constituency and on the other side is the Arambagh constituency. The holy Furfura Sharif and Bandel Church are also nearby. I want to send out a message of communal harmony from this holy land of Tarakeshwar. Our motto is Sarva Dharma Samanyay.
The scorching heat is becoming unbearable. But the farmers are braving the heat to work in the fields. I salute my farmers, the youth and the women of Bengal. For 34 years, Left used muscle power and violence as means to stay in power. People are still waiting for justice in Netai, Nandigram and Singur. Tapasi Malik was raped and set on fire in Singur. The CPI(M) blamed her father. They can do anything.
Birds of a feather flock together. CPI(M)-BJP-Congress are same. CPI(M) has forgotten Marx, Lenin and Stalin. They have forgotten Vietnam. They have forgotten communism. Their political ideologies have ceased to exist. The CM of Tripura does not allow free and fair polls in his own State, and he says a lot of things about Bengal. Where were the Congress and BJP when people were living under terror under the Left?
I believe that everyone staying in Bengal is equal. We do not discriminate based on caste, religion or language. Now that Bengal is progressing, everyone is jealous. They are continuously criticizing us on TV. The Left Front was the biggest beneficiary of the Saradha scam. Let there be an investigation into the election funding of the Left`s Finance Minister. Who was in power when Sanchayita scam happened? Who ruled Bengal in 2006 when Saradha was founded?
We do not play got-up matches. We believe in transparency. We set up judicial commission against Saradha, we gave money back to the people. When Left was in power, the Opposition was mercilessly killed during polls. Now political violence has come down in Bengal. Jangalmahal is smiling. Darjeeling is smiling. Political killings have decreased in the State.
Several big states have elections in one day. But in Bengal, elections are happening for five days. The answer to all the malicious campaigns of the Opposition will be revealed on May 16 when ballot boxes are opened.
I dedicate the joraphool to the people. Ma, Mati, Manush will decide the fate of Trinamool. I have full faith on you. I am not pretentious. I am transparent about my emotions. I cannot put a false image for politics. We do not play fixed matches. Our actions speak for us. White will always be white and black will always be black.
We have distributed 28 lakh Kisan credit cards. We gave away 2 lakh land pattas. The Left set up only 3 universities in 34 years. We set up 8 in two and half years. We have set up 26 women`s police stations. We have formed 5 commissionerates. We are setting up ITIs and polytechnic colleges. We have set up 256 units for child health and 34 multi super speciality hospitals. We have started Kanyashree and Yuvashree. Bengal is No. 1 in 100-Days Work Scheme.
The Centre is depriving us of funds, yet we are working. The Left incurred debts and we have to suffer. The Centre is financially depriving us of funds. BJP wants to divide Bengal.
Be careful when you vote, Do not vote for Congress-BJP-CPI(M).

UNICEF to partner with West Bengal Government in implementing Kanyashree scheme
UNICEF ((United Nations Children's Fund) has become a partner of the West Bengal Government for the implementation of Kanyashree scheme. The State Government had launched a novel scheme for the development and well-being of the girl child. The objective is to instill confidence among them, to encourage their education, and to discourage their early marriage.
This scheme is aimed at retention of adolescent girls within the educational system and preventing child marriage and trafficking. It has also empowered the young girls as now they have their own bank accounts.
Not surprising, therefore, that many organizations in the country and abroad have appreciated the scheme for its innovative approach.
About the scheme
It was launched on 1st October, 2013, and the response has been so huge that within six months, nearly 13 lakh 20 thousand girls have registered and more than 8 lakh 73 thousand have already received benefits under Kanyashree.
In terms of simplicity, transparency and outreach, Kanyashree scheme is unique and first of its kind in India. Not only can an applicant apply for the scheme in her school, madrassah, vocational training centre or wherever she is studying, for transparency purpose, the entire scheme can be accessed online on a dedicated website – www.wbkanyashree.gov.in
About the partnership
The partnership between UNICEF and West Bengal Government is not a superficial involvement but a technical partnership. UNICEF has decided to hire a premium agency with the best expertise in India to do a “baseline survey” regarding the scheme. This will be followed by an “impact assessment”, to be funded by UNICEF.
Bengal model of development
Trinamool Congress has been campaigning for the general elections on the plank of development. During the last three days, West Bengal Chief Minister Ms. Mamata Banerjee herself listed three amazing success stories of her Government on Facebook.
The State plan expenditure and capital expenditure have risen by 35% and 48% respectively in 2013-14, which signifies asset creation in the form of roads, bridges, schools, ITIs etc. West Bengal has also secured the first position among states in terms of expenditure for employment generation under 100-Days Work Scheme. The Opposition has no answer to these narratives of progress and prosperity and will try to divert the attention with other issues, but the surge of development will continue.
Parting thought
After the successful rollout of the Kanyashree scheme in Bengal, it is a matter of time for it to become a national model. The old saying “What Bengal thinks today, India thinks tomorrow” has been proven right once again.

In conversation with… Kalyan Banerjee
Mr Banerjee is a renowned senior advocate and the sitting MP from Serampore. He is seeking re-election from the same constituency. Trinamool web team had an interactive session with him during his campaign:
Question: How would you rate yourself as an MP?
Kalyan Banerjee: I have spent a major portion of the MPLAD fund for the development of my constituency. From roads to drinking water, I have taken several initiatives for the service of the people. I have even spent funds on building swimming pools in my constituency. I have donated money to several schools to boost the infrastructure.
I have also helped in setting up computers at many schools. I have also helped in improving the infrastructure at the local hospital so that people do not have to rush to Kolkata for every ailment. I have helped in the construction of a bus stand for a cost of Rs 50 crore. I have also used my funds for building old-age homes. Since it is impossible to talk about all of them, I am distributing a booklet with the complete list of work done by men.
As a Parliamentarian too I have discharged my duties well. I have participated in debates and discussions. When there was a need, we also stalled the House to put our voice across. Overall, I have carried out my duties well. I have never neglected my Constituency. I have visited my area every week, even from Delhi.
Question: How are you using social media for your campaign?
Kalyan Banerjee: I have formed a small team to handle social media. This is a great platform to interact with the young generation. I take time out to visit the pages myself every day. People write in to us about their problems and suggestions. It is a great interactive platform.
I have also formed my website. I have placed ads on Google and radio channels. I have Twitter and Facebook pages. I am using all means of communication to connect to the people.
Question: What is the response you are getting from people during campaign?
Kalyan Banerjee: The response has been phenomenal. I am overwhelmed by the positive feedback. Specially the women have been proactive in the campaign. This is the best proof that I have done some good work in my constituency. In the last five years, I have visited many schools and interacted with many students. Now whenever they see me on the roads, they come to me and exchange greetings. They request me to visit their schools again. They consider me as a dependable guardian.
Question: How would you respond to the malicious campaigns of the Opposition?
Kalyan Banerjee: I have nothing to say to them. They can do whatever they like. My work for the last five years will speak for me. I can vouch that I have been able to bring the number of the criminal activities in this area. Criminals here have a nexus with politicians. These criminals are a bit angry for my proactive work. But people of this constituency are with me. I am always at their service.
Question: There will be a four-cornered fight this time in Serampore. What is your take on that?
Kalyan Banerjee: There is nothing to worry about. BJP and Congress have no infrastructure here. In my constituency, a few gram panchayats and panchayat samitis are with the CPI(M). BJP and Congress have not even been able to win Panchayat elections in this area. Their acceptability to people is nil. They cannot be seen in the region all the year round.
For the last two and a half years, Ms. Mamata Banerjee has worked hard for the people. She has led the state on the path of progress. Her credibility and acceptability among the people is immense. People are convinced that Ms. Mamata Banerjee will be able to help Bengal reach heights of glory. People believe in Trinamool Congress. They are ready to give a chance to us for deliverance. Every municipality and panchayat is doing good work for the people. People will surely vote for us.
Question: What will be your main focus if you are re-elected?
Kalyan Banerjee: My focus would be to provide drinking water to everyone. Also, improving the roads is topmost priority for me. In 34 years, the Left has destroyed whatever was left in the State. In the last two and a half years, new work has started. We have to take that forward. I also want to upgrade schools to Higher Secondary level.
Question: Any message for the party workers?
Kalyan Banerjee: Without the grassroots party workers, we would not have existed. They are the backbone of the party. I am just a representative. They are working hard, day in and day out for the elections. They are passionate. They love and respect our Chairperson. They are our biggest assets.
