Thank you, Madam. We know that urban slums or rather, the dwellers of the urban slums, are in a wretched condition; the slums are very unhygienic, they do not get access to proper toilets or drinking water supply. Neither do they have proper shelters.

During the Budget, it was said that there will be projects for urban slum development in the form of residential houses. I want to know from the Hon Minister, what is the situation in that regard? Are there any projects, and if so, how many projects are there in purview? Is the PIP being made and if so, how many of them are active now? How many of them are in process, specially in the major cities like Kolkata, Mumbai, Chennai and Delhi.

Our Hon Prime Minister had a historic visit recently to Israel, which not only India, but the world at large saw on television, the warmth with which the Israeli people have received him.

I also had the honour of leading a delegation of MPs to Israel and I can tell you that the people there love Indians very much. Having said that, the statement of the Minister has said that they have received a request from the various Jewish federations for a special status.

My question is, what is the progress? This is the great opportunity to give something for the declining population of Jews, to show them that India also equally loves them, which our Prime Minister definitely also showed.

Trinamool’s Derek O’Brien makes an intervention about suggestions to remove Tagore from syllabus

Yesterday the HRD Minister was not here so we are gracious enough to check our facts and come back today. The HRD Ministry called for suggestions. They received hundreds of suggestions from hundreds of different people, which is their right. They are to choose some of suggestions.

Now one of those suggestions which came among others was from an association affiliated to the RSS. It is very well known and run by Mr Dinanath Batra. The proposed suggestion is that Rabindranath Tagore should be removed from the syllabus.

If someone is doing it to seek publicity, that is not my problem. But, Rabindranath Tagore does not need any certificate from anybody. I want a straightforward answer from this Government. This is a suggestion made by the Shiksha Sanskriti Utthan Nyas. The Minister must dissociate the Government from this RSS run institution. Let him make a statement.

 

State Govt to set up solar power facilities for riverine islands

Bengal’s Department of Power and Non-Conventional Energy Sources has proposed providing access to solar power to the small islands in the state, with 30 to 50 families on each, in the Sundarbans Delta and other rivers.

There are two major hindrances to providing power to these small islands from the conventional electrical grid. Firstly, it is a costly proposition, and secondly, the electrical poles are often uprooted due to floods and storms, which these islands in the Sundarbans are prone to.

Solar panels would be fitted on the roofs of homes, and these would provide captive power for use by the household members. Initially, a private agency, to be chosen through a bidding process, is going to be given the responsibility of maintenance, which would then be passed on to the gram panchayats.

সুন্দরবনের নদী বা খাল-বিলে ঘেরা ছোট দ্বীপের মতো যে জনপদগুলিতে ৩০-৫০ ঘরের বাস, সেখানে সৌর বিদ্যুতের ব্যবস্থা করবে বিদ্যুৎ দফতর।

কারণ, ওই সব এলাকায় যেমন গ্রিডের বিদ্যুৎ বয়ে নিয়ে যাওয়া খরচসাপেক্ষ, অন্য দিকে বন্যায় জলের তোড়ে বারে বারে বিদ্যুতের খুঁটি উপরে যাওয়ার আশঙ্কা রয়েছে।

পশ্চিমবঙ্গ রাজ্য বিদ্যুৎ বণ্টন সংস্থা দরপত্র ডেকে কোনও বেসরকারি সংস্থাকে ওই দায়িত্ব দেবে। কমপক্ষে পাঁচ বছর প্রকল্পের রক্ষণাবেক্ষণ করতে হবে তাদেরই। পরে স্থানীয় পঞ্চায়েতের মাধ্যমে কমিটি তৈরি করে সৌর আলোর রক্ষণাবেক্ষণ চালানো হবে।

 

Manish Gupta speaks on The Footwear Design and Development Institute Bill, 2017

Sir, I rise to support this Bill but must also add that the leather industry in the country is in crisis.

Over the last two to three decades, we have seen attempts to describe what should be the planning and what should be the economic growth, what should the Central Government do and what should the State Government do.

We have noticed that in the recent past, many hasty decisions have been taken by the Central Government, namely, demonetisation, the hurried implementation of GST and new rules on cow slaughter.

Economic growth can be described as a set of measures by the Government to achieve pre-set goals in the shortest possible time. But in effect, the hurried decision-making has snatched away the livelihood of many people, including those in the leather industry.

The highly labour-intensive industry has been affected by demonetisation, massive job losses and closure of tanneries, and also the new rules of GST, which have slowed down industrial activity to a great extent.

The leather industry comprises small businesses in many places and more than 3 million people are employed in this industry. So, though we support The Footwear Design and Development Institute Bill, 2017, we also, at the same time, urge that the entire thing should be looked at so that it addresses the lakhs of people that are employed in this industry.

This is one of the issues we have raised and, at the same time, we would like to point out that Kolkata holds the second position in the production and export of leather goods in India – 25% of the tanning is done in Kolkata and 50% of the finished leather goods are exported from Kolkata.

In a democracy we build institutions, we build centres for skill development and training, but at the same time, we need to encourage smaller units and planning institutions to grow and make them financially strong so that they can contribute effectively to the main effort.

This is labour-intensive, and we have noticed that 1.4 lakh people were trained at this institute. But this is a very small number and needs to be enhanced greatly, so that this Institute grows up to become an institute of national importance, and is able to serve the country in a much more comprehensive and effective manner.

Dropping Tagore from NCERT books, Trinamool raises strong objection in Parliament

Trinamool Congress today raised strong objection in Parliament to the suggestions of dropping of Rabindranath Tagore from NCERT textbooks, after several newspapers carried reports to that effect.

Leader of the party in the Rajya Sabha, Derek O’Brien said, “What is going on? He wrote the national anthem! Kobiguru is a national treasure”.

He added, “We do not want to do politics with Rabindranath Tagore”, and demanded the Government offer an explanation in the House.

সংবাদমাধ্যম থেকে প্রাপ্য খবরের ভিত্তিতে আজ রাজ্যসভায় প্রতিবাদে মুখর হন তৃণমূলের দলনেতা ডেরেক ও’ব্রায়েন। তিনি বলেন, “কবিগুরু দেশের সম্পদ। তিনি জাতীয় সংগীত রচনা করেছেন। তাকে NCERTএর পাঠ্যবই থেকে বাদ দেওয়া হবে? এসব কি হচ্ছে?”

তিনি আরও বলেন, “আমরা রবীন্দ্রনাথ ঠাকুরকে নিয়ে রাজনীতি করতে চাই না।”

তিনি এই বিষয়ে সরকারের বিবৃতি দাবি করেন।

 

Saugata Roy speaks on the issue of violence in the name of gau-raksha across the country

Madam, I have been giving Notices for the last three days on the issue of rampage by gau-rakshaks throughout the country. One 15-year-old boy, Junaid Khan, was stabbed to death in a train in Ballavgarh. Uske pehle Rajasthan ke Alwar mein Pehlu Khan naam ke ek aadmi ko peet ke mar diya gaya.

Jab se BJP ka sarkar hukumat mein aayi hain saare desh mein yeh gau-rakshak tandav kar rahe hein. Madam, Pradhan Mantri bolte hain, lekin koi suntan nahin hain. Is ka matlab Pradhan Mantri un logon ke saath hain – hum bolenge, tum karte raho. Sara desh mein sannata chhaya hua hain.

Sugata Bose asks a Question regarding setting up of 20 world-class research and teaching institutions

Madam Speaker, I hope you will allow the Opposition at 12 PM. On that assurance, I am asking a Supplementary Question. One year ago, the Central Government had announced that they would set up 20 world-class research and teaching institutions. But we still don’t have a legal architecture for them. We heard that the HRD Minister took a proposal to the Cabinet on June 7, but it has not yet been accepted and an informal GoM has been set up.

We have read reports that the GoM has expressed concerns about the proposal which will allow 30% foreign faculty and 30% foreign students in these world-class research institutions. That should not be a problem for reservations because I am an Indian citizen teaching in a foreign University. I don’t count in the statistics of affirmative action.

So will the HRD MInister take the House into confidence as to when the final proposal will be taken to the Cabinet? Whether top academics are being consulted? And whether we can expect, before the end of this Monsoon Session we will have an architecture and legal framework for the 20 world class institutions?

 

Ratna De Nag asks a Question regarding pension benefits of Jawahar Navodaya Vidyalaya teachers

Thank you, Madam. As per the reply was given, employees of the Jawahar Navodaya Vidyalaya should opt for the new pension scheme of contributory Provident Fund. But there are many employees who have joined on deputation from the pensionable department and have been absorbed subsequently. They had opted for 1972 Government of India Pension in their parent department much before 1986. Such employees deserve their old pension scheme and the same could be sanctioned by the Honourable Minister.

Where will these employees go? They are affected and their genuine demand should be taken care of. Madam, would the Honourable Minister respond to the specific question which affect considerable number of employees who have joined on deputation from the pensionable department and were later absorbed by the Jawahar Navodaya Vidyalaya?

I would like to know from the Hon’ble Minister what is the sanctioned strength and actual strength of the Principal and vice Principal of the schools?

 

Trinamool’s Derek O’Brien speaks on the issue of NEET examination paper

Sir, last week my friends from Tamil Nadu raised the issue of NEET examination paper. In 2013, the NEET examination paper, the original English paper was being translated into different languages. This year there was a problem in Bengal and in Tamil Nadu. For example, if A is the  English paper, a complete different paper (say B) was set in Bengali and for Tamil Nadu paper D was set.

This year in Bengal and Tamil Nadu, out of 56,000 people who took that exam, 40,000 wrote it in Bengali; they got a separate paper and the results have been disastrous. Those boys and girls, in our two States of Tamil Nadu and Bengal have been deprived.

Sir, this matter regarding HRD is a bigger issue because this is the issue of federalism. These States have a lot of experience in setting the papers. The Minister has given the assurance that from next year we will revert to the 2013 [version]. The direct charge is what about the students this year?

There is bigger problem regarding the HRD Ministry. Today’s newspapers carried an article saying that Rabindranath Tagore is supposed to be removed from NCERT books. What is going on? He wrote the National Anthem. (However, we don’t believe everything in the newspaper; this is a very credible newspaper. The chair has ruled that if something like this appears,  give the Government an opportunity to clarify their stance.

We do not want to do politics on Rabindranath Tagore. Let the Minister come. Leader of the House is here. Sir, Kobiguru is a national treasure. I am willing to accept their explanation.

Sir, these issues – NEET and Rabindranath Tagore – are issues concerning federalism. The Leader of the House is here. The Government must clarify.
