Bengal is marching ahead on the path of progress: Didi in Coochbehar

Mamata Banerjee addressed massive rallies in Coochbehar today. She spoke of the development and progress which the district has witnessed in the last five years.

Speaking on development Didi said, “We have set up a branch Secretariat Uttarkanya in north Bengal. We built a bridge in Sitai in just 8 months. Left Front neglected Coochbehar. Panchanan Barma University & two medical colleges set up in Coochbehar. The CPI(M) left behind a legacy of Rs 2 lakh crore. Despite that we have undertaken development initiatives”.

“We are providing 50% subsidy to investors who come to Coochbehar. We are setting up an Industrial Growth Centre in Coochbehar. We have given scholarships to 1 crore minority students, highest in India 26 lakh SC/ST students received Sikshashree scholarships 95% citizens in Coochbehar have received direct benefits and services from govt” Didi added.

Mamata Banerjee spoke of the divisive politics employed by the BJP, “The PM held a rally where he shared the stage with people who want to separate Darjeeling and Coochbehar. Bengal will remain united. Bengal will not be complete without any of the districts”.

“I had personally visited Dinhata to meet the residents of Chhitmahal enclaves. After meeting the residents of Chhitmahal, we supported the exchange of enclaves”, Didi said.

Stressing on the importance of unity in Bengal Didi said, “Coochbehar will be united. We cannot allow division of Bengal in the name of votes. When votes are counted on 19 May, it will be Trinamool all the way.”

প্রগতির পথে এগিয়ে চলেছে বাংলা: কোচবিহারে বললেন মমতা বন্দ্যোপাধ্যায়

আজ কোচবিহারের দিনহাটা, মাথাভাঙা ও চ্যাংড়াবাঁধায় তিনটি জনসভা করেন তৃণমূল নেত্রী মমতা বন্দ্যোপাধ্যায়। আজই বিধানসভা নির্বাচনের প্রচারের শেষ দিন।

২০১৫ সালের জুন মাসের ৬ তারিখে মাননীয়া মুখ্যমন্ত্রীর বাংলাদেশ সফরের সময় যে ভারত-বাংলাদেশ চুক্তি স্বাক্ষরিত হয়েছিল তারই ফলশ্রুতি স্বরূপ সম্পন্ন হয়েছে বহু কাঙ্খিত ভারত-বাংলাদেশ ছিটমহল  হস্তান্তর।

এই প্রসঙ্গে এদিন দিনহাটার জনসভায় তিনি বলেন, “ছিটমহলবাসীদের সঙ্গে দেখা করার জন্য তিনি ব্যক্তিগতভাবে দিনহাটায় এসেছিলেন, ছিটমহলবাসীদের সাথে কথা বলেই ছিটমহল বিনিময়ের এই ঐতিহাসিক সিদ্ধান্ত নেওয়া হয়েছে”।

নেত্রী বলেন, “উত্তরবঙ্গের মানুষদের সুবিধার্থে মিনি সচিবালয় ‘উত্তরকন্যা’ তৈরি হয়েছে এর ফলে সাধারণ মানুষদের আর কলকাতা ছুটতে হয় না। এই জেলার প্রায় ৯৫ শতাংশ মানুষের কাছে সরকারি পরিষেবা পৌঁছে গেছে। রাজ্যের ৯ কোটি মানুষের মধ্যে ৮ কোটি মানুষে এখন সাধারণ মানুষকে ২ টাকা কিলো দরে চাল পাচ্ছেন”।

কোচবিহারের উন্নয়ন প্রসঙ্গে তিনি বলেন ৮ মাস আগে সিতাইয়ে একটি নতুন ব্রিজ তৈরি হয়েছে। হাসপাতালগুলিতে HDU এবং চাইল্ড কেয়ার ইউনিট তৈরি হয়েছে। কৃষক বাজার, আইটিআই, পলিটেকনিক কলেজ তৈরি হয়েছে। এছাড়া কোচবিহারে পঞ্চানন বর্মা ইউনিভারসিটি এবং ২টি মেডিকেল কলেজ তৈরি হয়েছে। রাজ্যের খেলাধুলার পরিকাঠামোকে আরও উন্নত করার পরিকল্পনা হচ্ছে।

তিনি আরও বলেন, “সিপিএম ২ লক্ষ কোটি টাকা ঋণ করে যাওয়া সত্ত্বেও আমরা উন্নয়নের কাজ চালিয়ে যাচ্ছি।আমরা রাজ্যের খেলাধুলার পরিকাঠামোকে আরও উন্নত করতে চাই। কোচবিহারে শিল্প করার জন্য আমরা ৫০ শতাংশ সাবসিডি দেওয়া হয়েছে। কোচবিহারে ইন্ডাস্ট্রিয়াল গ্রোথ সেন্টার তৈরির কাজ শুরু হয়েছে।কন্যশ্রী প্রকল্প ও সবুজ সাথী প্রকল্প চালু হয়েছে। ১ কোটি সংখ্যালঘু ছাত্রছাত্রীকে স্কলারশিপ দেওয়া হয়েছে। শিক্ষাশ্রী প্রকল্পের আওতায় ২৬ লক্ষ তপশিলি জাতি, উপজাতি ছাত্রছাত্রীকে স্কলারশিপ দেওয়া হয়ে হয়েছে। সরকারি হাসপাতালে এখন বিনামূল্যে চিকিৎসা পরিষেবা পাওয়া যায়”।

তিনি বলেন, “বাংলা ভাগ হতে দেব না, কোচবিহার দার্জিলিংকে আলাদা হতে দেব না, বিজেপি বিভেদের রাজনীতিতে বিশ্বাস করে। বাংলা সবসময় এক থাকবে, কোন একটি জেলা ছাড়া বাংলা অসম্পূর্ণ। ১৯শে মে যখন বাক্স খুলবে তখন চারদিকে শুধু তৃণমূল থাকবে”।

 

West Bengal Finance & Industry Minister Dr Amit Mitra’s Walk The Talk

Excerpts of the interview of West Bengal Finance & Industry Minister Dr Amit Mitra with Sekhar Gupta on the show Walk the Talk aired on April 30, 2016 on NDTV

 

Q: Has all the over-all development in the State shifted the political discourse in Bengal?

Dr Mitra: I think the key I find for elections for example, is development, and how that development has touched the lives of the people. I can talk about the GDP growth which is much higher than the rest of India, industrial growth which too is much higher than in rest of India, agricultural growth which is phenomenally higher than rest of India, even services growth is higher than in rest of India.

What is interesting to me is when we came to office, we came with a 2 lakh crore debt on our neck. Another interesting thing I found, which Mamata Banerjee and I talked about, is that the capital expenditure which create the assets all around – the roads, the parks, everything – that had gone down. It was reduced to minus 26%, can you believe that? You’ll be happy to know that in five years it has now become six times.

Q: So you mean, capital expenditure for the layman is what the government spends on building infrastructure or schools or colleges, roads, etc, and not for paying salary and debt?

Dr Mitra: Yes. So on one hand, they were borrowing like crazy. On the other hand they were not spending it on hard asset-creating development. So I don’t know where the money went. So that’s where we started from and today it is six times. Today Mamata Banerjee has turned to social infrastructure – health, education, rural development – all of these have gone up between 3 times to 6 times in the last 5 years, where people’s lives have been touched, including the lives of villagers.

Q: But does it work in politics? Is good economics good for politics in Bengal because usually it isn’t so around the world?

Dr Mitra: What is interesting is that I take Khardah, my constituency, as an example. As I walked, people came, women came and were throwing flowers at me. When I asked them the reason, they told me “You have built this road in front of our houses. You have built this drainage system.”

Q: And the person incumbent before you was holding the same job as you hold now?

Dr Mitra: For 24 years he was the Finance Minister and yet he didn’t do this development. One lady came up to me and said “You’ve upgraded this girls’ school in a remote village. And the best thing you’ve done is introducing a science laboratory there. My daughter has received the Kanyashree benefit (Rs 25,000 at the age of eighteen). She is going to be a scientist.” All this was said to me by a woman from a village.

Q: So if economy is the issue now, if good economics is good politics, then is this election already a done thing for you?

Dr Mitra:  I think so too. I think it will be so, despite all the noise. If you track the sound as against the noise, you’ll find people are talking about this, because their lives have been touched. This is a test. Does massive development and transformation of Bengal convert itself into votes? My view is that to a very great degree it converts into votes.

Q: Unlike others of your ilk – economists, experts, technocrats who have come to politics, you did not come through the indirect route. You actually contested elections for the first time in your life against a tough opponent…

Dr Mitra: Yes, in 2011.

Q: All of know you from your Delhi days when you were in FICCI amidst corporate India and also as a supporter of liberal economy, tell us the story which you haven’t discussed much, about how you got in touch with Mamata Banerjee, how did your tryst with politics happen?

Dr Mitra: You see, my father was a leader of the Congress; he was a Deputy Speaker and Acting Speaker here. He was known to Mamata Banerjee and most interestingly I spent 18 years of my younger life almost a kilometre and a half away from where she lives, which is the most quintessential, lower middle-class, and it all combined into a beautiful ‘adda’ session at the ‘rawk’. So we had something generically common in the way we grew up. ‘Rawk’ is usually steps of somebody’s house which they have offered for you to sit in the evening and indulge in ‘adda’ which is totally eclectic in class, in level of income, in interest. So what gave me an interest in common people’s lives is this ‘rawk’. There was this guy from the bustee across the street, with whom I used to play marbles, he would always come, without caring about who I was or which school I went to. I was in fact caught once by my grandmother who was going past us and complained to my father about letting me play marbles with those poor children. You know what my father did? He told me “Why couldn’t you hide?” He never asked me not to play with them, because being a politician he knew that exposure with the common people was a must.

Q: But you did not join politics for a very long time. You joined politics very late. How did that happen?

Dr Mitra: I think what happened was that I could not come back to Bengal to do what I am doing today in support of Mamata Banerjee. Why? Because when we were in college we got beaten up by the Communists. Our college was closed for 8 months. Everybody knew that here was this ‘reactionary fascist’ – that was their term. So I knew that if I came back to Bengal, I would not even be able to give advice, forget making decisions which I can today alongside Mamata Banerjee. So I stayed away. I had even gone to Bihar and worked for rural development for 3 years, but I couldn’t come to Bengal. At some point I was working with Mamata Banerjee in the Railways as Chairman of the Public Private Partnership (PPP) Committee as well as on certain other things. I had helped her with a report on Vision 2020 for the Railways which she did with me providing a lot of inputs. Also I helped on a paper on Finances. That is the time I realised that this lady, with her vibrancy and sacrifices in Bengal, she would be the only one who can defeat the Communists and change Bengal.

Q: So did you go to her and asked for joining politics or it was she who asked you?

 Dr Mitra: Well interestingly, it happened in a seminar where I made a presentation on Railways, that’s how we came to know each other. Finally one day she called me one day around February 2011 just before the Assembly elections, while I was already working with her and advising her on different dimensions of Railways. She called me and said, “Amit-da, you’ve been all over the world, you’ve been in so many committees. Enough. Come with me and come and work for Bengal with me.” I asked for 24 hours to be able to consult with my wife. Mamata Banerjee told me that this was the time when I could make a difference. I left all my work. She even identified my constituency which I didn’t know anything about. It was a very tough constituency where I had to fight the then Finance Minister of Bengal who had won from there for 24 years. But Mamata Banerjee was confident that I would win from there despite the odds.

Q: I may be wrong, but wasn’t the former Finance Minister Asim Dasgupta also seen as a member of the reformist group within the CPI(M) along with Buddhadeb Bhattacharjee in West Bengal?

 Dr Mitra: I think the CPI(M) is not run by Asim Dasgupta or by Buddhadeb babu. It is run by hardcore apparatchiks who work from a building which everybody knows about, from where the odd has come. So in a party like theirs, there can never be an initiative from people other than the General-Secretary of the party. So whether it is Buddha babu or it is Asim babu, they had to work within the party’s self-interest and this where I think the danger came from. Because very soon they converted the whole thing to a ‘party interest maximisation’, as against maximisation of the interest of the people. This is why development never happened here.

Q: So do you think they’ve learnt a lesson now?

 Dr Mitra: I am sure people learn. But the problem is can they change the structure in the neo-Fascist party, which the Communists always are?

Q: But they let Manik Sarkar in Tripura carry on…

Dr Mitra: May be in Manik Sarkar’s case, the party is not so clearly apparatchik-based as usually in a fascist Communist party, may be they’ve given him a long rope…

Q: You’re using tough language – “Fascists” …

Dr Mitra: Yes. That is because the first telephone call I got when I became an MLA was from the police station. When I asked them the reason for calling they said, “There was an incident this morning and what are we supposed to do? Till three days ago, we were dictated by the LC  or the Local Committee of the CPI(M), whether we can accept an FIR, which sections of the IPC should be put, etc. So please tell me who do I go to?” This is the reason why I call them Fascists. Because the police also was run by the Party from the Local Committee or LC, the most powerful entity! And not even by the MLA Asim Dasgupta, but their guy on the ground. This is how Communists are different from other political parties.

Q: You’ve defeated CPI(M) once, so I think you can defeat them may be forever,  but now you are dealing with the CPI(M) and the Congress together. How much of a surprise was it for you? Were you taken aback when this happened?

Dr Mitra: You know why it is a surprise intellectually as well as practically is that in my constituency, if you go 100 metres, you will find a Shahid Bedi, a memoriam which says that the CPI(M) has murdered my so and so from the Congress party; and every morning they put garlands on it. Then you go another 100 metres, you will find the Congress person with a memoriam in the opposite direction, the Shahid Bedi of killing each other. Do you know that in 1991, there was a guy whose both hands were cut off by the CPI(M) because he voted, they said, for the hand signal. And he came to her meeting recently without hands. Now the same hand cut off by the CPI(M) has become a partner with us. Do you expect that guy whose hands have been cut off, will go and vote for the Congress or the CPI(M)?

Q: Why did this happen?

Dr Mitra: I think it happened out of desperation. They knew that we will win because of the massive developmental work we have done. 70% of Bengal lives in rural Bengal. Do you know 8,000 roads have been built in rural Bengal? So the CPI(M) were worried that with the kind of development in 5 years, they would be beaten badly. So they were pulling at straws. Now the Congress had no place to go. They had completely denuded themselves. So they said, we will go there. But do you remember, Lenin had written a piece called United Front Communist Tactics on going like a chhoonch (a needle); going like a needle, coming out like a boat. This is what Lenin had advised the German Communist Party for which Rosa Luxemburg got killed because she differed with him.

Q: Now India has seen the rise of strong regional parties from regional leaders. Like there is Mayawati, there is Jayalalitha, Mulayam Singh Yadav, Nitesh, Lalu, all exactly the same example. Say the Badal family in Punjab. So party is just like a group following one person. One person does become dictatorial within the party. The common trend is nobody can look at the leader or the supremo in the eye and disagree or give another point of view. Can you do that with Mamata?

Dr Mitra: I think not only can I do that, there have been occasions where we have debated issues. Yesterday you were with her I believe. What did you get a sense of? Did you get that sense?

Q: With public she is totally like a people’s person…

Dr Mitra: That is her real self.

Q: In fact, that is what I call her, the ultimate populist. Now she has competition in Arvind Kejriwal.

Dr Mitra: I think the most important thing is that is the real self where she is very warm, very friendly. And she has a connect with the common people. She gets 500 SMSes a day of information. She responds to at least 350-400 because that is continuously direct feedback from the people. So my sense is, this development, this massive development in Bengal, which you’ve never talked about at the national media, would not have happened but for the pressure. I’ll give you an example. How did I manage to increase my planned expenditure five times. Expenditure not allocation. Mamata Banerjee went to 105 meetings in the districts where she shifted the whole of the Cabinet as well as the Secretariat to the district. Only, single agenda, have you implemented those projects?

Q: But, does all of that make you recover from the Singur blot. Because you drove a big corporate house out. You made a prestige issue of it. People are unhappy they are sitting there, they haven’t got money from land, they haven’t got jobs; the factory has not come. Would you ever turn the clock back on it?

Dr Mitra: Well I will just tell you 2 things on that; very good question you are asking me. One is, have the Tatas left Bengal? 40,000 people work for Tatas here.

Q: That is true but that is elsewhere. This is Singur…

Dr Mitra: Let me get back to Singur. 20,000 additional people will go into TCS.

Q: I know, we just drove past TCS.

Dr Mitra: You just drove past. Now, it is not only TCS. Tata Hitachi, Tata Metaliks is expanding. Now, therefore this is a myth that the Tatas have left if anybody thinks so. Largest employment in the State is by their group.  Two – in 600 acres of land, people accepted cheques. No problem with that. In 400 acres of land about 2,000-plus farmers did not. But they were all coerced into building this factory by the Left Front Government. What has Mamata Banerjee said? 600 acres legitimately – the Government has paid the cheques. You come back and these 600 acres can be used for any kind of factory. You come and build the factory. As for the 400 acres and people who did not accept cheques, we will decide then. But you commit to come back for the 600 acres for building a massive factory.

Q: And for the rest you are open to negotiation?

Dr Mitra: The rest will for be the next phase when the farmers who are receiving rice at Rs 2 today speak their mind; I don’t know whether you saw that another channel had gone there and they had said that the people had said that we are better off because of Rs 2/kg rice. They have roads built for them, they are getting water. They said that someday, they will get their land back. This was the optimism.

Q: Or some day they will get the factory…?

Dr Mitra: Factory is for the 600 acres,  which Mamata Banerjee has publicly said, which I’m sure has reached the Tatas. I’ll make sure the coming back happens. So my submission is as far as Singur is concerned, the Tatas are the biggest player in West Bengal today and and still growing.

Q: And yet you called Ratan Tata rude things.

Dr Mitra: No no, that is because unfortunately Ratan Tata whom I know very well, he came to Kolkata and suddenly in some meeting of women entrepreneurs, he said “Oh I was coming through this Rajarhat area, and I saw these buildings coming up, it looked to me that most of it is a village.” Now you tell me. You have driven through this, does this skyline look like a village?

Q: This is Kolkata. You can have a pond in the middle of this technology village, children are bathing in it. You can have a cow.

Dr Mitra: And you can have those buildings around you which are world-class, employing 150,000 IT people. My submission there is, therefore, we have to remember that we have pushed this forward. Mamata Banerjee has personally has said in a public meeting that Tatas can come back in the 600 acres.

Q: So what will you tell Ratan Tata personally? You also know what he’s like. You know his mind. What will you tell him personally?

 

Dr Mitra: You know, I’ll give you one more thing. No businessman in my experience in business has ever said bad M and good M, if you recall. Ratan Tata had said before leaving, Mamata is bad, Modi is good. No businessman ever says this. So obviously there is an element to that. Though he has done great work, I respect him for that. Still he would make these kinds of comments. Now my problem was having made this completely wrong comment, without doing anything, do you expect Rajarhat to have industry? He said there is no industry. This is where the IT hub is, this is where the populace is. So why did he say this?

Q: So what will you tell him now?

Dr Mitra: I would tell him what Mamata Banerjee has said in public. That 600 acres are there. Mr. Tata, though somebody else has taken over as Chairman, you persuade that person to come back, because 40,000 of your people are here; it is going to become 60,000 very soon with TCS. You have a stake in Bengal.

Q:  The Tatas have a history in Bengal, so Ratan Tata should still come and have a cup of tea with Mamata Banerjee…

Dr Mitra: I’m sure when Mamata Banerjee said this in public, this has been communicated. Now it’s a personal issue, if Mr. Tata feels comfortable there will be connection. She has said it in public. Come back for the 600 acres. And now that Mr. Mistry is the Chairman, so he has to take his own call. I’m sure he will seek advice from Ratan Tata. I think there is no inherent conflict in there for that was something the Left Front government did.

Q:  If you come to power, I hope you will be able to turn back the clock on what was an unhappy chapter in Bengal’s economic history. Equivalent to something like this will come up in Singur.

Dr Mitra: I think the first move made by Mamata Banerjee…

Q:  So will they will come for the 600 acres?

Dr Mitra: Yes, and the 400 acres for which the cheques were not accepted, we will give back their land if they want it back. Mamata Banerjee will back them up that with her life – it is for this that she did 27 days of hunger strike. She would have died. And she put that stake for the 400 acre owners who had not accepted the cheques. And CPI(M) bulldozed that area to take over, if you go there you will see all 1,053 acres have been taken away.

Q:  We have met people in villages on both sides of the divide, people who were happy, now unhappy because the factories haven’t come, people who want their land back and people who lost their land, haven’t got the money and the factory hasn’t come.

Dr Mitra: All kinds of people have their views but Mamata Banerjee has made the first move in a public meeting; she has asked them to come back in the 600 acres – no problem with that as people have accepted cheques legitimately. She fought for the 400 acres farmers who were completely bulldozed.

Q:  Can the Tatas manage in the land left?

Dr Mitra: Yes originally the Tatas had agreed, I see from the files, for 600 acres only, in Kharagpur. So originally 600 acres is what they had planned for.

Q:  So this became much closer?

Dr Mitra: Much closer, it was 4 times cropped area, the most fertile area, from where Kolkata’s vegetables and everything are supplied.

Q:  Yes, we’ve seen from bhindi to lauki to beans … everything.

Dr Mitra: Yes and the real bone of contention is the Left Front government bulldozed those people to take away their land. And if I were the Tatas at that time I would have debated that. Unfortunately, the Tatas were given that on a platter. They were given terms which were unusual. Where as they had originally identified 600 acres in Kharagpur. 600 acres to 600 acres makes a perfect match.

Q: See that’s why I think it’s very important, whatever happens in the elections now, some bit of this old Kolkata, old Bengal decency of arguing or disagreeing in a civil manner has restored. This has been a peaceful election till now. I do hope we head towards there. Because in no other city in India would you build a sculpture of a Baul singer with dogs admiring his music. In any city of India we would have put a statue of a political leader…

Dr Mitra: Yes, and here it is not Mamata Banerjee’s! Let me also add, since you mentioned Baul singers, there were only 2,000 folk singers registered when we came to office. Mamata Banerjee has increased that to 60,000 and giving them 1,000 rupees per month and telling them any program you go, you can make money from there. And for especially government programmes like Kanyashree, you inform the people about it and make additional money. So 60,000 folk singers are now here; so that sculpture which you see here in Rajarhat does have something very special. Because they have come back to life. Because they were not there before.

Q: So when I come back next time and the political season here has calmed down, get me a tutorial on Baul music. As we say, may the best player win.

Dr Mitra: Thank you.

Trinamool demands a discussion on Augusta-Westland issue in RS

Trinamool today raised the issue of the Augusta-Westland scam in the Parliament with the Chief Whip of the party in Rajya Sabha, Sukhendu Sekhar Roy submitting a notice under Rule 267 to take up discussion on the issue by suspending the business for the day.

Trinamool wants a thorough discussion on the Augusta-Westland scam and a proper investigation so that the facts see the light of the day. Trinamool also demanded a statement from the Defence Minister in the House.

Around 12:30 PM in the afternoon when Sukhendu Sekhar Roy attempted to speak from his seat, Rule 255 was invoked by the Chairman. Other Trinamool members present in the House walked out in protest for the day after this rule was invoked.

Will not allow the division of Bengal: Didi at Coochbehar

On the first day of her campaign in Coochbehar district, Mamata Benerjee today addressed rallies at Tufanganj, Baneshwar and Coochbehar town. During her speech at Tufanganj, she slammed the BJP for playing divisive politics in the district and said she will never allow the division of Bengal.

Didi also said that the State has not yet received financial freedom. “We increased our revenue but Centre has taken away our money to pay off debt incurred by the CPI(M),” she said. She also slammed the Centre for stopping the funds for schemes like ICDS.

On the developmental wave that has swept Bengal in the last four and half years, she said, “Thirty three lakh girls have been empowered through Kanyashree. We have given scholarships to 26 lakh SC/ST students under Sikshashree scheme and over 11 crore minority students have received scholarships. We are providing rice at Rs 2/kg to people,” she said.

“We are providing 30% subsidy to self help groups, we have started insurance schemes for them. 25 lakh students have received Sabuj Sathi cycles, 15 lakh more will be distributed by June-July,” she added.

Slamming the opportunistic alliance of CPI(M) and Congress, the Trinamool Chairperson said, “We do  not need an alliance with BJP, CPI(M) or Congress. People are with the Trinamool”.

 

বাংলাকে ভাগ হতে দেব না : কোচবিহারে বললেন মমতা বন্দ্যোপাধ্যায়

কোচবিহারের প্রথম দিনে তুফানগঞ্জের নির্বাচনী প্রচারসভা থেকে তিনি বলেন যে এই জেলার প্রায় ৯৫% মানুষের কাছে সরকারি পরিষেবা পৌঁছে গেছে।

দিদি বলেন রাজনৈতিক স্বাধীনতা পেলেও আজ পর্যন্ত তৃণমূল অর্থনৈতিক স্বাধীনতা পায়নি।“ আমরা আমাদের আয় দ্বিগুন করেছি এই সাড়ে চার বছরে, কিন্তু সেই টাকা সিপিএমের দেনা শোধ করতেই চলে যাচ্ছে”।

গত সাড়ে চার বছরের উন্নয়নের খতিয়ান তুলে ধরে তিনি বলেন, মেয়েরা দেশের সম্পদ। কন্যাশ্রীর মাধ্যমে মেয়েদের আমরা আজ নিজের পায়ে দাঁড়াতে সাহায্য করেছি। ৩৩ লক্ষ মেয়ে কন্যাশ্রী প্রকল্পের আওতায় এসেছে। শিক্ষাশ্রী প্রকল্পের মাধ্যমে ২৬ লক্ষ তপশিলি জাতি উপজাতি ছাত্রছাত্রীদের স্কলারশিপ দেওয়া হয়েছে। ১১ কোটির বেশি সংখ্যালঘু ছেলেমেয়েদের বৃত্তি প্রদান করা হয়েছে। রাজ্যের ৯ কোটি মানুষের মধ্যে ৮ কোটি মানুষকে আমরা ২টাকা কেজি দরে চাল দিচ্ছি খাদ্য সাথী প্রকল্পের আওতায়।

তৃণমূল নেত্রী বলেন, “আইসিডিএস প্রকল্পের টাকা দেওয়া বন্ধ করে দিয়েছে কেন্দ্র আমরা নিজেদের তহবিল থেকে টাকা দিয়ে সেই প্রকল্প চালু রেখেছে রাজ্য সরকার। ২৫ লক্ষ ছেলেমেয়েদের সবুজ সাথী সাইকেল পেয়েছে। বর্তমানে বাংলার সরকারি হাসপাতালে বিনামূল্যে চিকিৎসা পাওয়া যায়। ২টি মেডিকেল কলেজ চালু হয়েছে কোচবিহারে”।

তিনি আরও বলেন ছিটমহলবাসীরা এখন তাদের পরিচয়পত্র পেয়েছেন। হিন্দি, উর্দু, নেপালি, অল চিকি ও রাজবংশি ভাষাকে মর্যাদা দিয়েছে রাজ্য সরকার।

নেত্রী বলেন, আমি উত্তরবঙ্গ থেকে আমার নির্বাচনী প্রচার শুরু করেছিলাম আর আগামীকাল এই উত্তর বঙ্গেই আমার প্রচার শেষ করব। তিনি মানুষের কাছে আবেদন করে বলেন, “ইতিমধ্যেই যা নির্বাচন হয়েছে আমরা সংখ্যাগরিষ্ঠতা পেয়ে গেছি, আমাদের সরকারকে আরও শক্তিশালী করতে আমাদের আরও সমর্থন প্রয়োজন”।

দিদি বলেন, কোচবিহার এতদিন ধরে অবহেলিত হয়েছে, কেউ কখনো এখানকার মানুষের সমস্যার সমাধান করেননি। বিরোধীরা যতই চেষ্টা করুক আমরা কিছুতেই বাংলাকে ভাগ হতে দেব না। আমরা কোচবিহারে হিংসা নয় শান্তি চাই। দার্জিলিং, কোচবিহার, জলপাইগুড়ি আমার হৃদয়ের অংশ, আমরা এখানে বিভেদের রাজনীতি বরদাস্ত করব না। তৃণমূল সাম্প্রদায়িক সম্প্রীতিতে বিশ্বাস করে।

বিরোধীদের কড়া ভাষায় আক্রমণ করে তিনি বলেন, বিজেপি জানে যে ওরা জিততে পারবে না তাই ওরা হিংসা আর বিভেদের রাজনীতি শুরু করেছে। তৃণমূলের জোটের প্রয়োজন হয় না, কারণ তৃণমূলের জোট মানুষের সঙ্গে। সিপিএম আর কংগ্রেস মিলে এখন কংরেড হয়ে গেছে। ওরা নিজেদের নীতি ও আদর্শকে আজ বিসর্জন দিয়ে একে অপরের কাছে নিজেদের বিক্রি করে দিয়েছে।

 

 

Social welfare of workers – Bengal shows the way

The Labour Department had major milestones during the tenure of the Trinamool Congress Government. We have been successful in creating a large number of employment opportunities for the youth and unemployed. This has also given a positive thrust to the nation’s overall economic growth

The State Plan expenditure has increased from Rs 330.76 crore during 2006-11 to Rs 919.7 crore during 2011-16. Rs 300 crore has been allocated for 2016-17.

Man-days lost due to strikes has come down from 94 lakh in 2010-11 to nil. The number of workers receiving social security benefits has also increased commendably.

Under the different social security schemes, 82.36 lakh workers have been covered upto September 2015, out of which 55.5 lakh workers have been covered during the period from May 2011 to September 2015. Registration of beneficiaries under BOCWA (Building and Other Construction Workers Act) has increased almost 10 times (during 2011-15, with respect to 2007-11), and the disbursed amount has increased almost 34 times (when compared over the same time periods).

Yuvashree Scheme: Under this major initiative of the State Government, administered by the Labour Department, financial assistance of Rs 1,500 per month has been extended to more than 1 lakh job seekers enrolled in the Employment Bank.

Samajik Mukti Smart Card: Thirty-one lakh unorganised workers have benefitted from this card.

Tea workers’ welfare: The West Bengal Tea Plantation Workers’ Board was constituted in 2015, with a corpus of Rs 100 crore.

Model Labour Welfare Centres: Renovation work is going on in 25 Model Labour Welfare Centres.

ESI Hospitals: For the outstanding performance of ESI hospitals in West Bengal, Rs 23,000 crore was granted by ESI Corporation, New Delhi during 2014-15. A Pain Management Institute was opened at ESI Hospital, Sealdah in 2013; this has been of immense help to workers who suffer from illness and pain. ESI Hospital, Manicktala was upgraded to Post Graduate Institute of Medical Science and Research in 2013.

Ease of Doing Business: Business-friendly initiatives like online application for factory license, online registration, changes and renewal under Shops and Establishments Act, single inspection strategy, launch of labour department helpline, single-window system, etc., have been started to attract more investments to the State.

Shramik Mela: Fairs are being organised in different places for the generation of awareness about welfare schemes, labourers’ rights, etc.

Welders’ Training Centres: Welders’ Training Centres were inaugurated in Taratala and Asansol in February 2014 and February 2015, respectively.

Regional Shrama Bhavans: Two regional Regional Shrama Bhavans have been established in Siliguri and Asansol.

We have encouraged small and medium investors and aided unskilled labour and daily-wage workers. We have provided artisans, labourers and craftsmen with photo ID cards and initiated the facilities of provident fund and health insurance. Furthermore, we have formed industrial clusters to promote small and cottage industries.

 

শ্রম দপ্তরের অভূতপূর্ব উন্নয়ন

তৃণমূল কংগ্রেস সরকারের আমলে শ্রম দপ্তর অভূতপূর্ব সাফল্য অর্জন করেছে। যুবসম্প্রদায় ও বেকারদের জন্য প্রচুর কর্মসংস্থানের সুযোগ করে দিতে পেরেছি আমরা, যা সারা দেশের অর্থনৈতিক বৃদ্ধির ক্ষেত্রেও সাহায্য করেছে।

রাজ্য পরিকল্পনা ব্যয় ২০০৬-১১ সময়কালের ৩৩০.৭৬ কোটি টাকা থেকে বেড়ে ২০১১-১৬ সময়কালে হয়েছে ৯১৯.৭ কোটি টাকা। ২০১৬-১৭ আর্থিক বর্ষের জন্য বরাদ্দ হয়েছে ৩০০ কোটি টাকা।

২০১০-১১ সালে যেখানে ধর্মঘটের কারণে ৯৪ লক্ষ শ্রমদিবসের ক্ষতি হয়েছিল, তা এখন কমে একেবারে শূন্য হয়ে গেছে।

বিভিন্ন সামাজিক সুরক্ষা প্রকল্পের অধীনে ৮২.৩৬ লক্ষ শ্রমিকেরা এসেছেন সেপ্টেম্বর ২০১৫ পর্যন্ত, যার মধ্যে ৫৫.৫ লক্ষ শ্রমিক নথিভুক্ত হয়েছেন ২০১১-র মে মাস থেকে ২০১৫-র সেপ্টেম্বর মাসের মধ্যে। Building and Other Construction Workers Act (BOCWA)-র অধীনে নথিভুক্ত কর্মীদের সংখ্যা ২০০৭-১১ সময়কালের তুলনায় ২০১১-১৫ সময়কালে বেড়েছে দশগুণ। এই একই সময়কালে প্রদান করা টাকার অঙ্ক বেড়েছে প্রায় ৩৪ গুন।

যুবশ্রী প্রকল্প: শ্রম দপ্তরের এই গুরুত্বপূর্ণ উদ্যোগের ফলে প্রতি মাসে দেড় হাজার টাকার আর্থিক সহায়তা প্রদান করা হচ্ছে এক লক্ষাধিক নথিভুক্ত প্রার্থীদের।

সামাজিক মুক্তি স্মার্ট কার্ড: ৩১ লক্ষ অসংগঠিত শ্রমিকরা এর থেকে উপকৃত হয়েছেন।

চা শ্রমিকদের কল্যাণ: ২০১৫ সালে ১০০ কোটি টাকা মূলধন নিয়ে পশ্চিমবঙ্গ চা বাগান শ্রমিক বোর্ড স্থাপন করা হয়।

মডেল শ্রম কল্যাণ কেন্দ্র: ২৫টি মডেল শ্রম কল্যাণ কেন্দ্রে সংস্কারের কাজ চলছে।

ESI হাসপাতাল: দিল্লির ESI কর্পোরেশন পশ্চিমবঙ্গে ESI হাসপাতালের অসামান্য সাফল্যের জন্য ২০১৪-১৫ সালে ২৩,০০০ কোটি টাকা বরাদ্দ করে। ২০১৩ সালে শিয়ালদার ESI হাসপাতালে একটি পেন ম্যানেজমেন্ট প্রতিষ্ঠান খোলা হয় যার ফলে শ্রমিকরা মুক্তি পাচ্ছেন রোগ-যন্ত্রণা থেকে। ২০১৩ সালে মানিকতলার ESI হাসপাতালকে আরো উন্নত করে সেখানে খোলা হয় একটি স্নাতকত্তর প্রতিষ্ঠান ও গবেষণাকেন্দ্র।

সহজ পদ্ধতিতে ব্যবসা-বানিজ্য: রাজ্যে আরো বিনিয়োগ আনার জন্য ব্যবসার অনুকূল অনেক পদক্ষেপ নেওয়া হচ্ছে। এগুলির মধ্যে রয়েছে কারখানার ছাড়পত্রের জন্য অনলাইন দরখাস্তের সুবিধা, অনলাইন নথিভুক্ত করার সুবিধা, দোকান ও প্রতিষ্ঠান সংক্রান্ত আইনের অধীনে পরিবর্তন ও নবীকরণ, একক পরিদর্শন কৌশল, শ্রম বিভাগের হেল্পলাইন, সিঙ্গল উইন্ডো পদ্ধতি ইত্যাদি।

শ্রমিক মেলা: শ্রমিকদের কল্যাণ ও অধিকার সম্বন্ধে সচেতনতা বাড়াতে বিভিন্ন স্থানে শ্রমিক মেলার আয়োজন করা হচ্ছে।

ঢালাই প্রশিক্ষণকেন্দ্র: ২০১৪ সালের ফেব্রুয়ারি-তে তারাতলায় এবং ২০১৫ সালের ফেব্রুয়ারি-তে আসানসোলে উদ্বোধন করা হয় দুটি ঢালাই প্রশিক্ষণ কেন্দ্র।

আঞ্চলিক শ্রম ভবন: শিলিগুড়ি এবং আসানসোলে দুটি আঞ্চলিক শ্রম ভবন স্থাপিত হয়েছে।

শিল্পী, শ্রমিক ও কারিগরদের দেওয়া হয়েছে স্বচিত্র পরিচয়পত্র, ভবিষ্যনিধি ও স্বাস্থ্য বীমার সুবিধা। এছাড়াও ক্ষুদ্র ও কুটির শিল্পের বিকাশের জন্য বিভিন্ন ক্লাস্টার গঠন করা হয়েছে।

The history of East Medinipur speaks of rich heritage: Mamata Banerjee

Mamata Banerjee held massive election campaign rallies today in East Medinipur. She spoke at Egra, Chandipur and Panskura. Didi spoke on the surge of development the Trinamool Congress Government has brought in the district.

In Egra, Mamata Banerjee spoke about the rich heritage of the district and how it was surging ahead in the education sector.

On development, Didi said, “We have given scholarships to minority communities, Shikshashree, Kanyashree, ITI, Sabuj sathi, Karma Tirtha, Gatidhara, patta, to all. We have built roads, hospitals, bridges, polytechnic colleges and schools. We are the only ones to actually do something for Medinipur district. We have set up the Ghatal Master Plan project.”

Didi also spoke about the debt incurred from the CPI(M) government. “We have gained political freedom, but we are yet to get financial freedom. We are still paying the debt incurred by the CPI(M) government. They looted all the money and left behind skeletons.”

Speaking about the Opposition, the Trinamool Chairperson said, “They do not do any actual work, just spout big words. The CPI(M)-Congress-BJP have taken off their masks. They only come down from Delhi during the elections. I have tolerated all this lies and slander for a long time, but it is enough now,” she said.

 

পূর্ব মেদিনীপুরের ইতিহাস ঐতিহ্যপূর্ণঃ মমতা বন্দ্যোপাধ্যায়

আজ পূর্ব মেদিনীপুরে প্রচারসভা করেন তৃণমূল নেত্রী মমতা বন্দ্যোপাধ্যায়। পূর্ব মেদিনীপুরের এগরা, চণ্ডীপুর এবং পাঁশকুড়ায় তিনটি জনসভা করেন মমতা বন্দ্যোপাধ্যায়। এদিন তিনি তার বক্তব্যে এই জেলার উন্নয়নের কথাই তুলে ধরেন।

এদিন এগরার জনসভা থেকে তৃণমূল নেত্রী বলেন, পূর্ব মেদিনীপুর জেলা শিক্ষায় অনেক এগিয়ে। এই জেলার ইতিহাস গর্বের ইতিহাস।

উন্নয়নের বাতাবরণ দেওয়ার মাধ্যমে তিনি বলেন, “সাধারণ মানুষ এখন সব রকম পরিষেবা পাচ্ছে। সংখ্যালঘুদের স্কলারশিপ, শিক্ষাশ্রী, কন্যাশ্রী, আইটিআই, সবুজ সাথী, কর্মতীর্থ, ম९স্যযান, গতিধারা, পাট্টা সবকিছু আমরা পৌঁছে দিয়েছি সাধারণ মানুষের কাছে। সরকার ৪ বছরের মধ্যে রাস্তাঘাট, ব্রিজ, হাসপাতাল, পলিটেকনিক কলেজ, স্কুল তৈরি করে দিয়েছি আমরা। এর আগে কেউ পূর্ব মেদিনীপুরের জন্য কোন কাজ করেনি। আমরা ঘাটাল মাস্টার প্ল্যান এর প্রজেক্ট তৈরি করে দিয়েছি”।

এদিন বিরোধীদেরও কড়া ভাষায় তিনি আক্রমণ করেন। এদিন তিনি বলেন, “রাজনৈতিক স্বাধীনতা পেলেও অর্থনৈতিক স্বাধীনতা আমরা আজও পাইনি। এখনও আমরা সিপিএমের ঋণের বোঝা বহন করে চলেছি। ওরা ৩৪ বছরে বাংলাকে লুঠ করেছে আর বাংলাকে নরকঙ্কালে পরিণত করেছে”।

তিনি আরও বলেন, “বিরোধীদের কু९সা ও অপপ্রচার করা ছাড়া আর কোন কাজ নেই। সিপিএম-কংগ্রেস-বিজেপি ওদের মুখোশ এখন খুলে গেছে। শুধু নির্বাচনের সময় দিল্লি থেকে এসে বড় বড় কথা বলে। এতদিন ধরে অনেক কু९সা অপপ্রচার অন্যায় সহ্য করেছি আর নয়”।

Tide of people shows support to Mamata Banerjee at Jadavpur and Bhowanipore

In the last leg of her campaign in Kolkata, Mamata Banerjee led two padyatras from Sukanta Setu to Gariahat followed by another from Beltala to Hazra.

Mamata Banerjee has already addressed nearly 140 rallies and padyatras across Bengal, covering more than 18 districts.

Everywhere she went, people turned out in large numbers to show their support to Didi.

 

দক্ষিণ কলকাতায় মমতা বন্দ্যোপাধ্যায়ের জোড়া পদযাত্রায় জনজোয়ার

আজ কলকাতায় নির্বাচনী প্রচার করলেন তৃণমূল নেত্রী। নির্বাচনী প্রচারের শেষ দিনে সুকান্ত সেতু থেকে গোলপার্ক পর্যন্ত পদযাত্রা করলেন মমতা বন্দ্যোপাধ্যায়।

পরে বেলতলা রোড থেকে হাজরার মোড় পর্যন্ত আরও একটি মিছিল করেন মমতা বন্দ্যোপাধ্যায়।

Congress-CPI(M) alliance is one of opportunism: Didi

Hitting out at erstwhile Congress-led UPA regime over the 2G and coal scams, West Bengal Chief Minister Mamata Banerjee on Wednesday said while the Congress was harping on Saradha scam in the current Assembly poll campaign, it kept mum on the ‘scams’ that took place during UPA tenure.

She was addressing a massive rally at Serampore. Later in the day she also held rallies at Maheshtala and Behala.

“They are talking about corruption and Saradha scam. But what about the extent of corruption during their time (UPA’s tenure)! Of Coal gate scam and 2G scam! They should not talk much,” she added.

“For the entire five years, you won’t find them when you need them (Congress). They will come only during elections They are (migratory) birds who come only during elections,” the Trinamool Chairperson said.

She also highlighted the development work done by the Trinamool government in the last four and a half years.

Slamming the opposition, Didi said “Law & Order is basically a State subject; the Centre is interfering in the federal structure. The BJP govt is only indulging in terror and slander. The CPI(M) and the Congress have ganged up; they have become one entity. They have betrayed all, they are cowards, they cannot utter the truth. They cannot fight separately, so CPI(M)-Congress-BJP-ABP have teamed up together. They fight in Kerala but are friends in Bengal.”

Didi added, “The leaders from Delhi come here during elections like birds in spring, with nothing but empty promises. The BJP incites Hindus, Cong incites Muslims, and the CPM incites everyone, they are two faced.”

 

সিপিএম-কংগ্রেসের জোট সুবিধাবাদী: মমতা বন্দ্যোপাধ্যায়

আজ হুগলীর শ্রীরামপুরে এবং দক্ষিণ ২৪ পরগণার মহেশতলা এবং বেহালায় জনসভা করেন তৃণমূল নেত্রী মমতা বন্দ্যোপাধ্যায়।

প্রথমেই তিনি বলেন নির্বাচনের সময় কম করা উচিত, উন্নয়নের কাজ যাতে থেমে না যায় সেটা ভাবা উচিত। এত দীর্ঘ নির্বাচন হলে উন্নয়ন স্তব্ধ হয়ে যায়।

প্রত্যেকটি জনসভা থেকেই তিনি বিরোধীদের কড়া ভাষায় আক্রমণ করে বলেন, আইন শৃঙ্খলা রাজ্যের বিষয়, যুক্তরাষ্ট্রীয় কাঠামোয় হস্তক্ষেপ করছে দিল্লি। বিজেপির সরকার শুধু সন্ত্রাস করছে, কুৎসা করছে। একা লড়তে পারে না তাই সিপিএম-কংগ্রেস-বিজেপি-এবিপি জোট করেছে। ওদের ওই জোট নিষ্কর্মা, হযবরল। ৫৫০০০ কংগ্রেস কর্মীকে খুন করেছে সিপিএম। সেই সব ভুলে গিয়ে আজ কংগ্রেস সেই দুর্নীতিবাজদের সঙ্গেই জোট করেছে। ওরা সব বিশ্বাসঘাতক, কাপুরুষের দল, সত্যি কথা বলতে ভয় পায়।

কংগ্রেস-সিপিএম জোটকে কটাক্ষ করে তিনি বলেন, কেরালায় ওরা চুলোচুলি করছে আর বাংলায় দোলাদুলি করছে। ওরা আগে বলত মার্ক্সবাদ এখন বলে মার্ক্স বাদ।

দুই লক্ষ কোটি টাকার দেনা রেখে গেছে সিপিএম। তখন কংগ্রেস ক্ষমতায় ছিল, কংগ্রেস কেন দিয়ে ছিল সিপিএমকে টাকা? ওরা ঋণ না দিলে আজ আমাদের এত সমস্যায় পরতে হত না। ওই পাপীদের পাপের বোঝা আমরা এখনও শোধ করছি। ৫ বছরে আমাদের আয় হল ১,৫৩০০০ কোটি টাকা তার মধ্যে ১,৪০০০০ কোটি টাকা কেটে নিয়ে গেছে কেন্দ্র। ৪ বছর আগে আমরা রাজনৈতিক স্বাধীনতা পেলেও অর্থনৈতিক স্বাধীনতা পায়নি তৃণমূল কংগ্রেস।

দিদি বলেন, দুর্নীতিগ্রস্তরাই আজ দুর্নীতির কথা বলছে। কংগ্রেসের ২১০০ কোটি টাকার উৎস অজানা, বিজেপির ২২০০ কোটি টাকার উৎস অজানা, সিপিএমের ২০০০ কোটি টাকা অজানা উৎস। বিরোধীদের এদিন বসন্তের কোকিল বলে কটাক্ষ করে তিনি বলেন, ওরা শুধু নির্বাচনের সময় বাংলায় আসে, দরকারের সময় ওদের পাওয়া যায় না। বাংলার কোন উন্নয়ন চোখে ওরা দেখতে পায় না। ১৯শে মে কুৎসার জবাব দেবে ব্যালট বক্স।

তিনি কংগ্রেসকে কড়া ভাষায় আক্রমণ করে বলেন আজ কংগ্রেস আজ সাধু হয়ে গেছে। তিনি প্রশ্ন করেন ২ জি কেলেঙ্কারি কার আমলে হয়েছে?কয়লা কেলেঙ্কারি কার আমলে হয়েছে?

তিনি বলেন, ‘আমি কাউকে ভয় পাই না, জীবনটাকে আমি চ্যালেঞ্জ হিসেবে গ্রহণ করেছি। আমি সাধারণ মানুষের চেয়ারে বসে কাজ করি, সাধারণ মানুষের জন্য কাজ করাই আমার কাজ। ১৯শে মে তৃণমূল কংগ্রেস দ্বিতীয়বার শপথ নেবে”।

সবশেষে তিনি চ্যালেঞ্জ করে বলেন কাজ-সভ্যতা-সংস্কৃতি-উন্নতি-প্রগতি দিয়ে বিচার হলে গত ৪ বছরে বাংলা যা কাজ করেছে কেউ তা করতে পারে নি।

Mamata Banerjee to address rallies in South 24 Parganas and Hooghly today

Mamata Banerjee will address election campaign rallies in three districts today – at Joynagar, Mandirbazar and Maheshtala in South 24 Parganas, at Khidderpore in Kolkata and at Sreerampore in Hooghly.

The Trinamool Chairperson has already taken part in more than one hundred campaign rallies and padayatras in different parts of Bengal, in spite of the scorching heat.

On Tuesday, Mamata Banerjee held rallies in different part of South Kolkata – at Theatre Road, Bagha Jatin, Patuli and Tollygunge. People turned out in large numbers to show support towards her.

এই প্রচণ্ড গরমে সারা বাংলা জুড়ে তিনি নির্বাচনী প্রচার করছেন। ইতিমধ্যেই তিনি ১০০টির বেশি জনসভা ও পদযাত্রা করেছেন।

মঙ্গলবার তিনি ভাঙড়, বারুইপুর, মগরাহাট ও রায়দীঘিতে নির্বাচনী প্রচার করেছেন। প্রতিটি জনসভাতেই বিপুল জনসমাগম হয়েছিল।

Tapas Mondal speaks on Demands for Grants (Railways)

Mr. Chairman, Sir, thank you allowing me to speak on this subject. West Bengal is deprived of getting any viable project from this Railway Budget 2016-17. West Bengal got nothing from the Union Railway Budget 2016-17. At the very initial stage itself, when the Budget was presented, our leader, Kumari Mamata Banerjee expressed her anguish over that. West Bengal has got only two dedicated freight corridors and nothing else.

The Minister has allocated very meagre amount for the on-going projects in West Bengal. For some projects the money allocated is as low as Rs. 1,000. So, our Party and our people demand that justice be done for the people of West Bengal. You have done so many things for the other parts of the country. So, please do something, announce some projects for the people of West Bengal.

Earlier, when Kumari Mamata Banerjee, our leader was the Railway Minister, she announced a lot of projects for West Bengal.

Those projects have been neglected by the present Budget. If it is not possible to do it this time, please do it next time, when you will present the Budget for the next year so that the on-going projects, viable projects, expansion projects, railway based industries can get justice from the Union Budget. This is my first appeal to the Union Minister.

The second issue is regarding my constituency. Ranaghat is my Lok Sabha constituency. It is nearer to Kolkata. There is a huge and long-pending demand for construction of motorable subway. But the Railway Ministry took a decision to construct a subway for pedestrians and that subway is almost on the verge of completion.

My request to the Union Minister is this. I wrote many letters to him. I raised this issue many a time in Parliament. However, the Government and the Minister had not paid attention. Conversion of pedestrian subway to motorable subway is very important for the city of Ranaghat, which is divided by the railway stations. One part has no facilities but the other part has all the public amenities like hospitals, banks, schools, colleges, etc. are there So, the eastern part where no such important facilities are there, patients are facing great problem.

Please ensure conversion of subway meant for pedestrians into motorable subway so that ambulances can come on time and critical patients can have treatment in hospitals.

There are local trains that are bound to Sealdah and Howrah Stations. I had requested earlier to increase the frequency of the local trains. During the peak office hours, frequency is less. The daily passengers and office-goers – `daily passengers’ in Bengali are known as `daily patients’ are travelling in inhuman conditions. In a seat meant for three persons, at least five or six passengers sit; huge crowd is there in each and every compartment of local trains. So, in order to give some comfort to the office-goers, please try to increase the number of passenger trains during the peak office hours. This is my request. Please increase the number of compartments from nine to 12.

Almost all the stations are expanded and can accommodate 12 compartments but trains are running with only nine compartments. If you increase the compartments from nine to 12, then, more number of passengers can be accommodated and they can reach their destination safely.

There are a lot of unmanned level crossings in my constituency. I wrote on this many a time to the Minister, raised the issue in the House also but four or five unmanned level crossings can be looked into and can be implemented. Please do the needful so that we can avoid accidents.

The Central Government had announced last year to establish an AIIMS at Kalyani, which is an upcoming and planned city in West Bengal, about 55 kms. from Kolkata Airport. Kalyani city may be connected through metro railway from Barrackpore. Up to Barrackpore, there is a metro railway line proposed for which work is initiated. When one of our leaders, Shri Dinesh Trivedi was the Railway Minister, he allotted some money for evaluating the possibility of developing the metro railway from Barrackpore to Kalyani. Please do the needful so that the patients, doctors and huge sections of people can travel safely in the coming years through metro railway from Barrackpore to Kalyani.

Sir, Nabadwip Dham is the birth place of Mahaprabhu Chaitanya. It is one of the important tourist destinations in this country. It has a very old railway station. I would request the Government to make this station as a model railway station and give justice to the people of Nabadwip and all the tourists who are travelling to visit Nabadwip Dham.

Chakda is another important railway station. It is a new city with a population of more than 50,000 people and at least 30,000 people are travelling to Kolkata by train by Ranaghat-Krishna Nagar Local, Gidhi Local or Shantipur Local. So, I demand that a new Chakda Local Train should be introduced from Chakda to Sealdah during office hours so that the office goers and the common people can get a safe journey towards the Capital of the State.

Regarding other announcements made by the hon. Railway Minister, we welcome all those announcements. We know that he has made many new proposals and even announced bullet trains for the rest of the country except West Bengal. So, we hope that there would be a time when the Union Railway Minister would give justice, give some new projects to the State of West Bengal so that the people of West Bengal would feel happy and bless the Railway Minister.
