Crimes against women is a social problem: Dr Sashi Panja

West Bengal Minister for Women and Child Development Dr Sashi Panja said that crimes against women is a social problem and convictions for such crimes is higher in Bengal than in the past.

“Crimes against women — molestation, eveteasing and rape — are not political crimes. They are a part of a larger problem in our society…how we view women and the role they play. This is a social problem and isn’t unique to Bengal. It is unfortunate that the Opposition has linked it to the political system in place. Conviction rates for such crimes in the state is actually higher now than it was in the past,” she said. “But more importantly, we are focusing on schemes that will empower and protect vulnerable young women — which can be the only long-term solution,” Dr  Panja added.

In particular, Kanyashree Prakalpa incentivises the education of girls belonging to economically backward families up to the age of 18. “Here, while education is incentivised for a longer period of time, marriage is discouraged until at least the age of 18. This not only helps the girls to deal with myriad health issues like early pregnancy, child mortality and malnutrition, but also creates a framework to protect them,” Dr Panja said. She added: “On the one hand, in case a child marriage takes place, the scheme’s cash benefits no longer become applicable to the concerned family; at the same time, this prevents cases of trafficking where a poor family gets its daughter married to the man, who is also her trafficker.”

On attacks and torture on women, Dr Panja took a strong stand. “This is not the kind of behaviour that the party endorses. In many of these criminal cases, the guilty have been brought to justice. But this is not the same thing as saying that there isn’t a problem. However, to drag the party in and make it seem like this is Trinamool’s stand on the matter is unfortunate.”

Bengal will become best in the world: WB CM

The newly formed Government of West Bengal, headed by Trinamool Congress in its second consecutive term, has taken up the agenda of bettering administrative work from where it left off in January 2016.

Under the leadership of Chief Minister Mamata Banerjee, the first administrative meeting of the new Government was held today at Town Hall.

At a press conference after the meeting, the Chief Minister said, “During the last five years, our Government has done a lot of developmental work. Despite the load of debts, we have enabled the State to prosper on all fronts. The amount of spending on development-related activities has trebled during the last five years.”

“The Centre has stopped the flow of funds but we have kept up the work on all the previously Centre-funded projects by spending from our own treasury. Over the last five years, there has been 105 administrative meetings in all the districts. Infrastructure and assets have doubled during the last five years.”

About the Aadhar Card, she said that since everyone in the State has not received them, it should not be made mandatory for accessing Government services.

She also announced that she would conduct the first block-level administrative meeting of the new Government on June 14 in Jangalmahal.

Since 2011, Chief Minister Mamata Banerjee has chaired 105 administrative meetings, in all the 20 districts of the State, resulting in the much quicker implementation of developmental activities.

Trinamool govt’s efforts bring smiles on the faces of sitalpati craftsmen in Cooch Behar

For the 50,000 sitalpati makers living in Cooch Behar’s Natabari Assembly segment, Mamata Banerjee is a messiah.

The Trinamool Government’s efforts helped expand their market and improve living standards.

Now, with local MLA Rabindranath Ghosh appointed as North Bengal Development minister, the handicraft’s artisans are hoping for further boost to their traditional business.

Mr Ghosh told has special plans for sitalpati, or the cool-mats, one of the traditional handicrafts of Bengal that have started finding acceptance in the urban markets over the past few years. I have elaborate plans for the Sitalpati industry. Over the past five years, several hundred families got government loans and training for improving design of the diversified products, he said.

The Mamata Banerjee government has organised rural fairs throughout the year, which have actually helped increase sales.

The two-storied sitalpati market was built at a cost of Rs 1.5 crore. Mr Ghosh helped complete the project on a war footing.

Most of the families engaged in making sitalpati and other diversified products have seen their living standards improve over the past few years because of the increase in sales. Besides, a large number of the craftsmen have been brought under various social security schemes the state government has launched for the craftsmen. While on the one hand, the government had promoted our products through fairs and various government outlets and agencies, the weekly market at Ghughumari has played a key role as well.

The population at more than a dozen of villages within Natabari constituency is entirely dependent on sitalpati and diversified products. Generally, the men slash green canes (muthra reed), locally called Mukta, into thin slices. The women weave the slices. Besides the mats of various sizes, they also make bags of different sizes and designs, shoes, mobile covers, belts and showpieces. “I have elaborate plans for the sitalpati industry. Over the past five years, several hundred families got government loans and training for improving design of the diversified products. I plan to add floors and facilities at the Ghughumari weekly market, besides ensuring their products are made available through various government outlets across the state”, Mr Ghosh told .

West Bengal Cabinet thanks the people of Bengal for the overwhelming trust and support

West Bengal Cabinet, led by Chief Minister Mamata Banerjee, today adopted a resolution thanking the people of Bengal for their overwhelming trust and support in the recently-concluded Assembly elections.

The resolution was adopted in the first Cabinet meeting today at Nabanna. Dr Amit Mitra, the Finance, Commerce and Industries Minister, read out the resolution during a press conference.

Here is the full text of the resolution:

The people of Bengal in the currently concluded election to the West Bengal Assembly has mandated overwhelmingly and reposed their trust and confidence on development, good governance and people first policies of our Government.

During the last five years Bengal has not only scaled new heights and outperformed the country as a whole in several parameters of the social and economic growth, but has also been placed where people of all communities have flourished together with peace prosperity and harmony.

Many of our pioneering schemes in Health, Women & Child Development, Education, Livelihood Generation, e-Governance, Agriculture, Minority Development, Infrastructure, Rural Development sectors to name a few, have won national and international acclaim in spite of the huge debt burden of the previous Government. We have been able to carry out our development agenda for all sections of the society including SC, ST, OBC, minority communities, women, children and the disadvantaged section of the society.

In the days ahead, our focus will also be on our young generation, creation of more employment opportunities and overall development of quality of life for all.

We express our sincere gratitude to the people of Bengal for their huge support and the blessings and instituting our Government for the second consecutive term in office.

Resolved that it shall be our commitment and earnest endeavor in the second term to carry forward the development agenda for Bengal  with greater pace, greater focus and greater outreach so that Bengal becomes Number One in the world in terms of peace, prosperity and happiness.

Bangla hobe biswa sera, setai hobe amader agami lokkho.

The Didi Interview

The Didi Interview

Q:  So how does it feel after the extra-long election?

A: It was a long campaign that lasted more than three months. We were not at all happy with the schedule. We respect the Election Commission but we feel having six to seven days of elections was not required. We are thankful to Maa Mati Manush. This is a victory for the people, this is a victory for development. This is a victory for peace and communal harmony. We want to thank the people of Bengal. They are the biggest pillars of democracy.

Trinamool won 184 seats in 2011 but we were in an alliance. This time, the CPI(M), the Congress and the BJP came together with an agenda to defeat us. The entire opposition was united against us. But people have given us a huge victory. They are our strength.

Q: Are you happier with the Trinamool’s return to power or are you happier with the CPI(M)’s gradual descent into oblivion? Do you think this is the end of the road for the CPI(M) in West Bengal?

A: This was an alliance of opportunism. Their objective was to grab power. The alliance did not have any ideology. Ideology-less politics is no politics at all. The Congress does not know who its friends are. The CPI(M) has lost everything. And the BJP also has not done well. The people have given them a strong message.

Q:  But there can’t be any vacuum in politics. Who do you think will occupy the opposition space? Will it be the Congress or will it be the BJP or will it be a little bit CPI(M), a little bit Congress and a little bit BJP in different areas?

A: There is no difference between the three parties. Their only goal was to try and defeat Mamata Banerjee and stop development in Bengal. We are ideologically opposed to the BJP. So there is no chance of supporting them. The CPI(M), the Congress and the BJP have an understanding. They are afraid of us. We will play an important role in national politics in the future. The people are with us.

Q: But the continuing violence gives your government a bad name. Why aren’t you coming out more openly against violence on the ground?

A: Our party is not involved in any violence. Trinamool is the most disciplined party. Even during the elections, when law and order was under the jurisdiction of the Election Commission, many of our party workers were killed. People have not yet for gotten the massacres in Nandigram, Singur, Netai, Keshpur and Garbeta. The memories of Sainbari, Marichjhanpi, Bantala, Dhantala, and the Ananda Margis being burnt to death, who can forget those dark days? 50,000 people were killed in political violence during CPI(M) rule. How many of them have got justice? Even FIRs were not lodged in the past. Now, even if our party’s people are involved in crime, they are arrested.

Q: Practically every home now has someone working outside. Earlier, it used to be the educated upper and middle classes going abroad for better education and/or job (say, the Amartya Sen class). But now, increasingly, even the lowermost class is quitting Bengal. There are now places in Kerala that have bus routes and advertisements in Bengali. You must be concerned?

A: It is wrong to say that industries are not coming to Bengal. Bengal’s growth rate (12.2%) is higher than the national average (7.3%) right now. Employment opportunities have been created for 69 lakh people. Bengal’s growth in the industrial sector is 10.5%, that of India’s is 7%. Bengal’s growth in the service sector is 13%, India’s is 9%. The Economic Survey of the Government of India says the lowest inflation in India is in Bengal. Expenditure on physical infrastructure has grown six times in the last four-and-a-half years. Revenue collection in Bengal has doubled in four years.

Q: Which is going to be the first big industry house that will now come to Bengal?

A: Industry does not only mean heavy industries. Bengal leads in terms of bank loans given to the medium and small-and-medium enterprises sector. Four hydel projects are coming up in North Bengal. NTPC is investing in the Katwa plant. A new power plant is coming up in Sagardighi. India’s largest coal block, Deocha Pachami, will create huge employment opportunities. The days of load-shedding are gone. Isn’t this a matter of pride?

Q: Are you concerned with the law and order situation? What will you do to prevent para-level extortion? Again, this gives your party a bad name.

A: Law and order has improved in Bengal. Kolkata is the safest metro for women. We have built 89 police stations, including 35 women’s police stations. Jangalmahal is smiling now. There is peace in the Hills. Now even family feuds, disputes between neighbours and clashes between clubs are portrayed as crimes committed by Trinamool.

Q: Voters, on the whole, may have rejected corruption as an issue but if you see the margins of victory in Kolkata and urban areas, is it not a cause for worry? This is the class that was your earliest backer.

A: This is all created by a section of the media. We are an honest, transparent party . Of course, in every family not all members can be perfect. One or two members may be bad. But that does not mean the whole family is bad. There may be some problems in 10 blocks out of 400 but that can be resolved. I am overseeing the entire organisation.

Q: Which department has worked efficiently? Which department has, according to you, failed to perform?

A: All our ministers performed well. We have done more than what we promised in our manifesto. Despite the huge burden of debt, we have worked tirelessly for the people. We have increased our income from revenue but the Centre has taken away over Rs 1.5 lakh crore from our coffers.

Q: Do we expect wholesale changes in the cabinet?

A: Be patient (smiles), wait for a few hours.

Q: Will you change your style of functioning? Will you be even more hands-on (like your ‘Consider me to be the candidate in all 294 seats’)?

A: We have conducted 105 meetings at the BDO level in districts. Earlier, people had to come to Kolkata for work but now the secretariat goes to the people. We have developed a three-tier administration – BDO-DM-CMO – like we have the three-tier panchayat system. We are committed to the socio-economic development of the people and will continue to work for them at the grassroot level.

Q: Do you think you have gone wrong somewhere? Is there anything you would have done differently?

A: We have fulfilled 99.99% of the promises we made in our manifesto. Soon after assuming office in 2011, we passed the Singur Bill. Although we did our part, the matter is still pending in court. It is our commitment to return the land to the unwilling farmers. We will fulfil it.

Q: What hurts you the most? Do you feel hurt by the snobbery of a class of people?

A: Yes. I have been in politics for several decades now but I have never seen so much of hate campaigns, abuses and conspiracies. There were attempts to mislead the people. This is shameful for politics. There was a smear campaign against us for the last two years. Canards were spread. There should be a Lakshman rekha in politics. We must stay within democratic and constitutional limits.

Q: What is your message to the people of Bengal?

A: We are thankful to them for rejecting the smear campaign and conspiracies. They are my strength. We will keep serving them and take Bengal to newer heights of development. We will do what it takes to make Bengal into Biswa Bangla.

In conversation with Dr Amit Mitra

How can this mandate be explained?

The main reason is the massive development of social and physical infrastructure. Before 2010-2011, plan expenditure (PE) was Rs 14,161 crore, which increased to Rs 53,100 crore in 2015-16. Growth in PE in 2010-11 was minus 2.3 per cent; in 2014-15, the growth was 61.9 per cent over 2013-14. And, if you look at asset-creating capital expenditure, it was Rs 2,225 crore in 2010-11, lower by 26 per cent over the previous year. In 2014-15, that figure was Rs 13,374 crore, growth of six times. This has gone in building roads, schools, colleges, water works. So, it’s not only talk.

But, while plan and capital expenditure have grown phenomenally, we have also maintained fiscal discipline. In 2010-11, the fiscal deficit as a proportion of Gross State Domestic Product (GSDP) was 4.24 per cent; in the 2015-16 revised estimates (RE), it is 2.11 per cent. The revenue deficit as a percentage of GSDP in 2010-11 was 3.75 per cent; in the 2015-16 RE, it was 0.42 per cent. The debt to GSDP ratio was 40.65 per cent in 2010. In 2015-16, it stood at 33.14 per cent. It is still one of the largest ratios in the country.

How much have you borrowed?

Rs 1.13 lakh crore, of which Rs 94,000 crore has gone into servicing debt of the past.

What are the contours of development?

Rural development expenditure has grown by five times. During 2006-11, it was Rs 7,628 crore; in 2011-2016, it increased to Rs 38,214 crore. This is where the rural votes are coming from. Expen-diture on health has grown from Rs 3,139 crore in 2006-2011 to Rs 10,000 crore in 2011-2016. On education, from Rs 8,000 crore to Rs 22,000 crore; on minorities, from Rs 1,031 crore to Rs 5,526 crore. We have set up 170 new ITIs (industrial training institutes) and 81 polytechnics in these four and a half years. Primary and upper primary schools have grown by 6,000. Forty-six additional colleges have come up and 15 new universities, of which seven are government ones.

Where are the resources coming from?

Our (annual) tax collection has increased from Rs 21,000 crore to Rs 40,000 crore.

What after this?

Mamata Banerjee will decide. After the cabinet is formed, she will sit with her colleagues and the (government) secretaries, and set the agenda. What has happened in social infrastructure is still work in progress, as nothing has happened in the past 34 years. All the things in the manifesto, like health, education, will have to go further, deeper. As far as servicing the urban population is concerned, everyone would agree that Kolkata is much cleaner. Plus, we have continuous power. Roads are better, flyovers have come up and so, traffic movement has eased, and there is steady water supply.

What can business look forward to?

The scale at which the Bengal Global Business Summit has been held has never been seen before. In 2015, we got investment proposals of Rs 2.45 lakh crore, of which Rs 93,000 crore is under process. In 2016, we got investment proposals of Rs 2.5 lakh crore, which are under consideration. Since we came to office, investment of Rs 87,000 crore has been completed. Bank lending to the micro, small and medium sectors has increased three-fold, from Rs 32,384 crore to Rs 91,572 crore. So, small and medium industries are growing.

Is that enough?

Certainly not. More will happen. Large industries will also come. We have 5,000 acres with the West Bengal Industrial Development Corporation, in 23 parks. New parks are coming up, too. There is a new momentum in the cement sector. JSW is building a plant, so is Emami. Shree Cement has also expressed interest. Among larger industries, Tata Metaliks has asked for 300 acres for expansion, which will be in Kharagpur. Tata Hitachi has brought in three subsidiaries from Japan. Food processing is also a huge area.

Is this mandate a disincentive to review some of your earlier policies, like special economic zones?

It is very clear in the manifesto we will not accept SEZs that foster crony capitalism. The Centre’s own studies are now saying that SEZs have not served the purpose.
