The State Government has taken some major steps to revive fisheries in Bengal. Its Fisheries Department has planned to increase the production of local fish species and cultivate endangered ones.

Fisheries Minister Chandranath Sinha said, “Our department has taken many steps to boost fish production. The Chief Minister has asked us to come up with a comprehensive plan for the next five years. We are also making plans for the next 10 years.”

“In our state, the demand for fish is huge. Our Chief Minister has ordered fish cultivation to be increased in our State. So we have decided to increase fish production,” the minister added.

“We are working on some new breeds of fish. We have planned to use at least one large waterbody in every district to cultivate different kinds of fishes,” Sinha added.

Meanwhile, the department has set up laboratories in almost one-third of the blocks in West Bengal where people can get the soil and water in their local water bodies tested free of cost and get suggestions from agricultural scientists on how to improve the water bodies.

They will also get information about what kinds of fishes should be cultivated there. The minister said that within the next few years, every block in the State will have laboratories to assist farmers and fishermen.

 

মাছ উত্পাদন বাড়াতে উদ্যোগী রাজ্য

রাজ্য সরকার বাংলায় মৎস্যচাষ পুনরুজ্জীবিত করার জন্য কিছু গুরুত্বপূর্ণ পদক্ষেপ গ্রহণ করেছে। মৎস্য বিভাগ সাধারণ প্রজাতির মাছের উৎপাদন এবং বিপনণ বৃদ্ধির পরিকল্পনা করেছে।

মৎস্যমন্ত্রী চন্দ্রনাথ সিনহা বলেন, “মাছ উৎপাদন বৃদ্ধির জন্য অনেক পদক্ষেপ নিয়েছে আমাদের দপ্তর। মুখ্যমন্ত্রী আমাদের নির্দেশ দিয়েছেন আগামী পাঁচ বছরের জন্য একটি পরিকল্পনা তৈরি করার। আমরা আগামী ১০ বছরের পরিকল্পনাও করছি”।

তিনি আরও বলেন, “আমাদের রাজ্যে মাছে বিপুল চাহিদা। তাই রাজ্যে মাছের উৎপাদন আরও বৃদ্ধির নির্দেশ দিয়েছেন মুখ্যমন্ত্রী। তাই আমরা মাছ উৎপাদন বৃদ্ধির সিদ্ধান্ত নিয়েছি”।

মন্ত্রী জানান, “আমরা কিছু নতুন ব্রিড নিয়ে কাজ করছি। প্রতি জেলায় অন্তত একটি বড় জলাশয় ব্যবহার করে তাতে বিভিন্ন ধরণের মাছ চাষ করার পরিকল্পনা আছে আমাদের”।

এদিকে, বাংলায় সব ব্লকের প্রায় এক তৃতীয়াংশে ল্যাবরেটরিজ স্থাপন করেছে মৎস্যদপ্তর। এখানে চাষিরা মাটি, জল বিনামূল্যে পরীক্ষা করতে পারবেন এবং কিভাবে তাদের জলাশয়ের মান উন্নত করা যায় সে ব্যাপারেও কৃষিবিজ্ঞানীদের থেকে পরামর্শ পেতে পারবেন।

কি ধরনের মাছ চাষ করা উচিত এর মাধ্যমে তারা এব্যাপারে তথ্য পাবেন। মন্ত্রী জানান আগামী কিছু বছরের মধ্যেই রাজ্যের প্রতিটি ব্লকে কৃষক ও জেলেদের সহায়তার জন্য ল্যাবরেটরি তৈরি হয়ে যাবে।

An integrated board for Calcutta State Transport Corporation (CSTC), Calcutta Tramways Company (CTC) and West Bengal Surface Transport Corporation (WBSTC) has been constituted to ensure better transport facility to commuters by reducing the loss incurred by the corporations.

It may be recalled that the World Bank has funded a project to rationalise routes in different areas. It has been found that in many places there were more buses and less commuters, while in other areas the ratio between the users and the vehicles are disproportionate.

Route rationalisation will help the commuters and bring down losses incurred by the various transport corporations.

Chief Minister Mamata Banerjee said that the purpose of creating an integrated board is to bring down the expenditure. The State Government needs to pay Rs 40,000 crore to clear debts.

Thus, such a step has been taken to ensure that the common people continue to get better transport facilities and at the same time the expenditure comes down.

She said that there is no reason for the employees of any of the three corporations to worry, as in case of any excess in manpower, they can be transferred to other departments.

The Chairman of the integrated board for CSTC, CTC and WBSTC is MLA Rachpal Singh and the Vice-Chairman is Swarnakamal Saha, who is known for his wide experience in the transport sector. Nayana Bandyapadhyay and Sujit Basu, MLAs from Chowringhee and Bidhannagar Assembly constituencies, respectively, are the two directors on the integrated board.

The boards of North Bengal State Transport Corporation (NBSTC) and South Bengal State Transport Corporation (SBSTC) were also reconstituted on Wednesday. MLA Sourav Chakraborty would continue as the Chairman of the board for NBSTC, and Arghya Ray Pradhan has become the Vice-Chairman.

Tamanash Ghosh is the Chairman of the board for SBSTC and Asit Majumder is the Vice-Chairman.

There are five directors on the board for NBSTC and four for SBSTC.

 

পরিবহণ ব্যবস্থায় সংস্কার, মিলল তিন পরিবহণ নিগম

রাজ্য পরিবহণ নিগমের তিনটি সংস্থাকে এক ছাতার তলায় আনার প্রক্রিয়া শুরু হল। তারই প্রথম পর্যায়ে সি এস টি সি, সি টি সি এবং  ডব্লু বি এস টি সি— এই তিন সংস্থার জন্য একটি মাত্র পরিচালন পর্ষদ গঠন করা হল।

পরিবহন দপ্তরের এই সিদ্ধান্ত কার্যকর হওয়ার প্রসঙ্গে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় বলেন, “আমাদের সরকারের মাথায় ৪০ হাজার কতি টাকার দেনা রয়েছে। তাই আমরা খরচ কমিয়ে আয় বৃদ্ধির লক্ষ্যেই এই পদক্ষেপ নিয়েছি”।

এর ফলে সংস্থাগুলি সুষ্ঠুভাবে পরিচালনা করা সম্ভব হবে। খরচের পরিমাণও কমবে। যাত্রী–‌পরিষেবা  আরও উন্নত হবে।

তিন নিগমকে একসূত্রে বেঁধে ফেলা হলেও নিগমের কোন কর্মী কর্মহীন হবেন না বলে নিশ্চিত আশ্বাস দিয়েছেন মমতা বন্দ্যোপাধ্যায়।তাঁর কথায়, “আমরা কাউকে কর্মহীন করার পক্ষপাতী নই। কর্মীদের বদলি করা হলেও সকলেরই চাকরি বজায় থাকবে”।

এই তিনটি নিগমকে এক করে চেয়ারম্যান পদে বসানো হয়েছে রচপাল সিংকে এবং ভাইস চেয়ারম্যান হলেন স্বর্ণকমল সাহা।

এই ইন্টিগ্রেটেড বোর্ডের দুইজন পরিচালক হলেন চৌরঙ্গী বিধানসভার বিধায়ক নয়না বন্দ্যোপাধ্যায় এবং বিধাননগরের বিধায়ক।

নর্থ বেঙ্গল স্টেট ট্রান্সপোর্ট কর্পোরেশনের চেয়ারম্যান হলেন সৌরভ চক্রবর্তী এবং ভাইস চেয়ারম্যান হলেন অর্ঘ্যরায় প্রধান।

সাউথ বেঙ্গল স্টেট ট্রান্সপোর্ট কর্পোরেশনের চেয়ারম্যান হলেন তমোনাশ ঘোষ এবং অসিত মজুমদার হলেন ভাইস চেয়ারম্যান।

সাউথ বেঙ্গল স্টেট ট্রান্সপোর্ট কর্পোরেশনের জন্য মোট চারজন এবং নর্থ বেঙ্গল স্টেট ট্রান্সপোর্ট কর্পোরেশনের জন্য মোট পাঁচজন পরিচালক রয়েছেন।

পরিবহণ দপ্তর সূত্রে জানা গেছে, একটাই পরিচালন পর্ষদ থাকবে। তার ফলে তিনটি নিগমের কর্মীরাই একসঙ্গে কাজ করবেন।

West Bengal Chief Minister Mamata Banerjee on Tuesday said she would reach out to global car makers to invest in Bengal.

“I am going to Vatican City for a day to attend the canonisation of Mother Teresa by Pope Francis. I will ask finance minister Dr Amit Mitra to schedule business meetings around that date, with particular emphasis on automobile and other manufacturing sectors,” the West Bengal CM said at a meeting organised by nine chambers to felicitate her for the emphatic victory in the recently-concluded assembly elections.

Expressing the necessity to get “automobile back” in Bengal, she pointed out that the state was once the hub of manufacturing.

The West Bengal Chief Minister also made it clear that the government had sufficient land in its bank. Even otherwise, she said industries could form consortium to hold land in excess of the ceiling.

 

বাংলায় গাড়ি ও ভারী শিল্পে জোর মুখ্যমন্ত্রীর      

রাজ্যে গাড়ি শিল্পে লগ্নি টানতে এবার জোর দিলেন  পশ্চিমবঙ্গের মুখ্যমন্ত্রী মমতা ব্যানার্জী। মঙ্গলবার বণিকমহল আয়োজিত সংবর্ধনা সভায় তিনি বলেন,  বিশ্বব্যাপী গাড়ী প্রস্তুতকারকদের কাছে পৌঁছাতে বাংলায় বিনিয়োগ করতে হবে। তিনি শিল্পপতিদের উদ্দেশ্যে বলেন, “সরকারের পর্যাপ্ত জমি আছে, আপনারা আসুন, গাড়ি শিল্প, ভারী শিল্প ও উৎপাদন শিল্প গড়ুন”।

মুখ্যমন্ত্রী বলেন, “আমি মাদার টেরেসার সন্ত অনুষ্ঠানে যোগদান করার জন্য রোমে যাব। আমি শিল্পমন্ত্রী ডঃ অমিত মিত্রকে বলব বিনিয়োগ আনার জন্য সেখানে কয়েকটি শিল্পসভার আয়োজন করতে”।

তিনি বলেন, “আমাদের পরবর্তী লক্ষ্য ‘অটোমোবাইল’ এবং ম্যানুফ্যাকচারিং ক্ষেত্রে বিনিয়োগের পরিমান বৃদ্ধি করা। রাজ্য একসময় উৎপাদন শিল্পের হাব ছিল, সেই গরিমা ফিরিয়ে আনতে হবে”।

Industry captains believe that the landslide victory of Mamata Banerjee will help West Bengal to grow and emerge the safest investment destination in the country. The chambers of commerce felicitated Banerjee at a function at a five star hotel on Tuesday afternoon.

The Chief Minister said it was the victory of people who had supported her development plans. “Bengal should be number one in every sphere,” she said.

Harshavardhan Neotia, national president of FICCI, said her resounding mandate had proved that people of the state were in favour of development. He said “didi” had to fight against a mighty opposition and shrill campaign. He said Kolkata was an ideal tourist destination and hoped that in the next five years more development would take place in the state with more job opportunities. He said those who come to the city now praise it because it looks better and are impressed by the infrastructure development that has taken place in the last five years.

Rakesh Shah, president Bharat Chamber of Commerce, said that the victory margin reflected the trust the people of West Bengal had in Mamata Banerjee’s political leadership. He also talked about her extensive knowledge of West Bengal and her unique ability to feel the pulse of people.

Sanjay Budhia, MD, Patton, said during his recent visit to the United States he found two of his clients showing keen interest in Bengal politics and particularly Mamata Banerjee’s emphatic electoral victory. Very soon “West Bengal will become Best Bengal,” he remarked.

Ambarish Dasgupta, president Bengal Chamber of Commerce and Industry, said Mamata Banerjee had helped Bengalis to come out of their “timid nature.” He said he had asked some people who were present during her speech at Asia House in London last year about their experience, and all of them had told him that it was really amazing that “she always maintains her usual self.”

SA Fazal, president of Oriental Chambers of Commerce, said because of her sheer courage and determination she had reached the top overcoming so many hurdles.

President Federation of South Bengal Chambers of Commerce Sudhir Agarwal said investments were pouring in to Bengal and now employment generation was the need of the hour.

Veteran industrialist Sudhir Jalan said: “West Bengal has really transformed.”

FICCI এর national president হর্ষ নেওটিয়া বলেন, “দিদি সবরকম কুৎসা ও অপপ্রচারের বিরুদ্ধে লড়াই করেছেন। এত তীক্ষ্ণ বিরোধিতার পরও তিন-চতুর্থাংশ জনাদেশ, এটা ভাবাই যায় না। সাধারণ মানুষ তার উন্নয়নমূলক কাজকে সমর্থন করেছে এটা প্রমাণিত। তিনি আরও বলেন, কলকাতা একটি আদর্শ পর্যটন গন্তব্য এবং আশা প্রকাশ করেন যে আগামী পাঁচ বছরে রাজ্যে আরও উন্নয়নমূলক কাজ হবে এবং কর্মসংস্থানের সুযোগ বাড়বে। যারা এই শহরে আসেন তারাই এর সৌন্দর্যায়নের প্রশংসা করেন কারন গত পাঁচ বছরের পরিকাঠামোগত উন্নয়নে তারা মুগ্ধ”।

ভারত চেম্বার অফ কমার্সের প্রেসিডেন্ট রাকেশ শাহ বলেন, “জয়ের এই মারজিন প্রমাণ করে যে বাংলার মানুষ মমতা বন্দ্যোপাধ্যায়ের রাজনৈতিক নেতৃত্বকে বিশ্বাস করে”।

সঞ্জয় বুধিয়া বললেন, “রাজনৈতিক বিভেদকে সরিয়ে জিএসটি মেনে নেওয়া মানে তো ইতিবাচক পদক্ষেপ৷ উনি তো উন্নয়নকে রাজনীতির সঙ্গে মেলালনি৷ এর চেয়ে ভাল কী হয়?খুব শিগগিরি পশ্চিমবঙ্গ শ্রেষ্ঠ বাংলায় পরিণত হবে”।

অম্বরীশ দাশগুপ্ত মুখ্যমন্ত্রীর সঙ্গে লন্ডনে শিল্প-সফরের কথা তুলে ধরে বলেছেন, “আমরা অনেক কাজ করেছি৷ সাহায্য পেয়েছি৷ মুখ্যমন্ত্রী তো সবাইকে উৎসাহ দেন৷ এটাই তো ভোকাল টনিক৷”

ওরিয়েন্টাল চেম্বার অফ কমার্সের প্রেসিডেন্ট এস এ ফজল জানান, “তার নিছক সাহস ও দৃঢ়তার কারণে তিনি সব বাধা অতিক্রম করেও শীর্ষ পৌঁছেছেন”।

শিল্পপতি সুধীর আগারওয়াল জানান, “বাংলায় বিনিয়োগ হচ্ছে এবং এখন প্রয়োজন কর্মসংস্থানের”।

শিল্পপতি সুধীর জালান বলেন, “পশ্চিমবঙ্গ সত্যিই পরিবর্তিত হয়েছে”।

West Bengal Chief Minister Mamata Banerjee last Monday reviewed the performance of the State Higher and Primary Education Departments and asked Education Minister Partha Chatterjee to prepare a vision document for the next five to ten years. Joint secretaries of the Education Department were also present in the meeting.

During the review meeting, the Chief Minister asked the Department to lay stress on quality of education, use technology and improve teaching methodologies.

Later, the Education Minister said the rate of admission to graduate-level courses has increased to 17.5%. “The rate of admission was 11% earlier and now it has increased to 17.5%. The national average is 21% and we want to achieve that,” he said.

Overall there has been an increase of four lakh graduates and 36,000 engineering students in the state, the Minister said adding that both students and seats have increased both in higher education and at the Madhyamik level.

 

শিক্ষা দপ্তরকে আগামী দশ বছরের ভিশন ডকুমেন্ট তৈরির নির্দেশ দিলেন মুখ্যমন্ত্রী

রাজ্যে শিক্ষার মনোনয়ন ও পরিকাঠামো উন্নয়ন নিয়ে শিক্ষা দপ্তরের সঙ্গে পর্যালোচনা বৈঠক করেন মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি শিক্ষামন্ত্রী পার্থ চট্টোপাধ্যায় ও শিক্ষা দপ্তরের সচিবদের নির্দেশ দিয়েছেন আগামী ১০ বছরের জন্য একটি ভিশন তৈরি করার।

এই ভিশনের মধ্য দিয়ে শিক্ষা কমিশনের সুপারিশ মেনে ছাত্রছাত্রীদের পঠনপাঠনের নিয়মানুবর্তিতার ওপর আরও জোর দিতে হবে। পর্যালোচনা বৈঠক চলাকালীন মুখ্যমন্ত্রী শিক্ষা দপ্তরকে তথ্য প্রযুক্তির ব্যবহার বৃদ্ধি করারও নির্দেশ দেন।

পরে শিক্ষামন্ত্রী জানান, উচ্চশিক্ষায় ছাত্র ভর্তির হার চার বছর আগে যেখানে ছিল ১১ শতাংশ এখন তা বেড়ে হয়েছে ১৭.৫ শতাংশ। এখানে জাতীয় ক্ষেত্রের লক্ষ্যমাত্রাতেই পৌঁছতে চায় রাজ্যের শিক্ষা দপ্তর। সেই লক্ষ্যমাত্রাটি হল ২১ শতাংশ।

তিনি আরও বলেন, “এ রাজ্যে বিগত চার বছরে উচ্চমাধ্যমিক ও প্রাথমিকে ছাত্র সংখ্যা বৃদ্ধি ও পরিকাঠামোও বৃদ্ধি পেয়েছে। পাশাপাশি আসন সংখ্যাও বৃদ্ধি পেয়েছে। স্নাতকস্তরে বিগত চার বছরে আসন সংখ্যা হয়েছে ৪ লক্ষ ও ইঞ্জিনিয়ারিঙে সেই সংখ্যা বেড়ে হয়েছে ৩৬ হাজার।

The West Bengal Government is planning to provide free schoolbags to students from classes I to IV. The School Education Department has been instructed by West Bengal Chief Minister Mamata Banerjee to prepare a tentative budget.

Earlier, Mamata Banerjee had planned the Sabuj Sathi Scheme to provide 40 lakh bicycles to school students so that they can come to school even from distant places.

She also took the measure to provide school shoes to students from classes I to IV, after she noticed some students coming to school barefeet.

The world-acclaimed Kanyashree Scheme encourages girl students to complete school education and pursue higher education.

 

প্রাইমারি স্কুলের ছাত্রছাত্রীদের স্কুল ব্যাগ দেওয়ার পরিকল্পনা রাজ্য সরকারের

প্রথম থেকে পঞ্চম শ্রেণীর অর্থাৎ প্রাইমারি স্কুলের প্রায় ৬১ লক্ষ ছাত্রছাত্রীদের বিনামূল্যে স্কুল ব্যাগ দেওয়ার পরিকল্পনা করছে পশ্চিমবঙ্গ রাজ্য সরকার। ইতিমধ্যেই মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় শিক্ষা দপ্তরকে নির্দেশ দিয়েছেন একটি সম্ভাব্য  বাজেট তৈরি করার।

এর আগে মমতা বন্দ্যোপাধ্যায় “সবুজ সাথী” প্রকল্প চালু করেছেন যার মাধ্যমে প্রায় ৪০ লক্ষ সাইকেল বিতরণ করা হয়েছে ছাত্রছাত্রীদের। এর ফলে তারা দূর দূরান্ত থেকে সহজেই স্কুলে আসতে পারছে।

স্কুল ছাত্রছাত্রীদের খালি পায়ে স্কুলে আসতে দেখে এর আগেই তিনি প্রাইমারি (প্রথম-পঞ্চম শ্রেণি) ছাত্রছাত্রীদের স্কুলের জুতো প্রদান করার সিদ্ধান্ত নিয়েছিলেন।

বিশ্ব প্রশংসিত “কন্যাশ্রী” প্রকল্পের মাধ্যমে ছাত্রীদের শিক্ষার ক্ষেত্রে আগ্রহী করে তোলা হয়েছে। এই প্রকল্প তাদের স্কুল শিক্ষা সম্পন্ন করার এবং উচ্চ শিক্ষার খোঁজে উত্সাহ দিচ্ছে। এর মাধ্যমে বাল্যবিবাহ আটকানো সম্ভবপর হয়েছে।

All the chambers of commerce in the city jointly hosted a felicitation programme today to mark the beginning of West Bengal Chief Minister Mamata Banerjee’s second term in office. Altogether nine chambers of commerce, including two national industry associations – ASSOCHAM and FICCI, joined today’s programme.

This was the first such programme since Ms Banerjee came to power in May 2011.

The Indian Chamber of Commerce, which initiated the move, said that over the last five years, the Trinamool Congress government has made many overtures to industry, formally as well as informally, and that industrialists felt this was the right time to reciprocate.

Invitations were sent to the heads of all the city industry houses to attend the meeting and speak. The industry too was looking forward to hearing from Ms Banerjee her plans for the industry.

The chambers which participated at the meet are the Indian Chamber of Commerce (ICC), the Federation of Indian Chambers of Commerce and Industry (FICCI), the Associated Chambers of Commerce of India (ASSOCHAM), the Bengal Chamber of Commerce & Industry (BCC&I), the Merchants Chamber of Commerce (MCC), the Bengal National Chamber of Commerce and Industry, the Calcutta Chamber of Commerce (CCC) and the Oriental Chamber of Commerce (OCC).

Here are some excerpts from Mamata Banerjee’s speech:

On victory

This is a victory of the people. We dedicate this victory to the people. This is a victory of democracy, progress and harmony. This is a victory for constructive work. During the last five years, there was a lot of negative publicity. Some people with vested interests carried out negative publicity against Bengal. We worked hard to change the perception of the State.

On investor-friendly measures

There is no bandh or strike in Bengal now. Earlier the number of man-days lost due to bandhs was about 78 lakh; now it is zero. We started a single-window system of clearance. We started the Bengal Global Business Summit. We have a land bank and a land map. We are working hard as one family, the Paschim Banga Paribar.

Growth in Bengal

Bengal has the best investor-friendly atmosphere. A lot of positive work has happened. GVA growth of Bengal is 10.48% while that of India is 7.5%. Growth of per capita income in Bengal 12.84% while that of India is 6.1%. Increase in industry in Bengal is 8.34% while that in India is 5.6%. We performed despite inheriting a huge debt burden. Capital expenditure of Bengal grew six times in five years. State’s Plan Expenditure has increased by more than three folds. We doubled our revenue in just three years.

On GST

We are fighting for GST. It is a positive proposal. One-tax formula will work. We are in Opposition at the Centre but we believe in being constructive. We do not believe in opposing for the sake of it. We support pro-people policies.

On future course of action

We will create vision documents for 5 years, 10 years, and 15 years. Planning in advance will ensure that the process of development does not come to a halt. Enough has been said. It is time for action now.

 

মাননীয়া মুখ্যমন্ত্রীকে আজ সংবর্ধনা দিল বণিক মহল   

বিপুল ভোটে জয়ের জন্য আজ মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়কে সংবর্ধনা দিল বণিকমহল। তিনটি জাতীয় স্তরের বণিকসভা অ্যাসোচেম, ফিকি ও সিআইআই আজ মুখ্যমন্ত্রীকে সংবর্ধিত করে। আজ দুপুর ১টায় ললিত গ্রেট ইস্টার্নে হয় এই অনুষ্ঠান।

২০১১ সালে ক্ষমতায় আসার পর এই প্রথমবার এই অনুষ্ঠান হতে চলেছে। ক্ষমতায় এসেই শিল্প স্থাপনে একাধিক উদ্যোগ নিয়েছিলেন মমতা বন্দ্যোপাধ্যায়। ক্ষমতায় আসার পর প্রথম পাঁচ বছরের শাসনকালে বিভিন্ন সময় লগ্নী টানতে রাজ্যে আন্তর্জাতিক স্তরে শিল্প সম্মেলন বসিয়েছেন মমতা বন্দ্যোপাধ্যায়।

রাজ্যের বণিকসভাগুলির মধ্যে রয়েছে বেঙ্গল চেম্বার, বেঙ্গল ন্যাশনাল চেম্বার অফ কমার্স অ্যান্ড ইন্ডাস্ট্রি, এমসিসি চেম্বার অফ কমার্স, ওরিয়েন্টাল চেম্বার অফ কমার্স, ইন্ডিয়ান চেম্বার অফ কমার্স, ক্যালকাটা চেম্বার অফ কমার্স। এছাড়া রাজ্যস্তরের প্রথম সারির সব শিল্পপতিরাও উপস্থিত ছিলেন।

বিপুল জয় সম্বন্ধে বলেন

এই জয় মানুষের জয়, এই জয় গণতন্ত্রের, প্রগতির, সম্প্রিতির জয়। গত পাঁচ বছরে অনেক নেতিবাচক প্রচার হয়েছে, কিছু কিছু লোক বাংলার বিরুদ্ধে কুৎসা ও অপপ্রচার করে বেড়াচ্ছে সেই সবকিছু উপেক্ষা করে আমরা এই জয় পেয়েছি।

শিল্প-বান্ধব পরিবেশ সম্বন্ধে বলেন

বাংলায় এখন বনধের রাজনীতি বন্ধ হয়েছে, আগে বনধের কারণে ৭৮ লক্ষ শ্রম দিবস নষ্ট হয়েছে, এখন তা শূন্য। রাজ্যে আমরা শিল্প বাণিজ্য সম্মেলন শুরু করেছি। আমাদের ল্যান্ড ব্যাঙ্ক, ল্যান্ড ম্যাপ আছে। আমরা একটি পরিবারের মত সকলে একসাথে কঠোর পরিশ্রম করি।

বাংলার উন্নয়ন সম্বন্ধে বলেন

বাংলাই ভারতের শিল্প ও সংস্কৃতির রাজধানী। বাংলায় সবচেয়ে ভালো বিনিয়োগ বান্ধব পরিবেশ রয়েছে। অনেক ইতিবাচক কাজ হচ্ছে। বাংলার GVA গ্রোথ ১০.৪৮% যখন ভারতের GVA গ্রোথ ৭.৫%। বাংলার Per capita income বৃদ্ধির হার যখন ১২.৪৮% তখন ভারতের ৬.১%। বাংলায় শিল্প বৃদ্ধির হার যখন ৮.৩৪% তখন ভারতের হার ৫.৬%। গত পাঁচ বছরে ৬ বার বাংলায় মুলধনী ব্যয় বৃদ্ধি পেয়েছে। রাজ্যের পরিকল্পনা খাতে ব্যয় তিন গুন চেয়ে বেশি হয়ে গেছে। তিন বছরে রাজ্যের আয় দ্বিগুন হয়েছে। বিপুল ঋণের বোঝা থাকা সত্বেও উন্নয়নমূলক কাজের গতি স্তব্ধ হয়নি।

GST সম্বন্ধে বলেন

আমরা GST-র জন্য লড়াই করছি, এটি একটি ইতিবাচক প্রস্তাব। আমরা যেমন কেন্দ্রের সমালোচনা করি, তাদের বিরোধিতা করি তেমন তাদের ইতিবাচক সিদ্ধান্তগুলিকেও সমর্থন করি। আমরা গঠনমূলক কাজে বিশ্বাস করি, জনমুখী নীতিকে সমর্থন করি।

ভবিষ্যৎ পরিকল্পনা সম্বন্ধে বলেন

আমরা ৫-১০ ও ১৫ বছরের ভিশন ডকুমেন্ট তৈরি করব। আগে থেকে ভালভাবে প্ল্যানিং করলে উন্নয়নের কাজ থেমে যায় না। এখন কাজ করে দেখানোর সময় এসেছে।

Keeping in line with Chief Minister Mamata Banerjee’s vision of making education ‘all-inclusive,’ the State Education Department has asked schools to make certain arrangements and provisions for the benefit of specially-abled students studying together with other students.

In schools meant exclusively for specially-abled students, these provisions and arrangements were already there but this is for the first time that all schools have been asked to make these provisions and grant certain relaxations to these students following the guidelines laid down by the Education Department.

Certain provisions were there earlier too, but now several new ones have been made a part of the guidelines, like language paper selection, seating arrangements, etc., that will encourage these children to attend schools with other students. Previously it was at the discretion of the schools to make arrangements for such students, but now proper guidelines have been drafted to make the provisions to look after their special needs uniform across the State.

 

রাজ্যের স্কুলগুলিকে প্রতিবন্ধী-বান্ধব করার পরিকল্পনা সরকারের

“সবার জন্য শিক্ষা” মমতা ব্যানার্জী এই পরিকল্পনার সঙ্গে সঙ্গতি রেখে রাজ্য রাজ্যের স্কুলগুলিকে প্রতিবন্ধী-বান্ধব করা যাতে তারা অন্যান্য ছাত্রছাত্রীদের সঙ্গে একসঙ্গে স্কুলে পড়াশোনা করতে পারে শিক্ষা দপ্তর তার নির্দেশ দিয়েছে সব স্কুলগুলিকে।

ইতিমধ্যেই স্কুলে প্রতিবন্ধী ছাত্রছাত্রীদের জন্য এইসব বিধি-ব্যবস্থা আগে থেকেই ছিল। কিন্তু এই প্রথম বার সব স্কুলগুলিকে এইধরনের বিধি ব্যবস্থা এবং এইসব বিশেষ ছাত্রছাত্রীদের জন্য নির্দিষ্ট ছাড় দেওয়ার নির্দেশিকা দেওয়া হল শিক্ষা দপ্তর থেকে।

ইতিপূর্বে বেশকিছু নির্দিষ্ট বিধিব্যবস্থা ছিল। কিন্তু বেশ কিছু নতুন পদ্ধতি যোগ করা হয়েছে নতুন নির্দেশিকায়। ভাষায় স্বাচ্ছন্দ্যবোধ, ঠিকমতো বসার ব্যবস্থা এবং আর অনেক নতুন গাইডলাইন তৈরি করা হয়েছে এর ফলে শিশুরা স্কুলে আসতে এবং বাকি শিক্ষার্থীদের সঙ্গে থাকতে আরও বেশি আগ্রহী হবে। বিশেষ চাহিদার সঙ্গে এইসব ছাত্রছাত্রীদের জন্য বিদ্যালয়গুলির আলাদা ব্যবস্থা করার বিবেচনা ইতিপূর্বে অনিশ্চিত ছিল।

The residents of Raipara village under Nadia’s Chakdah police station are now earning much more by making fly ash bricks, thanks to an initiative of the innovative methods taken up by the Trinamool Government on implementation of the 100 Day Work scheme.

The district administration has started the country’s second eco-friendly brick manufacturing project in Nadia. Around 56 tribal families of Raipara in Silinda-1 gram panchayat under Chakdah block in Nadia have benefited owing to this project under NREGA. So, while their children couldn’t go to school for lack of money a year ago, now they can and are getting three meals a day. Interestingly, all the workers involved in this project are women.

The country’s first such project was set up in Bankura. West Bengal Chief Minister Mamata Banerjee had asked the officials of the panchayat and rural development department to start schemes that will help economically challenged families.

The fly ash comes from Bandel Thermal Power Station. Along with it, sand, lime and gypsum are used to produce bricks and pavement tiles. Thirty lakh bricks will be produced annually and the production cost of each brick is Rs 2 and 6 paisa. These types of bricks are used to construct rural roads and the excess ones are sold for Rs 4 each, which is even cheaper than the bricks available in the market. The workers who are participating in this project are members of a self-help group (SHG). Another SHG has been formed in Ghoramara in Silinda-2 panchayat.

Fifty per cent of these fly ash bricks are bought by the Nadia administration at Rs 6 and 50 paisa. The remaining 50% bricks are kept for those families who are below poverty line. They can buy them for Rs 4 (for each brick). Sixty-five per cent of the profit goes to the members of the self-help group.

Reportedly, the self-help group in Raipara is making a profit every month. Besides this, every member is also getting a labour charge of Rs 174 as per the 100 days scheme.

The project was started in November 2015. About Rs 6.5 lakh is needed to buy a brick manufacturing machine. The Nadia administration has already bought two such machines for the project. To set up a brick kiln, one needs about Rs 24 lakh.

নদিয়ার চাকদহ পুলিশ স্টেশনের অন্তর্গত রায়পাড়া গ্রামের বাসিন্দারা বর্তমানে ইট তৈরি করে ভাল রোজগার করছে। তৃণমূল কংগ্রেস পরিচালিত সরকারের ১০০ দিনের প্রকল্পের অধীনে এটি একটি অভিনব প্রয়াস।

জেলা প্রশাসন নদীয়ায় দেশের দ্বিতীয় ইকো বান্ধব ইট উত্পাদন প্রকল্প শুরু করেছে। নারেগা প্রকল্পের অধীনে চাকদহ ব্লকের শিলিণ্ডা-১ গ্রাম পঞ্চায়েতের রায়পাড়া গ্রামের ৫৬ টি আদিবাসী পরিবার উপকৃত হয়েছে। একবছর আগে টাকার অভাবে তাদের ছেলেমেয়েরা স্কুলে পড়াশোনা করতে যেতে পারত না, এখন তারা স্কুলে যেতে পারছে এবং দিনে তিন বেলা খেতে পাচ্ছে। মজার ব্যাপার হলো, এই প্রকল্পের সাথে জড়িত সব শ্রমিকই হলেন মহিলা।

দেশের মধ্যে প্রথম বাঁকুড়ায় এইধরনের প্রকল্প চালু হয়। পশ্চিমবঙ্গের মুখ্যমন্ত্রী মমতা ব্যানার্জী পঞ্চায়েত ও গ্রামোন্নয়ন বিভাগের কর্মকর্তাদের অর্থনৈতিকভাবে চ্যালেঞ্জ পরিবারকে সাহায্য করবে এই ধরনের প্রকল্প শুরু করার নির্দেশ দেন।

ফ্লাই অ্যাশ আসে ব্যান্ডেলের থার্মাল পাওয়ার স্টেশন থেকে। এর সঙ্গে বালি, লাইম, জিপসাম মিশিয়ে ইট এবং ফুটপাথের টাইলস তৈরি করা হয়। বার্ষিক ৩০ লক্ষ ইট উত্পাদিত হবে এবং প্রতিটি ইটের উৎপাদন খরচ ২ টাকা এবং ৬পয়সা। এই ধরনের ইট গ্রামীণ সড়ক নির্মাণে ব্যবহার করা হয়। বাড়তি ইটগুলি প্রতিটি ৪ টাকায় বিক্রি করা হয়, যা বাজারে বিক্রি হওয়া ইটের তুলনায় অনেক সস্তা।

যারা এই প্রকল্পে অংশগ্রহণ করেছে তারা সকলেই স্বনির্ভর গোষ্ঠীর সদস্য। শিলিণ্ডা-২ গ্রাম পঞ্চায়েতের ঘোরামারায় আরও একটি স্বনির্ভর গোষ্ঠী তৈরি হয়েছে।

এই ধরনের ৫০ শতাংশ ইট প্রশাসন ৬ টাকা ৫০ পয়সায় কেনে। অবশিষ্ট ৫০% ইট দারিদ্রসীমার নীচে থাকা পরিবারের জন্য রাখা হয়। তারা ৪টাকায় (প্রতিটি ইট) ইটগুলি কিনতে পারে। লাভের ৬৫ শতাংশ যায় স্বনির্ভর গোষ্ঠীর সদস্যদের কাছে।

রিপোর্ট অনুযায়ী রায়পারার স্বনির্ভর গোষ্ঠী প্রত্যেক মাসে বেশ লাভ করছে। এর পাশাপাশি, ১০০ দিনের প্রকল্প অনুযায়ী প্রত্যেক সদস্য ১৪৭ টাকা করে লেবার চার্জ পাচ্ছেন।

২০১৫ সালের নভেম্বর মাসে এই প্রকল্পটি শুরু হয়েছিল। ইট তৈরির মেশিন কেনার জন্য প্রায় ৬.৫ লাখ টাকা প্রয়োজন। নদিয়া প্রশাসনিক কর্তারা এধরনের দুটি মেশিন কিনেছেন। এক একটি ইটভাটা তৈরি করতে প্রায় ২৪ লক্ষ টাকা প্রয়োজন।

The Trinamool Congress Government has decided to act tough against middlemen and hoarders, who have been jacking up potato prices. Under the instruction of Chief Minister Mamata Banerjee, Agriculture Marketing Minister Tapan Dasgupta carried out a survey in various retail markets on Sunday. Apart from carrying out raids, the department officials may also sell potatoes at a controlled price.

On Sunday evening, the Minister met farmer leaders and asked them to keep a watch on the markets and identify people who are jacking up prices.”The Chief Minister has expressed her worries over the rise in price. She has also asked me to keep a close watch on the prices of other vegetables,” said Dasgupta.

He added, “After a few days, I will submit the final report to the Chief Minister, detailing the roadmap to check prices in retail markets. We cannot allow a certain section of traders to make the most out of this situation. We have already conveyed this to traders. If they do not desist from adopting unethical methods, we will take legal action against them.”

মমতা বন্দ্যোপাধ্যায় পরিচালিত তৃণমূল কংগ্রেস সরকার আলুর মূল্যবৃদ্ধি নিয়ন্ত্রণে লগ্নিকারীদের বিরুদ্ধে কড়া পদক্ষেপ নিচ্ছেন। মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নির্দেশে কৃষি বিপণন মন্ত্রী তপন দাশগুপ্তা রবিবার খুচরো বাজারে একটি সমীক্ষা করেন। এইধরনের রেড কড়া ছাড়াও বিভিন্ন বিভাগের কর্মকর্তারা নিয়ন্ত্রিত দামে আলু বিক্রির ব্যাপারেও নজর দেবেন।

আলুর মূল্যবৃদ্ধির ওপর কড়া নজর রাখতে রবিবার বিকেলে কৃষকদের সঙ্গে একটি বৈঠক করেন কৃষি বিপণন মন্ত্রী। মন্ত্রী এদিন জানান, “মাননীয়া মুখ্যমন্ত্রী আলুর মুল্যবৃদ্ধি নিয়ে যথেষ্ট উদ্বেগ প্রকাশ করেছেন। তিনি অন্যান্য সবজির মূল্যবৃদ্ধির ওপরও কড়া নজর রাখছেন”।

তিনি আর বলেন, “কিছুদিন পর আমি খুচরো বাজারের দাম পরীক্ষা করে মুখ্যমন্ত্রীর কাছে ফাইনাল রিপোর্ট পেশ করব। আমরা একটি নির্দিষ্ট বিভাগের ব্যবসায়ীদের অনুমতি দেব না। আমরা ইতিমধ্যেই ব্যবসায়িদের সেকথা জানিয়ে দিয়েছি। যদি তারা আমাদের এই পদ্ধতি অনুসরণ না করে তাহলে আমরা তাদের বিরুদ্ধে আইনি পদক্ষেপ নেব”।
