On the initiative of West Bengal Chief Minister Mamata Banerjee, the office of the North Bengal Sports Council was inaugurated at Siliguri on Monday by former Team India football skipper Baichung Bhutia.

The setting up of the council was announced by Chief Minister Mamata Banerjee during her four-day tour of North Bengal tour last week. The primary aim of the council is to promote sports in north Bengal.

The council will also promote games in schools. It may be recalled that in the past itself, the Chief Minister wanted to make sports mandatory in schools

Mr Bhutia will act as a chairman to the council. Former table tennis national champion Mantu Ghosh is the vice-chairman of the council. Man Ghisingh, cricketer Wriddhiman saha and Shibshankar Paul are also members of the council. This is the first time when a sports council for north Bengal has been set up.

Inaugurating the council, Bhutia said its main aim would be to promote sports in the seven districts of north Bengal. He said to promote cricket in north Bengal an Indian Premier League-style tournament would be held. However, the date of the tournament is yet to be finalised. He said as the ground is small, he would take up the matter with Cricket Association of Bengal president Sourav Ganguly.

 

শিলিগুড়িতে যাত্রা শুরু উত্তরবঙ্গ ক্রীড়া পরিষদের

পশ্চিমবঙ্গের মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের উদ্যোগে নর্থ বেঙ্গল বোর্ড ফর ডেভেলপমেন্ট অফ স্পোর্টস অ্যান্ড গেমসের দপতরের উদ্বোধন হল। সোমবার শিলিগুড়িতে এই ক্রীড়া পর্ষদের উদ্বোধন করলেন টিম ইন্ডিয়ার ফুটবল অধিনায়ক ভাইচুং ভুটিয়া।

গত সপ্তাহে চার দিনের উত্তরবঙ্গ সফরে এসে এই পর্ষদ গঠনের কথা ঘোষণা করেন মুখ্যমন্ত্রী। এই পর্ষদের মুখ্য উদ্দেশ্য হল উত্তরবঙ্গে ক্রীড়া পরিকাঠামো তৈরি করা।

বিভিন্ন স্কুলে খেলাধুলার প্রতিযোগিতার আয়োজন করবেন এই কাউন্সিল। অতীতে মুখ্যমন্ত্রী নিজেই খেলাধুলা সব স্কুলে বাধ্যতামূলক করতে চেয়েছিলেন।

এনবিবিএসজির চেয়ারম্যান হলেন ভাইচুং ভুটিয়া। ভাইস চেয়ারম্যান হলেন জাতীয় টেনিস চ্যাম্পিয়ন মণ্টু ঘোষ। মান ঘিসিং, ক্রিকেটার ঋদ্ধিমান সাহা, শিবশঙ্কর পাল এরাও এই পর্ষদের সদস্য। এই প্রথম উত্তরবঙ্গে কোন ক্রীড়া পর্ষদ গঠন হল।

এদিন এই পর্ষদের উদ্বোধনের পর ভুটিয়া বলেন, উত্তরবঙ্গের সাতটি জেলায় ক্রীড়া পরিকাঠামো ঢেলে সাজানোই এই পর্ষদের কাজ। তিনি বলেন ইতিমধ্যেই কাঞ্চনজঙ্ঘা স্টেডিয়ামে একদিনের একটি ক্রিকেট ম্যাচের আয়োজন করা হয়েছে। ম্যাচের দিন স্থির করা হবে। তিনি জানান স্টেডিয়ামটি যথেষ্ট ছোট, এব্যাপারে তিনি ক্রিকেট অ্যাসোসিয়েশন অফ বেঙ্গলের প্রেসিডেন্ট সৌরভ গাঙ্গুলির সঙ্গে কথা বলবেন।

Ever since she assumed office in 2011, West Bengal Chief Minister Mamata Banerjee has been focusing on boosting the tourism infrastructure of the State. Thanks to her manifold initiatives, the State Government has now put its best foot forward to woo tourists, both domestic and foreign.

According to the latest report by the Union Ministry of Tourism, Bengal registered positive growth in both domestic and foreign tourist visits in 2015.

West Bengal improved its position among the States, moving up to fifth, with 1.49 million foreign tourists visiting the State in 2015.

Since 2011, the West Bengal Government has taken several steps to improve the tourism infrastructure of the State, with special initiatives being taken for the safety and comfort of tourists. Focus has been laid on eco-tourism as well as on homestays. Lasting peace in the Hills and in the Jangalmahal region has also added to the increase in the footfall of tourists. The Government has also actively participated in various national and international tourism fairs.

২০১১ সালে প্রথমবার ক্ষমতায় আসায় পর থেকেই পশ্চিমবঙ্গের মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় রাজ্য পর্যটনের পরিকাঠামোর উপর বিশেষ জোর দিয়েছেন। জাতীয় ও আন্তর্জাতিক পর্যায়ে থেকে পর্যটকদের আকৃষ্ট করতে নানাবিধ উদ্যোগ  নিয়েছে রাজ্য সরকার।

কেন্দ্রীয় পর্যটন মন্ত্রালয়ের সর্বশেষ প্রতিবেদন অনুযায়ী, ২০১৫ সালে দেশী এবং বিদেশী পর্যটনে বিকাশ ঘটেছে  পশ্চিমবঙ্গে।

অন্যান্য রাজ্যের মধ্যে পশ্চিমবঙ্গের অবস্থান উন্নত হয়েছে, বর্তমানে পশ্চিমবঙ্গ তালিকার পঞ্চম স্থানে। ২০১৫ সালে এই রাজ্যে প্রায় ১.৪৯ মিলিয়ন বিদেশী পর্যটক এসেছেন।

২০১১ সাল থেকে, পশ্চিমবঙ্গ সরকার রাজ্য পর্যটনের পরিকাঠামো উন্নত করার জন্য পর্যটকদের নিরাপত্তা ও সব রকম সুযোগ সুবিধার জন্য বিশেষ পদক্ষেপ গ্রহণ করেছে। ইকো-ট্যুরিজমের পাশাপাশি হোম স্টে–র ওপরও জোর দেওয়া হচ্ছে। জঙ্গলমহল এবং পাহাড়ে এখন শান্তি বিরাজমান। জঙ্গলমহলে পর্যটক আকর্ষণ বাড়াতে বিভিন্ন ফুটবল টুর্নামেন্টের আয়োজন করা হয়েছে। জাতীয় ও আন্তর্জাতিক পর্যায়ে বিভিন্ন পর্যটন মেলায় সরকার সক্রিয়ভাবে অংশগ্রহণ করছে।

The West Bengal Government is setting up watersheds in the drought-prone areas of the State to enhance the infrastructure in cultivation and pisciculture.

The new project, which has been taken up for the drought-susceptible areas of Bankura, Purulia, Paschim Medinipur and some other districts, will strengthen the rural economy. A considerable volume of rainwater is wasted in these areas and hence, the State Fisheries Department has stressed on the setting up of watersheds in these areas. If the rainwater is harnessed by small dams it can be used for pisciculture and cultivation, as well as for domestic purposes during lean seasons.

The district of Bankura has been selected for delineating watershed boundaries and for building check dams for water harvesting on a pilot basis.

খরা প্রবণ এলাকায় ওয়াটারশেড তৈরি করার পরিকল্পনা রাজ্য সরকারের

খরা প্রবণ এলাকায় ওয়াটারশেড তৈরি করার পরিকল্পনা করেছে পশ্চিমবঙ্গ রাজ্য সরকার। কৃষিক্ষেত্রে ও মৎস্য চাষের পরিকাঠামো উন্নয়নের জন্যও এই নতুন পরিকল্পনা।

বিশেষত বাঁকুড়া ও পুরুলিয়ার মত খরা প্রবণ এলাকায় এই বিশেষ প্রকল্প নেওয়া হয়েছে। এছাড়া এই প্রকল্প পশ্চিম মেদিনীপুর ও কিছু অন্যান্য জেলার গ্রামীণ অর্থনীতিকে শক্তিশালী করবে। এই এলাকায় অনেক পরিমান বৃষ্টির জল নষ্ট হচ্ছে। রাজ্যের মৎস্য বিভাগ এইসব এলাকায় ওয়াটারশেড তৈরি করার ওপর জোর দিচ্ছে।

এই বৃষ্টির জল ছোট বাঁধ দ্বারা সংগ্রহ করলে তা অন্যান্য মরসুমে রেশম চাষ, কৃষিক্ষেত্রে এবং অন্যান্য বিভিন্ন কাজের জন্য ব্যবহার করা যেতে পারে।

এই ভিত্তিতে কাজ শুরু হয়ে হয়ে গেছে বাঁকুড়ায়।

West Bengal Finance and Industries Minister Dr Amit Mitra on Friday highlighted the investment figures and projects-in-pipeline to depict a changing industrial climate in the state.

He instead gave thrust on Purulia’s Raghunathpur figuring in the national dedicated freight corridor grid, HPCL’s turnaround story, and Birbhum’s Deocha Pachami coal block.

“The Global Business Summit in 2015 drew investment proposals of Rs 2,43,100 crore of which Rs 94,380 crore are at an operational state. The 2016 summit saw a commitment of Rs 2,50,254 crore. Inspite of the polls – and model code of conduct – Rs 24,924 crore of it are at an operational state,” Mitra said while replying to a budgetary debate in the assembly.

He claimed the state has got proposals for 234 medium and large scale units, which together amounts for a whopping Rs 72,516 crore.

Referring to July 2015 central data, he claimed that industrial growth in Bengal was higher than many states, including Punjab, Tamil Nadu and Maharashtra.

He said that the state has been scaling up infrastructure requirements like connectivity, water, transportation and power back-up at the Industrial Parks to make them viable destinations for investment. Mitra cited the HPCL’s 97 per cent productivity levels and its increased profits.

“Haldia, Asansol and Kharagpur were pulled out from red zone, else it could have been detrimental,” he said. The red zone refers to Central Pollution Control Board’s identified zones where industrial activities were banned due to environmental concerns.

He also said 2,600 acres identified in Purulia’s Raghunathpur as an industrial park would be the site for an integrated manufacturing and production hub figuring in the Amritsar-Kolkata dedicated hi-speed freight corridor.

The state government has decided to bring in Kanyashree beneficiaries of six districts under another successful scheme for girls called ‘Sabla’. An idea has been mulled to let girl students get nutritional food even after Class VIII and, at the same time, get empowered by learning life and vocational skills.

It may be mentioned that at present mid-day meal is provided to all students between primary level and Class VIII. Hence, the state government had initiated a process so as to provide nutritional food to girl students, even after they complete Class VIII, till the age of 18.

Sabla is a scheme for adolescent girls in the age group of 11 to 18 years. The girls will simply need to visit the Integrated Child Development Services (ICDS) and the anganwadi centres to get nutritional food.

In addition to getting nutritional food from schools in their mid-day meals till they pass Class VIII, the girls enrolled in the Sabla scheme will also get food with similar nutritional value from ICDS centres till the age of 18 years.

Minister of State for of Health and Family Welfare Dr Shashi Panja said initially the step will be taken in districts including Nadia, Malda, Kolkata, Cooch Behar, Purulia and Jalpaiguri.

The state Public Health Engineering department has decided to install 40 units of water ATMs in different parts of Kolkata. One has already been installed near Ekdalia in South Kolkata.

With an endeavor to provide safe drinking water to all at a bare minimum price, it has been decided to install the same at different parts of the state. But as pilot project it will be first set up in Kolkata and its adjoining areas.

Before, Puja it will come up in two places in Dum Dum, Victoria Memorial Hall, Indian Museum and near Nakhoda Masjid and 40 other places. The locations have been identified based on the footfall.

One just needs to put a Rs 2 coin into the machine and one will get a bottle containing 1 litre of cold safe drinking water. This is the first time when such an initiative has been taken by the state government.

The state PHE department has plans to install 200 such water ATMs across the state and steps to identify the location would take place after the success of the project in Kolkata and its surrounding areas.

A Singapore-based company has decided to invest Rs 70 crore after entering into a partnership with EFRAC (Edward Food Research and Analysis Centre) laboratory at Barasat in North 24 Parganas.

The discussion with the Singapore based company Mandala Capital Limited that focuses on long term investment in the food and agri sector in the Indian sub-continent had initiated during the Chief Minister’s Singapore visit. Moreover, there was also a discussion on the matter during the Bengal Global Business Summit.

Dr Amit Mitra, the state finance minister, said that at present, 68 scientists work in the laboratory. With the investment, the number will go up to 150 and in the next three to four years there will around 300 to 400 scientists working in the laboratory.

The money will be utilised in bringing further development in infrastructure and capabilities of the laboratory. The group also has a plan to further invest the equal amount of money after it’s initially success.

The State Fisheries department will set up a laboratory to find out the cause of various diseases of fishes and help augment its production.

The proposed laboratory will come up on 10 acre of land at Chakgeria in South 24 Parganas. The laboratory will help find out causes of various diseases that affect fish population.

Before the fisherman releases fish seed, it was necessary to test the soil.

This testing will be done in the laboratory. Also, when a disease breaks out, it is necessary to do intense research to find out the cause as in fishes disease spreads very fast. Once the cause is detected it is easier to tackle the situation.

Also, the laboratory will be of immense value as it will help in augmentation of fish production.

A large chunk of fish in the state comes from Andhra Pradesh and if there is transport strike or something of that sort, the supply is affected and there is crisis in the city and state markets. Steps have been taken to make the state self sufficient in fish production.

From time to time the farmers will be given training on how to increase fish production and maintenance of the ponds.

 

মাছের রোগ প্রতিরোধ ও উ९পাদন বৃদ্ধির জন্য গবেষণাগার তৈরি করবে রাজ্য সরকার   

মাছের নানা রোগের কারণ এবং তাদের উ९পাদন বৃদ্ধির জন্য রাজ্য ম९স্য বিভাগ একটি গবেষণাগার স্থাপন করবে।

দক্ষিণ ২৪ পরগনার চাকগেরিয়াতে ১০ একর জমির ওপর তৈরি হনবে এই গবেষণাগার। বিভিন্ন রোগ নির্ধারণে সাহায্য করে মাছের উ९পাদন বৃদ্ধিতে সহায়তা করবে এই পরীক্ষাগার।

মাছের বীজ লাগানোর আগে মাটি পরীক্ষা করার প্রয়োজন।

সবরকম পরীক্ষা-নিরীক্ষা করা হবে এই গবেষণাগারে। যখন কোন একটি রোগের প্রকোপ বেড়ে যায়, ত९ক্ষণা९ তার কারণ খুঁজে বের করা প্রয়োজন। রোগের কারণ জানা গেলে পরিস্থিতি মোকাবিলা করা সহজতর হয়।

এছাড়াও,  মাছের উ९পাদন বৃদ্ধিতে সাহায্য করবে এই পরীক্ষাগার।

অন্ধ্রপ্রদেশ থেকে অনেক মাছ রাজ্যে আসে, আর যদি কোন রকম পরিবহন ধর্মঘট হয় সেক্ষেত্রে মাছের যোগাণ ক্ষতিগ্রস্ত হয় এবং তার প্রভাব পড়ে শহরের বাজারে। রাজ্যে মাছ উ९পাদন যথেষ্ট করার জন্য ইতিমধ্যেই বেশ কিছু উদ্যোগ নেয়া হয়েছে।

মাছের উ९পাদন বৃদ্ধি কি করে সম্ভব এবং পুকুরের রক্ষণাবেক্ষণ কিকরে করতে হয় এখন থেকে সেই ব্যাপারে কৃষকদের প্রশিক্ষণ দেওয়া হবে।

The State government is planning to set up rooftop grid-connected Solar PV power plants in 1,000 schools in West Bengal, Power and Non-Conventional Energy Sources Minister Sobhandeb Chattopadhyay told the Assembly on Wednesday.

The State Power Minister said the solar panels would be installed at 1,000 schools and in all State government offices.

Under the Integrated Power Development Scheme (IPDS), the West Bengal State Electricity Distribution Company Limited (WBSEDCL) will invest Rs 43 crore for setting up rooftop solar PV power plants in the next five years.

So far power plants of total 6 mW (approximate) capacity have been set up throughout the State.

Some of the important projects are Garden Reach Shipbuilders & Engineers Limited (100 KWp), Central Glass & Ceramic Research Institute (HT) (37.5 KWp), Ramkrishna Mission Vidyamandir, Belur Math (153.4 KWp), Dinabandhu Andrews College (20 KWp), Modernland Girls’ High School (10 KWP) and Bijioygarh Vidyapith (10 KWp), the Minister said.

Private sector organisations have also set up this kind of power plants and such organisations included Auckland Jute Mill (500 KWp), Patton International Limited (Behala Works) (100 Kwp), ILEAD Foundation, Matheswartala Road (20 Kwp), he said.

This rooftop power plant with Net-metering facility has drastically reduced monthly energy bill of institutions, he said adding that this success has brought a paradigm shift in the State’s approach towards setting up of Solar PV power plants.

 

রাজ্যের স্কুলগুলিতে সোলার পাওয়ার প্লান্ট বসানোর সিদ্ধান্ত রাজ্য সরকারের

পশ্চিমবঙ্গের ১০০০ টি স্কুলের ছাদে গ্রিড-সংযুক্ত সোলার পাওয়ার প্লান্ট স্থাপনের পরিকল্পনা গ্রহণ করেছে। বুধবার বিধানসভায় একথা জানান, বিদ্যু९ মন্ত্রী শোভনদেব চট্টোপাধ্যায়।

বিদ্যু९ মন্ত্রী জানান রাজ্যের সব সরকারী অফিসেও বসানো হবে এই সোলার পাওয়ার প্লান্ট।

ইন্টিগ্রেটেড পাওয়ার ডেভেলপমেন্ট প্রকল্পের আওতায় পশ্চিমবঙ্গ রাজ্য বিদ্যু९ বিতরণ কোম্পানি আগামী পাঁচ বছরে সোলার পাওয়ার প্লান্ট স্থাপনের জন্য ৪৩ কোটি টাকা বিনিয়োগ করবে।

সারা রাজ্য জুড়ে প্রায় মোট ৬ মেগাওয়াট পাওয়ার প্লান্ট স্থাপন হবে।

এর মধ্যে গুরুত্বপূর্ণ প্রকল্পগুলি হল – গার্ডেনরিচ শিপবিল্ডার্স অ্যান্ড ইঞ্জিনিয়ার্স লিমিটেড (১০০ কিলোওয়াট), সেন্ট্রাল গ্লাস ও সিরামিক রিসার্চ ইনস্টিটিউট (৩৭.৫ কিলোওয়াট),রামকৃষ্ণ মিশন বিদ্যামন্দির, বেলুড় মঠ (১৫৩.৪ কিলোওয়াট), দীনবন্ধু অ্যান্ড্রুজ কলেজ (২০ কিলোওয়াট), মডার্নল্যান্ড গার্লস হাইস্কুল (১০ কিলোওয়াট) এবং বিজয়গড় বিদ্যাপীঠ (১০ কিলোওয়াট), মন্ত্রী জানান।

তিনি আরও বলেন, বেসরকারি সংস্থাগুলিও এই ধরনের পাওয়ার প্লান্ট সেট আপ করছে। যেমন – অকল্যান্ড জুট মিল (৫০০ কিলোওয়াট), প্যাটন ইন্টারন্যাশনাল লিমিটেড (বেহালা ওয়ার্কস) (১০০ কিলোওয়াট), ILEADফাউন্ডেশনের মহেশ্বরতলা রোড (২০ কিলোওয়াট)।

সোলার পাওয়ার প্লান্ট Net-metering পরিষেবা এই সব সংগঠনের বিদ্যুতের খরচের পরিমান অনেক কমিয়ে দিয়েছে। মন্ত্রী আরও বলেন যে এই সাফল্য সোলার পাওয়ার প্লান্ট স্থাপনে দৃষ্টান্ত সৃষ্টি করেছে।

In a bid to further augment the generation of power in West Bengal, the State power department has proposed to set up a 1000 MW Turga Pumped Storage project in Purulia.

In a reply to a question in the West Bengal Assembly on Wednesday, the state Power Minister, Sobhandeb Chattopadhyay said that the process for environment and forest clearance is in progress and the construction work is expected to start in 2017.

The estimated cost of the project is Rs 5,200 crores. There is a requirement of around 5000 acres of land for the project.

The state government is also planning to construct 900 MW Bandu Pumped Storage project in Purulia at an estimated cost of Rs 3,815 crores.

The demand of power in the state has increased to 22,990 MU in the past five years compared to that of 17,594 MU in 2011. The demand of power for the small and medium scale enterprise has recorded an increase of 46.39 per cent in the past five years. In the past five years, 19,582 new industrial connections were given.

To meet the demand, the State government had also taken up steps to increase the power generation. Seventeen EHV sub-stations and  1630 MW generation capacity has been added to the existing system. There is a scope for further development, as there is a need to set up 31 more EHV sub stations.

Keeping the change in climate in mind, the State government is also giving a major stress in generation of the non-conventional form of power including solar power.

The State government would declare the new solar policy and roof top solar policy soon. The state government would be providing subsidy to 1000 schools if they set up roof top solar power generation units.

Similar subsidy was given to set up the same in 302 schools earlier. But the generation capacity has to be above 5 KW.

 

পুরুলিয়ায় ১০০০ মেগাওয়াটের Turga Pumped Storage প্রকল্প তৈরির পরিকল্পনা সরকারের

পশ্চিমবঙ্গের বিদ্যু९ উ९পাদন বৃদ্ধি করার জন্য, রাজ্য বিদ্যু९ বিভাগ পুরুলিয়ায় ১০০০ মেগাওয়াটের একটি Turga Pumped Storage প্রকল্প তৈরির পরিকল্পনা করেছে।

বুধবার, পশ্চিমবঙ্গের বিদ্যু९ মন্ত্রী শোভনদেব চট্টোপাধ্যায় বিধানসভায় একটি প্রশ্নের জবাবে বলেন, ইতিমধ্যেই পরিবেশ ও বন দপ্তর থেকে অনুমোদন পেয়ে গেছে এবং নির্মাণ কাজ ২০১৭ সালে শুরু হবে বলে আশা করা যায়।

প্রকল্পের পরিকল্পিত ব্যয় টাকা ৫,২০০ কোটি টাকা। এই প্রকল্পের জন্য প্রায় ৫০০০ একর জমি প্রয়োজন।

এছাড়া রাজ্য সরকার পুরুলিয়ায় ৩.৮১৫ কোটি টাকা ব্যয়ে ৯০০ মেগাওয়াটের একটি Bandu Pumped Storage প্রকল্প নির্মাণের পরিকল্পনা করেছে।

গত পাঁচ বছরে রাজ্যের বিদ্যুতের চাহিদা বেড়েছে ২২,৯৯০ মেগাওয়াট। ২০১১ সালে এই চাহিদা ছিল ১৭,৫৯৪ মেগাওয়াট। গত পাঁচ বছরে বিদ্যুতের চাহিদা শতকরা ৪৬.৩৯% বৃদ্ধি পেয়েছে।  গত পাঁচ বছরে নতুন শিল্প সংযোগ হয়েছে ১৯,৫৮২।

চাহিদা পূরণের জন্য, রাজ্য সরকার বিদ্যু९ উ९পাদন বৃদ্ধির জন্য অনেক পদক্ষেপ নিয়েছে। ১৭টি EHV উপকেন্দ্র এবং ১৬৩০ মেগাওয়াট বিদ্যু९ উ९পাদন ক্ষমতাসম্পন্ন পাওয়ার ইউনিট আছে।  আরও উন্নয়নের জন্য ৩১টি EHV সাব স্টেশন স্থাপন করার প্রয়োজন রয়েছে।

জলবায়ু পরিবর্তনের কথা মাথায় রেখে  রাজ্য সরকার সৌর বিদ্যু९ সহ বিভিন্ন অপ্রচলিত শক্তির ওপর জোর দিচ্ছে।

রাজ্য সরকার শীঘ্রই নতুন সৌর নীতি ঘোষণা করবে। রাজ্যের ১০০০ স্কুলের ছাদে সৌর বিদ্যু९ উ९পাদন ইউনিট স্থাপন করার পরিকল্পনা রয়েছে রাজ্য সরকারের।

আগে ৩০২টি বিদ্যালয়কে টাকা দেওয়া হয়েছিল এই পাওয়ার ইউনিট স্থাপনের জন্য। কিন্তু এর উ९পাদন ক্ষমতা হতে হবে ৫ কিলোওয়াটের উপরে।
