In a bid to make youth from farmers’ families more competent in marketing their agricultural produce in a better way, the state government has taken steps to provide them training as per the requirement of the present time.

The state agriculture marketing department has fixed a target of providing training to 1,003 youth in the next one year. Each of the youth has to undergo the training for 90 days and to make the training programme a success, training programmes are being organised in two blocks of a district at a time.

Recently, the training programme took place with youth from two blocks, each in Birbhum and Hooghly.

Tapan Dasgupta, the state agriculture marketing minister, said that it is the duty of the state government to make the youth from the farmers’ families competent enough so that they can go ahead for new ventures to fetch more profit out of the cultivation in their lands.

 

কৃষকদের ভাল ফসল বিক্রি ও বিপণনের জন্য প্রশিক্ষণ দেওয়ার পরিকল্পনা রাজ্যের

ভাল পদ্ধতিতে কৃষিজ পণ্য উৎপাদন ও বাজারজাতকরণের জন্য তরুণ কৃষকদের  প্রশিক্ষণ দেওয়ার জন্য পদক্ষেপ গ্রহণ করেছে রাজ্য সরকার।

রাজ্য কৃষি বিপণন বিভাগ পরবর্তী এক বছরের মধ্যে ১,০০৩ জন যুবককে প্রশিক্ষণ প্রদানের লক্ষ্যমাত্রা রেখেছে। প্রত্যেককে ৯০ দিনের জন্য প্রশিক্ষণ দেওয়া হবে এবং প্রশিক্ষণ কর্মসূচি সফল করতে এক একটি জেলার দুটি করে ব্লকে এই কর্মসূচী সংগঠিত হচ্ছে।

সম্প্রতি বীরভূম ও হুগলি জেলার  দুটি করে ব্লকে যুবকদের প্রশিক্ষণ প্রোগ্রাম অনুষ্ঠিত হচ্ছে।

রাজ্য কৃষি বিপণন মন্ত্রী তপন দাশগুপ্ত বলেন যে কৃষকরা যাতে নতুন উদ্যোগে তাদের জমি চাষ করতে পারে এবং মুনাফা অর্জন করতে পারে সেদিকে লক্ষ্য রাখা রাজ্য সরকারের কর্তব্য।

Jubilation erupted among the Kami, Damai and Sarki communities when Chief Minister today announced their respective development boards at Chowrasta in Darjeeling. She made this announcement at a programme organised to celebrate the 202nd birth anniversary of poet, Bhanubhakta Acharya.

Attending the 202nd birth anniversary of poet at Chowrasta in Darjeeling, West Bengal Chief Minister Mamata Banerjee said that Government will hold a cabinet meeting in Darjeeling.

In keeping with the occasion, school children presented a Saraswati Bandana and read the Ramayana paath.

During the occasion, four Sahitya Academy recipients were felicitated by the state government. They included Gupta Pradhan from Darjeeling, Shankhar Pradhan from Bagrakote, Sanjeev Chettri from Kurseong and Shankhar Deo Dhakal from Gangtok.

 

আরও তিন সম্প্রদায়ের উন্নয়ন পর্ষদ বোর্ড গঠনের ঘোষণা মুখ্যমন্ত্রীর

দার্জিলিঙের চৌরাস্তায় এদিন আরও তিনটি উন্নয়ন পর্ষদ বোর্ড গঠনের কথা ঘোষণা করেন মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। কামি, দমই এবং সরকি উপজাতিদের জন্য তিনটি উন্নয়ন পর্ষদ বোর্ড গঠনের কথা ঘোষণা করার সঙ্গেই সঙ্গেই জয়ধ্বনি পরে যায়। গতকাল কবি ভানু ভক্তের ২০২ তম জন্মবার্ষিকী অনুষ্ঠানে একথা ঘোষণা করেন মুখ্যমন্ত্রী।

এদিন এই অনুষ্ঠান মঞ্চ থেকেই তিনি ঘোষণা করেন যে দার্জিলিংয়ে একটি মন্ত্রিসভার বৈঠক করবেন তিনি।

অনুষ্ঠানে সঙ্গে তাল মিলিয়ে, স্কুলের বাচ্চারা একটি সরস্বতী বন্দনা উপস্থাপন করে।

অনুষ্ঠানে সময় চার সাহিত্য একাডেমী প্রাপকদের রাজ্য সরকার সংবর্ধিত করে। এরা হলেন দার্জিলিঙের গুপ্ত প্রধান, বাগরাকোটের শঙ্কর প্রধান, কার্শিয়াঙের সঞ্জীব ছেত্রী এবং গ্যাংটক থেকে শঙ্কর দেও ছেত্রি।

To make the grievance redressal mechanism stronger in all the state -run hospitals and medical colleges, the West Bengal health department is going to introduce “patients’ satisfaction survey” thereby fixing the accountability of the doctors, nurses and other staff members of the hospitals.

The decision was taken after Chief Minister Mamata Banerjee who is also in charge of the health department, in a recent meeting had directed the senior health officials to make the grievance redressal mechanism of patients more effective to ensure better health services to patients visiting the district, sub-divisional hospitals and the health centres. In the meeting, Banerjee had laid great stress on the improving the quality and range of the healthcare services. All the senior health officials and medical superintendents were asked to extend healthcare services to the patients with the more humane approach.

The primary object of the state health department behind introducing the new system was to minimise the incidents of patients’ transfer to the city’s medical colleges and hospitals from the districts. Senior health department officials believe that the proposed system will decrease the incidents of patients’ referral and also fix the responsibility of doctors and medical staff in the hospitals.

A quality management team will be set up in the district level which will monitor the feedback of the patients. To do this, there will be a quality manager in all the state-run hospitals starting from the sub-divisional hospitals in the districts up to the medical college level. Patients visiting the outpatient departments (OPD) or indoor departments or their patients will be given a form where they will give a detailed account of their experience in the hospital. They will have to furnish the details on how long the patients had to wait at the OPD or in indoor departments to consult a doctor. The patients will also be given an option to mention whether they were satisfied with the overall performance of the doctors and the hospital staff members. The district quality management committee will file a report to the health department officials on the basis of its observations.

After coming to power in 2011, Chief Minister Mamata Banerjee had taken a host of projects to revamp the health infrastructure in the state run hospitals. A great deal of work has been done to ensure health care facilities for the new born and children. Now, the state government is also trying to fix the responsibilities of the doctors and nurses.

 

হাসপাতালের পরিষেবায় রোগীরা সন্তুষ্ট কিনা তার ওপর সমীক্ষা করবে রাজ্য সরকার

হাসপাতালে রোগী পরিষেবা উন্নত করার জন্য সুষ্ঠু ‘গ্রিভ্যান্স রিড্রেসাল’ পরিকাঠামোর ওপর জোর দেওয়া হচ্ছে। স্বাস্থ্য দপতর পেসেন্টস স্যাটিসফ্যাকশন সার্ভে অর্থাৎ হাসপাতালের পরিষেবায় রোগীরা সন্তুষ্ট কিনা তার ওপর সমীক্ষা শুরু করবে সরকারি হাসপাতাল ও মেডিকেল কলেজগুলিতে। এর মাধ্যমে দেখা যাবে ডাক্তার, নার্স ও সরকারি কর্মীরা ঠিকঠাক কাজ করছেন কিনা।

রোগীদের ভাল স্বাস্থ্য সেবা নিশ্চিত করার জন্য সম্প্রতি মুখ্যমন্ত্রী মমতা ব্যানার্জী মহকুমা হাসপাতাল ও স্বাস্থ্যকেন্দ্রগুলোতে স্বাস্থ্য কর্মকর্তাদের সঙ্গে একটি বৈঠক করেন। বৈঠকে স্বাস্থ্য পরিষেবা উন্নত করার উপর জোর দিয়েছিলেন। সকল সিনিয়র স্বাস্থ্য কর্মকর্তা ও সুপারিন্টেন্ডটদের রোগীদের সঙ্গে মানবিক আচরণ করার নির্দেশ দিয়েছেন।

এই নতুন সিস্টেম প্রবর্তনের পিছনে রাজ্যের স্বাস্থ্য বিভাগের মূল উদ্দেশ্য ছিল প্রাথমিক জেলা স্বাস্থ্যকেন্দ্র থেকে মেডিকেল কলেজ ও হাসপাতালগুলিতে রোগীদের স্থানান্তর করার ঘটনা কমানো। সিনিয়র স্বাস্থ্য বিভাগের কর্মকর্তারা মনে করেন যে  সিস্টেমের ফলে রোগীদের স্থানাতরের ঘটনা কমবে এবং হাসপাতালগুলোতে চিকিৎসক ও কর্মীরা তাদের সঠিক দায়িত্ব সম্বন্ধে আরও সচেতন হবে।

জেলা পর্যায়ে একটি ম্যানেজমেন্ট দল থাকবে যারা রোগীদের প্রতিক্রিয়া নিরীক্ষণ করবে। এই কাজের জন্য, সেখানে সব রাজ্য পরিচালিত সব মেডিকেল কলেজ, মহকুমা হাসপাতাল থেকে শুরু করে সব সরকারি হাসপাতালে একজন পরিচালক থাকবেন। রোগীরা ডাক্তার এবং হাসপাতালের কর্মী সদস্যদের পারফরমেন্সে সন্তুষ্ট কিনা তাও জানা হবে। জেলার ম্যানেজমেন্ট কমিটির পর্যবেক্ষণের ভিত্তিতে স্বাস্থ্য বিভাগের কর্মকর্তাদের কাছে একটি রিপোর্ট দায়ের করবে।

২০১১ সালে ক্ষমতায় আসার পর মুখ্যমন্ত্রী মমতা ব্যানার্জী রাজ্যের সরকারী হাসপাতালগুলোর স্বাস্থ্য পরিকাঠামো পুনর্গঠনের পরিকল্পনা গ্রহণ করেছেন।  নবজাতকদের সঠিক স্বাস্থ্যপরিষেবা সেবা সুবিধা নিশ্চিত করার জন্য একটি পদক্ষেপ নেওয়া হয়েছে। এখন রাজ্য সরকার ডাক্তার ও নার্সদের সঠিক দায়িত্ব নির্ধারণ করার চেষ্টা করছে।

Series of schemes taken up by the West Bengal Panchayat and Rural Development department in the past five years to make rural populace economically self reliant have created wonders and have changed the quality of life of thousands of people throughout the state.

People coming from economically challenged background who never dreamt of becoming economically independent are earning money by doing fish cultivation or by manufacturing bricks from fly ash. Even the residents of leper colony in Bankura who got cured but used to earn livelihood by begging because of social stigma are on the way to achieve self reliance through mango and vegetable cultivation in Bankura.

The good work of the department has been accepted by the ministry of Rural Development and in recognition the Centre has given an award early this year. It may be mentioned Nadia has become country’s first Open Defecation Free (ODF) district.

The district is going ahead of other districts in generating quality horticulture produce like gerbera flowers, capsicum under shed-net house and poly house by using NREGA fund. Two gram panchayats, Dharmada and Bilwagram Gram under Nakashipara block have become specialists in this field.

Large numbers of poly house, shed-net houses have been constructed. Since 2015-16 financial year, construction of poly houses in 7 organic villages has been made possible by rightly using the schemes.

 

গ্রামের মানুষের জন্য পঞ্চায়েত দপ্তরের বেশ কিছু নয়া উদ্যোগ

গত পাঁচ বছরের মধ্যে পশ্চিমবঙ্গ পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তর দ্বারা গৃহীত প্রকল্প গুলি গ্রামীণ জনসাধারণকে অর্থনৈতিকভাবে স্বনির্ভর করেছে এবং এর ফলে রাজ্য জুড়ে হাজার হাজার মানুষ জীবনযাত্রার মান বদলে গেছে।

আর্থিকভাবে পিছিয়ে পরা মানুষ যারা কখনো অর্থনৈতিকভাবে স্বাধীন হওয়ার স্বপ্ন দেখত না তারা এখন মাছ চাষ করছেন, ইট উত্পাদন করে টাকা উপার্জন করছেন।

দপ্তরের ভাল কাজ কেন্দ্রীয় গ্রামোন্নয়ন মন্ত্রক দ্বারা গৃহীত হয়েছে এবং স্বীকৃতিস্বরূপ  এই বছরের গোড়ার দিকে এই বিভাগ একটি পুরস্কারও পেয়েছে। এটা উল্লেখযোগ্য,  যে নদীয়া দেশের প্রথম ODF জেলা হিসেবে স্বীকৃতি পেয়েছে।

এনআরইজিএ তহবিল ব্যবহার করে নদিয়া জেলায় শেড-নেট হাউস এবং পলি হাউসে উন্নত মানের গ্যারবেরা ফুল ও ক্যাপসিকামের উৎপাদনের ওপর জোর দেওয়া হচ্ছে।  নাকাশিপাড়া  ব্লকের দুটি গ্রাম পঞ্চায়েত ধর্মদা এবং বিল্বগ্রাম এই কাজের জন্য উল্লেখযোগ্য।

অনেকগুলি পলি হাউস নির্মাণ করা হয়েছে। ২০১৫-১৬ আর্থিক বছরে ৭টি  অরগ্যানিক ভিলেজে অনেকগুলি পলি হাউস নির্মাণ সম্ভব হয়েছে।

The West Bengal Forest department has chalked out an elaborate plan to celebrate the week long ‘Van Mahotsav’, starting from today,July 14, through various programmes.

The main purpose of the event is to spread awareness about the plantation of trees among people throughout the state.

The state forest department will distribute around two crore saplings to various schools, colleges and other institutions and even to defence installations free of cost.

The saplings will also be distributed among the MLAs so that they plant trees in the areas they were elected from. This will encourage more people to participate in the tree plantation festival.

The forest department has also decided to distribute gas cylinders to the forest-dependent people –living in the forest and its adjoining areas – who collect logs from the forest and use them as fuel for cooking and other domestic purposes.

Apart from this, different types of forest produce will be given to the forest dwellers at discount rates during the Van Mahotsav.

State Forest Minister Binay Krishna Barman said that the programmes will be organised at all block levels and forest rangers at various areas will distribute saplings to the people. Blood donation camps will be organised in various places to encourage participation of the youth and books will be distributed among students free of costs.

“Last year, we had planted 1.80 crore saplings throughout the state, while around 54,000 saplings were distributed by our department.

This year also we have a target to plant more than 2 crore saplings, by involving students from various schools, colleges and other institutions.

Around 1000 saplings will be distributed among the MLAs. Forest-dwellers will be distributed various forest produces at highly discounted rates during this period,” Barman said.

The event will be observed by means of various programmes in the city. The forest department has already given a lot of stress on afforestation throughout the state.

Through the celebration of Van Mahotsav, the department is trying to reach out to a large number of people and encourage them to take part in the programmes. Various awareness programmes on planting trees have already been initiated in different parts of the state.

The event will be observed at Eco Park in New Town on July 14, while Van Mohotsav will be celebrated in other parts of the state by planting trees and holding various awareness programmes.

The state Forest department will plant 40,000 saplings in New Town. Ten thousand pits have been dug and they will require two days of rain to fill up, after which planting of saplings on a massive scale will begin from July 25.

Neem, tentul and other varieties of trees will be planted all over New Town, which will soon become a ‘green city’.

 

বন মহো९সব পালন করবে রাজ্য সরকার

শহরকে আরও সবুজ করে তুলতে এবার উদ্যোগ দিল রাজ্য সরকার৷ আগামী ১৪ জুলাই নিউটাউনে সপ্তাহব্যাপী বন মহো९সব পালন করবে রাজ্য সরকার।

পশ্চিমবঙ্গ রাষ্ট্র ও পরিকাঠামো উন্নয়ন কর্পোরেশন ইতিমধ্যে শহরকে দূষণ-মুক্ত করতে পরিবেশ বান্ধব একাধিক পদক্ষেপ গ্রহণ করেছে রাজ্য সরকার। অনুষ্ঠানের মূল উদ্দেশ্য হল রাজ্য জুড়ে মানুষের মধ্যে গাছ সম্পর্কে সচেতনতা ছড়িয়ে দেওয়া।

বন বিভাগ বিভিন্ন স্কুল, কলেজ ও অন্যান্য প্রতিষ্ঠানে দুই কোটির বেশি চারা কাছাকাছি বিতরণ করবে।

এছাড়াও সকলকে বিভিন্ন বনজ সম্পদ দেওয়া হবে এই বন মহো९সব।

বনমন্ত্রী বিনয় কৃষ্ণ বর্মণ বলেন রাজ্যের সব ব্লকের সব সম্প্রদায়কে চারা বিতরণ করা হবে। বিভিন্ন জায়গায় রক্তদান শিবিরের আয়োজন করা হবে। যুবক ও শিক্ষার্থীদের উৎসাহিত করার জন্য বিনামূল্যে বই বিতরণ করা হবে।

বনমন্ত্রী বলেন, “গত বছর আমরা প্ল্যান করেছিলাম ১.৮০ কোটি চারাগাছ লাগানোর পরিকল্পনা হয়েছিল, এবং এই দপ্তর ৫৪,০০০ চারাগাছ বিতরণ করেছিল”।

এই বছর আমরা ২ কোটির বেশি চারা রোপণের পরিকল্পনা রয়েছে, বিভিন্ন স্কুল, কলেজ ও অন্যান্য প্রতিষ্ঠান থেকে ছাত্ররাও অংশগ্রহণ করবে এই কাজে।

এছাড়াও বিধায়কদের মধ্যে চারাগাছ বিতরণ করা হবে। বর্মণ জানান, বিধায়কদের মধ্যে প্রায় ১০০০ চারাগাছ বিতরণ করা হবে।

নিউ টাউনের ইকো পার্কে ১৪ই জুলাই অর্থাৎ আজ বৃক্ষরোপণ কর্মসূচি হবে, ১৪ জুলাই নিউ টাউনে ইকো পার্কে পালন করা হবে এই কর্মসূচি। এছাড়া রাজ্যের অন্যান্য অংশেও পালিত হবে বন মহোৎসব।

রাজ্য বন বিভাগের নিউ টাউনে ৪০,০০০ চারা রোপণ করবে। দশ হাজার গর্ত খনন করা হয়েছে এবং দুদিন ভরাট করার জন্য প্রয়োজন হবে, ২৫ জুলাই থেকে চারা গাছ রোপণ শুরু হবে।

রাজ্য সরকারের উদ্যোগে নিউটাউনকে ‘গ্রিন সিটি’ করার প্রক্রিয়া চলছে। সমগ্র নিউ টাউন জুড়ে নিম, তেঁতুল সহ বিভিন্ন রকমের গাছ লাগানো হবে, খুব শীঘ্রই ‘গ্রিন সিটি’ হবে নিউ টাউন।

The State Government celebration of the 202nd Birth Anniversary of poet Bhanu Bhakta Acharya was held today at Chowrasta in Darjeeling in presence of the Hon’ble President of India, who was the Hon’ble Guest on the occasion.

Hon’ble West Bengal Governor K N Tripathi was present on the occasion.

The celebration of the Birth Anniversary of poet Bhanu Bhakta Acharya is being organised in a grand scale on the initiative of the Chief Minister Mamata Banerjee.

Bhanubhakta Acharya is among the eminent literary personalities in Nepal and also the first Nepali poet who translated the great Indian epic `Ramayana` from Sanskrit to Nepali. Adi Kavi as he is popularly called Bhanubhakta Acharya, was born in 1814 A.D in Chundi Ramgha, Tanahu district and was educated at home by his grandfather, Shri Krishna Acharya. His father Dhananjaya Acharya was a government official who worked for General Amar Singh Thapa Governor of Palpa in western Nepal. He was one of the greatest poet in history of Nepal.

দার্জিলিঙে কবি ভানু ভক্তের জন্মবার্ষিকী পালন করল রাজ্য সরকার

আজ কবি ভানু ভক্তের ২০২ তম জন্মবার্ষিকী পালন করল রাজ্য সরকার। অনুষ্ঠানটি হয়েছে দার্জিলিঙের চৌরাস্তায়। এই অনুষ্ঠানে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন মাননীয় রাষ্ট্রপতি প্রণব মুখোপাধ্যায়।

পশ্চিমবঙ্গের রাজ্যপাল কেশরীনাথ ত্রিপাঠিও এই অনুষ্ঠানে উপস্থিত ছিলেন।

মাননীয়া মুখ্যমন্ত্রীকবি ভানু ভক্তের জন্মবার্ষিকী অনুষ্ঠানের আয়োজন করেছে মহাসমারোহে।

ভানু ভক্ত নেপালের কবি ও লেখকদের মধ্যে খুব জনপ্রিয় ব্যক্তি। তিনি প্রথম নেপালি কবি যিনি রামায়ণ কে সংস্কৃত থেকে নেপালি ভাষায় অনুবাদ করেছিলেন। ভানু ভক্ত আদি কবি হিসেবে বেশি পরিচিত। তিনি ১৮১৪ সালে জন্মগ্রহণ করেন তানাহু জেলায়। তার বাবা ধনঞ্জয় আচার্য ছিলেন একজন সরকারী কর্মী। তিনি পশ্চিম নেপালের রাজ্যপাল অমর সিং থাপার সঙ্গে কাজ করেছিলেন।

To augment fish cultivation in various waterbodies across West Bengal, the state fisheries department has decided to examine the quality and contents in water by using satellite images.

For this, the State Fisheries Department will procure most advanced satellite images through which senior officials of the department will be able to assess the condition of various water bodies across the state. After going through the satellite images, the senior officials of the department sitting at their offices will get to know about quality of water in each water body across the state.

West Bengal is the first state to come up with this unique idea so that the people involved in pisciculture can have technical assistance from the government. It will also give them a detailed idea on how to improve the quality of water and this will increase the production in fishes. If the project is a success, it can be model projects for the other states as well.

Experts also feel that examining water quality is an important contributing factor in the production of fishes. The quality of water always determines the increase in the production of fishes. Various parameters such as dissolved oxygen content in water, chlorophyll, water turbidity, water depth plays an important role in the development of pisciculture in the state.

The technique will immensely benefit the people involved in pisciculture. Many of these people often incur losses after they cultivate fingerlings in the ponds without the examining the water quality. Many people in the villages depend on bank loans and later, they miserably fail to repay the loans if the fish cultivation was not good.

Considering the various aspects, the state fisheries department will examine the quality of water of the ponds or any other water bodies so that the farmers will get some guidelines from the department before investing money into the fish cultivation business. After conducting a thorough research, the department has decided to use satellite images which will give a proper picture of the water bodies even at the farthest corners of the state. After going through the satellite images one will be able to know the condition of a particular water body, if it is suitable for pisciculture.

The farmers will also have prior information from the department on the nature of a pond before getting bank loans. Some of these parameters relating to the quality of water can be estimated from multispectral satellite images.

The Fisheries department is carrying out a study on an experimental basis at Chakda Block in Nadia and some other districts to estimate these water parameters using WV-II multispectral satellite image. The data are being verified through analysing water samples.But the real condition of water does not emerge as the WV-II data taken for sample verification is relatively old.

The West Bengal Panchayat and Rural Development department has set March 2018 as the deadline when all rural houses in the state will have toilets.

A high level meeting in this regard was held in the office of the Panchayat and Rural development office on Tuesday. The District Magistrates of Hooghly, East Midnapore and North 24 Parganas were present at the meeting. Senior officials of Public Health Engineering department and UNICEF attended the meeting. The State Commissioner of Panchayat and Rural development department was present at the meeting.

It has been decided that Hooghly will be an open defecation free (ODF) district by August and East Midnapore will be an ODF district by September end. It may be mentioned here that Nadia has become the first to achieve ODF status in the country. Two districts, Burdwan and South 24 Parganas will be open defecation free by March 31, 2017.

The department has taken up massive awareness campaign.

Also, the baseline survey was not flawless and some households got omitted. Attempts have been made to incorporate them in the list.

২০১৮-র মার্চ মাসের মধ্যে বাংলার সব ঘরে শৌচাগার তৈরি হয়ে যাবে

আগামী ২০১৮ সালের মার্চ মাসের মধ্যে বাংলার সব ঘরে শৌচাগার তৈরি করার পরিকল্পনা নিয়েছে পশ্চিমবঙ্গ পঞ্চায়েত ও গ্রামোন্নয়ন বিভাগ।

এই নিয়ে গত মঙ্গলবার পঞ্চায়েত ও গ্রামোন্নয়ন বিভাগ একটি উচ্চ পর্যায়ের বৈঠক করে। হুগলি, পূর্ব মেদিনীপুর এবং উত্তর ২৪ পরগনার জেলা শাসকরা এই বৈঠকে উপস্থিত ছিলেন। জনস্বাস্থ্য কারিগরি বিভাগ ও ইউনিসেফের সিনিয়র অফিসাররাও উপস্থিত ছিলেন এই বৈঠকে। পঞ্চায়েত ও গ্রামোন্নয়ন বিভাগের রাজ্য কমিশনারও উপস্থিত ছিলেন এই বৈঠকে।

আগামী আগস্ট মাসের মধ্যে হুগলি জেলাকে এবং আগামী সেপ্টেম্বরের শেষে পূর্ব মেদিনীপুর জেলাকে জীবাণুমুক্ত করার সিদ্ধান্ত নেওয়া হয়েছে। নদিয়া দেশের মধ্যে প্রথম ODF status অর্জন করেছে। বর্ধমান এবং দক্ষিণ ২৪ পরগণা এই দুই জেলাকে ২০১৭ সালের ৩১ মার্চের মধ্যে জীবাণুমুক্ত করা হবে।

তাছাড়া এই বিভাগ একটি গণসচেতনতা মূলক প্রচারও শুরু করেছে।

The distribution of 15 lakh bicycles under Sabuj Sathi project among students studying in class IX in state run, sponsored and aided schools will start before the Pujas. The project was conceptualised by Chief Minister Mamata Banerjee who also named it and Rs 800 crore was kept for the project in 2015-16 budget. She also sketched the logo of the project. So far the state Backward Classes Welfare department has distributed 25 lakh bicycles among the students of classes X, XI and XII studying in state run, aided and sponsored schools.

The distribution had to be stopped for the time being once the dates of Assembly election were announced. The move once again began after the new government was formed on May 27. The Backward Class Welfare Department has already floated tender and the firms will be selected in July. The department would issue work order in early August.

The spare parts of the bicycles will start arriving from August end. They will be assembled and then distributed among the students from October. The department plans to distribute all the bicycles by December.

The BCW has names of all the 25 lakh students who have received bicycles so far and the names of their fathers, the classes in which they are studying along with the makers of the bicycle and the date of delivery.

The vehicles along with the fitters were sent to the districts. There is absolute transparency in the whole process, from floating of the tender to distribution of bicycles. The project has become immensely popular among the students.

The BCW will carry out a study on the impact of the project. Students of the rural areas and economically challenged background never thought even in their dreams that they would go to school on a bicycle.

পুজোর আগে সবুজ সাথী প্রকল্পের আওতায় নবম শ্রেণীর ছাত্রছাত্রীদের মধ্যে ১৫ লক্ষ সাইকেল প্রদান করবে রাজ্য সরকার। এই প্রকল্পটি মাননীয়া মুখ্যমন্ত্রীর পরিকল্পিত এবং তার নামাঙ্কিত। ২০১৫-১৬ বাজেটে এই প্রকল্পের জন্য ৮০০ কোটি টাকা বরাদ্দ করা হয়েছিল। প্রকল্পের লোগোও মুখ্যমন্ত্রীর আঁকা। এ পর্যন্ত রাজ্য অনগ্রসর শ্রেণী কল্যাণ বিভাগ দশম, একাদশ ও দ্বাদশ শ্রেণীর ছাত্রছাত্রীদের মধ্যে ২৫ লাখ সাইকেল বিতরণ করেছে।

নির্বাচনের দিন ঘোষণার পর থেকে এই বাই সাইকেল বিতরণ বন্ধ হয়ে গেছিল। ২৭মে নতুন সরকার গঠনের পর আবার এই প্রক্রিয়া শুরু হয়েছে। অনগ্রসর উন্নয়ন দপ্তর ইতিমধ্যেই টেন্ডার জমা করেছে এবং জুলাই মাসে সংস্থাগুলির নাম নির্দিষ্ট হবে। আগস্ট মাসে দপ্তর অর্ডার দেবে।

যে ২৫ লক্ষ ছাত্রছাত্রী সাইকেল পেয়েছে তাদের সকলের নাম, বাবার নাম এবং ক্লাস নথিভুক্ত করা আছে অনগ্রসর শ্রেণী কল্যাণ বিভাগের কাছে।

টেন্ডার জমা থেকে শুরু করে, বাইসাইকেল বিতরণ এই পুরো প্রক্রিয়াটি খুবই স্বচ্ছ। ‘সবুজ সাথী’ প্রকল্পটি নিঃসন্দেহে ছাত্রছাত্রীদের মধ্যে সাড়া ফেলেছে।

ইতিমধ্যেই অনগ্রসর কল্যাণ বিভাগ এই প্রজেক্টকে আরও উন্নত করার ওপর জোর দিচ্ছে। প্রত্যন্ত অঞ্চল ও অনগ্রসর শ্রেণীর ছাত্রছাত্রীরা এর আগে স্বপ্নেও কখনো ভাবতে পারেনি সাইকেলে করে স্কুলে যাওয়ার কথা।

The West Bengal Government has reached a milestone by taking the state’s flood management system to a new high. Now, flood updates will be a mouse click away from the minister, officials and district administrations – with more accurate data on a real time basis.

The state Irrigation and Waterways department has developed a system – Software Requirement Specification (SRS) – which enables the administration to instantly take stock of flood situations in various districts.

At least 500 executive engineers, who are presently in charge of River Gauge Station and Rain Gauge Station, will update the data immediately from the spot of flood occurrence.

“This system software is a pioneering effort, done by our department. The Chief Minister will name this project soon” said state Irrigation and Waterways Minister Rajib Banerjee.

“The earlier system of flood data collection was a bit lengthy and took almost a day to update. The executive engineers used to collect data and send it to the headquarters to be updated on the website.

“This is an unparalleled project in the history of the irrigation and waterways department. The Chief Minister has guided us throughout to make it possible,” the Minister said.

Clicking the home page of the department’s website and choosing the option of Daily Flood Report will take web surfers to the page with the updated flood related data.

 

 

বন্যা সংক্রান্ত সব খবরাখবর এখন মাত্র একটি ক্লিকেই, নিশ্চিত করল রাজ্য সরকার

রাজ্যের মুকুটে এবার জুড়ল নতুন পালক। বন্যা প্রতিরোধের জন্য রাজ্যের উদ্যোগে চালু হচ্ছে বন্যা নিয়ন্ত্রণ ব্যবস্থা। এখন মাউসের একটা কিল্কেই জানা যাবে বন্যা সংক্রান্ত সব খবরাখবর।

রাজ্য সেচ ও জলপথ বিভাগের সিস্টেম উন্নত করা হয়েছে – Software Requirement Specification (SRS)- এর মাধ্যমে প্রশাসন বিভিন্ন জেলার বন্যা পরিস্থিতি নিয়ে অবিলম্বে পদক্ষেপ নিতে সক্ষম হবে।

৫০০ জন ইঞ্জিনিয়ার এখন River Gauge Station এবং Rain Gauge Station এর ইন চার্জ। তাঁরা সঙ্গে সঙ্গে বন্যায় ক্ষতিগ্রস্ত এলাকাগুলি থেকে আপডেট জানাবেন।

রাজ্য সেচ ও জলপথ মন্ত্রী রাজীব বন্দ্যোপাধ্যায় জানান, “মাননীয়া মুখ্যমন্ত্রী শীঘ্রই এই প্রকল্পের একটি নাম দেবেন”।

আগে এই বন্যা সংক্রান্ত সব খবর সংগ্রহ পদ্ধতিটি বেশ দীর্ঘ ছিল এবং এটি করতে প্রায় ১ দিন সময় লেগে যেত। এক্সিকিউটিভ ইঞ্জিনিয়ার সব খবর সংগ্রহ করতেন এবং তারপর তা হেড কোয়ার্টারে প[আথাতেন এবং তারপর তারপর সেই খবর ওয়েবসাইটে আপডেট করা হত।

মন্ত্রী জানান, “এই সেচ ও জলপথ বিভাগের ইতিহাসে এটি একটি অদ্বিতীয় প্রকল্প। মুখ্যমন্ত্রী এই প্রকল্পের পথ প্রদর্শক তার সবসরকম সহায়তায় এটা করা সম্ভব হয়েছে”।
