Korean trade agency to set up office in Kolkata

Keeping in mind the sustainable growth in the economy of the state in the past five years, Korean Trade-Investment Promotion Agency (KOTRA) has decided to set up its office in Kolkata.

WB CM receives invitation from German chambers of commerce

To attract investment in the State, West Bengal Chief Minister Mamata Banerjee will go on a four-day visit to Italy and Germany in September.

Two apex chambers of commerce and industry from Germany have invited WB CM to go with a business delegation, while the Mayor of Rome has invited her for a special reception, state finance minister Amit Mitra said.

The Chief Minister is already scheduled to attend the canonisation ceremony of Mother Teresa in Vatican City where the late Nobel laureate will be declared a saint on September 4.

Rome’s first woman Mayor, Virginia Raggi, has invited Mamata Banerjee for a special reception during her visit to Vatican City where many top businessmen will be present, Dr Mitra said, adding, “It is a matter of pride for us.”

BVMW, the German Association for Small and Medium sized Businesses, has written to WB CM praising her government.

It said under her leadership the state has made tremendous strides on the lines of global benchmarks to catalyse growth, Dr Mitra said.

Another organisation IHK, Association of German Chambers of Commerce and Industry, have also invited the Chief Minister to visit them, he said.

“Both of them have expressed interest and asked us to go with a delegation. We will go with a business and official delegation. Munich is a hub of auto ancillary products and our Chief Minister always wanted to go to a place where there is a big manufacturing centre,” Dr Mitra said.

In September, Mamata Banerjee and her delegation will spend two days in Rome and another two days in Germany.

“There are 500 companies from the state which export to Germany while there are 200 companies from Germany are present in the state,” the finance minister said.

The delegation comprises Derek O’Brien (Parliamentary party leader in Rajya Sabha) and Lok Sabha MPs Dr Kakoli Ghosh Dastidar and Ms Pratima Mandal.

Earlier in the week Mamata Banerjee had called the Una incident ‘organised crime’ and had said, “The incident in Una is organised crime against Dalits. I urge the Central government to treat Dalits with care and give full protection. This is unacceptable”.

Sugata Bose speaks on the National Institute of Technology, Science Education and Research (Amendment) Bill, 2016

Mr. Deputy Speaker, Sir, may I at the outset express my appreciation to our new hon. Minister for Human Resource Development for felicitating all the teacher MPs on the occasion of ‘Guru Purnima’ a couple of days ago? That was a very fine symbolic gesture on his part and we on our part wish him all the best in discharging the onerous responsibility that he has been given to improve our educational system for our younger generation.

On the face of it, this is a very simple and straightforward amendment to the NIT Act.

It only adds one more NIT in Andhra Pradesh consequent on the bifurcation of the old State between Telangana and Andhra Pradesh. But this apparently small amendment raises some very deep questions about our educational policy and the future direction of the younger generation in our country.

Some of the concerns that I had wished to express have already been anticipated by my colleague, Shri Shashi Tharoor, who, by virtue of belonging to a marginally larger party in this Lok Sabha, has the right to speak before me. I wish he had stayed to listen to at least the next speaker who had his views to express on this important subject.

I agree with many of the concerns about polity that had been expressed by my good friend, Shri Shashi Tharoor, but I think he made one very unfair comparison. Harvard University is a private university in the world and its endowment is larger than the GDP of many countries in this world. So, that comparison should not really be made.

Now what are these National Institutes of Technology, Science Education and Research? We started out with eight regional engineering colleges and now, we have many more but the 20 of them are upgradations from the status of regional engineering colleges. Subsequently, 10 more NITs have been added and today, we are about to welcome in this Parliament the birth of a new NIT in Andhra Pradesh. We will, of course, support that move and we wish the people of Andhra Pradesh all the best for the future. I would, however, like to raise some questions about the kind of education that we wish to give to our younger generation. Shri Javadekar was absolutely right in saying that even in the nomenclature of these institutes, we have the word ‘technology’ but also the phrases ‘science education and research’.

Now we have to have a fine balance between teaching and research in all of our educational institutes including our universities both central and State in addition to the IITs, the NITs and the IISERs. Unfortunately, the NIT in Andhra Pradesh and also some of the new NITs that have been approved by this Parliament do not have capacity for carrying out the kind of cutting edge research and innovation that we need in this country.

When we go ahead and announce the establishment of new institutions, first of all, it takes a lot of time to build a new campus. Even this NIT is currently functioning out of a temporary campus but at least when it comes to physical infrastructure, when it comes to bricks and mortar, for a number of years after the announcement of these new institutes, money is spent and many contractors make money but do we give adequate attention to human resources? Do we actually anticipate the faculty requirements for these new institutes? Do we actually make sure that the students who will join these new institutes will, in fact, get the best instruction possible? I think we need to pay very close attention to these issues.

I would also like to add that we have a large number of institutes of national importance which are devoted to technology of one kind or another.

The IITs, the NITs and also the Institutes of Information Technology run into scores in terms of the numbers of Institutes of Technology of one kind or another that we have. But do we pay adequate attention to institutes for the Humanities and the Arts? What is happening in our Institutes of Technology, particularly the NITs is that we are not producing well-rounded citizens. Even in Institutes of Technology there should be arrangements to teach subjects in the field of Arts and Humanities. If you consider the best Institute of Technology in the world today, the Massachusetts Institute of Technology has a very fine Philosophy Department. It has a superb History Department. They are small but the students who are training to be engineers are given an opportunity to also study the Arts and the Humanities. Otherwise, in this craze for Information Technology in particular, we will be creating very one dimensional young citizens of India.

Now, a couple of years ago Shri Anil Madhav Dave had asked a very pertinent question from the Ministry of Human Resource Development. He had asked whether the condition of learning in the subjects of Humanities and Arts is poor and he had also asked whether the Government is making any action plan for new institutes and incentives in the field of Arts, Commerce, Culture and Humanities. I am sorry to have to say that in the written reply that was provided by the Ministry of Human Resource Development there were very misleading statements. I will you why. It was stated that up to 20/11 there were 4677 institutions only for science and technology and there were 4315 institutions offering courses only on Arts and Humanities in that same year. But that was not the question. The question was how many institutes of national importance we have in the field of humanities compared to the number of institutes of national importance in the field of science and technology. Two years ago, in his Budget Speech, Shri Arun Jaitley had announced that there was going to be a national institute of Humanities named after none other than our great iconic leader the late Jaiprakash Narain in Madhya Pradesh. But this Parliament and the general public in India have not heard very much more since then about the progress in the creation of this one national institute for the Humanities that had been announced by this Government more than two years ago. Even if we are not able to set up very many national institutes of importance in the field of Humanities and Arts, there are other ways in which Humanities and Arts can be supported in our universities and colleges. For example, in the United States of America there is a National Endowment for the Humanities and National Endowment for the Arts which provide funding for the finest research and new innovation and creativity in the field of Humanities and Arts. So, there are ways in which we can provide a more balanced education for our younger generation.

Sir, there are a few more things to be said about our Educational Policy, but today as you can see we are rather diminished in terms of the benches on this side of the House because in West Bengal today we are observing Martyrs Day. Twenty-three years ago 13 young men had been killed in police firing while our leader Ms. Mamata Banerjee led demonstration for the restoration of democratic rights for the people of West Bengal. I will have an opportunity to speak once more when the Indian Institute of Technology (Amendment) Bill is brought before us.

I will not extend my discourse any further at the moment excepting to say that when this Parliament which has the sole prerogative to assign the nomenclature institutes of national importance takes this momentous decision, let us make sure that these institutes are truly of national importance. Let us set ourselves a goal that in the foreseeable future, say, within the next three to five years, at least a few of our National Institutes of Technology, Science Education and Research will be able to break into the top 500 of world rankings because we should not be satisfied with rankings within our own country. We have a global role to play. We must compete with the rest of the world and make sure that our students and younger generation are getting the best education possible whether in the field of science education or in the field of arts and humanities.

Thank you very much, Mr. Deputy-Speaker Sir.

Youth turn out in large numbers for Martyrs’ Day rally

There was a huge youth turnout at the Martyrs’ Day rally on Thursday. The youth, mostly college and university students and some others, who are new in the job sectors, attended the rally along with their friends and family. Most of them came in the meeting venue riding their bikes, driving cars or bicycles.

Many of the youth supporters were seen coming in the meeting venue via matadors and lorries. The ladies came in groups, by trains or buses from in and outside the city.

Youth Trinamool Congress members and supporters started flooding the heart of the city where arrangements had been made for their entry.

Over 30,000 youth Trinamool Congress supporters reached early Monday, mostly from North Bengal districts. The Trinamool Congress leader based in the city had given the responsibility to bring the supporters outside of Kolkata. Those supporters are likely to stay in the city on Thursday. The youth hit the streets on their way to the meeting at Esplanade.

Soon after the completion of the rally, some youth, most of them coming from well to do backgrounds, took the brooms and started to clean up roads

On Thursday, Chief Minister Mamata Banerjee was not only present on the stage but her presence was seen all over the city, among the masses. Didi’s poster, life-size cut-outs, framed pictures, paper-made masks were most sought after things in the rally. The big screens and the loud speakers were neatly installed in the roads and youth Trinamool Congress party workers were present for every help. The people, who could not reach to the stage, stood there to hear Chief Minister’s speech.

Many people, dressed in amazingly colourful clothes and hat has turned the Esplanade area in a virtual fair ground. “I love to wear fancy-dresses. I am regular in football ground dressed with East Bengal clubs jersey with red and gold colour paint in face. Today, I have come for didi,” a man said dressed in fancy shirt, hat and a mask.

The giant screens set up at various places in the city were of immense help to the Trinamool Congress supporters who could not reach to the venue where the Martyrs’ Day was observed on Thursday.

Keeping in mind the problems of the people, around 7 giant screens were set up at various points. People who started pouring into the city from early Thursday morning managed to secure a place close to the stage which was set up in front of the Victoria House. There was a competition among the supporters to reach to the venue to secure a place in the closest proximity to the stage.

The animal is important, yes, but is the human being expendable?: Derek O’Brien lashes out at the BJP

Long after I leave Parliament, I will remember what happened yesterday afternoon. It was a great learning experience. It was very embarrassing what was said about Mayawati Behenji, yet she reacted so calmly. It was the sign of a great leader.

We all, across party lines, had to convince her that we would take up the issue in the House, and we did; and then when she gave her speech, what a great speech she gave. I was fortunate enough to listen to it. Behenji, you gave it back yesterday. It was an honour, it was a privilege to work together with you for 15-20 minutes.

I respect religious sentiments. I deeply respect the worship of the cow. But while you venerate the cow, how can you mock and ridicule the oppressed whose only job is to skin the carcass. There are 25 lakh people involved with the tannery industry. How many of us in the Rajya Sabha are wearing leather shoes? What’s the problem with that? We all have our own beliefs. But we all have to do our jobs. So let them do their jobs. They were only doing their jobs.

Leather export is a great part of our country. And these people have been doing this for generations. So the issue is, let us all venerate the cow, but why mock the cow worker? The animal is important, yes, but is the human being expendable?

I heard the first speaker from the BJP. He continued the style in which this Governemnt has been functioning. For the BJP, it is all about superficial symbolism. For example, he spoke about Dr Ambedkar International Centre that was inaugurated recently, which is a beautiful construction. But the BJP speaker also spoke about the Prime Minister translating the vision of Dr Ambedkar. I have no doubt the Prime Minister is trying to translate the vision, but sometimes in translation the meaning gets lost; and I believe it’s a bad translation of Dr Ambedkar.

I can say about the conditions of Dalits in numbers. One out of three live below the poverty line; one of two are under-nourished; eight out of 10 Dalit children die before they reach the age of one; one out of two Dalit children are illiterate; one out of four prisoners in jails all across India is a Dalit; 3 lakh cases under trial involve SCs and STs.

With my limited experience, I’m reading out a line from the suicide note of Hyderabad Central University’s Rohith Vemula. I visited the university after the suicide and spoke with the students there. I’ve got a carefully-kept copy of the suicide note that Rohith wrote. He wrote: ‘Every time a Dalit student joins the university, supply him or her with a nice rope so he can use it to hang himself.’ This is the condition. What does he go on to say? ‘Please serve 10 mg sodium azide to all the Dalit students at the time of admission.’

What are we coming to today, Sir? Today is our party’s biggest day, the Martyrs’ Day rally in Bengal, but Mamata Di said “No, don’t come back,” and so three of us MPs in the House are staying here to be able to speak on this issue. Now the latest we hear is that there are people (and I’m not blaming any political party, they may be your sister organisations or whoever else) who have started a cattle census; they are going from house to house to find how many cows you have. Whose business is it to find out how many cows I have or how many goats I have or how many dogs I have at home?

There is a limit. This is a great India where it doesn’t matter what community you come from. I come from a community which has 75,000 people in India, I can eat what I want, I can drink what I want; yet the power of democracy is that it can still bring me here to the Rajya Sabha. This is the India I know; this is the India which Mamata Di believes in. This is the unity in diversity I understand and dare someone try to spoil this away from us! Any kind of community, be it Dalit, be it minority, be it the oppressed, be it the woman.

Sir, I can stand here and give you three or four suggestions about what Bengal has done. But I’m wondering should I give through you, Sir these suggestions to the Government. I can tell you that there are 70% extra seats today in Bengal in higher education, without touching the general category. I can tell you about a scheme called Shikshashree which talks about SC and ST girls from classes 7 and 8. But I won’t give you these facts, because these numbers will not make a difference, and I will tell you why.

Sir, whatever numbers I give you about the good work in Bengal, won’t matter. The problem is not with the numbers, the problem is with the mindset. It is a mindset problem. And if you start using words which I get very scared with – the speaker used the word ‘empathy,’ – what is empathy? What is empathy, Sir? The problem is, in the past, and I am not going to glorify these people by mentioning their names, there have been six to seven people from the ruling party who’ve made these obnoxious statements. Nothing has happened to them. It’s good at least one guy yesterday was thrown out.

In fact, Sir, I don’t want to get controversial, so I want this to be clarified, and after this I will conclude. In 2010, there was a controversial statement, still floating around in the media (and we need to put an end to this), when the Chief Minister of a State in western India made a statement. That Chief Minister, as reported in the media, said that the Dalits are “mentally retarded.” This is in a book titled Samajik Samrasta. Let’s clarify that. I’m saying this is a media report and this also needs to be clarified. So unless we punish the mindset the whole system will get polluted.

Sir, I have two quick points in conclusion. If you are a Dalit and if you are a Hindu, you get the benefits, excellent; that’s the way it is in the Constitution. The Constitution was further modified to include Buddhists and Sikhs to get all the benefits. Till today, if you are a Christian and you are a Dalit, you do not get a single benefit. We need to address this law, Sir, because it is also about a minority community.

Sir, in conclusion, the BJP, it has to be said, is excellent at searching for voters but maybe it now needs to seek out citizens. Each vote counts, but so does each human life. Under this glorious republican Constitution, given to us by Dr Ambedkar, a Constitution where we are all equal, a Constitution where even a humble Dalit woman has the same dignity as a self-important obnoxious politician.

Thank you, Sir.

Message of 21 July: Always be at the side of the people

At today’s 21 July Martyrs Day rally, senior Trinamool leadership asked party workers and supporters to always be by the side of the people and maintain discipline.

Here are the excerpts of their speeches:

Subrata Bakshi:

For 23 long years Mamata Banerjee has been observing Martyrs Day on 21 July. She against the misrule and oppression of CPI(M) even when she was alone. Our next target is Tripura.

Sudip Bandyopadhyay:

We got 211 seats because people received fruits of development from Trinamool. Bengal has become a model for rest of India.

Abhishek Banerjee:

The turnout today shows that even two Brigades would have been less for this 21 July Sahid Dibas rally. In November 2014, BJP had called for “Bhaag Mamata Bhaag” from this location. They have been decimated by people. MLAs of Bishnupur and Gajole have joined us today. Congress cannot manage its own house and wants to fight Didi.

Partha Chatterjee:

We have to reach out to people, maintain discipline. There is no place for the errant in Trinamool Congress.

Suvendu Adhikari:

Development has won, smear campaign and conspiracies have been defeated in 2016 Assembly election.
