KD Singh asks Supplementary Questions on the clearance of environmental projects in West Bengal

Sir, the Ministry of Environment is a very important Ministry. Sir, my State of West Bengal has been getting step-motherly treatment from all governments. Jab purani government thi tab ajeeb ajeeb naam ke taxes the. Ab vali sarkar mein jitne bhi centrally-aided projects hain, un mein roz koi na koi tabdili karke, state contribution ko bada diya jata hain jisse projects mein delay ho jati hain.

Sir, mera sawal tha ki kitne projects hain Ministry of Environment mein jo held-up hain from the State of West Bengal. Jo reply mujhe mila hain usme bahut sara procedure diya gaya hain ki kis procedure se hota hain. Joh Annexure hain, usme agar aap dekhenge toh malum parega ki shayad koi projects mein kuch delay hain hi nahin.

Mananiya Mantri Ji yeh achhi tarah se janti hain ki bahut si projects hain, aisi projects yaad kara sakti hoon. Mamata Didi jab Railway Minister thi, unke inaugurate kiya hua projects abhi tak held up hain. Mananiya Mantri Ji, agar aap chahe toh main bol sakti hain, lekin Chairman Sa’ab do supplementary allow karenge.

Ek hi detail main jaan na chahta hoon ki hamari State West Bengal ke saath yeh step-motherly treatment kab tak chalti rahegi? Aap ke paas jo hamare projects held up hain woh kab tak karenge aap poore?

Sir, aap ke madhyam se main Mananiya Mantri Ji se yeh janna chahunga ki woh writing mein mujhe de de ke kaun se projects inke paas hain jo 190 din ke purane hain. Nahin toh main bhi purane details padh kar suna sakta hoon.

Main aap ko ek particular kissa batata hoon. Purulia to Ranchi 400 kW ki transmission line hain, Sir. Yeh mere question ke baad last Friday listed huyi, Sir. Mera yeh maan na hain yeh shayad mere question ke baad hi huyi.

Sir, uske bare mein bata dijiye ki uska status kiya hain. Us list ka received date koi nahin di isme aapne, ki kab woh received huyi. Haan, iss Friday ko aapne woh take up ki, uski fate iya huyi yeh bataiye.  

 

Sudip Bandyopadhyay speaks on secularism and communal harmony during Zero hour

Hon’ble Speaker Madam, I want to say that we Indians are firm believers of secularism and communal harmony. We are also believers that unity and diversity should be our integral national philosophy. But of late we are witnessing that Dalits and Muslims are being tortured in different places of the country.

We should rise to the occasion. India as a country must ensure that every section of the society has the the right to live with prestige and dignity. We also demand that the people who are carrying out violence in the name of gau raksha must be dealt with harshly as per the laws.

Only by giving advertisements in different newspapers government’s success cannot be projected. The government must demonstrate that it is serious about maintenance of secularism and communal harmony in the country.

Parliament: Trinamool raises the issue of growing religious fundamentalism in the country

Trinamool Congress Monday raised the issue of growing religious fundamentalism in the country and demanded that the Prime Minister must assure the country that “we can live in the India we know – unity in diversity.”

Speaking during the Zero Hour, the leader of the party in Rajya Sabha, Derek O’Brien said, “the first time it happens; we can call it a mistake. Second time it happens, we can call it a bigger mistake. Third time it happens, we can call it a blunder, but if it happens time and again, I have to say Sir, it is a decision.”

“This is not the country we are used to living in. I have said this once and will keep saying again that the smaller you are in this country, the smaller your caste, the smaller the minority, the more oppressed you are, the more this country gives you the opportunity to express,” he added.

Trinamool’s Derek O’Brien speaks in RS on the widespread religious fundamentalism prevailing in the country | Full Transcript

Sir, it is impossible to speak on the subject in three minutes but I will because it is zero hour, thank you.

There is an urgent need to curb religious fundamentalism Sir, this has been a dangerous situation over the last one week, the last few days, the last few months and months; two years in fact. Sir, the first time it happens; we can call it a mistake. Second time it happens, we can call it a bigger mistake. Third time it happens, we can call it a blunder, but if it happens time and again, I have to say Sir, it is a decision.

I believe this is not happening because of a mistake, this is a decision of this Government, Sir. Otherwise, the Defense Minister of the country would not have said what he said yesterday. The Dalits are suffering; so many of us went and saw what happened there. Sir, for just 15 rupees people are killed, just because they are Dalits. In Haryana, Sir, people are being forced to eat cow dung. There are people dying in different parts of the country, Sir. This is not just an aberration, this is a decision of this government.

Sir, let me tell you. I am a gau sevak, we are all gau sevaks but in the name of gau sevaks don’t cross the line and become gau rakshaks, Sir. This is a situation which has gone beyond the borders of the country. And the government must be aware because this is not a fluke or an aberration. Sir, they must listen to what the United Nations Human Rights Council Special Report on Minority Rights had to say about our country. They have called this “caste-affected discrimination happening in India with minority like characteristics.” The government must listen to the US Commission on International Freedom.

Yesterday an MP from the ruling party goes and calls someone ‘an idiot’. Why? Just because I disagreed with you. So what if we disagree with you? Be open hearted, I would say you read Article 48 of the Constitution. Sir, this is not the country we are used to living in. I have said this once and will keep saying again that the smaller you are in this country, the smaller your caste, the smaller the minority, the more oppressed you are, the more this country gives you the opportunity to express.

But this government, the ministers in the government, the people associated with the ruling party, are shooting their mouths off every day. I want to challenge this government and say that the Prime Minister needs to come and say that these are not mistakes, this is not the thinking of the government.

The Prime Minister must come here and assure us that we can live in the India we know – ‘unity in diversity’.

Sugata Bose speaks in LS during Question Hour on Project Mausam

Thank you Madam Speaker. India has played a very major role historically in creating a shared cultural universe across the Indian ocean arena. In fact when our poet Rabindranath embarked on his Indian Ocean voyage, he described his journey as a pilgrimage to retrace India’s entry into the universe. This is a worthy initiative. However, this is not just an academic project, it is very much projecting India’s soft power in the entire Indian Ocean world.

I would like to ask the minister if his ministry faced any obstacles from any other country in pursuing this project and whether the Ministry of Culture is coordinating with the Ministry of External Affairs to ensure that we can successfully implement project Mausam.

Bengal believes in secularism and communal harmony: WB CM

West Bengal Chief Minister Mamata Banerjee presided over a felicitation programme organised by the Minority Development Department, called ‘Progotir Pothe,’ to honour achievers from minority communities in various fields.

The programme was held at Netaji Indoor Stadium.

Last year, the Chief Minister  had congratulated 26 candidates from minority communities who had qualified in the West Bengal Civil Services. Four hundred minority community students had qualified for MBBS and other achievers were also felicitated.

 

Highlights of Mamata Banerjee’s speech:

  • In India we – Hindus, Muslims, Christians, Sikhs, Jains, Buddhists – live as a joint family.
  • When one member of this joint family is not well, the other members are equally in pain.
  • Education will help in the growth of students in Bengal and they will become secular citizens, not fundamentalists.
  • When I went to Delhi last week, I told the PM that students are being deprived due to technical problems with the scholarship portal.
  • Bengal is number one in distributing scholarships to minority students.
  • It is funny how all their advertisements work fine but their portal for scholarships does not.
  • Some elements are busy in attacking one religion or the other every day in India.
  • In Bengal, we believe in secularism, communal harmony, unity and brotherhood.
  • We have distributed scholarships and loans to over one crore students from minority communities during the last five years.
  • Aliah University will become an institute of international repute in the days to come.
  • We have built 1,31,000 houses for minorities, 400 hostels for minority students.
  • We have given loans to five lakh unemployed youths and provided training to 60,000 youths for free.
  • We are proud of our Christian community which has set up an excellent education system.
  • Christian schools are actively contributing to character-building in a major way in our State.
  • We have recognised Santhali, Urdu, Hindi, Gurmukhi and Nepali as second languages.
  • We must identify talented young boys and girls and offer all help for them to flourish.
  • I request all Trinamool MPs and MLAs to stand by the people in need and to work for their welfare.
  • Work is our religion and and through that only can we can achieve success in life.
  • Some people want to incite violence in the country. They want to divide us and make us fight against one a other.
  • I request all the people in Bengal to be aware of them and not to fall in their traps.
  • We belong to the land of peace and knowledge, the land of Rabindranath and Nazrul who stood for unity and peace.
  • We believe in equality of all religions. All religious books are our holy books.

বাংলা ধর্মনিরপেক্ষতা ও সাম্প্রদায়িক সম্প্রীতিতে বিশ্বাসীঃ মুখ্যমন্ত্রী

বিভিন্ন ক্ষেত্রে সফল সংখ্যালঘু সম্প্রদায়ের ছাত্রছাত্রীদের সম্মান প্রদর্শনের জন্য সংখ্যালঘু উন্নয়ন দপ্তর কর্তৃক এক সংবর্ধনা অনুষ্ঠানের আয়োজন করেছে। অনুষ্ঠানের নাম ‘প্রগতির পথে’। পশ্চিমবঙ্গের মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় আজ এই অনুষ্ঠানে  সফল সংখ্যালঘু সম্প্রদায়ের ছাত্রছাত্রীদের সকলকে সংবর্ধনা জানালেন।

আজ নেতাজী ইনডোরে দুপুর ১ টায় অনুষ্ঠিত হয় এই অনুষ্ঠান।

গত বছর মুখ্যমন্ত্রী WBCS-এ উত্তীর্ণ ২৬ জন সংখ্যালঘুদের অভিবাদন জানিয়েছেন। ৪০০ জন সংখ্যালঘু ছাত্র-ছাত্রী MBBS পরীক্ষায় উত্তীর্ণ হয়েছে তাদের সকলকে সমাদৃত করেছেন।

আলিয়া বিশ্ববিদ্যালয়ের মহিলাদের জন্য আলাদা করে একটি হস্টেলের শিলান্যাস করেন মুখ্যমন্ত্রী।আগামীদিনে হজ যাত্রীদের জন্য একটি মোবাইল অ্যাপ্লিকেশন চালু করা হল। এর মাধ্যমে হজ যাত্রীরা তাদের অবস্থান থেকে শুরু করে বিমানের সময় সহ আরও নানা বিষয়ে খুব সহজেই জানতে পারবেন। সব মিলিয়ে সংখ্যালঘুদের জন্য রাজ্যের পক্ষ থেকে বিভিন্ন সুবিধা প্রদান করে এক নজির গড়তে চলেছে রাজ্য সরকার।

GDP of Bengal has more than doubled in five years: WB CM

West Bengal Chief Minister in her Facebook page informed that the Gross Domestic Product (GDP) of West Bengal has more than doubled from nearly Rs.4.61 Lakh Crore in 2010-11 to Rs.9.20 Lakh Crore in 2015-16.

This quantum jump has been possible, partly due to massive increase in plan expenditure and partly due to huge creation of permanent assets in the state through increased capital expenditure.

The plan expenditure in the state has increased by nearly 4 times from Rs.14,615 Crore in 2010-11 to Rs.54,069 Crore in 2015-16 and capital expenditure has increased by nearly 7 times from Rs.2225 Crore in 2010-11 to Rs.15,946 Crore in 2015-16.

Our commitment is to take Bengal to the No.1 position in the country and my entire “Paschimbanga Paribar” is fully dedicated to this task, the West Bengal Chief minister said.

 

পাঁচ বছরে রাজ্যের আয় বেড়ে দ্বিগুণ হয়েছে: মুখ্যমন্ত্রী

পাঁচ বছরে রাজ্যের মোট উৎপাদন বৃদ্ধি পেয়ে দ্বিগুণ হল৷ মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় তার ফেসবুক পেজে জানিয়েছেন, ২০১০-১১ সালে বাম জমানার শেষের দিকে রাজ্যের মোট অভ্যন্তরীণ উৎপাদন বা জিডিপি ছিল প্রায় ৪.৬১ লক্ষ কোটি টাকা৷ ২০১৫-১৬ আর্থিক বছরের বর্তমান সময়ের তথ্য অনুযায়ী পশ্চিমবঙ্গের ক্ষেত্রে জিডিপি-র পরিমাণ হয়েছে প্রায় ৯.২০ লক্ষ কোটি টাকা৷

গত ২০১০-১১ সালে রাজ্যে পরিকল্পনাখাতে খরচ হয়েছিল প্রায় ১৪ হাজার ৬১৫ কোটি টাকা৷ ২০১৫-১৬ সালে এই খরচ চারগুণ হয়েছে৷ ২০১৫-১৬ সালে পরিকল্পনাখাতে খরচ হয়েছে প্রায় ৫৪ হাজার ৬৯ কোটি টাকা৷ ২০১৬-১৭ অর্থবর্ষের জন্য অবশ্য এই খাতে আরও প্রায় আড়াই হাজার কোটি টাকা বাড়তি ধরা হয়েছে৷

অন্যদিকে, মূলধনীখাতে বরাদ্দ ওই পাঁচ বছরে প্রায় সাতগুণ হয়েছে৷ বাম জমানার শেষ আর্থিক বছরে রাজ্যে মূলধনীখাতে বরাদ্দ পরিমাণ ছিল প্রায় ২,২২৫ কোটি টাকা৷ শেষ হওয়া অর্থবর্ষেই সেই পরিমাণ হয়েছে প্রায় ১৫ হাজার ৯৪৬ কোটি টাকা৷ মূলধনীখাতে এত বরাদ্দ-বৃদ্ধি নিঃসন্দেহে অন্য রাজ্যের কাছে নজিরবিহীন৷

মুখ্যমন্ত্রী বলেছেন, “দেশের মধ্যে বাংলাকে সেরা করাই আমাদের লক্ষ্য৷ দায়বদ্ধতা৷ এবং আমার পুরো ‘পশ্চিমবঙ্গ পরিবার’ এই কাজের জন্য উৎসর্গীকৃত৷এত বড়মাপের সাফল্য বা জাম্পের পিছনে অন্যতম কারণ পরিকল্পনাখাতে খরচ ব্যাপক-বৃদ্ধি৷”

 

West Bengal Govt to take up new IT project to deliver quick services

Any service provided by the state government which would compel anybody to fill many forms or rush to various government departments to submit the documents will now happen just with a click.

It will be a unique service, and West Bengal will only be the second such state in India where this facility will be available. The state Information Technology department is gearing up for the project. The people can get services provided by the state government with just a click.

It is basically a window where people can upload their documents and wait for the departments to take action. In most cases, people need to rush to the government departments for getting necessary permissions or certificates. But if anybody uploads their necessary documents in that page, it will automatically go to the concerned departments and the responsible officers would take action promptly.
West Bengal Chief Minister Mamata Banerjee has mentored the idea of this project. Some of the experts of the Information Technology, who are working on the project, have decided the name of the project ‘e-Bangla’, but this name is yet to get an acknowledgement from state administration.
The work has been initiated. We are thinking about a project on the line of Biswa Bangla. It will be a ground-breaking project, for sure. However, e-District is a mission mode project, which is successfully operated by the government with the objective of taking the services provided by the state government to another level. The state’s services that have been available to the citizens via online system, has already become very popular.
Those services may be available in the internet or by visiting any Common Service Center. But those services are restricted only to some special sector, like e-tendering, trade licenses or status verification.
By this new initiative, the state government will provide most of its services under one umbrella.

‘Credit linkage with WB banks of women SHGs doubled in ‘15-16’- WB Panchayat Minister

Credit linkage of Women Self-Help Groups (SHG) with banks in West Bengal has been doubled in the 2015-16, state Panchayat and Rural Development Minister Subrata Mukherjee said.

“For the first time ever, the credit target fixed has been achieved during 2015-16. This year, as against a credit linkage target of Rs 1,930 crore all banks collectively extended credit to SHGs to the extent of Rs 2,012 crore, as available in NRLM portal, a public domain. The credit linkage has almost been doubled reaching Rs 2,012 crore (as compared to 2014-15),” he said.

The Minister was speaking at the conference on SHG credit linkage organised by the state rural livelihood mission Anandadhara. In the 2013-14, credit linkage was only Rs 926 crore, which was marginally increased to Rs 1026 crore in 2014-15, he said.

This year growth rate in the state is the highest (96.10) and it has surpassed Andhra Pradesh (72.08) in percentage terms. Though the growth rate of Bihar (114.64) appears to be higher than West Bengal in absolute terms, credit deployment in West Bengal is four times higher, he said.

“With this achievement this year, West Bengal has been elevated to the fifth largest state slot in the country in terms of total credit linkage during the year breaking into a group which erstwhile comprised of only southern states,” the Minister said. All three regional rural banks operating in the state have performed excellently and contributed 62 per cent of the total credit extended to the Women SHGs, he said.

“We request all public sector banks to be little more generous while sanctioning loans to SHGs, since credit is the most important component for poverty eradication,” the Minister said. The West Bengal State Rural Livelihoods Mission (WBSRLM), launched in the state in 2012, is mandated to nurture and support poor rural women organised into SHGs to come out of poverty, through capacity building and providing support for their livelihoods including financial inclusion through linkage with banking system.

Monsoon Session Week Two: A purposive week for Trinamool in Parliament

During a Short Duration Discussion on the situation arising out of the rise in prices in the country (http://goo.gl/k9nsWa), Derek O’Brien pointed out that Government is very good at communicating on social media sites. But when it comes to basic issues like price rise, they have forgotten the people that gave them this historic mandate in 2014 people that brought them to power.

The Trinamool Leader of the Party in Rajya Sabha also raised the issue of Aadhaar card being made mandatory for receiving Government benefits and pointed out that there are a lot of people who are suffering and not getting pension and several other benefits (http://goo.gl/VqpX6e).

Trinamool MP Dr Sugata Bose took part in several discussion including the Lokpal and Lokayuktas (Amendment) Bill (http://goo.gl/iugFHh).

Sugata Bose, while speaking in LS regarding an enabling regulatory architecture in higher education institutions stated that Jadavpur University from West Bengal is in the 500-600 range of the world rankings of the TIME’s higher education supplement. On the subject of education (http://goo.gl/1nz5Df) Saugata Roy also spoke in Lok Sabha on The Institutes of Technology (Amendment) Bill, 2016 and stated that IIT Kharagpur was a pioneer in the field and for the first time it started courses in naval architecture. Saugata Roy raised the issue of Chinese incursion in Uttarakhand (http://goo.gl/4w9Lau). While speaking on The Benami Transaction (Prohibition) Amendment Bill, 2015 Saugata Roy mentioned that the Bill should not become another cursive instrument in the hands of revenue department to forcibly collect taxes (http://goo.gl/QZj9NP).

During a discussion on price rise in Lok Sabha, Saugata Roy criticized the central government stating their motto seems to be imposing cess on everything under the Sun (http://goo.gl/k9ITy5).

Ratna De Nag  spoke on The Child Labour (Prohibition and Regulation) Amendment Bill, 2016 during which she stated that even after 69 years of independence; we are unable to stop child labour in our country (http://goo.gl/HDsRVU) whereas Aparupa Poddar mentioned that child labour is a highly social evil and the root cause of child labour is poverty (http://goo.gl/l5xuvV).
