WB CM launches Egiye Bangla, the new-look portal of West Bengal Government

West Bengal Chief Minister Mamata Banerjee today launched the new look of the official portal of the West Bengal Government, Egiye Bangla.

The Banglar Mukh portal was primarily information-centric. This new portal, Egiye Bangla, would provide information as well as be an enabler of business activities. Not only would citizens be able to glean information related to the different departments of the West Bengal Government from this portal, through it they would also be able to apply online to some of the Government’s services. The list of such services, which can be applied for online, would be expanded gradually.

The list of services which can be accessed from the new portal include: data related to the State Government’s activities, important advertisements, contact information of departments and their senior officials, links to portals of the departments and access to their online services, latest news related to all aspects of the State Government, citizen-centric activities undertaken by the State Government, tourism in West Bengal, industry, and other important initiatives like Biswa Bangla. Besides these, curated photo and video galleries of all developmental projects can be accessed through the portal.

The West Bengal Government has also expanding its presence on social media channels. The Twitter account and Facebook page of Egiye Bangla would help citizens and the State Government reach out to each other in a fast, hassle-free and effective manner. The YouTube page would give access to all sorts of activities of the Government.

এগিয়ে বাংলা ওয়েবসাইট এর উদ্বোধন করলেন মুখ্যমন্ত্রী

পশ্চিমবঙ্গের মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় আজ পশ্চিমবঙ্গ রাজ্যের নতুন পোর্টাল ‘এগিয়ে বাংলা’ –র উদ্বোধন করলেন। আগে বাংলার মুখ পোর্টালটি প্রাথমিকভাবে তথ্যভিত্তিক ছিল।

নাগরিকরা এই পোর্টাল থেকে রাজ্য সরকারের নানা বিভাগ সংক্রান্ত বিভিন্ন তথ্য পাবেন। যেমন – রাজ্য সংক্রান্ত পরিসংখ্যান, গুরুত্বপূর্ণ বিজ্ঞপ্তি, দরপত্র, সব বিভাগ ও তাদের শীর্ষপদাধিকারিকদের সঙ্গে যোগাযোগ সংক্রান্ত তথ্য, বিভিন্ন বিভাগের ওয়েব পোর্টালের সঙ্গে যোগাযোগ ও বৈদ্যুতিন পরিষেবার সম্ভার, সর্বশেষ গুরুত্বপূর্ণ ঘটনাবলি, নাগরিক কল্যাণে রাজ্য সরকারের গৃহীত নানা প্রকল্প, পর্যটন, শিল্প ও বিশ্ব বাংলা উদ্যোগের মতো গুরুত্বপূর্ণ ক্ষেত্রের সঙ্গে যোগাযোগের তথ্য ইত্যাদি।

Pratima Mandal speaks during Zero Hour about beneficiaries for rural development scheme

Thank you Madam for giving me the opportunity to speak on Zero hour.

Madam the government has drawn up a list of beneficiaries based on ACPC 2011 data. As per data, 13 percent or 2.37 crore houses have only kutcha walls, one room and kutcha roof. But Madam there are large number of cases pending those who have the same category, belong to same category but their name has not been entered in this list.

And on the other hand Madam, for instances when one beneficiary whose name was entered the list, dies before getting the benefit, details of his/ her legal dependence have not been entered. There is no provision in this case to include their name.

So, I would like to request the Hon’ble Minister of rural development to consider the cases of beneficiaries whose names have not been entered into the list and also consider the case for legal aids in case of death of beneficiaries.

 

Arpita Ghosh speaks during Zero Hour about the harassment of local people in border areas by the BSF

Thank You Madam for giving me the opportunity to speak on this very important issue.

My parliamentary constituency is a border area; the Bangladesh border. As you may know, the BSF is stationed there.

Madam, I keep receiving complaints from local people about the harassment by the BSF on them. School-going girls often complain of harassment.

Recently, a student studying in Class IX committed suicide and in her suicide note she mentioned she was harassed on the way to school.

Problems like this are heard of in many border areas where BSF is present. I would request the government to look into this matter and give us feedback.

Sunil Mandal speaks on National Centre for Disease Control during Question Hour

I express my sincere gratitude to you for allowing me, a new Parliamentarian, to ask the first question. Respected Madam, I want to know from concerned Minister, through you, that several diseases are mentioned by the him in his reply to the question of National Centre of Disease Control.

It is a matter of severe anxiety as several times the doctors do not know the proper treatment of unknown diseases and hence patients die due to lack of proper treatment. Actually it is a matter of regret that NCDC has not made any awareness programme in Panchayat or block level through knowledgeable doctors and experts. The respected Minister must be aware that Asha and Anganwadi workers in Panchayat and block level detect those persons and bring them of the hospitals and arrange their treatment thus saving their lives. It is a matter of regret that those workers are under NGOs and their salary is very poor. Please help Asha and Anganwadi workers.

These diseases are not controlled in primary level. Respected Speaker Madam, I want to know from the Hon’ble Minister, through you, whether the government has any plan regarding awareness programames for these diseases? What are their plans for health care of sick new-born babies? Do they have any plans for offering free surgery to children with cardiac ailments?

Diseases like Kala-azar, dengue and various other unknown diseases spread all over the country. There are few genetic diseases, AIDS, filariasis, pox, chikunguniya, influenza, thalassemia, meningitis and other diseases which make the patient sick  during the whole year; every state government has to make arrangements for the treatment of those diseases.

Madam Speaker, it is a matter of regret that often after the detection of those diseases, central government sends observer teams to the affected area and only after that the central government approves a certain fund for use of the state government. The whole process takes much time.

For that reason it is important to increase awareness among people for which funds are necessary to made available to the state governments.

Hon’ble Minister in his reply stated that 8 states have NCDC and assured another 13 institutes. Bengal has made huge progress in the field of health care but does not have any NCDC yet. I want to know from the Hon’ble Minister, through you, whether there is any plan to open NCDC in West Bengal. If yes, then in which financial year and on what basis?

Trinamool’s Derek O’Brien seeks clarification from Home Minister regarding media blackout during SAARC Summit

Sir, for the last 18 years Trinamool Congress has always been firmly behind the Government on international issues. It is no different today. We are completely on board and welcome this statement.

I have a specific clarification to make because there are two stories going around. It’s best once and for all the Home Minister clarify this, because it’ll be better for all of us here in the House. There is one view that Doordarshan and ANI, who went there, were not given an opportunity. Your speech, Sir, was deliberately blacked out; they were not allowed. Was that the case? Or, the second is, there are some people who are trying to spread some other rumours, saying that this was actually the precedence.

If it was the first, it is a matter of serious concern, Sir; obviously, we are completely behind you. But since there are two stories going around, it is better if you clarify once and for all that it is the first, because then, as the Leader of the Opposition said, we take strong exception to something like this done to the Home Minister of India.

 

Union Health ministry lauds KMC for conducting anti-dengue health drives

The National Vector Borne Disease Control Programme under the Union Health ministry has lauded the efforts taken up by the Kolkata Municipal Corporation (KMC) to control malaria and dengue in the areas under its jurisdiction.

The KMC’s three tier planning to combat the disease, like having special health teams in the wards and rapid action teams in the borough and in the central level was also appreciated by the Ministry.

The KMC has submitted details of 629 private nursing homes and pathological laboratories to the ministry.

To combat the spread of the disease, the KMC has identified 36 wards where special drives will be conducted against malaria and dengue.

Some of the wards where this drive will be launched are 25, 23, 61, 62, 55, 82, 74, 76, 107, 108, 109 and 104 as in these areas more dengue cases were detected last year.

The KMC has launched massive awareness programme in all the 144 wards where the people have been requested to change their water stored in containers at least once a week. Similarly, water in flower vases should also be changed once every week.

The owners of buildings have been requested to ensure that the overhead tanks and the underground reservoirs have covers. It is also conducting drives at the state-run hospitals and offices. If mosquito larvae are found, then special drives are conducted. The KMC has overall five dengue detection centres.

The civic authorities are requesting people to get their blood tested at its laboratories at free of cost and get free medicines.

ম্যালেরিয়া ও ডেঙ্গু নিয়ন্ত্রণ করার জন্য কলকাতা মিউনিসিপ্যাল ​​কর্পোরেশনের ন্যাশনাল ভেক্টর রোগ নিয়ন্ত্রণ কর্মসূচির বেশ প্রশংসা করল কেন্দ্রীয় স্বাস্থ্য মন্ত্রক।

কলকাতা পৌরসংস্থার ত্রি-স্তরবিশিষ্ট পরিকল্পনা, বিশেষ টিম ইত্যাদি কেন্দ্রীয় মন্ত্রণালয়ের থেকে অনেক প্রশংসা পেয়েছে।

কলকাতা পৌরসংস্থা মন্ত্রণালয়ে ৬২৯টি বেসরকারী নার্সিং হোম এবং ল্যাবরেটরিজের বিস্তারিত বিবরণ  জমা দিয়েছে।

রোগের বিস্তার যাতে না ঘটে কলকাতা পৌরসংস্থা ৩৬টি ওয়ার্ডে ম্যালেরিয়া ও ডেঙ্গু বিরুদ্ধে বিশেষ অভিযান চালানো হচ্ছে।

কিছু কিছু ওয়ার্ডে এই অভিযান শুরু করা হবে। গত বছর কিছু কিছু ওয়ার্ডে ডেঙ্গু শনাক্ত করা হয়েছে। যেমন – ২৫, ২৩, ৬১, ৬২, ৫৫, ৮২, ৭৪, ৭৬, ৭৬, ১০৭, ১০৮, ১০৯ এবং ১০৪ নং ওয়ার্ডে।

কলকাতা পৌরসংস্থা ১৪৪টি ওয়ার্ডে ব্যাপক সচেতনতা কর্মসূচি চালু করেছে। মানুষকে অনুরোধ করা হয়েছে কোথাও জমা জল না রাখতে। একইভাবে, প্রতি সপ্তাহে অন্তত একবার ফুলদানির জল পরিবর্তন করা উচিত।

বাড়ির মালিকদের ওভারহেড ট্যাংক এবং ভূগর্ভস্থ জলাধার ঢাকা দিয়ে রাখার অনুরোধ করা হয়েছে। সরকারি সব হাসপাতাল ও অফিসগুলোতেও পুরসভা তাদের সচেতনতামূলক অভিযান চালিয়েছে। যদি কোন মশার লার্ভা পাওয়া যায় তাহলে সেখানে বিশেষ অভিযান চালানো হয়েছে। কলকাতা পৌরসংস্থার  পাঁচটি ডেঙ্গু সনাক্তকরণ কেন্দ্র রয়েছে।

পৌর কর্তৃপক্ষ জানিয়েছেন, তাদের ল্যাবরেটরিতে বিনামূল্যে রক্ত পরীক্ষা করানো হচ্ছে এবং ওষুধ দেওয়া হচ্ছে।

 

WB CM chairs administrative review meeting for Bardhaman district

West Bengal Chief Minister Mamata Banerjee, as part of her three-day visit to the districts, today chaired her third consecutive administrative district review meeting in Bardhaman. Earlier, the Chief Minister had chaired meetings for the districts of Purulia and Birbhum.

Besides chairing the meeting and taking stock of developmental projects, the Chief Minister inaugurated projects, including BSC Nursing College at the Asansol ESI Hospital campus.

Yesterday, after the administrative meeting for Birbhum district in Bolpur, the Chief Minister, on an invitation extended by Visva-Bharati University, visited the campus. She was felicitated by the Visva-Bharati authorities.

 

আজ বর্ধমানে প্রশাসনিক বৈঠক করলেন মুখ্যমন্ত্রী

পশ্চিমবঙ্গের মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় তার তিনদিনের জেলা সফরে তৃতীয়দিনে আজ বর্ধমানে প্রশাসনিক পর্যালোচনা বৈঠক করেন। এর আগে গত দুদিনে তিনি পুরুলিয়া ও বীরভূমে প্রশাসনিক বৈঠক করেছেন।

বৈঠকের পাশাপাশি বিভিন্ন উন্নয়নমূলক সরকারি প্রকল্পের খোঁজখবর নেন। এর পাশাপাশি আসানসোল ইএসআই হাসপাতাল ও ক্যাম্পাসে বিএসসি নার্সিং কলেজের উদ্বোধন করেন।

Nadimul Haque makes a Special Mention on electoral reforms

According to a report published by a think tank, 80 per cent of the funds to major political parties come from unknown sources. The sources of 82.5 percent of the Congress’s income, 73 percent of the BJP’s income and 53 percent of the CPI-M’s income are unknown.

We have seen that in Tamil Nadu, the polls were cancelled in the Aravakurichi and Thanjavur Assembly segments after media reports of bribing voters surfaced. The Election Commission noted that money power is disturbing the level playing field and vitiating the purity of elections.

Unregulated, undisclosed and opaque political funding can threaten the very fabric of democracy and governance. While a small, resource-strapped political party may struggle to make ends meet, the parties receiving crores of black money have an undue advantage.

In the recently concluded Assembly elections, the Maa, Mati, Manush of the State blessed All India Trinamool Congress with 211 seats.

However, election reforms are the need of the hour in India. State funded elections are a necessity for weeding out corruption in this vibrant democracy. The Government of India and the Election Commission (EC) should sit together to work on a ‘model’ on how to go about it for the larger interest of the country.

 

SS Roy speaks during Short Duration Discussion on the power of the Governor

Sir, with the imposition of President’s Rule in Uttarakhand, it became the 115th instance since 1950. All States except Chhattisgarh and Telangana had to face President’s Rule at least once. In this respect, according to the latest Home Ministry figures, made available through RTI application, UP leads the chart: in UP, President’s Rule was imposed 10 times, followed by Bihar with nine times, Kerala, Manipur, Punjab and Odisha with eight times.

Out of 115 times, Congress and Congress-led coalitions imposed President’s Rule 84 times, that is, 73% of the total number of such instances. The BJP or BJP-led Governments imposed President’s Rule seven times. And interestingly, the Janata Party Government (the BJP’s erstwhile outfit, the Bharatiya Jan Sangh merged with Janata Party) in power from 1977 to ’79, that is, two years, imposed President’s Rule 16 times, on some flimsy and unprecedented grounds.

Sir, all of us know that the makers of our Constitution, to some extent, followed Article IV Section 4 of the American Constitution while incorporating Articles 355 and 356 in our Constitution. Sir, the background is that in 1861, when Abraham Lincoln was the President of the United States, he had to face some internal disturbances on the issue of slavery and the South wanted to secede from the Union. That is why he wanted to use some sweeping powers to checkmate the situation, to arrest the situation. This is how Article IV Section 4 of the American Constitution came into being.

But our Article 355 and 356 are also patterned on Section 93 of the Government of India Act, 1935; the only exception being that, under the Government of India Act, 1935, it was the Governor or the Governor-General, now the powers are vested with the President of India.

Now, the Chairman of the Drafts Committee of our Constitution, Dr BR Ambedkar said – “In short, I share the sentiments that such Articles will never be called into operation and they would remain a dead letter. If at all they are brought into operation, I hope the President, who is endowed with these powers, will take proper precautions before actually suspending the administration of the provinces.”

Sir, We have not learnt from the lessons of Dr BR Ambedkar. Sir, in spite of the nine-judge Constitution Bench judgement of the Supreme Court in the SR Bommai case, no Government at the Centre had abided by the ruling of the Supreme Court and this is how the present Government has burnt its fingers intrhe case of Aruncahal and Uttarkhand.

Sir, insofar as the role of the Governors is concerned – because this discussion has two parts, one is Article 356 and the other is the role of the Governors – it seems that some of them act as agents or agents provocateurs of the ruling party at the Centre in some States. Sir, recent happenings in Arunachal and Uttarakhand have proved this once again.

Sir, now, ek Rajyapal, ek mahamahim Rajyapal, jab ki woh koi rajya mein Mukhya Mantri they, aur ek dharmiya dhancha ko giraya giya – who abhi doosre kahin Governor hain – unhone hamare national anthem ke khilaf publicly bol diya, disgraceful remarks he made against our national anthem in a public function. I made a petition to the Honourable President. I preferred substantial motion here in the House. Twice it was listed as ‘No-Day-Yet-Named-Motion’ during two sessions in quick succession – in the Budget Session and the Winter Session last – but the Government ran away from discussion. That motion was never taken up because I wanted to tell this august House that how a Governor, who has taken an oath under the Constitution, can question our national anthem; they have gone to that extent also.

How these people are appointed as Governors? This is why my party, All India Trinamool Congress, demands that Article 157 of the Constitution, which deals with the appointment of the Governor, must be reviewed and more specific and broad criteria and /or eligibility and/or qualification must be provided in the appointment of Governors if we at all want that this institution should continue.

Sir, to conclude, I would like to refer, with your permission, to one short point from a consultation paper on Article 356 of the Constitution by an Advisory Panel of National Commission to Review the Working of the Constitution. So, it is a Government document. From this Government document I want to refer to only one point, my last point, and then I will conclude:

“We therefore think it advisable to suggest that Article 356 be amended to provide for the following” (there are many suggestions; I am placing only one suggestion here) – “whether the Ministry is a State has lost the confidence of the Legislative Assembly or not should be decided only on the floor of the Assembly and nowhere else. If necessary, the Central Government should take necessary steps to enable the Legislative Assembly to meet and freely transact its business. The Governor should not be allowed to dismiss the Ministry so long as it enjoys the confidence of the House. Only where a Chief Minister of the Ministry refuses to resign after his Ministry is defeated on a motion of no-confidence, should the Governor dismiss the State Government.”

Therefore, even the ruling party at the Centre, did not have any respect for the provisions of the Constitution, for the spirit of the Constitution, on what the Constitution-makers, particularly Dr BR Ambedkar, while drafting the Constitution, had given warning that you should be treated as a dead letter. The dead letter has been alive for 115 times since 1950. If we do not put a stop, it will continue for an indefinite period. The time has come that this august House must decide on this issue.

Yeh tu-tu main-main karne se kuch hone wala nahin. kabhi idhar khushi kabhi udhar gham, kabhi idhar gham udhar khushi. Yeh silsila nahin chalna chahiye. Is mein thora end lana chahiye. Is liye mein aap se nivedan karta hoon, hamare sabhi Honourable Members se, is gambhir vishay ko aur bhi charcha kare, vistar se charcha kare, aur isko review kiya jaaye whether Article 356 should be there or not, and whether the Governors, who are essentially the agents and agents provocateurs of the ruling party at the Centre, should be appointed in the States to curb the democratic elected Governments’ activities.

It must come to an end.

Abhishek Banerjee speaks on the Supplementary Demands for Grants

Speaker Madam / Deputy Speaker Sir, I thank you for this opportunity to speak on the Supplementary Demand for Grants (2016-17).

This is my first speech after the historic win of the Ma Mati Manush Government in West Bengal and I rise here today with pride and dignity, with my head held high representing my state and its people who chose truth over lies & hype.

Two months ago, the people of my State had three choices.

One, an ideology-less / unethical / venomous alliance.

Two, a party that runs on media hype & encourages religious fundamentalism.

And three, the Trinamool Congress, which worked for development, peace, prosperity and communal harmony.

The choices were clear. And the people spoke Loudly and Clearly.

They blessed Mamata Banerjee’s Trinamool Congress with an even bigger mandate this year, profoundly and wholeheartedly they elected

…a Government that worked sincerely,

… a Government that worked transparently,

… a Government that delivered on its promises,

Moreover they chose Government that is fearless, bold & honest.

Now let us look at the promises made by the Central Government. A Government that speaks about ‘cooperative federalism’. A Government that talks about ‘strengthening the Centre-State relationship’. A Government that tweets on every subject, but remains silent and mum and silent when Dalits are killed and young minds in Kashmir are pained and anguished.

This Government often speaks about ‘competitive federalism’. About States competing with each other to perform better. But in the past two years, cooperative federalism has merely been a slogan. An empty slogan, not the reality.

The CM of West Bengal wrote to the PM of the country in April-May 2015, almost 14 months back detailing the ways in which the Centre was short-changing the States.

There has been no positive response.

If one may recall the past, in 2012, the former CM of Gujarat and the present Hon’ble PM of the Nation, Mr Narendra Modi wrote about cooperative federalism in his blog.

I quote –

“Sitting in New Delhi, the Centre may not always be able to do justice to the potential and needs of various states across India. By virtue of being closer to the people, State Governments can respond much better in understanding and fulfilling the expectations of the people through good governance.”

Sound good, Sir. Beautiful words but unfortunately forgotten just after covering a mere distance of 920 km, that is after taking the flight from Ahmedabad to Delhi. Such is the magic in Delhi’s air.

From this Government’s record, it is clear that there is no cooperative federalism. There is no competitive federalism. Madam/Sir, indeed no cooperative federalism…what we have, is unfortunately … CAMOUFLAGED CENTRALISM. Yes, camouflaged centralism.

There has been talk of fiscal transfers to the States. But unfortunately the reality is that the Central Government has withdrawn its financial support from nearly 39 major schemes like National E-Governance Action Plan, Modernization of Police Force, additional central support for LWE affected areas, Backward region grant funds, special assistance for hill areas, schemes for setting up 6000 model schools, central support to states for setting up export infrastructure and other allied activities, national mission for food processing and tourist infrastructure. This is not the end 58 important schemes like rashtriya kisan vikas yojana, national food security mission, bringing revolution to eastern India, national rural drinking water, Sarva Shiksha Abhiyan  and national livelihood mission, the central government has substantially , Sarva Shiksha Abhiyan  and national livelihood mission, the central government has substantially  reduced its funding. Funding for Sarva Shiksha Abhiyan has been reduced from Rs 9000 crore to just Rs 2000 crore.

Is this what we call cooperative federalism? No Sir, this is camouflaged centralism!

West Bengal is being weighed down by a massive debt of more than Rs 3 lakh 8 thousand crore left behind by the previous Left government who ruled and ruined the state for 34 long years. Other States like Tamil Nadu, Maharashtra, Uttar Pradesh also have debt in excess of Rs 2 lakh crores. Has there been any waiver? Has there been any support? Has there been any debt relief? Has the Central Government taken any initiative to reduce the debt burden or truncate the same???

Is this cooperative federalism?  NO Sir, this is camouflaged centralism!

The Planning Commission has been abolished and the States have lost an important platform to raise matters. Sir, meetings are being called without consulting or discussing with anyone. You give Chief Ministers time to speak based on the colour of their party flag and your political equation. This is very unfortunate sir.

This Government also talks about competitive federalism. Good. They want one State to compete against the other State in good spirit. But let us take this concept of competitive federalism to another level and see how State Governments are doing when they are comparing with the Centre. Since I am from Bengal, I will take that as my benchmark. How has the Centre fared. And how has Bengal fared?

 

  1.  Inflation

 

In the Supplementary Demand for Grants, Rs 40,000 crore has been allocated as Ways and Means Advance to the Food Corporation of India. Given the inflation situation in the country and the crucial role of the Public Distribution System for the common man, it is not clear why this allocation was not made during the Budget Session and is coming up at this stage.

Bengal has the lowest inflation rate in the country, less than 3%, according to the latest Economic Survey published by the Central government. The inflation rate for the entire country is 5.7%. From day one of this Monsoon Session, my colleagues from Trinamool in both Houses have been strongly raising this issue of price rise both inside and outside Parliament.

 

  1.   Let’s take MGNREGA.

 

The BJP has always criticised MGNREGA as a failure and have ridiculed it as a scheme for ‘digging holes’. This is reflected in the scheme’s overall performance. The average days of employment per household has been dismal, below 50 days per year. Last year, it was only 34.84 days per year. In Bengal the story is different. MGNREGA aims to provide at least 100 days of wage employment per year. 85 lakh person-days of work has been generated and we have spent more than Rs 18,000 crores towards the scheme in the past years. Again, undoubtedly the best in the country.

This Demand for Grants adds Rs 5000 crore to the MGNREGA fund. This is a good step but again, it is not clear why such an important allocation is appearing as a Supplementary Demand for Grants. This shows the attitude of the central government towards the common people and the downtrodden of this country.

 

  1.  As for financial growth, the Gross Value Added Growth of Bengal is at a 12.02% high while India is at 7.3%. Sir also there has been recent tendency of the central government to fund various developmental schemes by imposing cess. For instance 0.5% Swaach Bharat cess, 0.5% Krishi Kalyan cess has been levied on the service tax. Sir, the collection of cess does not form a part of the divisive pool and does not get shared with the states. This amounts to depriving and ignoring the states from the collected funds and this goes against the spirit of cooperative federalism.

If I am to read the Constitution of India, Article 271 Sir, it says clearly “ Surcharge on certain duties and taxes for purposes of the Union Notwithstanding anything in Articles 269 and 270, Parliament may at any time increase any of the duties or taxes referred in those articles by a surcharge for purposes of the Union and the whole proceeds of any such surcharge shall form part the Consolidated Fund of India.”

Sir, I would request the Hon’ble Finance Minster and the Government please use such article in the Constitution in the good spirit of the country. So everyone in the country and every people of the country including the farmer, worker and also the state gets benefitted. That should be the spirit Sir.

  1.  If we talk of social and rural development.

 

The Centre’s budget for Beti Bachao Beti Padhao, a scheme that was modelled and repackaged on West Bengal’s Kanyashree scheme created by Hon’ble Chief Minister of West Bengal Mamata Banerjee, is a mere Rs 75 crores. I wonder how much of it went into newspaper ads and social media campaigns. What is the budget for the Kanyashree scheme in West Bengal today? More than Rs 1000 crores. It is not 100 cr, not 200 cr not 500cr, but 1000 cr Sir. That is 10 times more than the Centre for just one State. That’s Bengal for you Sir!

  1.  If we take Minority development.

 

Sir, let the facts and figures speak for itself. Let’s look at the numbers. The Budget increased four times in five years in Bengal. And what have the Centre done? They can’t even run a portal to distribute minority scholarships. But then do they care about minorities? Do they care about the oppressed? Do they care about the farmer? Do they really care? The answer is no Sir.

Respected Speaker Madam, I have explained to you briefly how one State government has brought peace, harmony and development, and won a second term. How schemes are implemented successfully on the ground. How people co-exist irrespective of their caste, creed or religion and irrespective of what they eat or where they pray. And while doing all this, the State of West Bengal still has a GDP that doubled from Rs 4.61 lakh crore in 2010-11 to Rs 9.20 lakh crore in 2015-16.

Bengal is moving ahead Sir.

Compare this to a Central Government who believes they are an event management agency. They create big ads with big promises. Write catchy slogans. Make lots of noise. Try and do headline management. But the result is total mismanagement. Today after almost 69 years of independence we don’t need to know what must be done to strengthen the nation any longer. The Government at the Centre and also the Hon’ble minister must ask itself a simple question. Are you doing even 1% of what you think must be done or must be done??? The answer will be no again.

Mr. Prime Minister and Mr. Finance Minister are active on social media – Facebook, Twitter. I have no problem with that. But I would humbly like to suggest to them to take some time off from their screens and get the DVD of Satyajit Ray’s beautiful film – Pather Panchali (which if translated to English means Song of the Road). The film is about Harihar and his family suffering in poverty. Harihar moves to the city looking for employment. In the meantime, his daughter falls ill. They don’t have the money to buy medicines or take her to the hospital. Unfortunately, on Harihar’s return to his village, his daughter had already passed away. The family continues to suffer.

This film was based on a story written by Bibhutibhushan Bandyopadhyay, one of the leading writers of modern Bengali literature, way back in 1929 but it reflects the current situation today. There is unemployment everywhere and access to proper healthcare seems like a distant dream.

But when you want to change the lives of people, how do you do it?

–  You change lives by setting up fair price shops selling medicines with up to 70% discount

–  You change lives by giving proper shelter and houses free of cost to economically weaker section of people under the GEETANJALI scheme.

–    You change lives by making all districts across the State “Open Defecation Free”

–    You change lives by electrifying households under the Sabar Ghare Alo scheme.

–   You change lives by giving 45 lakh Sabuj Sathi cycles to girls and boys, so a 50-minute walk to their school becomes a 5-minute sweet and smooth ride.

Lives have been changing, in Bengal.

As for the BJP-led NDA government, all you have given the country so far are Achhe Slogans, Achhe ads, Achhe tweets. Achhe Sapne aur Achhe Jumley. 25 mahina baad ek asha aur umeed ki kiran lekar jo achhe din ke sapne dekhe the.. Woh har hindustani aaj jaan na chahta hai yeh achhe din kab ayenge? Kashmir mein border par khada hua jawan yah Kanyakumari mein rah dekh raha Kisaan kisi ke bhi achhe din nahi aye.. Sir, baatein bahut huyi lekin desh ki zamini haqeeqat mein koi badlav nahi aya. Achhe din ke naam pe desh ko dhoka diya hai.

The Government must stop its step-motherly attitude towards the States. It must come out of the bubble it’s trapped in Delhi.

I come from India, not Delhi.

I come from the states of India with optimism in my heart. I come from West Bengal. I come from where federalism is not just a mere slogan but genuinely means something. Believe me, an anger is rising against your Government and this Demand for Grants keeping away the larger interest of the country in mind will only add fuel to the fire. I would humbly caution you as a political colleague of this august House with a stake in India. I am not politically associated with you, but I care for India.

And you are letting INDIA down.
