Sukhendu Sekhar Roy raises a Point of Order on allowing Members two working days to move an Amendment

Under Rule 258, a member can raise a Point of Order at any point of time, and this Point of Order is in relation to Rule 130. Under Rule 130, the procedure has been lead down that two days’ time is allowed to a Member to move their Amendment after the Bill is laid on the table of the House. Now, on Friday, one minute past 5 o’clock, the Secretary-General informed the House that the Bill has been passed by the Lok Sabha and laid on the table of the House. So, from that time, any Member requires two clear working functional days, not Saturdays or Sundays or holidays.
It is the duty of the Member to follow the Rules and it is also the duty of the Chair to conduct the business of the House according to the Rules. The Chairman has special discretionary powers for special circumstances to dispense with that Rule. My question is, has Rule 130 been dispensed with by the Honourable Chairman or Deputy Chairman through any announcement made today in this House? That is my question. I want a ruling on that.
