Bengal Govt introduces scheme to empower women through a green movement
The Panchayat Department of the Bengal government has brought about a scheme for creating employment as well as empowering women through a green movement, through the planting and taking care of trees. Women would be given preference under the scheme.
The scheme is aimed at poor villagers. One has to plant 100 trees and if the person manages to save 90 per cent of the trees within six months, Rs 900 would be given as reward by the department. Similarly, if the person manages to plant 200 trees and save 90 per cent, Rs 1,800 would be given as a reward. The payment would be per month, and would continue for three to five years.
The land to plant the trees as well as the saplings would be provided by the State government.
After the trees grow big, 75 per cent of their ownership would remain with the planters, which means that they would get part of the earnings from selling fruits and wood from the trees
Through this programme, the Panchayat Department plans to bring sustenance for 80,000 poor families of the state. The programme would be funded under the provisions of the MGNREGA Scheme.
The scheme was initiated in Howrah and Bardhaman two months back on a pilot basis, and has tasted success. About 55,000 trees have been planted till now. Through this scheme, the State Government has introduced a new concept – that of ‘briksha patta’, which translates to tree patta.
গাছ বাঁচালে হাতে টাকা দেবে সরকার
গাছ বাঁচালেই এবার মিলবে নগদ ইনাম। এর জন্য অন্তত ১০০টি গাছ লালনপালনের দায়িত্ব নিতে হবে। তার মধ্যে অন্তত ৯০ শতাংশ গাছ বাঁচাতে পারলে মাসের শেষে মিলবে ৯০০টাকা। গাছগুলি বড় হওয়ার পর ৭৫ শতাংশ মালিকানা থাকবে পরিচর্যাকারীর এবং ফল বা কাঠ বিক্রির ভাগও পাবেন। সেই গাছ লাগানোর জন্য জমি ও চারাগাছের জোগান দেবে রাজ্য সরকার। সবুজ রক্ষায় এমনই এক অভিনব প্রকল্প হাতে নিয়েছে রাজ্য পঞ্চায়েত দপ্তর। এর নাম দেওয়া হয়েছে ‘বৃক্ষ পাট্টা’।
সারা রাজ্যে মোট ৮০ হাজার দরিদ্র পরিবারকে এই প্রকল্পের আওতায় আনার সিদ্ধান্ত নিয়েছে রাজ্য সরকার। জাতীয় গ্রামীণ কর্ম নিশ্চয়তা প্রকল্পের আওতায় তাঁরা গাছ বাঁচানোর কাজে নিযুক্ত হবেন। গাছ পরিচর্যার বিনিময়ে তিন থেকে পাঁচ বছর পর্যন্ত পরিবার পিছু মাসে ৯০০টাকা পারিশ্রমিক পাবেন। এই কাজে মহিলাদের অগ্রাধিকার দেওয়া হবে।
এর ফলে যেমন গ্রামীণ মহিলালা স্বনির্ভর হতে পারবে, তেমন গ্রামের সবুজও রক্ষা করবে তারা। গাছের বয়স যখন ৬ মাস হবে, তখন সেটিকে পুর্নাঙ্গ বলে ধরা হবে। তারপর থেকে মাসে ৯০০ টাকা করে দেবে সরকার। কেউ চাইলে ২০০ টি গাছের দায়িত্বও নিতে পারেন। সেক্ষেত্রে ১৮০০ টাকা পাওয়া যাবে।
এবছর পরীক্ষামূলক ভাবে দুই জেলার কয়েকটি গ্রাম পঞ্চায়েত এলাকায় বৃক্ষরোপণ শুরু হয়েছে। জেলাগুলি হল হাওড়া এবং বর্ধমান। এখনও পর্যন্ত ৫৫ হাজার গাছ লাগানো হয়েছে।
