Bengal Govt ensures food for all
Following are the major achievements with respect to food distribution through the public distribution system (PDS) by the Bengal Government during the rule of the Trinamool Congress, from 2011 to 2016 (not in any order of preference):
- Chief Minister Mamata Banerjee initiated the Khadya Sathi food security scheme to provide rice and wheat at Rs 2 per kg to around seven crore people, which is almost 90 per cent of the state’s population, including special packages for the people of Jangalmahal and the Hills, the Cyclone Aaila-affected, the farmers of Singur, workers and non-workers of closed tea gardens, the tribals of Totopara in Alipurduar district, and destitute and homeless people.
- Allocation of foodgrains under PDS has been increased manifold during the last six years
- Special drive in association with the Health and Family Welfare Department to provide free-of-cost nutritional support ( package of 5 kg rice, 2.5 kg wheat, 1 kg masoor dal and 1 kg Bengal gram per month per month ) to approximately 4,000 severely acute malnourished children and their mothers per annum
- System of payment of sale proceeds of paddy directly to the farmers’ Bank Account through NEFT introduced in the kharif marketing season (KMS) 2016-17
- In case of procurement of paddy through co-operative societies, in the KMS 2016-17, CMR agencies are making direct payments of sale proceeds of paddy to the farmers within three days from the date of sale
- Major reforms in PDS, including the use of information technology (IT) in management of the PDS
- Construction of model fair price (FP) shops in closed tea gardens
- Storage capacity of grains distributed through PDS enhanced from 62,000 metric tonnes (MT) to 6 lakh MT
- Robust grievance redressal system through toll-free helplines – 18003455505 and 1967
- From financial year (FY) 2011-12 to FY 2017-18, plan outlay increased by 800 per cent
গত ছয় বছরে খাদ্য দপ্তরের উল্লেখযোগ্য সাফল্য
একটি দিশারী প্রকল্প- ‘খাদ্যসাথী’ ২০১৬ সালের ২৭ জানুয়ারি কার্যকর হয়, আর সেই দিনই ৭.৯৬ কোটি ব্যাক্তিকে খাদ্য নিরাপত্তার আওতায় আনা হয়। আজ পর্যন্ত ৮.৬৬ কোটি মানুষকে এই প্রকল্পের আওতায় আনা হয়েছে। এই প্রকল্পের আওতাভুক্ত ৯০.৬ শতাংশ উপভোক্তাকে প্রতিমাসে কিলো প্রতি ২ টাকা দরে ৫ কিলো খাদ্যশস্য সরবরাহ করা হয়। জঙ্গলমহল, আয়লায় ক্ষতিগ্রস্ত পরিবার, সিঙ্গুরের কৃষক, বন্ধ চা বাগানের শ্রমিক ও অশ্রমিক, পার্বত্য এলাকা, নিঃস্ব ও গৃহহীন ব্যক্তিদের এই প্রকল্পের আওতায় বিশেষ সুবিধা দেওয়া হয়েছে।
- গত ৬ বছরে গণ-বণ্টন ব্যবস্থায় খাদ্যশস্য বরাদ্দের পরিমাণ বহুগুণ বৃদ্ধি পেয়েছে।
- ২০১৪-১৫ সাল থেকে প্রায় ৪০০০ তীব্র অপুষ্টি শিকার শিশু ও তাদের মায়েদের পুষ্টিগত সহায়তা (প্রতি মাসে ৫ কিলো চাল, ২.৫ কিলো গম, ১ কিলো মসুর ডাল ও ১ কিলো ছোলা) বিনামূল্যে দেওয়ার জন্য স্বাস্থ্য ও পরিবার কল্যাণ দপ্তরের সঙ্গে মিলিতভাবে একটি উদ্যোগ গ্রহণ করা হয়েছে।
- ২০১৬-১৭ খারিফ মরশুমে ই-প্রোকিওরমেন্ট সফটওয়্যারের ব্যবহার বাধ্যতামূলক করা হয়েছে। এর ফলে কৃষকদের ক্ষেত্রে প্রাসঙ্গিক যাবতীয় তথ্য ও আদান-প্রদানের বিবরণী নথিভুক্ত করা সম্ভব হয়েছে।
- ২০১৬-১৭ খারিফ মরশুমে নেফটের মাধ্যমে কৃষকদের ব্যাঙ্ক অ্যাকাউন্টে বিক্রয়মূল্য সরাসরি প্রদানের ব্যবস্থা করা হয়েছে।
- সমবায় সমিতিগুলির মাধ্যমে ধান সংগ্রহের ক্ষেত্রে ২০১৬-১৭ খারিফ মরশুমে সংশ্লিষ্ট এজেন্সিগুলি বিক্রির তিন দিনের মধ্যে বিক্রয়মূল্য সরাসরি কৃষকদের প্রদান করছে।
- গণ-বণ্টন ব্যবস্থা পরিচালনার ক্ষেত্রে সার্বিক সংস্কার, ব্যবহার হচ্ছে তথ্য-প্রযুক্তি।
- বন্ধ চা বাগানে ন্যায্যমূল্যের দোকান নির্মাণ।
- মজুদ করার ক্ষমতা সম্প্রসারণ করা হয়েছে ৬২ হাজার মেট্রিক টন থেকে ৬ লক্ষ মেট্রিক টনে।
- পরিকল্পনা খাতে ব্যয় বেড়েছে ৮০০ শতাংশ।
- নিঃশুল্ক সহায়তা দূরভাষের মাধ্যমে ব্যাপক অভিযোগ প্রতিবিধান ব্যবস্থা। ২৪X৭ কল সেন্টার খোলা হয়েছে, ১৮০০-৩৪৫-৫৫০৫ অথবা ১৯৬৭।
