Manas Bhunia makes a Special Mention on pension for retired teachers of Kendriya Vidyalayas

Thank you, Sir. This is in relation to the very unfortunate retired teachers of Kendriya Vidyalaya. Sir, the Finance Minister has announced pension for the businessmen but around 1400 teachers and staff of Kendriya Vidyalaya Sangathan, who joined before 1.1.1986, are not getting pension in spite of repeated appeals, though pension is their fundamental right. Many of them are suffering from life threatening diseases, poverty, neuralgia etc. in spite of their dedicated service.
Kendriya Vidyalaya Sangathan follows the CCS pay rules of 1972 and CPF rules of 1962. The Government of India vide their memo number 4187P ICI dated May 1, 1987 had given a cut off date of 30.9.1987 to the employees for exercising their options in case they desired to continue to be governed by the CPF scheme. In case no such option was exercised by 30.9.87 all the employees were deemed to have come to GPF scheme of Government of India. It was also made clear that no extension for exercising option for continuing in the CPF scheme will be admissible as per the Government rules after 30.9.1987.
It is understood that KVS did not circulate the same order not mentioned above cut off date, so employees were in the total dark. No one had submitted option before 30.9.87. All employees were deemed to be covered in CPF pension scheme.
From 2014, Sir, the teachers were coming to know about the actual DOPTOM through different judgements in favour of the employees. The Honourable Supreme Court, High Courts of Madras, Jodhpur, Delhi and Central Administrative Tribunals gave order for grant of pension to some teachers who came to the Hon’ble Court for justice. The teachers who won the cases are getting pension but others are not getting.
I urge upon the government to come forward to redress this serious situation. Thank you, Sir.
