Saugata Roy asks a Supplementary Question on glass facades in buildings

I’m happy that the Honourable Minister spent five happy years in the Trump Towers in New York, but what he is saying goes against common sense. It’s evident that if you use glass in the façade of a building, more light will come in, and this means that the energy required for lighting installations becomes less. But since glass also admits more heat, more air-conditioners need to be used, which adds to the cost. Nowadays, there is this concept of ‘green building’. The Minister in his reply has nowhere mentioned the need for constructing green buildings.
I would like to ask the Honourable Minister that why are all his reports dated, be it the IIT study which is dated 2011, the National Building Code which is dated 2016 or the Model Building By-laws which is dated 2016?
I would like to know specifically from the Honourable Minister, in view of the many apprehensions expressed by people about using glass for the newly coming up shopping malls, and multistoried residential and office buildings, whether the Ministry will notify Green Building laws and make it compulsory for all influential big builders in the country.
