Kanyashree: Ensuring the future of the girl child
Today, on National Girl Child Day, Bengal Chief Minister Mamata Banerjee has sent her best wishes to all the Kanyashree girls. “We are proud of our Kanyashree girls. Our scheme for the girl child is an international model now. My best wishes to all,” her message said.
The Mamata Banerjee-led Trinamool Congress Government had launched the scheme, ‘Kanyashree’ for the upliftment of the girl child in 2013. Since then August 14 has been celebrated as Kanyashree Dibas.
The scheme aims to promote higher education and secure the future of our girl child and transform them into responsible women of tomorrow. So far, over 45 lakh girls have been registered as beneficiaries under the scheme.
Earlier girls enrolled in classes VIII to XII used to receive an annual scholarship of Rs 500. The scholarship amount was increased to Rs 750 from the financial year (FY) 2015-16. A one-time grant of Rs 25,000 is provided to each unmarried girl student on attaining 18 years of age. Last year, grants under the scheme were extended to post-graduate as well.
UNICEF has partnered the Bengal Government after scanning the feasibility of the scheme. The Department for International Development, United Kingdom, and UNICEF selected the scheme for presentation at the Girl Summit 2014 held in London. On June 23, 2017, Kanyashree Prakalpo won the United Nations Public Service Award at an international award ceremony at The Hague in the Netherlands.
In 2015, the Bengal Government had won the silver medal for ‘Kanyasshree Prakalpo’ in the category of ‘Outstanding Service in Citizen-Centric Service’ by the Central Government.
The mission of the Bengal Government is to proactively encourage education among girl children.
10 things about the internationally-recognised scheme:
- The scheme has brought over 45 lakh adolescent girls under its fold, covering over 16,600 institutions in every corner of the state – in formal schools, madrasahs, colleges, open schools and universities, institutes of vocational training, industrial training, and even sports institutes.
- Over 5,000 girls have been trained in self-defence techniques so far.
- ‘Kanyashree Dishari’ – a special educational and awareness exposure visit of Kanyashree girls in North 24 Parganas District – has been launched.
- Many Kanyashree girls are being given vocational and other skill development training.
- 30 Kanyashree girls trained under Swawlamban Scheme, organised by BRAINWARE, for becoming unarmed security guards, of which 16 successfully placed in different organisations
- In convergence with Kanyashree Prakalpa, during FY 2015-16, the Sabala Scheme has been able to provide Supplementary Nutrition Programme to about 98,820 Kanyashree girls during the last 2 years.
- About 1,600 out-of-school girls were readmitted to formal/informal education system and 50% of them were linked with Kanyashree Prakalpa benefits.
- The scheme received the United Nations Public Service Award in 2017, the United Nations WSIS Prize 2016 Champion in e-Governance Category (WSIS Action Line C7), and was the finalist in GEMTech Awards 2016, hosted by UNWOMEN & ITU.
- The scheme received National E-governance Award 2014-2015 awarded by the Department of Administrative Reforms and Public Grievances, Government of India.
- Kanyashree Scheme also received Skoch Winner Award and Order of Merit 2015 for Smart Governance as well as the CSI-Nihilent Award for e-governance, 2014-15.
জাতীয় কন্যাদিবসে কন্যাশ্রীদের শুভেচ্ছা মুখ্যমন্ত্রীর
আজ জাতীয় কন্যাদিবসে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় তাঁর সব কন্যাশ্রীদের শুভেচ্ছা জানান। তিনি বলেন, ‘আমরা আমাদের কন্যাশ্রীদের জন্য গর্বিত। আমাদের এই কন্যাশ্রী প্রকল্প এখন আন্তর্জাতিক ক্ষেত্রে রোল মডেল’।
মমতা ব্যানার্জী নেতৃত্বাধীন তৃণমূল কংগ্রেস সরকার ২০১৩ সালে কন্যা সন্তানদের জন্য ‘কন্যাশ্রী’ প্রকল্প চালু করেন। প্রতি বছর ১৪ আগস্ট ‘কন্যাশ্রী দিবস’ উদযাপন করে রাজ্য সরকার।
মেয়েদের উচ্চ শিক্ষা এবং তাদের ভবিষ্যৎ নিরাপদ ও সুনিশ্চিত করতে রাজ্য সরকারের এই প্রয়াস। এখনও পর্যন্ত ৪৫ লাখেরও বেশী কন্যা সন্তান এই প্রকল্পের আওতায় রয়েছে। আগে ক্লাস থেকে দ্বাদশ শ্রেণী পর্যন্ত ছাত্রীদের ৫০০ টাকা বৃত্তি প্রদান করা হত। ২০১৫-১৬ অর্থবর্ষে এর পরিমান বৃদ্ধি করে ৭৫০ টাকা করা হয়েছে।
১৮ বছর বয়সের পর অবিবাহিত মেয়েদের উচ্চ শিক্ষার জন্য এককালীন ২৫,০০০ টাকা দেওয়া হয় এই প্রকল্পের মাধ্যমে। ইতিমধ্যেই মমতা বন্দ্যোপাধ্যায়ের এই স্বপ্নের প্রকল্প ইউনিসেফের থেকে অনেক প্রশংসিত হয়েছ।
এই বিশ্ববন্দিত প্রকল্পের সম্বন্ধে জেনে নিন এই ১০টি তথ্য:
১. রাজ্যের ১৬,৬০০ শিক্ষা প্রতিষ্ঠানের প্রায় ৪৫ লাখেরও বেশী কিশোরী ছাত্রী এখনও পর্যন্ত কন্যাশ্রীর আওতায় এসেছে। এই শিক্ষা প্রতিষ্ঠানগুলির মধ্যে আছে স্কুল, মাদ্রাসা, কলেজ, মুক্ত স্কুল, মুক্ত বিশ্ববিদ্যালয়, কারিগরি শিক্ষা প্রতিষ্ঠান, এমনকি খেলাধুলার প্রতিষ্ঠানও।
২. এখনও পর্যন্ত ৫,০০০ এর বেশি কন্যাশ্রী পেয়েছে আত্মরক্ষার প্রশিক্ষণ।
৩. উত্তর ২৪ পরগণা জেলায় চালু হয়েছে “কন্যাশ্রী দিশারি” প্রকল্প। কন্যাশ্রী প্রাপকদের মধ্যে সচেতনতা বৃদ্ধির লক্ষে শুরু হয়েছে এই প্রকল্প।
৪. অনেক কন্যাশ্রী মেয়েকে দেওয়া হয়েছে বৃত্তিমূলক প্রশিক্ষণ।
৫. ব্রেনওয়্যারের আয়োজনে ৩০ জন কন্যাশ্রীকে স্ববলম্বন প্রকল্পে ‘আনআর্মড সিকিউরিটি গার্ডের’ প্রশিক্ষণ দেওয়া হয় যাদের মধ্যে ১৬ জনের কর্মসংস্থানও করা হয়েছে।
৬. ২০১৫-১৬ অর্থবর্ষে কন্যাশ্রী প্রকল্পের অন্তর্গত হয় সবলা প্রকল্প। গত ২ বছরে প্রায় ৯৮,৮২০ জন কন্যাশ্রী পেয়েছে Supplementary Nutrition Programme-এর সুবিধা।
৭. আনুমানিক ১৬০০ স্কুলছুটকে ফেরানো হয়েছে স্কুল ও অন্যান্য শিক্ষা প্রতিষ্ঠানে, এদের ৫০ শতাংশকে দেওয়া হয়েছে কন্যাশ্রীর সুযোগ সুবিধা।
৮. এই প্রকল্প ২০১৭ সালে United Nations Public Service Award ই-গভর্নেন্স ২০১৬ সালে (WSIS Action Line C7) বিভাগে United Nations WSIS 2016 পুরস্কার পায়। UNWOMEN & ITU আয়োজিত GEMTech Awards 2016 তে চূড়ান্ত পর্যায় অবধি পৌঁছেছে কন্যাশ্রী প্রকল্প।
৯. কেন্দ্রীয় সরকারের Department of Administrative Reforms and Public Grievances এই প্রকল্পকে ২০১৪-৫ সালে ন্যাশানাল ই-গভর্নেন্স পুরস্কার দিয়েছে।
১০. ২০১৫ সালে কন্যাশ্রী প্রকল্প Skoch Award ও Order of Merit Award পায় এবং জন্য, ২০১৪-১৫ সালে CSI-Nihilent অ্যওয়ার্ড পায় ই-গভর্নেন্সের জন্য।
