Sir, engineers in Panchayat will not solve the basic problem of democracy in Kashmir. That is a key question. Unless that is answered, all these pious talk about development, then you can put the whole country under President’s rule and run the country from here. That is not the way the country should be run. It should be run in a democratic process.
