Derek O’Brien raises a Point of Order on allowing more time for analysis of Bills introduced

Sir, my Point of Order is on Rule 69. Rule 69 allows the Chairman to use his discretionary power to introduce a Bill on the same day without circulating it, without Members reading it. It allows you the power, Sir, I have no quibble on that.
My simple point is that, look at the rest of Rule 69 – (1), (2), (3), (4). When these Bills are circulated, please allow us the time to read these Bills, to understand these Bills. For example, this is a good Bill but since we are not being given the time, I appeal to you, Sir. You have the power to circumvent all but we feel deprived, Sir.
